We hope that the information discussed at that meeting was helpful in understanding the general requirements for your project as submitted. This letter summarizes comments given to you at the meeting by the members of the DRC. The members who reviewed your project and provided comments include staff from the City's Planning and Building Divisions and Public Works Department, and representatives from Lakehaven Utility District and South King Fire and Rescue. Some sections of the Federal Way Revised Code (FWRC) and relevant information handouts are enclosed with this letter. Please be advised, this letter does not represent all applicable codes. In preparing your formal application, please refer to the complete FWRC and other relevant codes for all additional requirements that may apply to your project. For specific technical questions about your project, please contact the appropriate DRC representative as listed below. Otherwise, any general questions about the preapplication and permitting process can be referred to your key contact. PROJECT DESCRIPTION Replace existing King County Library with new 15,000 square -foot facility. Associated improvements include landscaping, parking, and stormwater flow control/treatment. MAJOR ISSUES Outlined below is a summary of the major issues of your project based on the plans and information submitted for preapplication review. These issues can change due to modifications and revisions in the plans. These major issues only represent comments that the DRC consider most significant to your project and do not include the majority of the comments provided. The major issues section is only provided as a means to highlight critical requirements or issues. Please be sure to read the entire department comments made in the next section of this letter. Nfs. Krueger Page 2 August 1, 2011 • Planning Division 1. Building entrance issue will need to be resolved prior to approving the "alternative methods" for Community Design Guidelines compliance. 2. The department is able to act as Lead Agency for SEPA review. r Public Works Development Services Division 1. Flow Control Facilities and Flow Control Best Management Practices (BMP's) are required per the 2009 King County Surface Water Design Manual and City of Federal Way Addendum (KCSWDM). 2. Water Quality Treatment shall be per the requirements of FWRC 19.30.120 (see below). r Public Works Traffic Division 1. A Transportation Concurrency permit is required per FWRC Chapter 19.90. 2. Street frontage improvements and right-of-way dedication are required along the property frontage on South 320`h Street and 10'h Avenue South per FWRC 19.135.040. 3. Payment of traffic impact fee prior to building permit issuance. DEPARTMENT COMMENTS Outlined below are the comments made by the representatives of each department present at the preapplication conference. Each section should be read thoroughly. If you have questions, please contact the representative listed for that section. PLANNING DIVISION (Matthew Herrera, 253-835-2638, matt.herrera@cityoffederalway.com) 1. Zoning Designation and Use — The subject property is designated City Center Frame (CC-F). The library's land use is "Government Facility" as defined by the FWRC. Government facility uses are permitted within CC-F zoning districts. Use Application — As the proposed improvements exceed SEPA flexible threshold limitations (explained in item #3), the library will require a Process III Master Land Use application. Process III is an administrative review conducted by city staff with a final decision issued by the Director of Community and Economic Development. The Planning Division will notify the applicant of application status within 28 days of submittal. If the application is determined complete, staff will issue a Letter of Complete Application. FWRC limits the administrative review to 120 days from the date of complete application. The 120-day review period will stop any time the applicant has been requested by the city to correct plans, perform required studies, or provide additional information needed to issue a decision. The review period will begin within 14 days following submittal of requested items. Please be advised that any request for corrections and/or additional information must be provided within 180 days of written notification or the land use application will expire. 3. Environmental Review — The project is subject to environmental review under the State Environmental Policy Act (SEPA) as the proposal exceeds flexible thresholds (buildings larger than 12,000 square feet and parking for more than 40 vehicles) pursuant to FWRC 14.15.030(c). The King County Library District may act as Lead Agency for SEPA purposes, or may request the City to assume Lead Agency. The city does utilize the optional DNS method of combined land use and SEPA notifications when environmental checklists are thoroughly completed. If the district acts as 11-102704 Doe, LD.58287 Ms_ Krueger Page 3 August 1, 2011 Lead Agency, the city recommends consultation between staff and the district to identify any mitigation that may be needed prior to issuing a threshold determination. 