The Community Development Department has completed review of your Process I Master Land Use
(MLU) application for proposed fagade improvements to Cha Chiropractic located at the above -
referenced address. The Process I MLU application is hereby approved pursuant to conclusions based on
findings made by the department's Planning Division.
CONCLUSIONS
Various sections of the Zoning and Development Code indicate that certain developments, activities, or
uses are permitted only if approved using Process I — Director's Approval. Based on the findings below,
the proposed improvements to the developed site meet the following Process I approval criteria and land
use review thresholds of Federal Way Revised Code (FWRC) 19.15.030(l) and 19.55.020:
1. The proposed improvements are not exempt from Use Process review as they do not meet criteria
set forth in FWRC 19.15.020 — Exceptions.
2. The proposed improvements are consistent with applicable chapters of FWRC Title 19 including,
but not limited to: Permits and Review Processes; Process I — Director's Approval; Community
Design Guidelines; and Community Business (BC).
3. The health, safety, and welfare of the citizens of the city are preserved.
4. The proposed improvements are exempt from State Environmental Policy Act review as the scope
of work meets categorical exemption WAC 197-11-800(3) repair, remodeling, and maintenance
activity.
FINDINGS OF FACT
1. Proposal — The applicant proposes to upgrade the exterior fagade of the existing building. Various
changes to the rooflines and an added parapet are proposed.
2. Comprehensive Plan & Zoning Designation — The zoning and comprehensive plan designation for
the subject property is Community Business (BC) zoning district. The property's current use of
medical office is a permitted use with the BC zoning designation pursuant to FWRC 19.220.010.
Nonconformance — Fagade improvements do not involve a change of use, new floors, or
enlargement of existing building footprint, abandonment, the cessation of use for more than one
year, and alterations are less than 50 percent of the assessed value of the existing improvement.
Therefore, improvements do not trigger nonconforming development compliance requirements set
forth in FWRC 19.30.090.

4. Height — The height of the tallest roofline is approx. 18 feet, which is below the 35-foot height
maximum.
5. Parking — No parking stalls are proposed to be eliminated and no additional parking stalls are
required for this use.
6. Landscaping — The existing landscaping will remain and no additional landscaping is proposed.
7. Community Design Guidelines Compliance — Improvements are consistent with applicable
sections of Community Design Guidelines set forth in FWRC Chapter 19.115. Proposed exterior
fagade treatment provides greater articulation to the west and south elevations that are visible from
the public right-of-way. The exterior finishes include variable patterns, earth tones, and metal coping
with accent colors. Articulation of blank walls is achieved by using different colors, materials, and
patterns.
BUILDING PERMIT ISSUANCE REQUIRED
The City's Building Division is currently reviewing the building permit (File #14-103388-CO) associated
with the exterior upgrades. No work may begin until the building permit is issued. Please contact the

regarding the building permit.
APPEALS
The effective date of this decision is September 8, 2014, or three days from the date of this letter.
Pursuant to FWRC 19.55.050, any person who commented on the application or requests a copy of this
administrative decision may appeal the decision to the Federal Way Hearing Examiner by September 22,
2014. Any appeal must be in the form of a letter delivered to the Department of Community Development
with the established fee. The appeal letter must contain a clear reference to the matter being appealed and
a statement of the alleged errors in the Director's decision, including the identification of specific findings
and conclusions made by the Director disputed by the person filing.
In that you are the only party of record, your appeal period is waived (assuming you do not wish to appeal
this decision). Waiver of the right to appeal does not affect the effective date of this decision.
CLOSING
This land use decision does not waive compliance with future City of Federal Way codes, policies, and
standards relating to this development. This Process I approval does not constitute approval of a building

NARRATIVE OF THE PROPOSED PROJECT
There are site #255817-0130(10,888 sf) on the northeast corner of pacific hwy. s. and S. 305th PL
Address is 1700 S. 305 H Federal way WA 98003
It is flat rectangle and paved site with existing 2,875 sf building currently used as a medical office with
8 paved parking stalls.
This site is surrounded by commercial over pacific hwy s. (west), one story
commercial retails (north), commercial retails (east) and one story commercial retails (south).
We propose to upgrade exterior for commercial look. Change roof line and add parapet.
There is no change of use or interior change.
Exterior finishes will be variable pattern (conc. Board) with earth tone color and metal coping with
accent color.
