We request the public works director revise the seasonal construction requirements for the
Soundview Manor subdivision project per Ius discretion as allowed by the code and hearing
conditions of approval. We thank you for passing this along with your comments.
The Soundview Manor project improvements will be difficult to complete entirely within a
single dry season. If we are allowed to work into the wet season with the appropriate
safeguards, the project can be completed through final plat by next summer. This would also
allow more time and therefore less intense construction activity and truck traffic at any one
time.
The owner, contractor, and engineer have all successfully completed projects within the -City
of Federal Way. We can and will safely proceed with winter construction on days when the
weather allows. The owner has retained CES NW Inc. to provide storm water monitoring
and reporting to the Department of Ecology. We are providing this service on
approximately 30 other currently active permits in the Puget Sound region.
The wet weather revision we are proposing includes constructing per the attached wet
weather plan. This plan restricts work to onsite areas and only a portion of those at any one
time. Based on the geotechnical report the site soils are sandy and site runoff will be
infiltrated onsite with no significant runoff leaving the site. The site improvement area has
open space buffers on the east and west sides and neighboring homes are not immediately
adjacent to construction areas. Ponds and stockpiles at the lower end of the site will
intercept runoff. A drive through construction entrance will allow trucks stay on clean rock
and be loaded there to avoid track out.
All together the wet weather plan measures will keep storm water runoff onsite. Additional
measures will be provided should the plan restrictions not be adequate. Most importantly the
construction team is experienced and dependable.

The plans submitted on June 26, 2014 have been reviewed. Please make the following revisions and
corrections:
Civil Drawin s
1. Revise the grind and overlay as follows:
North Half of Dash Point Road: show 30' transition grind/overlay beginning at station 34+36.92
•(beginning of 4' shoulder).
• South Half of Dash Point Road: show transition grind/overlay beginning at approximately station
33+85 ( beginning of pavement taper), and ending evenly with the transition grind/overlay for the
north half.
2. On Dash Point Road, label asphalt and concrete ramps between road and sidewalk grade as
"ramps" so that they don't get built without the grade transition. Provide stationing.
3. Please move the property line of the stormwater tract 10' to the west to allow clearance around
the bioswale on the west side. Remove the "setback" note.
4. The roadway section callout for Soundview Drive on sheet C8 is still incorrect. It's not on sheet
C 14 anymore.
5. Sheet C 10 (Dash Point Road) — move the stormwater quality vault manhole lids out of the public
sidewalk.
6. The City's driveway detail has changed due to ADA revisions. Use driveway detail 3-6 available

will need to meet ADA standards in place at the time of construction.
7. Handicap ramp detail has also changed due to ADA revisions, however the City detail has not

being used.

1. On the pole and wiring schedule, do not show the order number for the light fixture head
description and the pole description. Since cut sheets have not been submitted, staff cannot verify
that the numbers are correct. Only show Type 3 distribution, wattage M-C-III -40OW or -100W,
and mounting height.
2. It will be easier to reference the poles during construction if they are numbered 1-8, with the
official pole numbering provided in the schedule.
3. Specify one circuit for each streetlight.
4. Specify a bare stranded ground to match the gauge of the conductor, not #12 cu GND.

5. Show streetlight conduit behind, not in, the sidewalk on SW Dash Point Road.
6. The conduit run from the service cabinet to the poles must be within public right-of-way. The
line shown is in the storm tract and not connected to anything, which is not acceptable.
7. Spacing between the two easternmost streetlights on Dash Point Road is too great. Shift Pole
2514-1-SL1.3-4 east so that it is 175' from pole 2514-1-SL1.3-3.
Use City of Federal Way streetlight construction notes. The notes labelled "City of Federal
Way" are not our notes.
9. Construction note #4 — reference City of Federal Way Drawing no. 3-40, not WSDOT standard.
10. The WSDOT lid detail is not necessary. This is covered in City detail 3-40.
Landscape Plan:
1. Call out some form of slope stabilization along the sides of the trail where disturbed.
2. The planter strip and the area behind the sidewalk are similarly shaded. The planter strip must be
called out as lawn. The 14' wide right-of-way area behind the sidewalk is not required to be lawn
and could be left native wherever possible to reduce disturbance to the wetland buffer and reduce
maintenance. The homeowners association will be required to maintain the planter strip and the
area behind the sidewalk, including both public and private property. Wherever the right-of-way
area behind the sidewalks is disturbed, it must be replanted, however it is left to the developers'
discretion to replant in a way that best suits their goals for appearance and maintenance.
3. Provide lawn on the stormwater tract. Call out bioswale seed mix per sheet C7 of the civil plans
for the bioswale.
4. Modify sheet L1 to include Tracts E, F, and G within the area where existing vegetation is to
remain undisturbed (see attachment from Janet Shull).
5. Modify Tracts C and D to use existing vegetation at the designer's discretion (see attachment
from Janet Shull.)

