Mirror Lake Elementary - 2011 Portable, 625 South 314`h Street, Federal Way
Dear Mr. Matiatos:
The Community and Economic Development Department has completed an administrative land use
review of the proposed double portable classroom located at Mirror Lake Elementary. The
Comprehensive Plan and zoning designation for the subject property is Single -Family High -Density
Residential and RS 7.2, respectively. The subject property's school use is permitted pursuant to Federal
Way Revised Code (FWRC) 19.200.090. The Process I application was submitted and determined to be
complete on July 26, 2011, and additional information was resubmitted on October 3 and October 21,
2011. The City's Department of Community and Economic Development hereby approves the Process I
application.
FINDINGS
As shown in the Process I submittal packet, the proposed improvements include the addition of one
double classroom portable with associated ramp and stairs.
2. The proposed improvements do not reduce required parking, landscaping, buffering, open space, or
public areas; do not change the location of utilities or easements; and create no impacts to sensitive
areas or significant trees.
The City's Building Division is currently reviewing the associated building permit (File #11-
104289-CO). Construction of the proposed improvements may not begin until the building permit is
approved.
Based on the City's review, the Process I land use application for the portable classroom addition is
approved.
APPEALS
The effective date of this decision is October 31, 2011, or three days from the date of this letter. Pursuant
to FWRC 19.55.050, any person who received notice of this administrative decision may appeal the
decision to the Federal Way Hearing Examiner by November 14, 2011. Any appeal must be in the form
of a letter delivered to the Department of Community and Economic Development Services with the
established fee. The appeal letter must contain a clear reference to the matter being appealed and a
statement of the alleged errors in the Director's decision, including the identification of specific findings
and conclusions made by the Director disputed by the person filing the appeal. No work on the proposal

can commence until the end of the appeal period. However, in that you are the only party of record, you
may waive your right to appeal this decision. If you wish to waive your right to appeal, you must do so in
writing to the attention of Assistant Planner Becky Chapin.
CLOSING
This land use decision does not waive compliance with future City of Federal Way codes, policies, and
standards relating to this development. This Process I approval does not constitute approval of a building

Dear Mr. Matiatos:
The Community and Economic Development Department has received your Process I Land Use application to add
a new double portable classroom to the existing Mirror Lake Elementary School site. The following items must be
addressed and/or shown on applicable plan sets prior to issuing land use approval.

Per requirements of Federal Way Revised Code (FWRC) 16.15.010(2) and the city adopted 2009 King County
Surface Water Design Manual, flow control using Best Management Practices (BMPs) shall be provided for the
new double classroom portable. Please refer to Section 5.2.1.2 of the 2009 KCSWDM for design requirements.

The project is not exempt from concurrency as it will generate new trips. A concurrency application (enclosed)
along with the application fee of $344.50 must be submitted for review. Additionally, the proposed portable
addition will also require payment of the Traffic Impact Fee estimated at $2,673.88 (enclosed). The fee will be
calculated at time of complete building application submittal and must be paid prior to permit issuance.
Please provide five copies of any plans with the enclosed resubmittal form when submitting requested items.
Pursuant to FWRC 19.15.050, if an applicant fails to provide additional information to the city within 180 days of
being notified that such information is requested, the application shall be deemed void and the city shall have no
duty to process, review, or issue a decision.
