Traffic Management Plan and Parking Study; GTC #09-138
Gibson Traffic Consultants (GTC) has been retained to provide a traffic management
plan/parking analysis report for the proposed classroom improvement planned for St. Luke's
Lutheran Church in City of Federal Way. This technical memorandum is intended to provide
City of Federal Way with the necessary traffic generation, trip distribution, level of service and
parking analysis to facilitate the reviews of the proposed church expansion.
PROPOSED SITE PROJECT AND ACCESS
The existing St. Luke's Lutheran Church facility, based on King County records has
approximately 24,829 SF of building that includes the sanctuary and a multi -use
gym/classroom facility. Based on 18" of width per person and the amount of space in pews
there are approximately 535 seats. The church is proposing to add build 14,818 SF of
office/classroom space that will not add any additional sanctuary or worship space. Presently
both the weekday daycare and the Sunday School operate in the multi -use building. This
provides operational difficulties. Therefore this proposed improvement will provide separate
facilities for the day care and Sunday School to improve the experience but will not be
expected to change the peak critical Sunday attendance/vehicle activity or parking. However,
to be conservative GTC has used the standard ITE trip generation for building rates to account
for any possible change to the weekday church activity with the daycare/classroom/offices
improvement. As stated because the church is separating the weekday and Sunday classroom
the additional space does not provide additional capacity just improved operations.

The St. Luke's Lutheran Church is located at 515 S 312th Street in the City of Federal Way.
The church currently has three site access locations: one access connection to S 312th Street
and two access connections on 6th Avenue S. There is also an access onto 6th Avenue S to the
parking area located on the east side of the street and one on 7th Avenue S. The church intends
to create a shared use driveway out of the west driveway on S 312th Street and the access to
Federal Way Mission Church (FWMC). The remaining accesses will remain with the
expansion. A site vicinity map has been included in Figure 1. The proposed expansion is
expected to be fully build -out and occupied by the year 2011 which has been selected as the
horizon year for future level of service analysis.
METHODOLOGY
The trip generation, trip distribution and level of service analysis performed for the St. Luke's
Lutheran Church is based on scoping conversations with the City of Federal Way staff.
Weekday trip generation for the proposed church expansion is based upon national research
data for churches contained in the Institute of Transportation Engineers' (ITE) Trip
Generation, 81h Edition (2008). ITE Land Use Code 560, church, has been used for this report.
The average trip generation rates per 1,000 square feet have been used for the trip generation
calculations.
The trip distribution is based on the existing distribution of trips traveling to and from the
church. GTC also mapped the location of the existing parishioner's homes to determine a
regional distribution for the church.
Based on the scoping discussions with City of Federal Way, GTC performed existing and
future level of service analysis for the Sunday peak -hour at the following intersections:
1. S 312th Street at 6th Avenue S
2. West access at S 312th Street
3. FWMC access at S 312th Street
No additional off -site intersections were analyzed as the addition will not generate new
Sunday peak -hour trips. The study intersections have not been analyzed during the typical
weekday PM peak period due to the church's very low trip generation during this time, which
is less than 10 new PM peak -hour trips at any access point or intersection.

engineer (Civil) in the State of Washington and a current member of the Washington State
section of ITE.

EXISTING CONDITIONS
The existing St. Luke's Lutheran Church facility, based on King County records has
approximately 24,829 SF and based on 18" of width per person and the amount of space in
pews there are approximately 535 seats. The church has three worship services on each
Sunday at 8:00 AM, 9:30 AM and 11:00 AM with a Sunday School program from 9:30 AM to
10:30 AM. The Sunday School program is for members age 3 to adult and there is a separate
nursery for children under 3 during all services and Sunday School. In addition to the worship
services, church also schedules several activities for both adult and children on a weekly basis.
GTC obtained attendance data of parishioners on typical Sunday from church staff for all of
2009 and January 2010. The average attendance, based on attendance data for 2009, was 84
parishioners during the 8:00 AM service, 318 parishioners during the 9:30 AM service, and
229 parishioners during the 11:00 AM service. Therefore, the largest attendance and
vehicle/parking activity occurs during the Sunday 9:30 AM service.
Road Network
The site traffic will utilize S 312th Street and 6th Avenue S to access the surrounding road
network. S 312th Street is a three -lane roadway with a continuous -two -way -left -turn lane
(TWLTL). There is curb, gutter, sidewalk, and bike lane on both sides of the roadway. The
posted speed limit is 35 mph in church vicinity. 6th Avenue S is a two-lane roadway with a
posted speed limit of 25 mph in church vicinity. There is curb, gutter, and sidewalk on the
west side of the roadway along the projects frontage and on the east side for approximately
160 feet south of S 3121h Street
Intersection Level of Service
Churches have a higher trip generation on weekends than they do on weekdays. For this
reason the intersection level of service analysis has been performed for the Sunday peak -hour.
The peak -hour occurs around the church's 10:15 to 11:15 AM service, when the second
service is getting out the third service is arriving. GTC also did the analysis during this time to
determine how the joint driveway with FWMC will operate.
Turning Movements
GTC conducted Sunday peak traffic counts at the study intersections on Sunday, January 31,
2010 from 10:15 AM to 11:15 PM. In addition, GTC also conducted parking surveys on
Sunday, January 17, 2010 and January 31, 2010 to estimate total parked cars for the 9:30 AM
worship service. The parking survey was conducted at 9:45 AM to capture all the church
service attendees. The existing Sunday peak -hour counts are shown in Figure 2. The existing
traffic counts are included in the attachments.

