Council PKT 07-06-2004 Special Cost Estimates to I nelude Badminton in the Community Center ! CJ~ d r¡ûK+.. /ŒÞ{ \ ;.,Ù^ '7!~/t / Information in response to questions from Peter Townsend: 1. Ceiling Height-What would it cost to raise the ceiling of the gym? Current trusses are 27' -9" above the floor. The construction costs to raise the structure to higher levels are summarized below: Hei2ht Additional # Feet Cost 29' -6 Yz" (9 Meters) 1 '-9 Yz" $93,000 32'-9" (10 Meters) 5' $250,000 39' -3" (12 Meters) 11 '-6" $575,000 ~ 2. Track Costs-What is the cost for constructing the jog/walk track as designed? 2 Gym size: 3 Gym size: $457,650 $493,902 3. Concern about track location inter~eJ:ing with basketball and volleyball play. In a phone conversation with BRS Architects today, they stated that they have designed and built many gymnasiums with this track and court configuration with not problems or complaints. In fact City Council observed recreational basketball with the overhang at Wheatridge Recreation Center on their tour. Less Costly Options to Improve Playability for Recreational Badminton 1. Motorized Shades The high windows that provide daylight for other sports could be fitted with shades. These would need to be motorized because of their height. Approximate cost: $5000-$7000 2. Separate Light Switches Lights that are directly over the badminton court area could be placed on a separate bank of switches, so that lights could selectively be turned off, as needed, by badminton players. Approximate cost: Less than $1000 Page 1 of 3 Donna Hanson - RE: Badminton - From: To: Date: Subject: cc: Donna Hanson COUNCILS.City HaII.CHPO@cityoffederalway.com 6/29/2004 6:09 PM RE: Badminton Betty Sanders; David Moseley; John Hutton; keithhayes@brsarch.com; Mary Faber ~-~- - ---'--------....--'--.-'----'--.-.-..'------.-.---'----.--.----- We are scheduled to discuss badminton at 6: 15 on July 6th. Keith Hayes has provided the following information in response to questions from the June 15th meeting. Peter Townsend will be present to answer other questions. BRS Architects will not be attending and no other staff report is planned due to the limited time. Please let me know if you have any additional questions for our architects and we will make sure to have that information available prior to the meeting. »> "Keith Hayes - BRS" <keithhayes@brsarch.com> 6/29/2004 7:36:46 AM »> Donna: At B's direction, I am preparing a revised estimate to raise the bottom of structure to 9M/ 29'-6" +/-. I have also solicited information from USA Badminton. It appears that for tournament play, 12M is the standard, but there really is no written rule for club play; 9M is simply a recommendation. They did provide the criteria for those seeking to build an indoor badminton facility. There is one diagram with a gable section. It indicates the minimum height over the base line to be 22' +/-, rising to the 29'-6" height at the net. I take this to be the desired envelope of play: Based on the diagram, only the small red area is above the current bottom of structure, extending about 5'-0" on either side of the net. Peter contacted me and we spoke for about an hour. He had qustions on a number of items: 1. He clarified that 9M is desired 2. After lots of questions, he agreed that moving the jog/ walk track is not worth pursuing 3. He asked about the number of courts and clearances- provided two drawings for his review that B faxed to him 4. We clarified the floor-to-floor height 5. We discussed the potential to lower the gym floor (this would create additional excess dirt to haul, plus ramps for access) 6. The level of play he seeks-Peter anticipates C and D level play, more recreational and club sports. Also, USA Badminton indicates they have 3000+ members nationwide. This is not broken down by ranking, nor does it likely include more casual players. They estimate there are 15-20 sanctioned tournaments in the Pacific file:/ /C: \Documents%20and%20Settings\defau1t\Local %20Settings\ Temp \GW} 0000 1.HTM 7/6/2004 Page 2 of 3 Northwest, but this does not include independently-run tournaments. Specifically, he requests that the interior clear height of the Gymnasium be increased to 10M (32'-10") for tournament-level play. Also, the citizen has asked that the Jog-Walk track currently suspended around the perimeter of the Gymnasium be moved to maximize the number of badminton courts available for tournament play. ExistinQ BuildinQ DesiQn and estimated cost to accommodate tournament badminton play The current building design has a clear height of 27'-9" over the court areas and 13'-8" clear to the bottom of the running track, The running track extends 9'.0" from the perimeter wall. Within these dimensions, a maximum of four courts can be accommodated within the Jog-Walk track and without modification to the current design. While it is possible to layout gamelines for up to nine courts, the service area would be compromised by both the distance to the wall or adjacent courts, and the clearance to the track above. Raising the roof 5'-0" to accommodate four USA Badminton compliant courts, without moving the running track, will cost approximately $250,000. Moving the running track outside the perimeter wall of the gymnasium to provide nine courts could add up to $460,000 in construction cost after accounting for the value of the existing track structure. Both cost projections are approximate and include design costs. Existinq Schedule/ Business Plan and financial impacts of accommodatinq tournament badminton play Recreation staff has developed a preliminary schedule for the Gymnasium courts. At this time, weekdays and evenings for all three courts are booked for existing programs and drop-in use. Weekends have some free periods, and each day there are windows of up to two hours open for at least one court. Providing more time for badminton might involve canceling another program, or scheduling during breaks in the other sports Badminton was not anticipated as a league activity in the development of the Business Plan. The City has not offered badminton and has not received requests for the sport in the past. The number of local teams and players would indicate that demand in the region is not comparable to other court sports. Currently, Federal Way charges $200-$500 per team for other leagues for 10-12 week seasons, this works out to about $50 per player per session. We understand that another facility in the area is charging badminton players about $40 per player per year. Reducing other league sports to accommodate badminton would have a negative impact on the current Business Plan. Sum m arv/Recom mendation Under the existing design of 27'-9" clear to structure, the Gymnasium can accommodate recreational play for up to four badminton courts. The current facility schedule anticipates several hours of open time each day that could be dedicated to recreational badminton play, with minimal impact to the existing business plan and construction cost. 2300 Fifteenth Street, Suite 100 Denver, Colorado 80202 303-455-1366 Fax 303.455.7457 www.brsarch.com 1:\Community Center\badminton memo 6-15-04.doc
