Code References The Building Permit is vested under the 2015 International Building and Fire Code (IBC/IFC) as adopted and amended by the State of Washington and the City of Federal Way. The IFC and IBC state that the intent of the Code is to provide a "...reasonable level of safety...": 101.3 Intent. The purpose of this code is to establish the minimum requirements to provide a reasonable level of safety, public health and general welfare through structural strength, means of egress facilities, stability, sanitation, adequate light and ventilation, energy conservation, and safety to life and property from fire and other hazards attributed to the built environment and to provide a reasonable level of safety to fire fighters and emergency responders during emergency operations. With regards to the fire partition, IBC Section 708.4 Continuity reads in part: 708.4 Continuity. Fire partitions shall extend from the top of the foundation or floor/ceiling assembly below to the underside of the floor or roof sheathing, slab or deck above or to the fire - resistance -rated floor/ceiling or roof/ceiling assembly above, and shall be securely attached thereto. In combustible construction where the fire partitions are not required to be continuous to the sheathing, deck or slab, the space between the ceiling and the sheathing, deck or slab above shall be fireblocked or draftstopped in accordance with Sections 718.2 and 718.3 at the partition line. An evaluation has been performed of the interaction of the 1-hr floor assembly to the 1-hr wall partition assembly detail as provided by Michael E. Hovland, Architect Drawing A2.1a revision dated 10/04/2020 and Revised Detail Clarification CL 03/15/2023 (attached). This evaluation is provided for the purpose of substantiating the wall -to -floor assembly interface requirements. Project. Conditions The building is a 2-story, 10-unit apartment building. The building features Wood Frame (Type VB Construction) with automatic fire sprinkler protection. There are various construction conditions detailed on Drawing A2.1a. Detail B depicts the interaction of the 1-hr floor/ceiling assembly to the 1-hr fire partition wall assembly (see Figure 1 on the following page). It is our understanding that a concern has been raised with the current design approach depicting the wall assembly extending from the top of the floor/ceiling assembly. This letter is an evaluation of the referenced wall assembly and floor/ceiling assembly interface. In particular, IFC Section 104.7.2 allows for technical assistance "To determine the' acceptability of technologies, processes, products, facilities, materials and uses attending the design, operation or use of a building or premises... (and to provide)... a technical opinion and report." This letter details such an analysis and technical opinion. Many industry professionals use the term "fire wall" or "rated wall" when discussing any fire-resistant rated wall assembly. However, not all fire-resistant rated wall assemblies are the same. Chapter 7 of the International Building Code (IBC) specifically identifies four separate fire -resistance rated wall assembly types: fire partition, fire barrier, smoke barrier, and fire wall. A fire partition is the least restrictive of the four fire -rated wall assemblies mentioned. Fire partitions are primarily utilized for corridor wall construction and as tenant separations in malls and residential units. A fire partition is not expected to completely stop the fire from spreading, as a fire wall is designed to, but rather slow down the fire spread enough to allow for additional time for occupants to escape. To minimize the potential for fire spread from the exposed side of the fire partition to the unexposed side, IBC Section 708.4 requires the fire partition to "extend from the top of the foundation or floor/ceiling assembly below to the underside of the floor or roof sheathing, slab or deck above or to the fire -resistance - rated floor/ceiling..." As shown previously in Figure 1 above, the current design utilizes the GA File No. FC 5513 floor -ceiling assembly. The top layer of the floor/ceiling assembly is 1%" lightweight concrete poured over plywood. The wall assembly extends "from the top of the foundation or floor/ceiling assembly below..." as prescribed by IBC Section 708.4 and the joint is to be fire caulked to maintain both the wall and floor/ceiling assembly's fire -resistance rating.
