Dear Ms. Warner:
The City of Federal Way has received and reviewed the proposal to place a temporary trailer on
Soundview Manor Lot 21 for a leasing office. Upon review of the Land Use Process I application, the
proposal is hereby approved.
FINDINGS
The temporary trailer was reviewed as an administrative Land Use Process I pursuant to Federal Way
Revised Code (FWRC) 19.275.080, `Regulation of temporary trailers, buildings, or other structures for
construction, temporary business or sales, and outdoor storage containers for construction -related
materials'.
Public access to the site will be provided via 43Td Place SW. Three parking stalls are proposed on site,
along with street parking available on 43d Place SW.
Pursuant to FWRC 19.275.080, temporary trailers, buildings or other structures and outdoor storage
containers may not be located in required yards. The proposed building meets these requirements.
Due to the location and current construction activity on the subject property, it has been deemed that the
temporary trailer is not visually intrusive and does not alter the character of the site, on a temporary basis.
Per FWRC 19.275.080, the trailer must be removed from the property within six months after completion
of construction at Soundview Manor.
CONCLUSIONS
Various sections of the zoning and development code indicate that certain developments, activities, or
uses are permitted only if approved using Process I — Director's Approval. Based on the findings above,
the proposed improvements meet the Process I "Purposes" in FWRC 19.55.020:
The proposed improvements are consistent with applicable chapters of FWRC Title 19 including,
but not limited to: Process I — Director's Approval; and FWRC 19.275.080, Regulation of
temporary trailers, buildings, or other structures for construction, temporary business or sale.
The proposal is a minor improvement, modification, or addition to a site that is exempt from State
Environmental Policy Act (SEPA) review.
The health, safety, and welfare of the citizens of the city are preserved.

APPEALS
The effective date of this decision is May 26, 2018, or three days from the date of this letter. Pursuant to
FWRC 19.55.050, any person who received notice of the administrative decision may appeal this decision
to the Federal Way Hearing Examiner by June 11, 2018. Any appeal must be in the form of a letter
delivered to the Department of Community Development with the established fee. The appeal letter must
contain a clear reference to the matter being appealed and a statement of the alleged errors in the
Director's decision, including the identification of specific findings and conclusions made by the Director
disputed by the person filing.
In that you are the only party of record, you may request in writing or by email to waive your appeal
period. Waiver of the right to appeal does not affect the effective date of this decision. This decision shall
not waive compliance with future City of Federal Way codes, policies, and standards relating to this
development.

This land use decision does not waive compliance with future City of Federal Way codes, policies, and
standards relating to this development. This Process I approval does not constitute approval of the
building permit.