The following are review comments on the above -referenced engineering plans resubmitted on
June 26, 2014. -
Preliminary plat approval Condition lb specifies that stormwater detention facility buffer
landscaping shall be required in Tract A, including trees, shrubs and groundcover to provide a
visual separation between the public right of way and the proposed stormwater facilities. Since,
approval of the preliminary plat, the applicant has redesigned the stormwater facilities so that
they are below grade. Therefore, the landscaping to screen the stormwater facility from public
view is no longer necessary. The applicant shall replant the disturbed area above the facility
per Public Works standards.
Per preliminary plat approval, Condition 1 d, the applicant is required to provide plans for the
protection of trees to be retained during plat and home construction. Sheet C2 of the EN plan
set references the tree retention plan dated 12/11/2012. Please provide copies of the tree retention plan
for inclusion with the approved EN plan set.
Per preliminary plat approval, Condition 4, all common open space in designated wetland
buffer and open space tracts is to be owned in common and maintained by property owners of
the proposed subdivision, and shall prohibit removal or disturbance of vegetation and
landscaping within the tracts, except as necessary for maintenance or replacement of existing
plantings and as approved by the city. Therefore Landscape Sheet Ll must be revised to extend
the area of hatching and note "existing vegetation to remain undisturbed" to Tracts E, F and G.
Note on Tract F may be modified to clarify that minimal disturbance related to the development
and maintenance of the soft surface pedestrian trail is allowed.
Per preliminary plat Condition 5, the applicant is to install wetland buffer area signage prior to
final plat approval. Therefore the EN plans should include wetland buffer area signage design
and proposed locations in order to help facilitate the final plat approval process.
In addition, staff would like to note that the Type III landscaping shown in the portions of Tract
C and D that are adjacent to Tracts E and G may be modified to utilize existing vegetation
located within those portions of Tract C and Tract D if the effect would be similar to or better
than the proposed Type III buffer plantings.
In summary, the applicant must provide the following information/make the following
modifications in order to obtain Planning Division approval of the EN submittal:
1. Respond to Preliminary Plat Condition ld by providing copies of the tree
protection plan as required by FWCC 22-1568 (6) et seq. (copy of code excerpt
provided for reference)
2. Respond to Preliminary Plat Condition 4 by modifying Landscape Plan Sheet L1
to include Tracts E, F and G within area where existing vegetation is to remain
undisturbed. (note: existing vegetation in Tract F may be modified as minimally
necessary to construct and maintain the soft surface pedestrian path)

22-1568 Significant trees.
(a) Purpose. The purpose of this section is to:
(1) Regulate the removal of trees from property within the city in order to preserve, protect and
enhance a valuable natural resource;
(2) Establish standards to limit the removal of and ensure the replacement of trees sufficient to
safeguard the ecological and aesthetic environment of a community;
(3) Discourage the unnecessary clearing and disturbance of land so as to preserve the natural and
existing growth of vegetation; and
(4) Maintain a minimum number of significant trees.
(b) Definition. A significant tree shall be defined as:
(1) Twelve inches in diameter or 37 inches in circumference measured four and one-half feet
above ground; and
(2) In good health; and
(3) Not detrimental to the community (e.g., is not diseased, dying, or likely of falling into public
open space or right-of-way, etc.) or obscuring safe sight distance requirements. Significant trees shall not
include red alder, cottonwood, poplar or big leaf maple.
(c) Standards.
(1) Retention required. Significant trees shall be retained on the subject property to the maximum
extent possible in all residential, commercial, industrial, or institutional developments as follows:
a. If the approved development on the subject property will require the removal of more than
75 percent of the significant trees on the subject property, significant trees shall be replaced in amount
equal to 25 percent of the significant trees which existed on the subject property prior to commencing
any development activity.
b. All significant trees located within any required perimeter landscaping area shall be
retained, provided that this requirement shall not apply to commercial zoning districts.
c. Significant trees required to be retained within on -site sensitive areas can be used toward
satisfying the 25 percent on -site significant tree retention regulations.
d. All significant trees located within required on -site recreation or open spaces shall be
retained, provided they do not conflict with on -site active recreation areas.
e. The significant tree retention requirements of this chapter shall not apply to the city center
zoning district.
f. There shall be no cutting of significant trees without authorization from the city for the
purpose of preparing that site for future development.