4. Public Notice — The Process III application will require a 14-day comment period. The Notice of Application soliciting comments will be published in the Federal Way Mirror, posted at the subject property, and the official notice boards within the city. Mailed notice to all residences within 300 feet of the subject property is also required. The applicant is responsible for submitting stamped mailing envelopes for property owners within 300 feet of the library's property. The city's GIS Division can provide this service for a nominal fee. Please see the enclosed handout for further information. Critical Areas — The subject property is within a 5-year and 10-year Wellhead Protection Zone. The applicant is required to submit a Hazardous Materials Inventory Statement that discloses the approximate quantities of hazardous materials that will be stored, handled, treated, used, produced, recycled, or disposed of in connection with the proposed activity. As the proposed landscaped area will exceed 10,000 square feet, the applicant is required to prepare a management manual using best management practices (BMPs) and integrated pest management (IPM) for fertilizer and pesticide/herbicide applications. The BMPs shall include recommendations on the quantity, timing, and type of fertilizers applied to lawns and gardens to protect groundwater quality. The manual should be a component of the landscaping plan set. 6. General Zoning Regulations —The following are general zoning regulations applied to government facilities in CC-F zones. Project designers shall strive for overall design continuity by using similar elements throughout the project such as architectural style and features, materials, colors, and textures. Building and site design for institutional uses, such as a library, is guided by FWRC 19.115.100. Please include a written narrative identifying how the project complies with all a licable desigp ggidelines. Several guidelines applicable to your project are below. a. Building Fagade Modulation and Screening Options — As all four building facades are longer than 60 feet and visible from rights -of -way or residential uses, all four facades are required to incorporate at least two of the four listed treatments: i. Fagade Modulation — A minimum depth of two feet, minimum width of six feet, and maximum width of 60 feet. Alternative methods to shape a building such as angled or curved facade elements, offset planes, wing walls, and terracing will be considered, provided that the intent of the section is met. ii. Landscape Screening — Eight -foot -wide Type H landscape screening along the base of the facade, except Type IV may be used in place of Type II for facades that are comprised of 50 percent or more window area, and around building entrances. iii. Canopy or Arcade — As a modulation option, canopies or arcades may be used only along facades that are visible from a right-of-way. Minimum length is 50 percent of the length of the facade using this option. iv. Pedestrian Plaza — Plaza square footage is equal to one percent of the gross floor area of the building, but it must be a minimum of 200 square feet. The plaza should be clearly visible and accessible from the adjacent right-of-way. The above -referenced "two of four" options shall be incorporated along the entire length of the facade, in any approved combination. Options used must meet the dimensional standards as specified above, but if more than two are used, dimensional requirements for each option may be modified. b. Significant Structural Modulation — As all four building facades exceed 120 feet in length and are visible from rights -of -way and residential zones, a significant structural modulation (offset) is required to be incorporated into the building design for each facade. The minimum depth of the modulation shall be approximately equal to 10 percent of the total length of the subject facade (14 feet north/south elevations and 12 feet east/west elevations),' and the minimum width shall be approximately twice the minimum depth (28 feet north/south elevations and 24 feet east/west elevations). The modulation shall be integral to the building structure from base to roofline. It appears on the submitted site plan that a significant structural modulation incorporated on the north and west elevations meet the depth and width requirements. c. Alternative Fagade Treatments — The submitted site plan and elevations do not meet the "two of four" or significant structural modulation requirements and the applicant has expressed desire to request a modification of such requirements. The Director of Community and Economic Development may grant a modification if items listed in FWRC 19.115.100(5) are 1 As calculated from submitted landscape plan. Staff is generally supportive of the design methods the applicant has developed except for the building and pedestrian orientation criteria. The current layout shows an insular entrance with a distinct disconnect from the South 320`h Street frontage. Many of the library patrons will arrive from the 320`h Street entrance and most patrons likely identify the library by its official "Federal Way 320`' Library" title; therefore, the main building entrance should be South 320`h Street and a significant amount of the pedestrian amenities should be afforded to this frontage. Staff will consider a structural element, integral to the building, that will guide pedestrians to the proposed north entrance. Please feel free to contact me to schedule a separate meeting to discuss this issue prior to submitting your land use application. d. Pedestrian Circulation — Pedestrian pathways from rights -of -way to primary entrances, from parking lots to primary entrances, and pedestrian areas, shall be accessible and should be clearly delineated. An additional pedestrian pathway should be added to the central and/or_ eastern portion of the parking Iot. Walkways shall be provided between the interior of the project and the public sidewalk and must be a minimum of six feet wide. Pedestrian pathways and pedestrian areas should be delineated by separate paved routes using a variation in paved texture and color. Approved methods of delineation include: stone, brick or granite pavers; exposed aggregate; or stamped and colored concrete. Paint striping on asphalt as a method of delineation is not