2010 Existing Level of Service Analysis
The existing and future level of service analysis has been performed using the Synchro 6.0,
Build 614 software package. Congestion is generally measured in terms of
• Level of service (LOS), and
• Volume -to -Capacity (v/c) ratio
The 2000 Highway Capacity Manual (HCM) rates road facilities and intersections between
LOS A and LOS F, with LOS A being free flow and LOS F being forced flow or over -capacity
conditions. A summary of the level of service criteria is included in Table 1. The level of
service at signalized and all -way stop -controlled intersections is based on the average delay of
all approaches, while the level of service for two-way stop -controlled intersections is based on
average delays for the critical stopped approach. Geometric characteristics and conflicting
traffic movements are taken into consideration when determining level of service values. The
City of Federal Way has established LOS E as threshold for minimum level of service at
signalized intersections. The City of Federal Way currently does not have a minimum level of
service threshold for unsignalized intersections.
The volume -to -capacity (v/c) ratio indicates the amount of congestion for each lane group.
Any volume -to -capacity (v/c) ratio greater than or equal to 1 indicates that approach is
operating at above capacity. The 2000 Highway Capacity Manual (HCM) rates operational
capacity of intersections between v/c ratio of 0.85 or less to v/c ratio of 1.00 or more. The
intersections with v/c ratio of 0.85 or less are categorized as operating under the capacity. The
intersections with v/c ratio higher than 1.00 are categorized as operating over the capacity. A
summary of the relationship of v/c ratio to the operational capacity of intersection is included
in Table 2. City of Federal Way standards require minimum v/c ratio of 1.00 at all City
intersections.
Under the existing traffic conditions, the S 312th Street intersection at 6th Avenue S operates at
LOS C with 21.7 seconds of delay. The West Access connection to S 312th Street operates at
LOS B while the FWMC access on S 312th Street operates at LOS C during the Sunday peak -
hour. The volume -to -capacity (v/c) ratio at all the study intersections would be 0.42 or less
under the existing traffic volumes. The v/c ratio of 0.65, per HCM guidelines, represents
"under capacity" conditions. A summary of the existing level of service and v/c ratio results
are included in Table 3A and Table 3B respectively. The level of service calculations are
included in the attachments.

FUTURE CONDITIONS
Trip Generation
The weekday trip generation for the St. Luke's Lutheran Church Addition has been calculated
using data contained in the ITE Trip Generation, 8th Edition (2008). ITE Land Use Code 560,
church, has been used for the trip generation calculations. The typical weekday trip generation
calculations are based on the 1,000 square feet (SF) variable.
The church expansion will consist of 14,818 SF of office and classroom space, no additional
seating capacity will be added to the sanctuary. The proposed expansion is anticipated to
generate 135 weekday daily trips with 11 weekday AM peak -hour trips (6 inbound/5
outbound) and 10 weekday PM peak -hour trips (5 inbound/5 outbound). The trip
generation for the typical weekday is summarized in Table 4. The trip generation calculations
have been included in the attachments.
As stated previously the Sunday School activity is not expected to change with the provision
of the separate classroom as it presently occurs in the separate multi -use building and there is
no planned expansion of the sanctuary/worship area.
Trip Distribution
Trip distribution and assignments for the expansion of St. Luke's Lutheran Church are based
existing counts and data on where the existing parishioners live. The existing addresses were
provided by church staff and were mapped in Microsoft Streets and Trips. GTC then assessed
the number of addresses in primary groupings and calculated the percentage of the total for
those areas. This provided GTC with the overall distribution of where the parishioners would
travel to and from. The site traffic would primarily utilize S 312th Street to access the
surrounding street system. It is estimated that 50% of the site traffic would travel to and from
west of S 312th Street with thirty percent turning on lst Avenue S (ten percent to and from the
north; twenty percent to and from the south) and twenty percent continuing further west on S
312th Street_ Approximately 45% of the project traffic would travel to and from the east of S
312th Street. The remaining 5% of site traffic would travel to and from the south on 8th
Avenue S. A detailed trip distribution for the weekday AM and PM peak -hours has been
included in Figure 3A and 3B, respectively.

