Below are some initial comments from the staff reviewing the environmental checklists for potentially
proposed elementary schools that have been provided within the "Notice of Consultation" dated
September 27, 2018. The comments come from the individuals responsible for review of particular issues
(storm water, traffic, and planning) for each of the schools reviewed. I have included the names of the
individuals and their contact numbers in case consultants or school staff have specific questions regarding
the comments.
Please recognize that these are comments related to the checklist sent out, and not a review of the
particular project. Not all reports or documents referenced in the checklist are available for review, and
therefore, at this time total project review cannot be completed until the complete application is
submitted. Once the proposals are submitted, they will be distributed amongst the staff individuals
responsible for specific project review. Many of the comments are for purposes of clarification for your
eventual proposal submission, and many issues identified are most likely regulated by the Code and may
not have any environmental impact when the Code is met.

1. The TIA does not reference the correct City's adopted LOS standard. The City's adopted
LOS standard is based on the volume to capacity ratio (v/c) and not LOS D as stated in
the TIA (page 4).
2. On Page 6, the analysis provides information that Lake Grove Elementary School is
currently serving about approximately 550 students. But on Page 36, it says the present
51,238 square -feet school serves approximately 450 students. Please clarify in your site
plans when submitted.
3. Please note the City of Federal Way uses gross floor area for the Traffic Impact Fee
calculation and the rate for elementary school is for additional new floor area at $2/square
foot and not per new PM peak hour trip.

4. On Page 9, TENW existing condition analysis (Draft TIA) shows during PM peak hour school
has operation issues and backups on SW 308th St at the 3rd Ave SW. A Queueing analysis it
needed to address parents drop off/Pick up location during peak periods with additional new
traffic. Also, Bus Tuming Diagram at the driveway and adjacent street intersections are required.
Please address in your submitted application.
5. On page 26, it is mentioned existing driveways sight distance problems and mitigation is
recommended by TENW (Draft TIA). The City requires that the easterly driveway be aligned
with 3rd Ave SW or 2nd Ave SW to comply with the City's access management spacing
standard. Sight distance analysis is required at relocated driveway.
6. Please provide in your application site plans proposed safe routes to school, identifying potential
mitigation measures as the school will be fenced and only one pedestrian entrance will be
provided, into the building.

Hazardous Area (GHA), including, but not limited to, Erosion Hazard Area. The site is
located within a Critical Aquifer Recharge Area, 5- and 10- year wellhead capture zone.

only sand filters. With this level of specificity, this the one and only treatment system the City
will consider during design review without an amendment to the SEPA indicating the
environmental review of impacts from another system.
2. Checklist item #B. Environmental Elements 14. Transportation d. New improvements to existing
roads — This should state that frontage improvements will be required along both 6th Avenue S
and S 314th Street. In addition, off -site improvements for pedestrian safety may be required.
This statement is intended to inform the agency of which improvements will be required for the
project.
3. Checklist item #B. Environmental Elements 14. Transportation h. Proposed measures to reduce
or control transportation impacts — This section does not reference the correct assessed fee for PM
peak -hour trip.

1. The TIA must be stamped by a professional engineer licensed in the State of Washington. Final
documents shall bear the seal of the responsible Engineer and shall not be in a DRAFT form.

With the proposal to consolidate pedestrian access to one central location, this proposal would
revise the existing school safe walking route. As such, the TIA shall include discussion on the
revised school safe walking route (on-site/off-site) and identify potential mitigation measures. In
addition, the TIA shall include queuing analysis at the proposed pick up/drop off area, School
Zone Flasher Enhancement, and school bus turning radius at driveways and adjacent street
intersections. Please note, additional parking may be needed if safe walking route cannot be
mitigated.

4. Figure 3 in the 'Traffic Impact Analysis (TIA) identified various drop off and loading locations
outside of the school property. The proposed/revised on -site parking, loading and pick up
storage/lane should be designed to accommodate the expected traffic and eliminate/reduce any off
site impacts to the surrounding neighborhood.
5. It appears there are conflicts between the recommended improvements in the TIA and the new
school layout. For example, the site plan depicted parent drop off and pick up at the same
location as the recommended location to widen the existing student loading area to 2 lanes to
improve pick up and loading. Also, Figure 4 in the TIA depicted a designated on -street parking or
loading area on S 3141h St but the applicant has informed the City that there will not be any on -
street parking. Please clarify.
6. The City does not concur with the recommendation to install no parking signs on the west side of
S 314`' St. The new school should be designed to minimize traffic impacts on the adjacent
neighborhood. Furthermore, any proposals to limit or restrict residential on -street parking will
require a neighborhood meeting.
7. The TIA should be revised to analyze the traffic impacts (parking, drop-off/loading area,
pedestrian path, etc.) of the proposed school.
The project proposal of 62,550 SF as stated in the Notice of Consultation SEPA Environmental
Checklist is not consistent with the project description of 60,322 SF in the SEPA checklist. Please
verify and make the appropriate changes.
8. Checklist item #14. Transportation (b) -- Revise this section to correctly identify the closest transit
stops. The closest transit stops are located at S 3201h St./ 8'h Ave S and S 312"' St./ 6" Ave S.
9. Checklist item # 14. Transportation (d) — The proposal will be required to construct pedestrian
path and roadway improvements including right-of-way dedication consistent with FWRC
18.55.010 and FWRC 19.135.030. This section must be revised to include frontage
improvements and right-of-way dedication on S 314'h St., 66' Ave S., S 315"' St. and pedestrian
path on the south side of the property. In addition, off -site improvements may be required for
safe walking route. Please refer to the Pre -application letter from the City.
10. Checklist item #14. Transportation (f) --The trip generation in this section is not consistent with
the description of the proposal in Section 11. Section 14(f) specified an increase of
approximately 150 students from the current 450 students. However, section 11 in the checklist
state the school currently serves approximately 550 scholars. Please clarify and revise the trip
generation accordingly.
11. Checklist item #14. Transportation (h) — This section does not reference the correct traffic impact
fee assessment. The current 2018 impact fee is $2 per SF and not $2.00 per PM peak -hour trip as
stated. Revise this section accordingly.

