Hi Steve,
Thank you for your shoreline exemption submittal of the Burbidge Boat Ramp Repair. I have a few questions for you
about the repair construction on behalf of the Washington State Department of Archaeology and Historic Preservation
(DAHP) addressing archeology and historic resources. Could you elaborate on the level of ground disturbance occurring?
In particular, how the new concrete slab will be supported? Based on this email the State Department will determine if
an archeological survey is necessary for compliance or alternatively an inadvertent discovery process.
Please note obtaining approval through the DAHP is a separate process, if an archeological survey is required the DAHP
will review approve and/or provide comments requesting more information on the report.

[11 (3) Repair, remodeling and maintenance activities. The following activities shall be categorically exempt: The repair, remodeling, maintenance, or
minor alteration of existing private or public structures; facilities or equipment, including utilities, recreation, and transportation facilities involving no
material expansions or changes in use beyond that previously existing; except that, where undertaken wholly or in part on lands covered by water, only
minor repair or replacement of structures may be exempt (examples include repair or replacement of piling, ramps, floats, or mooring buoys, or minor
repair, alteration, or maintenance of docks). The following maintenance activities shall not be considered exempt under this subsection:
(a) Dredging of over fifty cubic yards of material;
(b) Reconstruction or maintenance of groins and similar shoreline protection structures;
(c) Replacement of utility cables that must be buried under the surface of the bedlands; or
(d) Repair/rebuilding of major dams, dikes, and reservoirs shall also not be considered exempt under this subsection.

Shoreline Exemption Approval
Federal Way Revised Code (FWRC) 15.05.130 `Shoreline Exemption'
Burbidge Boat Launch Repair, File #15-101410-00-SH
The Planning Division has approved the enclosed shoreline exemption pursuant to WAC 173-27-040(2)(b)
`Developments Exempt from Substantial Development Permit Requirement(s)', applicable provisions of
Federal Way Revised Code (FWRC) Chapter 15.05 — Shoreline Management, and materials submitted on
March 23, 2015. Per FWRC 15.05.130(3)(a), the Community Development Department attaches the
following conditions and recommendation.
Proposal
The repair and replacement of an existing 144 sq. ft. +/- boat launch, including the removal of concrete from
the beach from the original ramp. The concrete will be replaced like for like with no increase to the existing
footprint.
Conditions of Approval
1. That the .proposed activities do not increase the existing boat launch footprint.
2. Pursuant to FWRC 15.05.050(2)(i), the proposal must be constructed out of materials that will not
adversely affect water quality. Use of creosote -treated wood is prohibited in marine shorelines.
3. Pursuant to RCW 27.53, 27.44 and WAC 25-48, the following inadvertent discovery condition, shall
be placed on the shoreline exemption:
a. `Should archaeological materials (e.g. bones, shell, stone tools, beads, ceramics, old bottles,
hearths, etc) be observed duringproject activities, all work in the immediate vicinity will
stop. The State Department of Archaeology and Historic Preservation (360-586-3088), and
the affected Tribe(s) must be contacted immediately in order to help assess the situation and
determine how to preserve the resource(s). Compliance with all applicable laws pertaining
to archaeological resources (RCW 27.53, 27.44 and WAC 25-48) is required. Failure to
comply with this requirement may result in criminal or civil penalties. '
4. This decision does not preclude the applicant from obtaining permission from federal or state
permitting agencies.
Recommendations
The city recommends the approval of the shoreline exemption for replacement and repair activities, pursuant
to FWRC 15.05.220, `Replacement, alteration, or reconstruction of nonconforming use or development. 'No
building permit is required per the Building Department.

Please find the attached shoreline exemption. The applicant proposes to repair an existing boat ramp to the same size
and dimension and use the existing displaced slab as crushed material. They will replace a new slab on top to repair the
ramp. The applicant does not propose to disturb or grade the shoreline with the ramp repair.
