This memo responds to the comments made in that letter. Federal Way's comments are shown below in non bolded text; AHBL's comments are shown in bold. Chris Cahan, South King Fire & Rescue 1. The hammerhead turnaround proposed in the application does not meet fire access road requirements. Please revise to meet the following requirements: Fire apparatus access roads shall be provided when any portion of the facility or any portion of an exterior wall of the first story of the building is located more than 150 feet from fire apparatus access as measured by an approved route around the exterior of the building or facility. EXCEPTION: When buildings are completely protected with an approved automatic fire sprinkler system the distance can be increased 20 percent. Fire apparatus access roads: 1) Shall have an unobstructed width of not less than 20 feet and an unobstructed vertical clearance of not less than 13 feet 6 inches. 2) Shall be designed and maintained to support the imposed load of a 75,000 pound fire apparatus, and shall be provided with a surface so as to provide all weather driving capabilities. 3) Shall be not less than a 32 foot inside turning radius and not less than a 40 foot outside turning radius. 4) With a dead-end in excess of 150 feet in length shall be provided with a cul-de-sac or Fire Department approved alternative at the dead end. All such cul-de-sacs shall be not less than 80 feet in diameter. 5) Gradient shall not exceed 12 percent. Designated fire lanes may be required for emergency access. This may be done during the plans check or prior to building final. Fire apparatus access roads shall be installed and made serviceable prior to and during the time of construction. The fire marshal has stated that hammerhead turn-arounds are not permitted in their fire district. The hammerhead provided on the site needs to stay as is; an 80ft cul-de-sac will not fit on the site. The turnaround shown on our site plan does meet the standards of COF drawing 3-46 - Alternative Fire Apparatus Access Turnaround. It also meets the above requirements 1-3&5. Also, a vehicle turning diagram has been prepared that shows adequate room for a 40ft pumper truck to successfully turn around without conflict. In addition, the building will be protected with automatic sprinklers and therefore 20% can be added onto the 150ft requirement for an access length of 180ft. Building A and B both meets this standard. When the access road with a turnaround is not considered, 15ft2 of building C lies outside of this 180ft dimension. Although it should be noted that this section of building lies 100ft from a proposed hydrant at the end of the turnaround. It is therefore our opinion that the site plan should does have adequate fire protection and access and should therefore be approved as shown. Attached exhibit EX-3 shows the turning movements and dimensions mentioned above. Sarady Long, Senior Transportation Planning Engineer 1. Street frontage improvements and right-of-way dedication along 21 st Avenue SW and SW 356th Street shall be consistent with the right-of-way modification issued by the Public Works Director. We are submitting a deviation request concurrently with this resubmittal. The findings of the deviation request will be shown on the plans for the final engineering submittal. Page 1 of 4 so Fo a 2. Show street lights on the submitted plan. A street light plan must be submitted to the city for review and approval. A street light plan has been prepared and is included in this resubmittal. 3. Provide a separate truck turning template and intersection sight distance diagram. As shown, it's challenging to read the submitted plan. An exhibit showing just the truck turning movements is included in the resubmittal package. A separate exhibit showing the sight distance triangles has been prepared as well. These are included in this resubmittal and labeled EX-1 and EX-2. 4. As shown, it appears that the trucks will encroach onto opposing traffic lane and mount the curb. Verify if the width of the existing driveway is adequate to accommodate the expected truck traffic using the site. Will there be moving trucks such as WB-40? The applicant shall submit a Vehicle Turning Diagram to the Public Works Traffic Division. The diagram will show how the appropriate design vehicle can enter, maneuver, and leave the site without encroaching onto opposing traffic lanes or mounting a curb. The truck turning exhibit shows a WB-40 successfully entering and exiting the site without needing to encroach onto opposing traffic lanes or overtopping curbs. This exhibit is included in the resubmittal and is labeled EX-1. 5. The driveway on 21 Avenue SW and SW 3561h ST are located within the left -turn pocket. The city will monitor traffic conditions (queuing, collisions, etc.) and shall limit access to right -in and right -out at such time deemed necessary. Noted. 6. Submit intersection sight distance analysis for the expected design vehicle at the driveway/intersection with SW 356th Street. The analysis shall be conducted in accordance to the latest AASHTO guidelines (3.5 foot object height, 3.5 foot driver's eye height, 14.5 foot back from the edge of the traveled way for passenger vehicles). The analysis must bear the seal of a licensed engineer in the state of Washington. The sight distance triangle shall be depicted on the plan set. Indicate if there are any street trees, landscaping requirements, or any other objects existing or proposed to be within the sight distance triangle. State if the sight distance requirements are met or not and provide any traffic safety mitigation measures. This has been prepared and is included in the resubmittal. Only one street sign and no new landscaping will be in the clear zone. Peter Lawrence, Building Division, Peter.Lawrence@cit offederalwa .corn 1. The retaining wall and pond next to the building may be problematic in the design of this new site plan. We may send this part of the permit review process to a third part structural review. We have reviewed the design with our structural engineers at AHBL. It is our understanding that the pond will work as proposed and will also pass a third party review. 