Intersection Level of Service
The future level of service analysis has been performed for the horizon year of 2011. The
future level of service analysis has been performed for Sunday peak -hour generation. The
existing intersection lane configurations, controls, peak -hour factors and heavy vehicle factors
have been used for the future level of service analysis.
Turning Movements
The future turning movements have been calculated for the baseline and future with project
conditions. Based on previous analysis completed in the City, GTC utilized a 2% annually
compounded growth rate to estimate the 2011 baseline traffic volumes. The 2011 baseline
turning movements have been included in Figure 4. The 2011 future with project turning
movements were calculated by adding the FWMC access volumes to the west access volumes
from the baseline turning movements and are shown in Figure 5.
2011 Baseline Level of Service
With the addition of baseline growth, the intersection of S 312th Street at 6th Avenue S will
operate at LOS C with 21.7 seconds of delay. The West Access connection to S 312th Street
would operate at LOS C while the FWMC access on S 312th Street will operate at LOS C
during the Sunday peak -hour. The volume -to -capacity (v/c) ratio at all the study intersections
would be 0.43 or less under the existing traffic volumes. A summary of the 2011 baseline
level of service and v/c ratio results have been included in Table 5A and Table 5B
respectively. The level of service calculations have been included in the attachments.
2011 Future with Project Level of Service
With the proposed joint access with the FWMC, the West Access connection to S 312th Street
is anticipated to operate at LOS D with 25.9 seconds of delay and the S 3121h Street
intersection at 6th Avenue S would continue to operate at LOS C. The volume -to -capacity
(v/c) ratio at all the study intersections would be 0.55 or less under the future with project
traffic conditions. The v/c ratio of 0.55, per HCM guidelines, represents "under capacity"
conditions. A summary of the 2011 future with project level of service and v/c ratio results
have been included in Table 5A and Table 5B respectively.

Site Access Analysis
The proposed church expansion would utilize the existing church accesses on 61h Avenue S
without changing their locations; however, the existing access to S 312th Street will become a
joint access with the Federal Way Mission Church's existing access which will remain in the
same location. This new joint access is located approximately 345 feet west of the intersection
of S 312th Street at 6th Avenue S. The sight distance has been evaluated at the proposed joint
access to determine if there are any existing deficiencies based on requirements from the
American Association of State Highway and Transportation Officials (AASHTO) A Policy on
Geometric Design of Highways and Streets (2004).
S 312th Street is posted for 35 mph which requires a minimum of 390 feet of intersection sight
distance and 250 feet of stopping sight distance. There is over 400 feet of intersection and
stopping sight distances to the east and west of the proposed joint access connection to S 312th
Street. Therefore, the proposed joint church access connection meets AASHTO standards for
entering and stopping sight distances.
City of Federal Way standards require a minimum spacing of 150 feet between a commercial
driveway and a street intersection or any other driveway on or off the subject property. The
proposed joint access will eliminate an existing nonconforming condition on S 312`h Street
with the existing church driveways that are only separated by 75 feet. The new joint access is
located approximately 345 feet west of the intersection of S 312th Street at 6`h Avenue S.
There are no other accesses or intersections within 150 feet of the proposed joint access.
Therefore, the proposed joint access connection satisfies the City standards for minimum
access spacing for commercial driveways and improves the existing condition.
The level of service analysis indicates that all the four access connections would operate at
satisfactory level of service (LOS) under the existing and 2011 future traffic volumes. The
volume -to -capacity (v/c) ratio analysis indicates that the access connections would operate at
"under capacity" conditions under the existing and 2011 future traffic volumes. The proposed
joint access connection will satisfy the AASHTO standards for entering and stopping sight
distances. In addition, the proposed joint access will satisfy the City standards for minimum
access spacing for commercial driveways. Therefore, GTC recommends that the joint
access connection be constructed as shown on the site plan sheet A1.1 (attached).