3. Checklist item #14. Transportation (0 — The trip generation in this section is not consistent with
the description of the proposal. Section 14(f) specified an increase of approximately 150 students
from the current 550 students. However, this section describes the new school to have a capacity
to serve approximately 600 students. Please clarify and revise the trip generation accordingly.
The section is also incorrect that there is "no correlative basis to derive estimated changes in
vehicle trip generation based on changes in floor area"; this idea is not described by the 1 Oth
Edition of the ITE Trip Generation Manual for Land Use 520. Gross floor area will be used to
determine changes in trip generation for concurrency and associated traffic impact fees.
4. Checklist item #14. Transportation (h) —This section does not reference the correct traffic impact
fee assessment. The current 2018 impact fee is $2 per SF and not $2.00 per PM peak -hour trip as

proposed locations or are in front of residential driveways. The City recommends changing the
intersection control at each intersection to mini -roundabouts which have lower sight distance
requirements, calm traffic, and provide safety benefits.
12. The TIA should be revised to also include the traffic impacts (parking, drop-off/loading area,
pedestrian path, etc.) of the proposed school.

Description of Proposal: The purpose of this pro-
ject 19 to replace an existing elementary school for
Federal Way Public Schools (FWPS) as pan of a
recent bond measure passed by voters In Novem-
ber 2017. Mirror lake Elementary School is locat-
ed on the existing 8.34-acre site at 625 South
314th Street, Faderal Way, Washington, 96D03.
The existing school was built in 1967 with various
additions and modernizations over the years, with
the last remodeling completed in 1991. The exist-
ing facility occupies the northern portion of the
site, extending Best 10 west, and Is comprised of a
single -story building Willi classrooms arranged
along a double loaded corridor, four portable
classrooms are also located onsets. Playffelds oc•
cupy the southern portion of the site,
The project will include the demolition of the exist-
ing IaciTily and consirucllon of a new 2-story ele-
mentary school campus to maximize silo area and
increase efliclency. Frontage Improvements will be
limited to the south side of South 30th Street;
proposed Improvements will Include standard ele-
ments encompassing a driving lanq parking lane,
planter strip and sidewalk In accordance wRh Fed-
aral Way requirements. To meet ADA compliance
requirements, ADA ramps will be provided at the
curbs for both main driveway access points.
The new facility will be approximately 62,550
square feet with thirty early learning, primary and
Intermediate teaching stations and will include the
constructloa of new playfields, paved parking and
access drives, pedestrian pathways, landscaping,
exterior lighting and other sile improvements out-
lined in preliminary plans prepared in support of
this application. The project will be phased, with
construction of the now school occurring onsile;
the existing school will remain in operation while
the new school Is completed. Alter completion of

and remaining Improvements will be completed,

The amount of cubic yards col and the amount and
source of fill will be finalized with construction
plans; only approved sources of clean 1111 materials
Will be used. Temporary erosion Is a ,possibility as-
sociated with construction activity; final permit
plans will include a temporary erosion .and sedi-
menlary control (TESC) plan; implemented using
the best managament practices (BMPs) associated
with erosion prevention and control.
Water quality treatment is required for pollution
generating impervlous surfaces, and the project
will be required to comply with Iurisdictlonal Row
control requirements. Sail conditions in the site
area are not
conducive to Inf{ftrallom eftminaling options to use
bioretention facilities or permeable pavement to
mitigate stormwaler runoff. Since on -site infiltra-
tion Is Inicasib€e, The slormwater management
strategy for water quality treatment and flew con-
trol will encompass the use of large sand Inter sys•
tems and detention facilities. The site resides with-
in a designated Enhanced Basic Water Duality
Treatment area. In order to meet this level of re-
quired treatment, three (3) sand filter facilities are
proposed for various areas of the site to Treat run-
off from target pollution generating impervious
surfaces such as the parking Idts, drive alsles, ser-
vice areas, and synthelic turf playfleld. The site Is
also located within a designated Conservation Flow
Control Area. To address this level 01 required flow
control, detention facilities are currently proposed
for the site,
Location: The sits Is located at 625 South 314th
Street, Federal Way, Washington, 90003, The King
County Tax Parcel Number is 082104-9035 and is
located in the SE quarter of Section 04, Township
21 N. Rango 4 E.
Acting as the SEPA lead agency, FWPB will issue a
final Threshold Determination regarding the propo-
sal following the 21-day public comment period.
The Mirror Lake proposal includes mitigation
measures and Is unlikely 10 have any probable sig-
nificant adverse impact on the environment; there-
fore, an Envlronmenlal Impact Statement may not
be required under RCW 43.21C 03O(2)(c), City of
Federal Way staff will perform intake for plan 10
view of the land use and construction permits re-
qulred lot the proposal. In making a final Thresh-
old Determination, live Responsible 01ficlal will re-
view the completed environmental checklist and
other envlronmental information on file with FWPS
and the City of Federal Way.