1. Community Design Guidelines — Building A a. South Facade — Add one more modulation/screening option from the list of four in Federal Way Revised (FWRC) 19.115.060(2). Facade modulation is the only option shown on applicant's plans. Canopies /awnings must extend at least 50 percent of the length of the facade if using this option. Canopy has been extended to 50% of the elevation length. b. South Facade — Add a note to specify the ground floor windows are "transparent" glass, per FWRC 19. 115.090(1)(e). South Facade — At the entrance, incorporate plaza features or furnishings, and/or streetscape amenities, per FWRC 19.115.090(1)(d). A pedestrian plaza has been added on the south side of the site. This plaza has an area of 240 sq. ft. and provides a pedestrian path from the sidewalk to the office. d. West Facade — Add one more modulation/screening option from the list of four in FWRC 19.115.060(2). Facade modulation is the only option shown on applicant's plans. Add a three foot landscaped setback at the base of each rockery or retaining call, per FWRC 19.120.120(3)(b). The base of all the retaining walls lies within the detention pond/stormwater wetland. There is at least 5ft of landscaping provided on the "dry" side of these walls. There is no landscaping provided on the "wet" side of the walls. b. Label the heights of retaining walls. Maximum height allowed is six feet, per FWRC 19.120.120(3)(b). Retaining wall heights have been labeled. There were 6.5' walls in the stormwater pond. The pond has been shallowed .5ft and additional walls have been added to provide adequate detention. 4. Setbacks — Label all building setbacks. Building setbacks have been labeled and are shown on the cover sheet of the civil plans. 5. Lighting - Please provide additional information on existing site lighting per EWRC 19.115.050(7). Lighting shall be provided in all loading, storage, and circulation areas, but shall incorporate cut-off shields to prevent off —site glare. Lighting has been added and noted to provide cut-off shields 6. Garbage Enclosures — Please provide detailed enclosure elevations of the area, capacity and screening. FWRC 19.125.150 regulates garbage and recycling storage facilities and the following standards apply; please revise the plans: The drawings have been revised to address the items below. a. Storage areas should be consistent with the primary building architecture. c. The enclosure shall be accessible by trucks. d. Recycling shall be provided. e. Gate openings shall be 12 feet wide if garbage or recycling drop boxes are used. f. Enclosures shall have weather protection/a container cover. Brian Asbury, Lakehaven Water & Sewer District, hasburX@lakehaven.ong 1. Lakehaven issued Water (with associated System Hydraulic Report) & Sewer Certificates of Availability on June 23, 2017. However, no other application has been submitted to Lakehaven, which is necessary to be able to determine the applicant's specific requirements for connection to Lakehaven's water and/or sewer systems to serve the subject property. As previously noted, the applicant will need to submit an application for either a Developer Pre -Design Meeting of Developer Extension Agreement for Lakehaven to formally commence the water and/or sewer plan review process. Lakehaven encourages owners, developers, and/or applicants to apply for Lakehaven processes separately to Lakehaven, and sufficiently early in the pre -design/ planning phase to avoid delays in overall project development. Brian Asbury has been contacted and we have started the process to schedule a Pre -Design Meeting. 2. Except for an apparent lack of new fire hydrants for the site (per SFK&R), the layout and configurations of the water and sewer lines shown on the preliminary plans submitted for the application/project seem generally acceptable, with no apparent significant design deficiencies. Noted, but we would like to add that we are proposing 4 fire hydrants. The project proposes to install one new roadway scale luminaire pole, and replace one existing HPS fixture with a new LED fixture on the south side of SW 356h St, across from the project frontage. TENW modeled the proposed conditions using AG132 vl 8.3 software. This is an industry standard analysis tool for modeling photometric design. The results of our analysis concluded that by implementing the improvements shown in Attachment B to this Memorandum, the target criteria are met. The result of TENW's analysis is summarized in the table below. On SW 356th St, TENW recommends installing one new pole with LED fixture, and replacing one existing HPS fixture with a new LED fixture on the south side of the roadway (across from the project frontagej. These improvements will provide for photometric conditions that meet current City of Federal Way standards. It should be noted that aerial power (distribution] lines are present along both the north and south sides of SW 356th St. As a result, TENW proposes that the new pole be 35-ft height to allow for appropriate power line clearance identified in WAC 296-155-53408. EXCEPTION: When buildings are completely protected with an approved automatic fire sprinkler system the distance can be increased 20 percent. Fire apparatus access roads: 1) Shall have an unobstructed width of not less than 20 feet and an unobstructed vertical clearance of not less than 13 feet 6 inches. 2) Shall be designed and maintained to support the imposed load of a 75,000 pound fire apparatus, and shall be provided with a surface so as to provide all-weather driving capabilities. 3) Shall be not less than a 32 foot inside turning radius and not less than a 40 foot outside turning radius.