encouraged. e. Pedestrian Areas — Pedestrian areas and amenities should be incorporated in the overall site design. Pedestrian areas include but are not limited to outdoor plazas, courtyards, and seating areas. Pedestrian amenities include but are not limited to outdoor benches, tables and other furniture, and landscaping. Pedestrian areas should be easily seen, accessible, and located to take advantage of surrounding features such as building entrances, open spaces, significant landscaping, unique topography or architecture, and solar exposure. These items have been added within the interior of the project. Opportunities for pedestrian interaction on the 32e Street frontage should also be added. f. Parking Lots — Parking lots should be broken up into rows containing no more than 10 adjacent stalls, separated by planted areas. An additional pedestrian walkway should be added in the central and/or eastern portion of the parking lot. Parking and vehicle circulation areas shall be clearly delineated using directional signage. g. Crime Prevention Through Environmental Design (CPTED) — One aspect of the City's Community Design Guidelines are the implementation of CPTED principles (Natural Surveillance, Access Control, and Ownership) for all new development projects. The enclosed CPTED checklist must be submitted with the formal land use application. h. Appurtenances — Outdoor furniture, fixtures, and streetscape elements, such as lighting, freestanding signs, trellises, arbors, raised planters, benches, and trash receptacles should be incorporated into the site design. Again, many of these items have been incorporated into the interior portion of the property and should also be added along the South 320 Street frontage. i. Lighting — In addition to CPTED lighting standards, the following shall apply: lighting levels shall not spill onto adjacent properties; lighting shall be provided in all loading, storage, and circulation areas; lighting standards shall not reduce the amount of landscaping required for the project; and lighting fixtures should not exceed 20 feet in height and shall include cutoff shields. 11-102704 Doc. I D.58287 Ms. Krueger Page 6 August 1, 2011 8. Landscaping — A landscape plan prepared by a Washington State licensed landscape architect shall be submitted with the formal application. Please follow general guidelines outlined in FWRC 19.125.040 (1) through (26) when preparing the site plan and planting schedule. The following regulations are specific to your proposal: a. Perimeter — A five -foot -wide Type III landscape screen will be required along the entire south and east property lines. Additional five-foot Type III plantings are required along the north property line adjacent to the parking area and the west property line adjacent to lOt Avenue South. A 15-foot Type I landscaping screen will be required along the western and northern property lines adjacent to the RS 7.2 single-family residential zoning districts. b. Parking Lot — For each parking space, twenty-two square feet of interior lot Type IV landscaping (2,046 square feet) shall be provided. Landscaping is required to be installed at the ends of all rows of parking and disbursed throughout the interior parking area. The site plan must list the specific size of each landscape island proposed for interior parking lot landscaping in order to verify the required square footage is provided. The applicant is encouraged to use parking lot landscaping as Low Impact Development (LID) stormwater infiltration facilities if feasible. Modifications — As mentioned during the conference, the applicant is likely to request several modifications to the standards due to circumstances related to security, neighbor encroachment, and need (north property line adjacent to access easement). Please refer to FWRC 19.125.100(8) for modification submittal requirements. 9. Parlang — The proposed 93 stall count exceeds the required minimum as detailed in the 85`h percentile calculation of 4.19 stalls per 1,000 square feet of gross floor area in the ITE Parking Generation Manual 3'd edition. Minimum space and aisle dimensions shall be designed using the enclosed "Parking Lot Design Criteria" information handout. Up to 40 percent of the parking spaces may be designated compact. 10. Tree Retention/Replacement —The city's tree canopy standards do not apply to properties within the CC-F zone; therefore, no retention and/or replacement of trees is required. 11. Clearing and Grading — The applicant is required to obtain clearing and grading plan approval as a component of Process III approval. Please consult FWRC 19.120.040(1) for items that are required to be included on the plan. Any needed rockeries or retaining walls shall be limited to six feet in height as measured from finished grade at base of wall to top of wall with a minimum three-foot landscaped setback at the base of each rockery or retaining wall. Rockeries and retaining walls visible from a public right-of-way or adjacent property shall be composed of rock, brick, or other textured/pattemed wall styles. 12. Forest Practices Permit — The city has assumed jurisdiction over the review and approval of Class IV -General Forest Practices permits. A forest practices application form must be completed if more than 5000 board feet of merchantable timber is harvested from the subject property. The city will review the proposed Class IV -General Forest Practices in conjunction with the Process III MLU application. Please include such activity in the environmental checklist as the Class IV permit is not exempt from SEPA review. 