After evaluating the existing conditions along the referenced street, review of Federal Way Revised Code (FWRC) provisions (Sections 19.135.070 and 19.135.090) and direction provided by the City Council, the Public Works Department herby denies the request, as follows: Based on daily traffic volumes provided in the traffic memorandum by TENW (Read, M.,P.E, 11/16/18), SW 300th Street is classified as a Minor Collector, corresponding to City Standard Street Section `S', which requires a 36-foot paved roadway (2 10-foot drive lanes with 8-feet of parking on each side), 4-foot planter strips with street trees, 5-foot sidewalks, and 3-foot utility strips with street lights, within a 60-foot right of way. Existing roadway improvements along this property frontage consist of two 10-foot travel lanes, with curb and gutter on the north side and on the south side (school frontage), an 8-foot wide parking lane delineated by a solid white paint stripe and extruded curb separating it from a 4-foot wide shoulder/walking path. The existing right of way width of 60-feet is consistent with the type `S' street section. There is a residential area with four driveways across the street from the school. This area is signed "No Parking". Several requests were presented in modification letter. The first was to eliminate the existing parking on the south side, which would result in no parking on S 300th Street for the length of the school frontage. This request will require the applicant to hold a public meeting, resulting in the residents agreeing to the parking removal. In addition, a queuing analysis must be provided showing sufficient onsite storage in the parent pickup area. Otherwise, on -street parking is required on the south side of the street as in the existing condition. The request is also for 10-foot wide travel lanes. Given the volume of two-way bus traffic, staff recommends two 12-foot travel lanes. Lacking the requirements stated above to allow elimination the \\CF W FILE l\Applications\CSDC\PROD\docs\save\ 156155_78863_ 130811 LO,DOC parking, staff may support a modification of the Type `S" standard to include two 12-foot wide travel lanes and one 8-foot wide parking lane on the south side of the street, for a total pavement width of 32- feet. The project must include appropriate tapers and transitions at each end of the improvements. The next request to eliminate "full 10 feet of existing pavement replacement" is not clear. That has never been a requirement for this project. Grind and overlay requirements will apply once the final improvements and existing cross slope has been established. Please note that ADA requirements are triggered by a street overlay and may impact all four comers of the intersections. The request also asks that the City allow a 40-foot wide driveway approach for the bus driveway. The engineering plans currently depict a driveway approach with curb returns, which is a non-standard driveway approach and must be specifically requested. Otherwise the City's standard Commercial Curb and Gutter Section Driveway, Detail 3-6A, shall be installed. While both the wider driveway width and the curb returns could be considered, supporting information must be provided to prove necessity. Lacking information that was previously requested in the Preapplication Conference Summary letter (Willoughby -Oakes, Leila, "File #18-103301-0-PC, Preapplication Conference Summary" Received by Ray Vefik & Mike Benzien, 9/14/18), including bus turning movement diagrams and sight distance analyses, this request is denied. Conditions As stated in the Preapplication Conference Summary letter referenced above, the applicant is required to provide bus turning movement diagrams, a queuing analysis for the parent pickup area, and sight distance analyses for both driveways. Only then can appropriate road and driveway widths, driveway locations, and curb configurations be established. Results of the public meeting are also required if the applicant wishes to alter the existing parking location. Please note that each variation from City standard must be specifically requested. Eliminate parking lane and provide a 10-foot travel lane, basically keeping the road width as it is now. 2. Eliminate pavement replacement (I assume they actually mean overlay requirement for two perpendicular utility cuts that extend across S 300th Street into the westbound lane). 3. Increase the east driveway width to 40 feet to accommodate buses. Staff Analysis Existing conditions on S 300th Street consist of two 10-foot wide travel lanes. On the school frontage (south side) for approximately 540 feet, there is an 8-foot wide parking strip delineated by a solid white paint stripe and extruded curb that separates it from a 4-foot wide shoulder/walking path. The easterly +/-110 feet of the school frontage has a 5-foot wide sidewalk with vertical curb. On the north side of the street there is a 5-foot wide sidewalk with rolled curb. It is signed "no parking". This is a residential area with four driveways across the street from the school. Request #1 to eliminate the parking lane would result in no parking on S 300th Street for the length of the school frontage. This will require a public meeting where the residents agree to the parking removal. Otherwise, on -street parking is required on the south side of the street as in the existing condition. During the initial analysis of this proposal, staff determined S 300th Street to be a Type `U' (Local) street based on zoning and previous traffic counts. Type `U' requires 32 feet of pavement to accommodate two 8-foot travel lanes and two 8-foot parking lanes. The applicant submitted a Traffic Memo on 11/16/18 that stated current