Description of Proposal; The purpose of this pro-
ject is to replace art existing elementary school for
Federal Way Public Schools (FWPS) as pan of a
recent bond measure passed by voters In Novem-
ber 2017. Lake Grove Elemerilary School is located
on the existing 9.43-acre site at 303 SW 3081h
Street, Federal Way, Washington, 90023, The ex-
isting school was bullt In 1965 with various addl-
t€ans and modernizations over The years, with the
last remodeling completed in 1955. The existing
tacility occupies a slgnificanl portion of the
buildable area on the lower portion of the site With
playfiefds located an the elevated, upper portion of
the site. The existing facility is comprised of a sin-
gle -story building wish classrooms arranged along
a doultle-loaded corridor; two portable classrooms
are also located onslle.
The new facility will be approximately 62,600
square feet with thirty early learning, primary and
Intermediate teaching stations and will include the
construction of new playfields, paved parking and
access drives, pedestrian pathways, landscaping.

using durable and easily maintainable materials to

The existing vehicular access points, site circula-
tion patterns, and parking lot layouts will be modi-
lied and reconfigured for the new school develop-
ment. In order to aixommodale these site im-
provements, the proposed school hulloing will be
set back further south an the site. Vehicular access
will be provided by two primary €ngresskgress air
cess driveways off of SW 3080h Street. The loca-
lions of These two access points have been main-
tained from existing conditions. The easternmost
access driveway will primarily be used for bus
loading and service access, whlla the westemmost
access driveway will serve as an entry point for
parent pick-upldrop-off. Improved vehicular chcu-
lallen patterns designed for proposed on -site. park -
rig Include a one-way drive aisle for the parent
drop-ofUpick-up zone. Improvements to the park-
ing areas include teconfigured circulation paltems
and parking stall layouts, with wheel stops, in-
creased parking stall accommodations. AOA-ac~
cesslble parking stalls, and a pedestrian walkway
from parking areas to the school en francs.
Proposed frontage improvements will be restricted
to The south side of SW 3G31h Street and Include
standard elements consisting of drive lane, parking
lane, planter strip and sidewalk. In order to meel
ADA compliance requirements, code compliant
ADA ramps will be provided at the curbs across
from 2nd, and and 41h Avenues. The near side of
the street would be widened from existing 8' to
18'. In front of the playfield, the curb line will be
close to The existing extruded curb. Construction
will either repair or replace existing site improve-
ments such as curb, guitar and sidewalk as re-
quired by code, and upgrade perimeter landscape
to lull camplfanca wtM FWRC coda.
Preliminary civil eng€naering plans project 1Z1%
of the site w8l be covered by The new schools and
a total of approximately 34% of the site covered by
impervious surfaces. Project grading activity may
result In extensive quantilles (Cylcuble yards) of
cut and flll; current estimates endlcate 2.000 CY cut
and 19,000 CY of fill. All existing Vil beneath ro-
posed foundations will need to be removed and re-
placed with structural fill or controlled density fill;
exiending laterally by a distance equal to the deplh
of overexcevation. The amount of cubic yards cut
and the amount and source of fill will be Rnallzed
with conslrucRan plans; only approved sources of
clean fill materials will be used. Temporary erosion
Is a poss€blllty associated with
construction activity; final permit plans will Include
a temporary eroslan and sedimentary control
(TESL) plan; implemented using the best manage-
ment pracdcas (BMPs) associated with erosion
prevention and control.
The site is located within The two- and 10-year
wellhead capture zone, which is designated as a
critical aquifer recharge area under the provisions
of the Growth Management Act (Chapter 36.70A
RCW), Per FWRC 19.45.490, FWPS will be ra-
qulrad to submit a hazardous materials Inventory
with building and construction permitting. In addi-
tion, with a proposed landscaped area in excess of
10,000 square feet, FWPS will need to prepare an
operations and maintenance manual using best
management practices (BMPs), per FWRC
19.145.510. The site is also within the Tacoma
Smelter Plume detect area and FWPS is required to
obtain sail analysis to detect the presence of hls-
torlc arsenic and/or lead contamination.
Water quality treatment is required for pollution
generating impervious surfaces, and the project
Will he required to comply with jurisdictional flow
central requirements. Soil conditions in The site
area are not conducive to infiltration, eliminating
options 10 use blorelenllon fac$zles or permeable
pavement To mitigate slormwater runoff. Since an -
site infiltration is infeasible, the stormweler man-
agement strategy for waler quality Treatment
and/or flow control will encompass the use of large
sand lifter systems and datenllon lacilites,
The site resides within a designated Enhanced Be -
sic Water Quality Treatment area. In order to meet
this level of raqulred treatment, sand filter facllil€es
are proposed for various areas of The site to treat
runatl from target poltudon generating impervious
surfaces such as the parking lots, drive.sisles, sar-
vice areas, and synthetic lurl playfield. The site is
also Iocated within a designated Conservation Flow
Control Area. To address this level of required Row
control, detention facilities are currently proposed
for the site.
Location: The site Is located at 303 SW 3O81h
Street, Federal Way, Washington, 98023. The King
County Tax Parcel Number is 072104-9185 and R
is located In The BE quarter of Section 04, Town-
ship 21 N. Range 4 E.
Acting as the SEPA lead agency. FWPS will issue a
final Threshold Determination regarding the prapo-
sal fallowing the 21-day public comment period.
The Lake Grove proposal includes miligation
measures and is unllkely to have any probable slg-
nif€cant adverse Impact an the environment; there-
fore, an Environmental Impact Statement may not
be required under RCW 43.21C 030(2)(c). City of
Federal Way staff will perform Intake for plan re-
view of the land use and construction permits re-
quired for the proposal. In making a final Thresh-
old Determination, the Responsible 0111ial will re-
view the completed emAronmental checklist and
other environmental information on file with FWPS
and the City of Federal way.