11-102704 Doc I D 58287 Ms. Krueger Page 7 August 1, 2011 13. Garbage & Recycling Receptacles — The design of the enclosure area should be consistent with the architectural design of the primary structures on the site. The enclosure shall be screened from the abutting property by a 100 percent sight -obscuring fence or wall and appropriate landscape screen. The minimum size for the garbage and recycling storage area shall be 65 square feet. 14. Application Fees —Please contact the Permit Center at 253-835-2607 for updated fee schedules for Process III Master Land Use application, SEPA checklist, concurrency, engineering review, and building permit. PUBLIC WORKS DEVELOPMENT SERVICES DIVISION (Kevin Peterson, 253-835-2734, kevin.peterson@cityoffederalway.com) Land Use Issues — Stormwater 1. Surface water runoff control and water quality treatment will be required per the 2009 King County Surface Water Design Manual (KCSWDM) and the City of Federal Way Addendum to the 2009 KCSWDM. This project meets the requirements for a Full Drainage Review. At the time of land use site plan submittal, a preliminary Technical Information Report (TIR), addressing the relevance of the project to the eight core and five special requirements of the KCSWDM will be required. A Level 1 downstream analysis shall also be provided in the preliminary TIR. The City has 1" = 100', five-foot contour planimetric maps that may be used for basin analysis. 2. The project lies within a Conservation flow control area, thus the applicant must design the flow control facility to meet this performance criteria. The project also lies within an Enhanced Basic Water Quality Area. Water Quality Treatment shall be designed to meet the treatment criteria of the Enhanced Basic Water Quality Menu. 3. In addition to the KCSWDM, our initial review suggests that FWRC Section 19.30.120, "Nonconforming Water Quality Improvements" applies to this site. Specifically, the following items are applicable: 1.a. Redevelopment which involves the creation or addition of impervious surfaces having an area of 5,000 square feet or more; Lb. Redevelopment which involves the construction or replacement of a building footprint or other structure having a surface area of 5,000 square feet or more, or which involves the expansion of a building footprint or other structure by 5,000 square feet of surface area or more; Le. Redevelopment which involves the repair or replacement of 5,000 square feet or more of an impervious surface, when such redevelopment is not part of a routine maintenance activity; Ld. Redevelopment which involves the collection and/or concentration of surface and/or stormwater runoff from a drainage area of 5,000 square feet or more; 1.g. Redevelopment, other than normal maintenance or other than the tenant improvements, but including any increase in gross floor area, in any one consecutive 12-month period which exceeds 50 percent of the assessed or appraised value (whichever is greater) of the structure or improvement 1 t-102704 Doc. LD.58287 Ms. Krueger Page 8 August 1, 2011 being redeveloped. The applicant may provide an appraisal of the improvement. The appraisal must be from a source acceptable to the City. The Director may require the applicant to provide an appraisal from a second source acceptable to the City if the assessed valuation appears to be inaccurate or inappropriate. If more than one appraisal is provided by the applicant or required by the City, the greater of the two amounts shall be used. For purposes of this determining value under this section, improvements required pursuant to FWRC Sections 19.30.090 (nonconforming development), 19.30.110 (street/sidewalk improvements), 19.30.120 (nonconforming water quality improvements), and 19.135.030 (street/sidewalk improvements) shall not be counted towards the 50 percent threshold which would trigger application of this subsection; l .h. Redevelopment of property which drains or discharges to a receiving water that has a documented water quality problem, as determined by the Public Works Director based on a map, plan, water quality monitoring data or a written policy in existence or implemented by the Director prior to submission of a redevelopment application determined to trigger application of this subsection, where the Director determines that the redevelopment requires additional specific controls to address the documented water quality problem. Therefore, water quality treatment will be required for the entire site, including new and existing pollution generating impervious surfaces. Treatment options must be selected from the Enhanced Basic Water Quality Menu provided in the KCSWDM. 4. Detention and water quality facilities for private commercial developments within the City Center Core may be placed underground. 5. Show the proposed location and dimensions of the detention and water quality facilities on the preliminary plans. If more than one acre will be disturbed during construction, a National Pollutant Discharge Elimination System (NPDES) permit may be required. Information regarding this permit can be obtained from the Washington State Department of Ecology at hqp://www.eQv.wa.zQ,Ylpro-rams/sea/paciindex.html, or by calling 360-407-6437. Right -of -Way Improvements 1. See the Traffic Division comments from Sarady Long, Sr. Transportation Planning Engineer, for traffic related items. Based on available records and the submitted materials, it appears that this proposal meets the 25 percent threshold criteria for requiring street frontage improvements as identified in FWRC 19.135.030. The applicant/owner may submit an MAI appraisal for the subject property, or King County Assessor's records may be used. Development Services Division will evaluate this data to determine if the project actually meets the City's 25 percent threshold for requiring street frontage improvements. If dedication of additional right-of-way is required, the dedication shall be conveyed to the City through a statutory warranty deed. The dedicated area must have clear title prior to recording. 