PARKING ANALYSIS
Per the City of Federal Way, land uses that don't have a specified parking requirement will be
determined on a case -by -case basis and the director of community development shall base this
determination on the actual parking demand on existing uses similar to the proposed use.
Churches fall within this classification; therefore, a parking study/survey is required per city
guidelines. The guidelines require a total of three sources which can include a combination of
site surveys and ITE Parking Generation Manual, 3Yd Edition.
GTC utilized the ITE Parking Generation Manual, 3Yd Edition and two days of parking
surveys of the current site to determine if the reduction to 226 on -site parking stalls would still
meet the demand of the church. St Luke's Lutheran Church presently has total 242 parking
stalls. As the addition will not add any seats to the sanctuary it is anticipated that the addition
will not create additional demand for parking on -site during the peak Sunday parking demand
period. Currently all activities that will take place on -site are taking place today, activities are
sharing space in the gymnasium that requires tearing down and setting up spaces every
weekend. The new space will allow for the classroom activity to have its own space and not
require constant moving.
GTC conducted two parking surveys at the existing St Luke's Lutheran Church to determine
the total number of cars parked during Sunday January 17th and January 31St in 2010. The
parking survey was conducted at 9:45 AM to include all the cars parked for the 9:30 AM
worship service. The parking survey indicates a total of 234 parked cars on January 171h for
330 attendees and 233 parked cars on January 31" for 310 attendees (280 worship & 30
classrooms). The number of cars counted in the parking survey included vehicles that were
parked in striped parking stalls, vehicles not parked in striped parking stalls on -site, and
vehicles that were parking on 6th Avenue S along the site frontage and opposite the site
frontage. On the two days GTC counted 30 and 25 vehicles parked along 6th Avenue S even
though there were 50 empty parking spaces on -site were accessible on -site. One possible
reason for the vehicles parking off -site is the close proximity to the front entrance that the on -
street parking affords.
In addition, GTC also obtained the 2009 attendance numbers which show an average
attendance of 318 parishioners at the 9:30 service, this is consistent with the January 2010
attendance numbers. The average number of church attendees (318) was utilized to determine
the Sunday peak parking demand using the 85th percentile parking generation rates from the
ITE Parking Generation Manual, 3Yd Edition. Based on 318 attendees the 85th percentile
parking demand is 191 parked vehicles.
The average of the two GTC parking surveys and the ITE 85th percentile parking demand
results in Sunday peak parking demand of 219 vehicles. A summary of the church
parishioners and total parked cars during Sunday peak is included in Table 6.

During high demand events such as Easter and Christmas additional parking is provided in the
southwest corner of the site in the dirt/gravel lot. Also, during these high demand events the
church has an organized even parking management plan with four to five people in orange
vests to control/direct traffic on -site. On a typical Sunday they have one individual that directs
traffic at the church accesses on 6th Avenue S.
Per the latest site plan, the church proposes 226 on -site parking spaces. The proposed on -site
supply of 226 parking stalls would meet the projected typical Sunday peak parking
demand for the church addition, without causing overflow to the adjacent street system.
Note: there is legal off -site parking along 6ch Avenue S with additional space for
approximately 35 parking spaces in the immediate vicinity; however, this is not included in the
parking supply calculation used by GTC even though the cars parked there were used in the
demand calculation as a "worst case approach".
SUMMARY
The St Luke's Lutheran Church expansion will generate 134 ADT and 10 PM peak -hour trips
on a typical weekday; however, it is anticipated that the church will not generate any new trips
during the Sunday peak as the facility will not be adding any additional seating capacity to the
sanctuary. All the study intersections are expected to operate at satisfactory LOS D or better
under the 2011 future with project traffic conditions assuming complete build -out and
occupancy. The joint access with Federal Way Mission Church will eliminate the existing
deficient access spacing and will provide sight distance to meet Federal Way standards.
Also study intersections would operate at volume -to -capacity (v/c) ratios of 0.55 or less under
the 2011 future with project traffic volumes. Per HCM guidelines, a We ratio of 0.55 indicates
"under capacity" conditions. Therefore, no off -site improvements are required with the church
expansion.
