The City of Federal Way Community Development Department has completed review of the June 10, 2016,
Arborist Report prepared by you, a certified arborist, regarding the removal of eleven unhealthy trees and the
replacement of fourteen trees at the above Walmart location as indicated in your proposed tree replacement plan.
The seven end -cap parking lot island planters located south of the main entrance to the west side of the building
will have the existing trees replaced with Fagus sylvaticas at 1.5 to 2 inch diameter at breast height. The

contractor will reinstall irrigation after completion of tree installation.
Your Use Process I proposal is hereby approved based on the following statement of facts.
ANALYSIS
Federal YVay Revised Code (FWRC) 19.120.030 (12) - Removal of overhanging vegetation and fire hazards, or
removal of invasive species, hazard trees, nuisance vegetation, or dead, dangerous, or diseased trees when
authorized by the director or his/her designee. The current state of the trees meets the following criteria:
■ The existing trees are diseased and not growing to their ideal potential and should be removed.
■ The overall health of the trees shows no sign of potential recovery.
• Replacement plantings will adequately replace the removed trees.
CLOSING
Be advised that this exemption is applicable only to the maintenance proposed in the June 13, 2016 application;

My client is requesting the removal and replacement of multiple unsightly and unhealthy trees
on their property. The enclosed application, the photos within this letter and the Landscape
Drawings show a potential plan to remove and replace trees along the interior parking lot
islands. While not all trees currently need replacement at this time, many of the existing trees
out on site are suffering and are not growing to their ideal potential and or natural form.
The enclosed photos within this letter along with the landscape plans show that replacements
are targeted for completion over the next several weeks based on approval. Our goal is to
partner with the City of Federal Way to meet our client's immediate goal of replacing the
unsightly and unhealthy trees from the property. The overall state of the trees as noted in the
accompanying landscape plans show the existing Raywood Ash — Fraxinus oxycarpa 'Raywood'
have minimal vigor and vitality left in them. As this point they are in a status of sustaining,
burning thru or try to produce enough viable growth to squeak by. The overall health of the
trees shows no signs of potential bounce back and should be removed.
It is my professional opinion that replacements would be ideal not only for the shopping center
but to be consistent with the intent of the originally supplied landscape plans.
I look forward to addressing any potential questions that you may have in regards to this work,
but also look forward to work with the City of Federal Way on this project.