11-102704 Doc. LD.58287 Ms. Krueger Page 9 August 1, 2011 4. All stormwater treatment and detention requirements outlined above will be applied to new impervious area within the public right-of-way. Building Permit Issues Engineered plans are required for clearing, grading, road construction, and utility work. Plans must be reviewed and approved by the City. Engineering review fees are $824.50 for the first 12 hours of review, and $68.50 per hour for additional review time. A final TIR shall be prepared for the project and submitted with the engineering plans. Both the TIR and the plans will require the signature/seal of a professional engineer registered/licensed in the state of Washington. 2. The Federal Way Development Standards Manual (including standard detail drawings, standard notes, and engineering checklists) is available on the City's website at www.ciiyoffederalwu.com to assist the applicant's engineer in preparing the plans and TIR. 3. Per FWRC 11.05.120, utility service connections to the new library building shall be underground. 4. When topographic survey information is shown on the plans, the vertical datum block shall include the phrase "DATUM: N.G.V.D.-29" or "DATUM: K.C.A.S.," on all sheets where vertical elevations are called out. 5. Drawings submitted for plan review shall be printed on 24" x 36" or 22" x 34" paper. All final approved drawings shall be drafted/plotted on 24" x 36" or 22" x 34" mylar sheet with permanent black ink. Site plans shall be drawn at a scale of 1" = 20', or larger. Architectural scales are not permitted on engineering plans. 6. Provide cut and fill quantities on the clearing and grading plan. Erosion control measures, per Appendix D, 2009 KCSWDM, must be shown on the engineering plans. T The site plan shall show the location of any existing and proposed utilities in the areas affected by construction. PUBLIC WoRKs TRAFFIC DIVISION (Sarady Long, 253-835-2743, sarady.long@cityoffederalway.com) Transportation Concurrency Analysis (FWRC 19.90) A concurrency permit is required for this development project. The concurrency analysis will determine if adequate roadway capacity exists during the weekday PM peak period to accommodate the proposed development project. Please note that supplemental transportation analysis and concurrency mitigation may be required if the proposed project creates an impact not anticipated in the six -year Transportation Improvement Plan (TIP). Based on the submitted materials for a 15,000 square feet library and a 10,000 si ft. credit for existing use, the institute of Transportation Engineers (FIE) Trip Generation - 8 Edition, land use code 590 (Library), the proposed project is estimated to generate approximately 37 new weekday PM peak hour trips. 11-102704 Doc. I.D.58287 Ms. Krueger Page 10 August 1, 2011 3. The estimated fee for the concurrency review application is $1,584.50 (I1 - 50 Trips). This fee is an estimate and based on the materials submitted during the preapplication meeting. The concurrency application fee must be paid in full at the time the concurrency review application is submitted with land use application. The fee may change based on the new weekday PM peak hour trips as identified in the concurrency trip generation. The applicant has the option of having an independent traffic engineer prepare the concurrency analysis consistent with City procedures; however, the fee remains the same. Transportation Impact Fees (TIF) (FWRC 19.91) Based on the submitted materials for a 15,000 square feet library building and a credit for existing use, the estimated traffic impact fee is a42.197.05. Please note, the actual impact fee will be calculated based on the fee schedule in effect at the time a building permit application is filed and must be paid prior to permit issuance. Street Frontage Improvements (FWRC 19.135) Based on the available records and the submitted materials, it appears that this proposal meets the 25 percent threshold criteria for requiring street frontage improvements as identified in FWRC 19.135.030. The applicant/owner may submit an appraisal for the subject property, or King County Assessor's records may be used. Development Services Division will evaluate this data to determine if the project actually meets the City's 25 percent threshold for requiring street frontage improvements. The applicant/owner would be expected to construct street improvements consistent with the planned roadway cross -sections as shown in Map 111-6 of the FWCP and Capital Improvement Program (CIP) shown as Table III-19 (FWRC 19.135.040). Based on the materials submitted, staff conducted a limited analysis to determine the required street improvements. The applicant would be expected to construct improvements on the following streets to the City's planned roadway cross -sections: South 32& Street is a Principal Arterial planned as a Type "A" street, consisting of a 86' street with curb and gutter, 6' planter strips with street trees, 8' sidewalks, and street lights in a 120' right-of-way (ROW). Assuming a symmetrical cross section, 10' ROW dedication and half street improvements are required as measured from the street centerline. 