Federal Way Public Schools is improving school facilities throughout the district,
thanks to voter approval of the phase two bond in November 2017. Mirror Lake
Elementary School is one of eight schools to be rebuilt as part of this bond, and
our team is currently working hard to design the new school.
The next step in the process is to complete an environmental review under the
State Environmental Policy Act (SEPA). The attached Notice of Consultation
provides an invitation to participate in this process by reviewing project materials
and providing comments on the proposal. The documents will be available
beginning Oct. 1, 2018, and the deadline to submit comments is Oct. 23, 2018.
After the comment period, all comments will be reviewed, then a formal
environmental determination for the project will be issued and made available to
the public.

Governmental agencies use this checklist to help determine whether the environmental impacts of your
proposal are significant. This information is also helpful to determine if available avoidance, minimization
or compensatory mitigation measures will address the probable significant impacts or if an environmental
impact statement will be prepared to further analyze the proposal.

answer each question accurately and carefully, to the best of your knowledge. You may need to consult

Actual construction is projected to begin no later than late April 2019, with substantial completion
scheduled for mid -July 2020. The preliminary start date for vacating the old Mirror Lake facility is
scheduled for mid -July 2020, with demolition activity projected to begin in late -July 2020, with a mid -
October 2020 completion date targeted — including abatement activity.

The City of Federal Way will be conducting a Process III, Use Approval review process in accordance
with review criteria established in the Federal Way Revised Code (FWRC), Section 19.65.100(2). SEPA
review is typically processed concurrently with Process III applications. As Lead Agency, FWPS will
process this SEPA checklist in advance of permitting with the City of Federal Way.
The Lakehaven Water and Sewer District will review the Mirror Lake construction plans as they relate
to water and sewer availability, system capacity and infrastructure improvements necessary to
adequately serve the new facility. The South King Fire and Rescue District will review plans to assure
adequate fire flow and hydrant facilities are available, as well as the installation of sprinkler and alarm
systems and assuring adequate fire access is maintained for emergency vehicles. Both of these

The Puget Sound Clean Air Agency (PSCAA) will require a Notice of Demolition be submitted along
with the results of a professional asbestos survey of the existing facility (and proposed mitigation —

South King Fire and Rescue District (SKFRD) will conduct a thorough review of project plans;
including, but not limited to, fire prevention measures, the installation of fire alarm and suppression

Mirror Lake Elementary School is located on the existing 8.33-acre site at 625 South 314th Street in
Federal Way, Washington. The entire site is relatively flat or gently sloping to the southwest.
The site is served by South 314th Street to the north and 6th Avenue South to the west; the site also
has access to the east to 8th Avenue South. The school is mostly surrounded by single family
residential development and several churches and a shelter located to the west of the site. Mirror
Lake Park is located one block to the east. The school property is zoned residential single family (RS-
7.2), with schools being a permitted use.
The existing school building is located on the eastern half of the site, oriented north to south. The
automobile drive for parent and visitor traffic at Mirror Lake Elementary School is located off South
314th Street at the north side of the site at a new curb cut aligned with 7th Avenue South. This drop-
off loop is developed to accommodate a long on -site queuing area. The bus and service drive is also
off South 314th Street utilizing the existing curb cut approximately 250 feet east of 7th Avenue South.
The project will include the demolition of the existing school facilities and the construction of a new
elementary school campus onsite; it is anticipated the final site plan will include the construction of
new playfields, paved parking and access drives, landscaping, pedestrian pathways, exterior lighting
and other typical improvements outlined in preliminary plans submitted in support of this application.

The existing Mirror Lake Elementary School currently serves approximately 550 scholars from pre-
kindergarten through 5th grade. The existing school was originally constructed in 1957 with various

additions and modernizations over the years with the last remodel project occurring in 1987. The
existing facility is comprised of a single -story building with classrooms arranged along a double
loaded corridor (45,843 SF), along with seven portable classroom buildings (8,960 SF). The project
will be phased, with construction occurring on an occupied site; the existing school building will
remain in operation while the new school is constructed. After completion of the new school, the
existing school will be demolished and remaining improvements will, subsequently, be completed.

Topographically, the site is relatively fat, but generally slopes down from northeast to southwest
from a high elevation point of approximately 450 feet in the northwest corner of the school
property. Within the specific vicinity of the existing school building the topography is relatively
flat with minimal, if any, grade difference.
c. What general types of soils are found on the site (for example, clay, sand, gravel, peat, muck)?
If you know the classification of agricultural soils, specify them and note any agricultural land
of long-term commercial significance and whether the proposal results in removing any of these
soils.
According to soil data obtained from the USDA Web Soil Survey, soils on the site consist primarily
of Arents, Alderwood material, 0 to 6 percent slopes (AmB). Furthermore, based on preliminary
findings deduced from geotechnical explorations conducted on the site, subsurface soils are
comprised of fill soils underlain by Vashon lodgement till and Vashon advance outwash.
Generally, these soils are hydrologically classified with very low permeability, and poor infiltration
potential.
Please refer to our submittal package and the copy of, "Subsurface Exploration, Geologic Hazard
and Preliminary Geotechnical Engineering Report," prepared by Associated Earth Sciences,
Kirkland, Washington, dated June 2018, for a detailed discussion of these issues.

