The applicant is proposing to eliminate the center turn lane within the west 270 feet of frontage.
The Woodlands at Redondo Creek is a proposed 68-lot subdivision at the corner of Pacific
Highway S and S 304th Street. As part of this plat, the applicant is required to improve S 304th
Street to the planned Type "K" cross-section for a distance of approximately 550 feet. This will
include a 9-foot right-of-way dedication and construction of an 8-foot sidewalk, 6-foot planter
strip, streetlights, street trees, curb, gutter, and road widening to a minimum of 22-feet on the
north side of the road (6' bike lane, I through lane, 6' half -center turn lane).
Staff Analysis
Due to a stream, wetlands, and steep slopes along the west 270 feet of the property frontage, the
applicant requests a reduced cross section to minimize significant grading. They propose to do
this by eliminating the center turn lane requirement. The traffic analysis indicates that the traffic
from this plat will not warrant a turn lane at the entrance to the plat, and will not warrant an
extension of the 100-foot turn lane at the intersection of Pacific Highway S and S 304th St.
Staff agrees that a center turn lane is nwarranted at the time of project completion, which is
projected to be 2021. The City forecast considers impacts out to 2040, which anticipates
increasing volumes at the intersection that will necessitate additional storage length up to 500
feet. Therefor staff does not recommend eliminating the center turn lane. However, to minimize
intrusions into the wetland, staff does recommend eliminating the planter strip for the length of
the development as allowed by FWRC 19.135.070(2) Unusual topographic or physical
conditions preclude the construction of the improvements as required.
Requirements / Conditions of Approval The developer is required to dedicate 9 feet of right-
of-way and construct street improvements to include streetlights, handrail where necessary, 8-
foot sidewalk, curb, gutter, and road widening to provide a pavement width of 22 feet.

Please accept this letter as our revised request for a modification of street standards for a
portion of South 304th Street as provided in FWRC 19.135.070 - Modification, Deferments
and Waivers. Specifically, we are proposing to modify the improvements where a two-way
left turn lane is not warranted.
The subject property includes 21.85 acres to be subdivided into,58 single-family lots. The
primary proposed access will come from the existing 2011' Avenue South that extends from
South 3041h Street, with a secondary access point adjacent to 201h Avenue S and S 3001h
Street. The project site abuts Highway 99 (Pacific Avenue) and South 304th Street.
The ROW dedication and frontage improvement requirements are due to an element of the
Comprehensive Plan that depicts a 3-lane east -west principal collector road extending from
Pacific Avenue to Military Road, to accommodate a Type "K" street with a 78-foot ROW.
ESM previously submitted a ROW Modification Request dated April 9, 2019, requesting a
reduction of right-of-way improvements along the subject site's entire frontage of S 304th
Street. Excerpted from the previous request: 'The proposed improvements include providing
a 12' drive path from the existing road center line in addition to 0.5' for curb and gutter
Additionally, a 5' sidewalk from the edge of curb will be provided for non -motorized uses

Preliminary feedback from City Staff included a desire to evaluate the potential need for the
center turn lane both now and in the future. Despite the highly unlikely scenario of future
turning movements occurring along the road segment spanning the wetland area on both
north and south sides of S. 3041h, it was agreed that prudent analysis would include looking

Proposed Street Improvement Modification
This modification request proposes tg dedicate the -re ired 9' width to public right-of-way
and a reduction of right -af--way improvements along a portion of the subject site's frontage
of South 304th Street.
The proposed improvements include providing the standard half -street improvements for
most of the site's frontage of S 3041h Street, including half (6) two-way left turn lane,1 l' travel
lane, 5' bike lane, 6' planting strip, 8' sidewalk and 3' utility strip. These improvements will
begin from the western edge of improved 201h Avenue S to where the turn lane tapering
begins, approximately 100' west towards SR 99. The two-way left turn lane tapers for 180'
westward, where the left turn lane is then completed. All other street improvements are
proposed to be provided for the remaining approximately 265' of street frontage.
Please refer to the Preliminary Plat Plan Set and Traffic Impact Analysis included with the
Preliminary Plat submittal.
Modification Request Justification
We are requesting to modify street improvements along the South 304th Street right-of-way
due to the following justifications:
FWRC 19. >35.070(l) The improvement as required would not be harmonious with
existing street improvements, would not function properly or safely or would not be
advantageous to the neighborhood or city as a whole.
South 3041h Street is currently improved with an approximately 24' roadway with
shoulders along the corridor between Pacific Hwy South and Military Road South.
Except for the subject site and the property across the right-of-way (fully encumbered
by critical areas), all parcels of land are fully developed according to the current
zoning and land use designation established by the City of Federal Way. The
approximately 550' of subject frontage improvements makes up less than 5% of the
specific South 304th South corridor. That said, it is highly unlikely that any additional
future development will provide Type K right-of-way dedications or improvements
elsewhere in the corridor.

A left turn lane warrant analysis was performed for eastbound to northbound left
turns from S 3041h Street to 201h Avenue S by Traffex. They determined that future
conditions, including subject project volumes, will not warrant a left turn lane at the
time of project completion. However, full Section K half -street improvements are
provided with the proposed project to facilitate future construction of the turn lane
once south side ROW dedications and improvements are made with future projects,
if any.
As referenced from the Traffic Impact Analysis provided by Traffex, page 5,
"Assuming that ultimately there will be a left turn lane warranted on S 3041h both at
20th [Ave] S and also at SR 99, the site frontage widening would need to allow for ...
future left turn lanes and associated tapers." The recommended tapering
configurations for both 20th Avenue S and SR 99 are described on page 5. Ultimately,
the extents of needed left turn lanes and their tapering do not overlap the portion of
the subject site near the onsite wetland.
2. FWRC 19. >35.070(2) Unusual topographic or physical conditions preclude the
construction of the improvements as required.
A forested wetland encumbers the subject site close to the edge of the property
abutting South 304th Street. This wetland is an outfall of drainage from Steel Lake
that requires a buffer of 150'. While the existing conditions of the proposed 9' right-
of-way dedication into the wetland buffer is permanently altered due to previous
ROW improvements and stormwater infrastructure (as noted in the Critical Areas
Report provided by Sewall Consulting), narrowing the frontage improvements and
retaining mature vegetation as proposed will minimize impacts to the critical area.
As noted, the applicant of this preliminary plat requests modification of improvements along
South 3041h street frontage, where a two-way left turn lane and is not warranted and the
frontage with tapering associated with the proposed turn lane.