10`" Avenue South is a Type "S" street, consisting of a 36' street with curb and gutter, 4' planter strips with street trees, 6' sidewalks and streetlights in a 60' right-of-way (ROW). Assuming a symmetrical cross section, 30' foot ROW dedication and half street improvements are required as measured from the street centerline. The applicant may make a written request to the Public Works Director to modify, defer, or waive the required street improvements (FWRC 19.135.070). Information about right-of-way modification requests is available through the Public Works Development Services Division. Please note that these modification requests have a nominal review fee currently at $67. Staff would support a modification for South 320'h Street and 10t' Avenue South to only require right-of-way dedication. Access Management (FWRC 19.135) 1. Access may be further restricted if such access would interfere with the 95t' percentile queue lengths from any existing traffic control device. 11-102704 Doc. For driveways that serve uses other than single-family residential uses and zero lot line townhouse development, the maximum driveway width is 30 feet for a two-lane two-way driveway and 40 feet for a three -lane two-way driveway (FWRC 19.135.270). Driveway widths may be increased in order to provide adequate width for vehicles that may be reasonably expected to use the driveway, as determined by the Public Works Director. Misc. Minimum recycling space allocation is established by FWRC 19.125.150. • For basic solid waste and recycling needs within a single enclosure, clear interior dimensions measuring 10' deep by 20' across are recommended, along with a two -door swing -open or roll - open gate that spans the front width of the enclosure. When gate doors are opened, no structure or hardware should remain above grade across the enclosure opening. Gate pins/holes are preferred for holding gates in closed and open positions to ease service access and maximize the life of gate hardware. • Sites may require a larger enclosure, or multiple enclosures, to accommodate on -site user access and/or additional waste types and containers. ■ Plan for user access to interior waste and recycling storage areas/containers, and to exterior containers screened by enclosure(s). • Plan for unobstructed, safe enclosure ingress and egress for service vehicles, directly in line with enclosure openings. Allow appropriate turning radii for service vehicles, and minimize potential `blind spots' during ingress and egress. • Consider landscaping, setbacks and screening requirements [based on FWRC Section 19.125.040 (4) & (5)]. • Note that larger -scale commercial or multi -unit housing developments may see long-term savings from the use of on -site waste compaction equipment. Planning for this equipment may require larger enclosure dimensions, defined overhead clearances, consideration of power utility access, and drainage management. • Mixed -use developments may also benefit from on -site waste compaction equipment. Additional mixed -use development considerations include: o Designated chutes and/or internal facility maintenance areas or services for tenants, o Moving waste and recycling streams from interior units to collection areas, and o Access by business tenants and/or residents to exterior waste and recycling areas. Being a major arterial, the right-of-way at South 320th Street could be interpreted to be the primary vehicular right-of-way adjacent to the building. South 318th Street may be interpreted to be the primary pedestrian right- of-way, since most of the patrons who arrive on foot come from the neighborhoods to the north. Per FWRC 19.115.090(3)(a), the parking is located behind" the building, away from view of the primary right-of-way. The library currently struggles with security issues, such as vagrants parking vehicles in the lot for days at a time, creating potentially dangerous situations. This is exacerbated by lack of visibility of the north part of the site. A single entry to the library is called for, both for efficiency of building function and for security. The proposed design locates the entry to the building on the north side of the building, addressing the South 318th Street right-of-way. The entry in this location serves better the larger number of pedestrians, and provides for safer and more secure access from the parking lot to the building. /t also allows for better supervision of the parking lot from point inside the building near the entry and exit point; this is where the circulation desk will be located, and is the primary point of service for staff and patrons. Please note the use of the word "otherwise" in FWRC 19.115.070(1)(a), indicating that alternates to building entry orientation shall be considered. The building design utilizes the largest percentage of glazing allowed by the 2009 Washington State Energy Code (WSEC), emphasizing transparency and visibility through the building from the South 320th Street fagade. The circulation desk and main point of service will be visible through this fagade, giving visitors arriving from this side cues as to the path to entry point. A clear north -south pedestrian pathway will be provided, terminating at the neighborhood streets to the north, and ending in a pedestrian plaza on the south. As a visitor enters the site from South 320th street, the paving pattern and landscape will be visually differentiated from the city sidewalk and vehicle access, and will lead the pedestrian to the front door. Signage will also be of assistance in providing visual clues to the location of the front door. (c) Building facades shall incorporate a combination of facade treatment options as listed in FWRC 19.115.060(2) and (3)(b), to a degree that is appropriate to the building size, scale, design, and site context, and according to the following guidelines: (i) Principal facades ... located along a right-of-way... shall incorporate a variety of pedestrian -oriented architectural treatments.... Landscaping shall be used to define and highlight building entrances, plazas, windows, walkways, and open space.... 