e. Describe the purpose, type, total area, and approximate quantities and total affected area of
any filling, excavation, and grading proposed. Indicate source of fill.
Preliminary civil engineering plans project grading activity may result in extensive quantities ( CY
/ cubic yards) of cut and fill; current estimates indicate 22,067 CY cut and 2,635 CY of fill. All
existing fill beneath proposed foundations may need to be removed (19,432 SF) and replaced with
structural fill or controlled density fill; extending laterally by a distance equal to the depth of
overexcavation. Precise amounts of cubic yards cut and the amount and source of fill will be
determined later; the Applicant is committed to using approved sources of clean fill materials.
f. Could erosion occur as a result of clearing, construction, or use? If so, generally describe
Temporary erosion is a possibility associated with construction activity. The Applicant's finalized
permit plans will include a temporary erosion and sedimentary control (TESC) plan; implemented
using the best management practices (BMPs) associated with erosion prevention and control.
The TESC system will be designed in accordance with the City of Federal Way erosion control
requirements, in addition to, the 2016 KCSWDM and the Department of Ecology Construction
Stormwater Pollution Prevention Plan (SWPPP). TESC facilities will include at a minimum:
stabilized construction entrance, silt fencing, catch basin inserts, interceptor swales, sediment
ponds or tanks, and other miscellaneous sediment control facilities.
The existing pavement will likely be used for stabilized construction access and staging until such
time as it needs to be removed for construction of the proposed improvements. Temporary
sediment settling tanks will be used for sediment control. The construction documents will
include requirements for the contractor to manage the construction site in accordance with BMPs.
This will include marking the clearing limits; limiting the site area that is exposed and stabilizing
exposed areas with mulch or other approved measures; protecting slopes and managing any
water from construction dewatering.
g. About what percent of the site will be covered with impervious surfaces after project
construction (for example, asphalt or buildings)?
Based on the preliminary civil engineering plans prepared for this submittal, approximately twelve
percent (12%) will be building coverage by the new Mirror Lake Elementary School, with a total of
forty-two percent (42%) of the site covered by impervious surfaces (asphalt paving, driveways,
sidewalks, walkways, etc.). With maximum lot coverage for structures established at seventy-five
percent (75%) under the FWRC, this project falls well below the maximum threshold. However,
these are preliminary estimates and subject to change as a result of permitting/plan review.
h. Proposed measures to reduce or control erosion, or other impacts to the earth, if an

To the best of the Applicant's knowledge, the project will not produce any significant impacts and/or
result in emissions of particulates or noxious odors either during construction or future operations.
During construction minimal impacts may be realized as particulates (dust, dirt, etc.) are released
into the air on a limited basis. A reliable estimate of quantities cannot be formulated at this time.
b. Are there any off -site sources of emissions or odor that may affect your proposal? If so,
generally describe.
None; Not Applicable. The only potential source lies in the emissions from vehicular traffic using
the adjacent rights -of -way.
c. Proposed measures to reduce or control emissions or other impacts to air, if any:
Controlled watering of the ground will reduce particulates emitted during construction; the use of
mufflers and spark arresters will help minimize vehicle emissions from construction equipment.
3. Water
a. Surface Water

Three (3) small lakes/ponds are within a mile of the Mirror Lake Elementary School site; Mirror
Lake to the west, Fishers Pond to the southwest and Easter Lake to the northeast. The site
is located within the Lower Green River drainage basin, which ultimately discharges to the
Puget Sound.
2) Will the project require any work over, in, or adjacent to (within 200 feet) the described
waters? If yes, please describe and attach available plans.
No; Not Applicable.
3) Estimate the amount of fill and dredge material that would be placed in or removed from
surface water or wetlands and indicate the area of the site that would be affected. Indicate

Under the Applicant's proposal, no groundwater will be withdrawn, nor is any discharge to
groundwater resulting from this project. Excavation related to construction may reveal the
existence of perched groundwater deposits in the substrate; requiring removal through a
dewatering process (often requiring a separate permit).
2) Describe waste material that will be discharged into the ground from septic tanks or other
sources, if any (for example: domestic sewage; industrial, containing the following
chemicals; agricultural; etc.). Describe the general size of the system, the number of such
systems, the number of houses to be served (if applicable), or the number of animals or
humans the system(s) are expected to serve.
Under the Applicant's proposal, no discharge of waste materials to ground waters is
associated with this construction project.
c. Water Runoff (including stormwater)
1) Describe the source of runoff (including stormwater) and method of collection and disposal,
if any (include quantities, if known). Where will this water flow? Will this water flow into

Paved impervious surfaces are the only potential source of stormwater runoff; runoff will be
collected through the onsite stormwater system and conveyed to the designated point of
discharge. The Mirror Lake site is located within the Hylebos Creek drainage basin, which
ultimately discharges to the Puget Sound.
Stormwater runoff from the property is conveyed to approximately the midway point of the
southern boundary line of the school parcel. Stormwater flow is then conveyed westerly
towards 6th Avenue South via a drainage ditch and discharged into the public storm drainage
system. Within the public drainage system, stormwater is generally conveyed southerly to