existing daily traffic of 625 vehicles, which makes a Type `S' (Collector/Local) street more appropriate. Type `S' requires a minimum 36-foot width to accommodate two 8-foot wide parking lanes and two 10-foot wide travel lanes. Given the volume of two-way bus traffic, two 12-foot lanes are recommended by staff. Since the existing condition only includes one parking lane, staff would support a reduction of the Type S width to a minimum 32-foot wide street with two 12-foot wide lanes and one 8-foot parking lane on the south side. Request #2 to eliminate "full replacement of 10' of existing pavement" is not clear. There has never been a requirement to fully replace existing pavement. The DRC letter dated 9/14/18 did require full -width grind and overlay of the pavement on S 300'h Street due to two perpendicular pavement cuts that extend through the westbound lane of S 300th Street to make water line connections, and a longitudinal cut for the length of the property. The horizontal'cuts are located approximately 370 feet a :, within the intersection of 300th Stre ' with both 24th Place S and 26th Ave S. The Development Standards state in section 3.2.7.E that pavement overlay to centerline is required for any open cut within the existing road surface. Pavement rating on S 300th St is 88. Request #3 proposes to widen the existing school driveways. Both are about 22 feet wide. The west driveway is proposed to be 30 feet to accommodate parent/staff vehicles, and the east driveway is proposed to be 40 feet to accommodate buses. Both driveways will be two-way and two-lane. Staff indicated in the DRC letter dated 9/14/18 that bus turning movement diagrams and sight distance analysis is required for both driveways. None were submitted. Development Standards section 3.2.14.13 allows 40-foot wide driveways for three -lane, two-way driveways but requires Public Works Director approval for a two-lane, 40-foot driveway. Lacking any documentation, staff estimates that even with a 40-foot wide driveway, the proposed 20-foot street width will not accommodate safe bus turning movements. The proposal also shows curb returns on the east (bus) driveway, for which a request for modification was not submitted. Requirements / Conditions of Approval Staff recommends denial of requests 1 and 3. To establish appropriate road and driveway width, as well as driveway locations, the applicant is required to provide turning movement diagrams and sight distance analyses. These will also be used to determine the need for curb returns if formally requested. The applicant must provide a queuing analysis for the parent pickup area, which will be used to determine the location of on -street parking, Results of the public meeting will also be used if the applicant chooses to have one. If sufficient queue storage is not available on -site to handle future demand, on -street parking must be located on the south side of the street adjacent to the school. If sufficient on -site storage is available for future demand, then the parking may be located on the north side of the street if supported by the neighborhood. Staff recommends modification of Request #2. Based on standards that are currently in process of adoption, the applicant would be required to grind and overlay from face of curb to centerline on the south side of S 300th Street, for the length of the property frontage. On the north side, the trench may simply be patched according to Federal Way Standard Detail 3-28. The applicant should note that ADA requirements triggered by the overlay will require that ADA ramps on all four corners of the intersections be brought up to current standards. This letter is an official written request for a Right -Of -Way Improvement Modification, as provided for in FWCP 19.135.070 (Modifications, Deferments and Waivers), to the City standards along the South 300th Street frontage summarized in the City of Federal Way Pre -application Conference Summary dated September 14, 2018. Specifically, we are proposing the following Right -Of -Way Improvement Modifications: 1. Eliminate the 8' parking lane along South 300th Street adjacent to the school and provide a 10' travel lane resulting in a 26' wide pavement section measured face of curb to face of curb, assuming a standard Type U Street Section north of the centerline. Hence, from the centerline of ROW to the school property line, the street section includes a 10' travel lane, curb and gutter, 4' planter (from face of curb to face of sidewalk) and a 5' sidewalk. 2. Half street improvements include pavement replacement width necessary to install storm drainage and curh and gutter (approx. 3'), not full 10' of ex pavement replacement. 3. The improvements as required would not be harmonious with existing street improvements, would not function properly or safely or would not be advantageous to the neighborhood or City as a whole." The first modification proposes to reduce the pavement width for this Type U Street Section from 32' to 28', would eliminate on -street parking along the south side of South 300th Street adjacent to the school and would provide a 10'travel lane instead of the 8' travel lane required by the Standard Type U Street Section. This parking reduction is being requested to reduce the possibility of parents dropping-off/picking-up students along the frontage and to reduce vehicle congestion. Therefore, increasing student supervision and safety. The third modification proposes to increase the driveway width for two-way driveway from 30-feet to 40-feet at the Bus Lot (east) entrance to allow buses to leave the site eastbound on South 300th Street without encroaching into opposing traffic lanes or mounting a curb.