19.115.100 Institutional uses (3) Building facades that exceed 120 feet in length and are visible from an adjacent residential zone, right-of-way or public park or recreation area shall incorporate a significant structural modulation (offset). The minimum depth of the modulation shall be approximately equal to 10 percent of the total length of the subject facade and the minimum width shall be approximately twice the minimum depth. The modulation shall be integral to the building structure from base to rooffine. (4) Roof design shall utilize forms and materials that avoid the general appearance of a "flat" roof. Rooflines with an integral and obvious architectural pitch are an approved method to meet this guideline. (5) Alternative methods to organize and shape the structural elements of a building and provide facade treatment pursuant to FWRC 19.115.060(2) and/or subsection (3) of this section will be considered by the director as part of an overall design that addresses the following criteria: (a) Facade design incorporates at least two of the options listed at FWRC 19.115.060(2); (b) The location and dimensions of structural modulations are proportionate to the height and length of the subject facade, using FWRC 19.115.060(2) and subsection (3) of this section as a guideline; (c) Facade design incorporates a majority of architectural and accessory design elements listed at FWRC 19.115.060(3)(b) and maximizes building and pedestrian orientation pursuant to FWRC 19.115.070; and (d) Overall building design utilizes a combination of structural modulation, facade treatment, and roof elements that organize and vary building bulk and scale, add architectural interest, and appeal at a pedestrian scale, and, when viewed from an adjacent residential zone, right-of-way, or other public area, results in a project that meets the intent of these guidelines. 0 \2010-Projects�210029 - Federal Way Library A-Communications\Project Memos. IEK_City of Federal Way -Code Departures doc Page 4 of 5 M E M O R A N D U M Design Proposal Response: Though the project is classified as a `government building,"it is smaller scale than most government development, such as city halls, post offices, etc. The site is zoned as City Center Frame (CC-F); however, it is on the very periphery of the CC-F zone, and is relevant contextually more to the residential development surrounding it on all sides than the commercial development to the east. Therefore, design elements which are "appropriate to the building size, scale, design, and site context' [FWRC 19.115.090(3)(c)] may be interpreted to be lesser in scale than would be required for larger government buildings. This is particularly true of the fagade modulation prescribed in 19.115.100(3). These dimensions are impractical for a building of this size. Furthermore, the program of the Library building calls for flexible and efficient space, indicating that the footprint of the building shall have a regular outline without large indentations. The proposed design addresses the fagade treatment requirements in FWRC 19.115.060, 19.115.090, and 19.115.100 as follows: In lieu of structural modulation horizontally along the fagade, the project proposes modulation in the exterior cladding and materials, and dimensional variations in both the vertical and horizontal directions. The fagade design features perforated metal cladding, used both as a skin on opaque walls, and in a transparent application over glass. The perforated material itself may have variations in opacity or perforation pattern. This not only provides variation in the skin at any time of day, but at night these areas will be rendered transparent by the interior lighting of the building, providing variation in the building at different times of day. The skin will be proud of the glass surface by at least 8 inches - Significant window area will be provided, both to enhance the building's presence on South 3201h Street, and to provide a sense of transparency and visibility into the library reading room. The edges of all window openings will be overlapped with the perforated metal cladding material, adding texture and visual interest to these changes in material. The glass forms a continuous band around the bottom of the exterior walls, but the head height varies, creating significant vertical modulation. While a canopy per se is not appropriate on this side of the building, as it would serve no specific purpose, sunshades are proposed, creating shadow -lines and depth variations, in much the same way that a canopy would. in addition, signage will be provided, which will break up larger areas of opaque wall. The entire front yard of the building will be landscaped, screening the opaque parts of the walls, and adding texture and color variations. Landscape screening of Type IV is proposed (per FWRC 19.115.060(2)(b), Type IV is allowed when the fagade contains at least 50% glass; the current fagade design is comprised of approximately 45% glass, although, at this stage of design, the composition does have some flexfbiliiy). A pedestrian plaza/path is provided at the south entry to the site, beginning at the crosswalk, connecting to the entry plaza, and continuing through to the north entry to the site. The south plaza/path is approximately 3,000 square feet total along its length, and the entry plaza is approximately 2,000 square feet, providing generous and very visible gathering and circulation areas. In accordance with FWRC 19.115.100(4), a sloping roof is proposed, creating a change in scale which increases toward the commercial areas of Federal Way, and is more human -scaled toward the residential developments. As stipulated in FWRS 19.115.100(5)(d), the overall building design incorporates a wide variety of fagade and site treatments, in a concerted effort to add visual interest