Please accept this letter as our formal request for a modification of street standards for a
portion of South 304th Street as provided in FWRC 19.135.070 - Modification, Deferments
and Waivers. Specifically, we are proposing to reduce the improvements where critical areas
and existing infrastructure would be impacted.
As you may already be aware, the associated preliminary plat proposal has not yet been
formally submitted to the City of Federal Way. However, after reviewing a previous pre -
application comment letter prepared by the City (18-101382-PC), a determination from Public
Works states that a 9-foot right-of-way (ROW) dedication and full street improvements along
the property's frontage to South 3041h Street are required for the proposed land development.
The subject property includes 21.88 acres to be subdivided into 63 single-family lots. The
proposed access will come from the existing 20th Avenue South that extends from South
3041h Street. The project site abuts Highway 99 (Pacific Avenue) and South 3041h Street.
The ROW dedication and frontage improvement requirements are due to an element of the
Comprehensive Plan that depicts a 3-lane east -west principal collector road extending from
Pacific Avenue to Military Road, to accommodate a Type "K" street with a 78-foot ROW. The
subject property and property directly across from South 304th Street (tax parcel # 092104-
9012) are the last pieces of undeveloped property along this road section. However, South
3041h Street road section improvements are consistent for the entire corridor between Pacific
Hwy South and Military Road South.
Proposed Street Improvement Modification
This modification request proposes to dedicate the required 9' width to public right-of-way
and a reduction of right-of-way improvements along the subject site's frontage of South 3041h
Street.

Modification Request Justification
We are requesting to modify street improvements along the South 304th Street right-of-way
due to the following justifications:

South 304th Street is currently improved with an approximately 24' roadway with
shoulders along the corridor between Pacific Hwy South and Military Road South.
Except for the subject site and the property across the right-of-way (fully encumbered
by critical areas), all parcels of land are fully developed according to the current
zoning and land use designation established by the City of Federal Way. This road
corridor is "built out". That said, it is highly unlikely that any additional future
development be providing Type K right-of-way dedications or improvements
elsewhere in the corridor.
The approximately 550' of subject frontage improvements makes up less than 5%
of the specific South 304th South corridor. Keeping in mind that the remaining 95%
of the corridor is unlikely to ever be built, a full standard Type K section in this location
would be an island of overbuilt road adjacent only to unbuildable areas with extreme
transitions to match/connect to existing improvements.
Neither side of South 304th in this location requires on -street parking or center turn
lane due to the existing wetlands, lack of access due to topography/critical areas
and the proposed project layout of the Danilchik Plat. Mature streetscape vegetation
currently exists on both sides. The expansion of the existing road prism to
accommodate Type K section planter strips would require the removal of mature
trees and replace them with small caliper street trees.
When placed next to the existing road section and in this particular location
bisecting a mature forested wetland, the Type "K" road section consisting of a 44-
foot street with curb and gutter, 6-foot planter strips and 8-foot sidewalks will not be
harmonious with the existing street improvements, nor would they function property
or safely for both motorized and non -motorized users.

Similarly, the intent of the Complete Streets code section is to provide accessible
and safe roads for motorists, bicyclists, transit users, freight, emergency responders
and pedestrians of all ages and abilities.
The 550' length of an additional 8' roadway (for turn -lane or parking serving no one)
and a misaligned sidewalk, all terminating at both ends of the property frontage,
provides a less safe access environment for drivers and pedestrians alike.
To best address provisions for safe school walkways, the project proposes a
pedestrian path located on the northwest portion of the site, connecting from the
internal development to Pacific Highway that currently provides standard sidewalks
and cross walks for students attending Federal Way High School.
2. FWRC 19.135.070(2) Unusual topographic or pl)yslcal conditions preclude the
construction of the improvements as required.
Based on the City of Federal Way's GIS system and verified with a wetland
consultant, a forested wetland encumbers the subject site to the edge of the property
abutting South 304th Street. This wetland is an outfall of drainage from Steel Lake
that requires a buffer of 165'. By narrowing the site improvements as proposed,
impacts to the critical area can be avoided and mature streetscape vegetation
retained. A Type K width road section would require filling of regulated wetlands
and the securing of an US Army Corps permit, the issuance of which is by no means
guaranteed.
East of the wetland and buffer, the property rises steeply above the existing road
with an elevation difference of approximately 20'. The project plat layout was
designed to minimize significant grading of the site where possible. The proposed
right-of-way improvements ensures pedestrian safety while minimizing impacts to
either wetlands or existing slopes and avoiding excessive retaining wall installation.
Railing or fencing adjacent to top of slope is proposed where appropriate or required
for pedestrian safety.
Finally, both water and sewer utility main lines run along South 304th Street under or
near the existing road pavement. By providing the proposed improvements, impacts
to the existing utility infrastructure can be avoided.
As noted, the applicant of the 19-101438-00-PC and future preliminary plat of the subject
site requests modification of improvements along South 304th street frontage to reduce
critical area impacts and provide safe vehicle and pedestrian routes. The following are
included with this request:
