The Public Works Department has reviewed the storm drainage and street frontage associated with your
proposed single-family home and will continue review when the following items have been addressed:
Please review the 2016 King County Surface Water Design Manual, Appendix C, and provide a summary
of how each BMP relates to this site. While Mr. Poblete's letter discusses some of the BMP's, others are
not addressed. If the home were located further back on the lot, could limited dispersion be provided in
the front yard? Could C.2.10 Native Growth Protection Credit be applied? Could the applicant use a
wheel strip driveway? Even if a BUT will not work for the entire lot, please provide BMP's for any
amount of impervious area that can be handled onsite.
A right-of-way permit will be required for any work within the public right-of-way on S 308t` Street,
including driveway demolition, driveway construction, and utility connections. Please contact the permit

The property is located approximately 50 feet west of the intersection of S 308t` Street 0
and 19'5 Place S. The site address is 1836 S 308t' Street, Federal Way, WA 98003. The
site is within the northwest quarter of Section 9, Township 24 N, Range 4 East,
Willamette Meridian, King County, Washington.
The rectangular -shaped property is approximately 0.21 acre (9,000 sq.ft.) in size and is
zoned RM. There was an existing house on the property that was recently removed.
Most of the remaining areas are landscaped with some mature trees. The ground is
relatively flat, with a slight slope to the northeast corner of the property. Site soil is
Alderwood gravelly sandy loam (AgB) as classified by the USDA Natural Resources
Conservation Service.
It is proposed to build a single-family residence on the lot. No frontage improvements are
required. The combined total impervious surfaces will be 3,020 sq.ft., which will allow
this site to fall under the Simplified Drainage Review requirement.
Per Item 5 of Section C.1.3 of the 2016 KCSWDM, this project falls under the Small Lot
BW Requirements. The following BMPs were considered in order as they are listed in
Section C.1.3.1 of the manual:
Full Dispersion — Due to the size of the lot, the required native vegetated
flowpath is not available. This BMP is therefore infeasible.
Full Infiltration — The septic designer has stated that the site soils are not
acceptable for infiltration. This BMP is therefore not feasible.
Limited Infiltration — As previously mentioned, the septic designer has indicated
that the site soils are not acceptable for infiltration, therefore this BUT is not
feasible.
Bioretention — Bioretention is an infiltration device, therefore, this BUT is not
feasible. Furthermore due to site soils, a bioretention cell will take up too much
space and will necessitate removal of trees. The standing water in the
bioretention cell may also cause down gradient flooding.
Permeable Pavement — Permeable pavement is an infiltration device, therefore,
due to site soils, this BUT is not feasible.

Basic Dispersion — Basic dispersion is used for the proposed driveway and
concrete entry way. Basic Dispersion was also considered for the roof area, but is
deemed infeasible for the following reasons:
1. Splash block will require a flowpath of 50 feet, which is not
available.
2. Trenches will require 25 feet of vegetated flow path. We
considered moving the house further south, however, this will
create a longer driveway (therefore more impervious surface),
which will also require a BMP, which in turn will eat up more
flowpath area. In addition, the house cannot be moved too far
south because the tree protection zone will be disturbed. Due to
lack of available space, this BMP is not feasible.
3. Sheet flow will not be feasible since together with the driveway
dispersion, required separation of flowpath and flowpath width,
there will simply not be enough space to provide this BMP.
Per Item 5 of Section C.1.3.1 BMPs must be implemented to at least 10% of the sitellot.
The driveway/concrete entry way area being dispersed is equal to 903 sq.ft., which is
greater than 10% of the lot area. This project has therefore met the Small Site BMP
requirements. However, the following BMP were also considered:
Reduced Impervious Surface Credit — There are several ways of applying this
BMP. The wheel strip driveway was suggested, however, this application is more
suitable for long one -lane driveways. This application is not practical for this
project since the driveway is short, and since it is a 20-foot driveway meant for
two cars, four wheel strips will be required. This may cause maintenance issues
since cars will end up driving on the vegetated portion of the driveway, and also
from an aesthetics standpoint, a wheel strip driveway for this lot will not be very
pleasing. We have therefore chosen to use the restricted footprint option.
This project is zoned RM, which does not have coverage limitations, therefore we
used 4,000 sq.ft. as the limit. The total impervious surface proposed is 3,020
sq.ft., therefore 980 sq.ft can be credited.
Native Growth Retention Credit — It is proposed to retain vegetation within an
area of 3,218 sq.ft. Per Section C.2.10, for every 3.5 sq.ft. of retention area, 1
sq.ft. of targeted area may be credited. An area of 919 sq.ft. may therefore be
credited.
As previously mentioned, under the Small Lot BMP requirements, only 10 percent of the
lot need be provided with a BMP. By dispersing the driveway/concrete entry way alone,
the requirement has already been meet. If the Reduced Impervious Surface Credit and
Native Growth Retafton Credit are also applied, the total percentage of the lot being
mitigated is equal to 31% ((903 + 980 + 919)/9,000). Since the Reduced Impervious
Surface and Native Growth Retention Credits are above the requirements, we believe
they should not be required to be recorded, and was only considered to show that the
requirement will be exceeded.
Perforated pipe connection will be provided for the roof drain. Construction will be
limited to only those associated with the home building. Erosion and sediment control
measure will include stabilized construction entrances, ground cover and silt fencing.

8. Maintain erosion control measures in accordance
with the City of Federal Way standards and
manufacturer's recommendations.
9. Relocate erosion control measures, or install new
measures so that as site conditions chance, the
erosion and sediment control is always in
accordance with the City of Federal Way Erosion
and Sedimentation Control Standards.
10. Cover all areas that will be unworked for more than
seven days during the dry season or two days during
the wet season with straw, wood fiber mulch,
compost. plastic sheeting, or equivalent.
11. Stabilize all areas within seven days of reaching
Final grade.
12. Seed, sod, stabilize, or cover any areas to remain
unworked for more than 30 days-
13. Upon completion of the project; connect roof drain
to perforated pipe connection, stabilize all disturbed
areas and remove BMPs if appropriate.