not only to this site, but to the surrounding neighborhoods, the City Center zone, and the community of Federal Way as a whole. The design recognizes the need for variation and a break in the monotony of developer -built suburban construction, and strives to create a more urban presence, while reacting to the immediate context of the neighborhood. The smaller object, or "support bar," houses the staff support spaces, as well as the less flexible public spaces. Staff offices and building operations rooms, study rooms, public toilets are contained in this structure. Programs in this volume serve the larger object. The large, hi -bay object houses the collections and reading areas, as well as the main service and check-out points. The Meeting Room is also contained in this volume, with a minimal, movable enclosure, enabling it to function as part of the larger space. The layout will be flexible to provide "people space" rather than extensive stack space. This structure is public -oriented and comprises the "served" spaces. Structure and Exterior Finishes: The Federal Way 320th Library will provide a unique focal point for the community of Federal Way. The building will begin to create and encourage much -needed variety amongst the developer -built housing and shopping malls so prevalent in the immediate vicinity and throughout Federal Way. The materials will be economical and durable, but applied in such a way as to create a sense of lightness and life. Attention to detail will be exercised, to maximize variety of scale, transparency, and texture. The hi -bay structure will reuse the glue -laminated (glu-lam) wood beams currently in the existing library building. These will be paired with steel to form columns and beams. As an alternate to this design, king -post steel trusses and steel columns are proposed. The hi -bay volume will be clad in modular perforated metal panels. The panels will mostly be backed by solid wall construction, but may extend in front of some punched window openings to provide shading and variation in texture. The bottom of the panels will be elevated off the floor to provide a band of continuous windows all around. The height of these windows will vary, providing more glass and transparency where desired, while still maintaining an appropriate amount of glass as dictated by the energy code and best practices. On the south side of the building, metal sun shades will be utilized to control daylight. These will be of a similar material to the rest of the building so as to appear part of a "skin." The design team is considering many finish options for this metal skin, including various natural patina looks, or applied color. A grid of skylights is proposed, to provide uniform daylight throughout. A lighting study has been completed based on early designs, and has shown that this part of the building will be well -lit using natural light only during daylight hours. The support bar will be constructed of load -bearing concrete block (CMU); in contrast to the lightness of the hi -bay space, this bar will have a sense of weight and stability. At the same time, as much window as appropriate will be provided to admit daylight into the staff spaces, and to allow the staff to properly supervise the parking lot and north site. The entry vestibule provides an opportunity for a special material, currently proposed to be painted metal panel; the vestibule walls will be brightly colored to highlight the entry and invite patrons in. Interior Finishes: The current library is very popular and highly used, and the new building will continue to be so. will be frequently accessed by all sectors of the community, but especially by students of the Federal Way Public Schools district, many of whom no longer have access to libraries at their schools, the elderly, and those without internet or computer access at home. Due to the library's high volume, all interior finishes shall be durable and require minimal maintenance; this is particularly true of materials which will be within reach of patrons. Where applicable, finishes will be per KCLS standards. Sustainable finishes will be considered and utilized wherever possible. Sustainable strategies include: finishes from salvaged sources of materials, finishes made from recycled content materials, finishes that are manufactured locally/ regionally, products with low VOC content, and materials from renewable resources. Collections/ Reading -Room Floors will be carpet. Interior finish of wall surfaces will be a mixture of painted gypsum wall board, wood paneling, and acoustical panels, with rubber or wood base. Ceiling will be acoustic deck; exposed deck and structure will be painted. Circulation Area The floor will be polished concrete on the main east -west circulation path. All other finishes shall be the same as the remainder of the Collections/ Reading Room. Meeting Room Finishes shall be the same as the Collections/ Reading Room. Staff Work Areas/ Offices Floors will be carpet. Walls will be painted gypsum wallboard with rubber base. Ceiling will be suspended acoustical panel system. Break Room Floor will be resilient flooring. Walls will be painted gypsum wallboard with rubber base. Ceiling will be suspended acoustical panel system. Toilet Rooms Floors will be polished concrete. The planting will be light in color and texture. It will provide visual interest as visitors approach the building or when viewed from inside the library. The trees along the street side will be small to medium size with light leaf canopy, *Parking Planting Area - Mix of drought -tolerant, northwest native and adaptive low shrubs and .groundcovers in a low evergreen and deciduous understory. Trees will be large to provide shade for parking pavement areas.