Hylebos Creek eventually discharging to the Puget Sound via Commencement Bay. The
proposed stormwater strategy and design will not alter the existing downstream drainage
patterns or path from the site. Please refer to the civil engineering plans included with this
submittal for more detailed information on collection, conveyance and discharge
Per FWRC 19.45.490, FWPS will be required to submit a hazardous materials inventory with
building and construction permitting. In addition, with a proposed landscaped area in excess
of 10,000 square feet, FWPS will need to prepare an operations and maintenance manual
using best management practices (BMPs), per FWRC 19.145.510. The site is also within the
Tacoma Smelter Plume detect area and FWPS is required to obtain soil analysis conducted
by an independent consultant to detect and quantify the presence of historic arsenic and/or
lead contamination.
2) Could waste materials enter ground or surface waters? If so, generally describe.
Under the Applicant's proposal, the project has been designed to eliminate and/or limit any
potential for groundwater contamination. While excessive amounts are highly unlikely, there
is a possibility for surface runoff conveying unspent hydrocarbons and/or other surface
contaminants from paved surfaces onsite into groundwater.
3) Does the proposal alter or otherwise affect drainage patterns in the vicinity of the site? If
so, generally describe.
To the best of the Applicant's knowledge, drainage patterns for other properties in the vicinity
will not be affected by this proposal. The Applicant's preliminary drainage plan demonstrates
specific improvements designed to monitor drainage patterns and control runoff.
d. Proposed measures to reduce or control surface, ground and runoff water, and drainage
impacts, if any.
The stormwater design will be developed in compliance with the 2016 King County Stormwater
Design Manual (KCSWDM) as adopted by the City of Federal Way, as well as the City's Addendum
to the 2016 KCSWDM dated January 8, 2017.
The site is located within the Hylebos Creek drainage basin, which ultimately discharges to the
Puget Sound. Stormwater runoff from the property is conveyed to approximately the midway point
of the southern boundary line of the school parcel. Stormwater flow is then conveyed westerly
towards 6th Avenue South via a drainage ditch and discharged into the public storm drainage
system. Within the public drainage system, stormwater is generally conveyed southerly to Hylebos
Creek eventually discharging to the Puget Sound via Commencement Bay.
Since the existing impervious surface coverage for the site is 41.87%, the project meets the 35%
threshold requirement to classify as a "redevelopment." Additionally, water quality treatment is
required for all pollution generating impervious surfaces, and the project must also comply with
jurisdictional flow control requirements. Soil conditions in the site area are not conducive to
infiltration, eliminating options to use bioretention facilities or permeable pavement to mitigate
stormwater runoff from the site. With on -site infiltration infeasible, the stormwater management
strategy for water quality treatment and flow control will encompass the use of large sand filter
systems and detention facilities.

The site resides within a City designated Enhanced Basic Water Quality Treatment area. In order
to meet this level of required treatment, sand filter facilities may be proposed for various areas of
the site to treat runoff from target pollution generating impervious surfaces such as the parking
lots, drive aisles, service areas, and synthetic turf playfield.
The site is also located within a designated Conservation Flow Control Area. To address this level
of required flow control, one detention facility is currently proposed to be located in the southwest
corner of the school property near the relocated playfields. Based on current sizing, the proposed
stormwater detention pond will be 7,600 square feet at the bottom,13,750 square feet at the top, with
a depth of 6 feet and have a volume capacity of 63,000 cubic feet. FWPS will be reviewing options
for stormwater water quality and flow control as part of the permitting/plan review process.
Please refer to the preliminary drainage plan prepared as part of the design package as a means of
identifying the Applicant's proposal to address/control surface water runoff.

To the best of the Applicant's knowledge, no projected environmental health hazards are or will be
associated with this proposal. The risk of fire is not expected to exceed that associated with other
similar educational facilities; in fact current design standards will almost certainly provide a major
upgrade over existing levels of protection in terms of fire prevention.
1) Describe any known or possible contamination at the site from present or past uses.
To the best of the Applicant's knowledge, there is no known contamination onsite, nor is there
any reason to anticipate contamination exists from present and/or past educational uses.
The site is located within the Tacoma Smelter Plume detect area and FWPS is required to
obtain soil analysis to detect the presence of historic arsenic and/or lead contamination;
FWPS has commissioned the appropriate analysis which will be included with this submittal.
In addition, with a proposed landscaped area in excess of 10,000 square feet, FWPS will need
to prepare an operations and maintenance manual using best management practices (BMPs),
per FWRC 19.145.510.
The presence of asbestos within existing structures will be evaluated with an asbestos survey
conducted by qualified professionals; required mitigation will be provided in terms of removal
from the site. Evidence of the study and findings will be provided to Federal Way as part of

To the best of the Applicant's knowledge, there are no hazardous chemicals or conditions —
including transmission pipelines - present onsite or in the immediate vicinity which could affect
project development and/or design.
3) Describe any toxic or hazardous chemicals that might be stored, used, or produced during
the project's development or construction, or at any time during the operating life of the
project.
Under the Applicant's proposal, aside from materials used during the educational process, no
toxic or hazardous chemicals will be routinely stored, used and/or produced during the
project's construction and/or during routine operations as an educational facility.
With the site located within the five- and 10-year wellhead capture zone; designated as a
critical aquifer recharge area under the provisions of the Growth Management Act (Chapter
36.70A RCW), per FWRC 19.45.490, FWPS will be required to submit a hazardous materials
inventory with building and construction permitting.
4) Describe special emergency services that might be required.
To the best of the Applicant's knowledge, special emergency services will not be required by
this project on a regular basis; either during construction or as a matter of routine operation.
5) Proposed measures to reduce or control environmental health hazards, if any:
With no environmental health hazards and/or projected impacts identified at this stage of the
development process, excluding possible asbestos mitigation, and pending evidence to the
contrary, no mitigation measures are required or proposed.
b. Noise

Minimal noise impacts may originate from school -related traffic on the adjacent public and/or
private rights -of -way; the Applicant does not anticipate any adverse impacts affecting the
project. Traffic on public rights -of -way are exempt from FWRC noise regulations.
Various occupant -related noises — such as playground noise, building operations noise and
safety equipment noise — will remain a factor for neighboring properties, but the Applicant
expects volumes and/or frequency to replicate historical patterns. Playground noise during
daytime hours is exempt from FWRC noise regulations.

