Policy Question
Should the City Council amend FWRC Title 12 to
provide code clarifications relating to
emergency shelters that do not accommodate
overnight residents?
Background
w Licensing provisions adopted in January 2022
w Provisions contemplated all facilities would house
residents
For those that do not, the code created room for
necessary staff interpretations
This proposed code amendment clarified the
provisions of FWRC 12.35.070 (Standards of safety
and operation) does not apply to facilities w/o
overnight residents
� Under FWRC 12.35.080 (Standards of conduct),
added "or guests" in addition to residents
Mayor's Recommendation
Option 1: approve the proposed Ordinance.