Short-term increases in noise levels will result from normal construction activity. The Applicant
projects decibel levels associated with this activity will range between 57-89 DBA and be limited
to those hours where construction activity is permitted under Federal Way code. Construction
noise is typically mitigated through the use of noise attenuation devices installed on heavy
equipment.
On a long-term, regular basis, the only exception to typical right-of-way traffic noise will be
related to any concentration of school bus traffic associated with the educational use.
3) Proposed measures to reduce or control noise impacts, if any:
With no exceptional long-term impacts identified at this stage of the development process, and
pending evidence to the contrary, no mitigation measures are required or proposed. Significant
changes are not expected from the new campus beyond what is currently experienced.
8. Land and Shoreline Use
a. What is the current use of the site and adjacent properties? Will the proposal affect current land
uses on nearby or adjacent properties? If so, describe.
The current use of the site as an educational facility over a number of years has ingratiated the
use into the character of the adjacent residential neighborhood. After the construction activity is
completed, the new facility will continue and embellish upon the traditional role of a neighborhood
school and continue the District's participation in the growth of Federal Way as a community.
b. Has the project site been used as working farmlands or working forest lands? If so, describe.
How much agricultural or forest land of long-term commercial significance will be converted to
other uses as a result of the proposal, if any? If resource lands have not been designated, how
many acres in farmland or forest land tax status will be converted to nonfarm or non -forest use?
The site has not been used as either working farmland or forest lands in recent memory. As such,
given the intent to maintain an educational use, the Applicant's proposal will obviously not remove
any agricultural or forest land of commercial significance from Federal Way's inventory of land
resources.

be architectural, cultural or historic resources.
As part of an ongoing commitment to the community, FWPS recognizes the importance of cultural
preservation and the District's role in dedicating and preserving space for community use
b. Are there any landmarks, features, or other evidence of Indian or historic use or occupation?
This may include human burials or old cemeteries. Are there any material evidence, artifacts,
or areas of cultural importance on or near the site? Please list any professional studies
conducted at the site to identify such resources.
To the best of the Applicant's knowledge, there are no landmarks, features and/or other evidence
of Native American or historic use or occupation onsite or in the immediate vicinity. No material
evidence, artifacts or areas of cultural importance have been identified.
Given the lack of known resources or demonstrated potential for discovery, the Applicant has not
retained a professional assessment of the site. If any unanticipated discoveries are made during
construction, the Applicant will halt construction and consult trained professionals regarding the
identification of such materials and consult with them on methodology and protocols to proceed
with construction.
c. Describe the methods used to assess the potential impacts to cultural and historic resources
on or near the project site. Examples include consultation with tribes and the department of
archeology and historic preservation, archaeological surveys, historic maps, GIS data, etc.
To the best of the Applicant's knowledge, given the lack of evidence regarding known cultural
and/or historic resources onsite or in the immediate vicinity, and the limited potential for future
discoveries, additional research was deemed unnecessary

drives provided onsite. 8th Avenue South is a two-lane north -south principal collector. South
315th Street is a two-lane local street.
Additional east -west roadways in the vicinity include South 3121h Street, South 316th Place and
SW 317th Street, and further south, South 320th Street; however none of these streets provide
direct access to the Mirror Lake site. North -south roadways in the area include 41h Avenue South
and 81h Avenue South.
b. Is the site or affected geographic area currently served by public transit? If so, generally
describe. If not, what is the approximate distance to the nearest transit stop?
To the best of the Applicant's knowledge, the site is not directly accessible to public transit users.
The closest public transit stops are located on SW 3081h Street approximately % mile from the site.
c. How many additional parking spaces would the completed project or non -project proposal
have? How many would the project or proposal eliminate?
The Mirror Lake campus currently provides sixty (60) parking spaces; the Applicant's proposal is
to increase parking by adding thirty (30) spaces, for a total of ninety (90) spaces. The new
buildings will be located to serve as a buffer between the vehicular access to the sites and the
play areas. The automobile drive for parent and visitor traffic at Mirror Lake Elementary School
is located off South 314th Street at the north side of the site at a new curb cut aligned with 7th
Avenue South. This drop-off loop is developed to accommodate a long on -site queuing area. The
bus and service drive is also off South 314th Street utilizing the existing curb cut approximately
250 feet east of 7th Avenue South.
The "L" shaped building being developed for Lake Grove and Wildwood is modified at Mirror Lake
by rotating the music, cafeteria, and gym volume 90-degrees to fit the new building on the site
while holding it away from the existing school, which is to remain in operation during
construction. The north -south leg of the "L" is oriented along the west property line to serve as
a buffer and edge to 6th Ave South. The shape of the building works well to define and contain
the south facing play area. The playfield is proposed to be upgraded to be a synthetic turf field.
Will the proposal require any new or improvements to existing roads, streets, pedestrian,
bicycle or state transportation facilities, not including driveways? If so, generally describe
(indicate whether public or private).
To the best of the Applicant's knowledge, and pending further permitting/plan review, no added
streets or public right-of-way will be required. The redesigned site layout modifies and
reconfigures existing vehicular access points, site circulation patterns, parking lot layouts, and
fire and service access routes. Vehicular access will be provided by two primary ingress/egress
access driveways off of S 314th Street. Each driveway provides dedicated access to the two main
parking areas on the site. The easternmost driveway serves as the access point for bus loading,
and the westernmost access driveway is for parent drop-off/pick-up.

Service access extends off of the easterly parking area's bus loop, and fire access to the south
side of the school building is provided from the east via a dedicated driveway off of S 315th Street.
New circulation patterns for vehicular traffic include a one-way drive aisle for the parent drop-
off/pick-up zone. Currently, the vehicular circulation pattern for the bus loading parking area is
undefined and will be determined further in the design process.
The new site will include two primary parking areas adjacent to the direct north and northeast of
the school building, and an additional secondary parking area located directly adjacent to the east
of the building. The easternmost main parking lot will include straight parking stalls to
accommodate 34 vehicles, while the westernmost parking lot will provide 27 angled parking stalls,
two of which will be ADA accessible. The secondary parking area, primarily intended for service
and additional staff parking, will consist of 28 straight parking stalls including two ADA accessible
parking spots. All proposed on -site parking stalls are designed with wheel stops.
Proposed frontage improvements for the south side of S 314th Street include jurisdictional
standard elements encompassing a driving lane, parking lane, planter strip, and sidewalk. In order
to meet ADA compliance requirements, ADA ramps will be provided at the curbs for both main
access driveway points. Construction will either repair or replace existing site improvements
such as curb, gutter and sidewalk as required by code, and upgrade perimeter landscape to full
compliance with code.
e. Will the project or proposal use (or occur in the immediate vicinity of) water, rail, or air
transportation? If so, generally describe.
No; Not Applicable.
f. How many vehicular trips per day would be generated by the completed project or proposal? If
known, indicate when peak volumes would occur and what percentage of the volume would be
trucks (such as commercial and non -passenger vehicles). What data or transportation models
were used to make these estimates?
Under the Applicant's proposal, the TENW study provides an inventory of existing roadway
conditions, traffic study intersections, existing daily and peak hour traffic volumes and
intersection levels of service. Given the structured schedule — arrivals (AM Peak) and dismissals
(PM Peak) - associated with educational activity, the Applicant feels existing traffic patterns and
volumes will generally remain consistent with data associated with the existing facility. Changes
in enrollment for the new facility, along with related staff increases, may affect traffic/trip-related
data in the future. A complete transportation impact analysis of the proposed Mirror Lake facility
will be prepared in conjunction with Federal Way's Process III/Project Approval review. For an
enhanced understanding of current LOS conditions, please refer to the data in the AM/PM
Intersection Levels of Service tables below.
The existing gross floor area built at the Mirror Lake Elementary School comprises approximately
54,803 square -feet (including the main building and portable structures) and serves
approximately 450 students. The proposed gross floor area of the new school is approximately
60,322 square -feet with a student capacity to serve up to 600 students.
Per published trip generation rates within the Trip Generation Manual, 10th Edition, 2017, Institute
of Transportation Engineers (ITE), for Land Use Code 520 - Elementary School, there is no

correlative basis to derive estimated changes in vehicle trip generation based on changes in floor
area, but better evidence of correlation on daily trips and significantly higher number of studies
based on student population. Based on TENW's extensive experience in reviewing K-12, private
schools, and numerous community colleges throughout the Pacific Northwest, the best
correlative predictor of increase traffic demand is student enrollment at school institutions.
As such, based on the net increase of approximately 150 students, the net increase in vehicle
trips on a daily basis is estimated at 283 daily trips, with approximately 100 new trips generated
during peak arrival periods, 50 new trips generated during peak dismissal periods, and 26 new
vehicle trips during the p.m. peak hour of adjacent street traffic (i.e., the worse -case scenario).
The Traffic Impact Analysis will review peak arrival/dismissal periods at existing/proposed site
driveways during peak arrival/dismissal periods and other vicinity study intersections that serve
the school vicinity during the p.m. peak periods of adjacent street traffic considering this
increased trip generation in addition to existing site trip generation.

Given the nature of the Applicant's proposal — replacing an outdated educational facility with a

The site is currently receiving sewer service from a single connection point (SSCP 1524) along
the west property line. The onsite portion of proposed sewer improvements may see new lines
extending through the site; connecting to the new school building.
Preliminary analysis on the adequacy of existing water lines/service indicate three current points
of service connections exist; one for domestic water, a second for irrigation purposes and a third
for fire protection services. To meet the fire flow required by South King Fire and Rescue (2,750
GPM) it appears the existing connections to the 8-inch system onsite, at the north, south and west
sides of the property. An additional onsite loop may be required onsite as well.
Pending further permitting/plan review analysis and the installation of proposed improvements
onsite to facilitate new connections and to remove existing infrastructure, capacity of all public
and franchise utilities is presumed to be adequate.
b. Describe the utilities that are proposed for the project, the utility providing the service, and the
general construction activities on the site or in the immediate vicinity which might be needed.
Please refer to the civil engineering plans provided with this submittal — particularly the cover
sheet where utilities and contacts are typically itemized, and the preliminary utility plans (water,
sewer and stormwater) for specific details on proposed utility connections and the extent of
necessary public improvements.
C. SIGNATURE