g. Up to one-half of the 25 percent significant tree replacement requirement may be satisfied
by planting larger trees in required landscape areas such as landscape islands, buffers, and perimeter
landscaped areas. Such trees shall be a minimum 12 feet in height for evergreen and three and
one -half -inch caliper for deciduous or broadleaf trees. Example: 100 on -site significant trees requires 25
to be retained or replaced. Applicant may plant 13 larger trees within required landscape areas which
meet size requirements mentioned above.
(2) The applicant shall submit a tree retention plan concurrent with the first permit application
for that development. The tree retention plan shall consist of the following:
a. A tree survey or cluster survey that identifies the location, size, number and species of all
significant trees on the site.
b. A development plan identifying the significant trees that are proposed to be retained,
removed, transplanted, or replaced, including a final report on percentage retained.
(3) Each retained significant tree not located within perimeter landscaping may be credited as
two trees for purposes of complying with the retention requirements of subsection (c)(1)a., provided the
tree meets at least one of the following criteria:
a. The tree is located in a grouping of at least five trees with canopies that touch or overlap;
or
b. The tree provides energy savings through winter wind protection or summer shading as a
result of its location relative to proposed buildings; or
c. The tree belongs to a unique or unusual species of native or non-native tree not usually
found locally.
(4) Where it is not feasible to retain required significant trees due to site constraints including,
but not limited to, topography, ingress/egress requirements, existing and proposed utility locations, trails,
storm drainage improvements, a site specific tree plan, drawn to scale, shall be prepared. The tree plan
shall show the precise location of all significant trees on the site, in relation to the proposed buildings,
streets, parking areas, required landscaped areas, surface water facilities, and utilities. The director of
community development shall review the plan in relation to the proposed development to ensure tree
removal is the minimum amount necessary to comply with the proposed development and meet the
purposes of this chapter.
(5) When required significant trees cannot be retained (see subsection (f) of this section),
significant trees that are removed shall be replaced with:
a. Transplanted or retained on -site trees four -inch caliper or larger, which meet the definition
of significant tree in all manner except size, and approved by the community development director, based
upon the director's assessment of the location of the tree in relation to the proposed site development; or
b. New evergreen trees that are a minimum 10 feet in height, or deciduous trees that are a
minimum three-inch caliper.
The number of replacement trees, combined with the number of retained significant trees, shall equal
25 percent of the amount of on -site significant trees which existed prior to development.
-NN41-1 (6) The following management practices shall be observed on sites containing significant trees,
to provide the best protection for significant trees:
a. No clearing shall be allowed on a proposed development site until the tree retention and
landscape plans have been approved by the city of Federal Way;
b. A no disturbance area, which shall be defined to be to the drip line of the significant tree,
shall be identified during the construction stage with either:
1. A temporary five-foot chain link fence.

2. A line of five-foot high, orange -colored two-by-four inch stakes placed no more than
ten feet apart connected by highly visible surveyor's ribbon;
c. No impervious surfaces, fill, excavation, or storage of construction materials shall be
permitted within the no disturbance area;
d. If the grade level around the tree is to be raised by more than one foot, a rock well shall be
constructed. The inside diameter of the rock well shall be equal to the diameter of the tree trunk plus 10
feet. Proper drainage, and irrigation if necessary, shall be provided in all rock wells;
e. The grade level shall not be lowered within the larger of the two areas defined as follows:
1. The drip line of the tree(s); or
2. An area around the tree equal to one foot in diameter of each inch of tree trunk
diameter measured four feet above the ground;
f. Alternative protection methods may be used if accepted by the director of community
development department to provide equal or greater tree protection;
g. Encroachment into the no disturbance area may be allowed where the director determines
encroachment would not be detrimental to the health of the tree. (Ord. No. 93-170, § 4, 4-20-93)
22-1569 Performance and maintenance standards.
(a) Performance.
(1) All required landscaping shall be installed prior to the issuance of a certificate of occupancy
(CO) or final inspection.
(2) When landscaping is required pursuant to this chapter, an inspection shall be performed to
verify that the installation has been installed pursuant to the standards of this chapter.
(3) Upon completion of the landscaping work, the community development department shall
inspect the landscape upon request for compliance with the approved landscape plan.
(4) A CO or final inspection may be issued prior to completion of required landscaping provided
the following criteria are met:
a. An applicant or property owner files a written request with the department of community
development prior to five days of a CO inspection;
b. The request contains an explanation as to why factors beyond the applicant's control, or
which would create a significant hardship, prevent the installation of the required landscaping prior to
issuance of the CO;
c. The property owner has demonstrated a good faith effort to complete all required
landscaping.
(5) The time period extension for completion of the landscaping shall not exceed 90 days after
issuance of a certificate of occupancy to install required landscaping.
(6) Failure to complete landscape installation by an established 90-day extension date shall
constitute a zoning violation.
(b) Maintenance. The purpose of this section is to establish minimum maintenance standards for
landscaping.
(1) Plant maintenance. Maintenance of planted areas shall include continuous operations of
removal of weeds before flowering; mowing; trimming; edging; cultivation; reseeding; plant
replacement; appropriate fertilization; spraying; control of pests, insects, and rodents by nontoxic
methods whenever possible; watering; or other operations necessary to assure normal plant growth. In
particular, maintenance shall promote landscape performance criteria of this chapter.
(2) Irrigation maintenance. All portions of any irrigation system shall be continuously maintained

Dear Mr. Babineau:
The plans submitted on April 16 for Soundview Manor have been reviewed. Please make the
following revisions:
1. Provide letter from Krystar stating design parameters and approving the sizing and
design of the Flogard perk filters.
Attached is the email from the KriStar representative, Chris Demarest. The vaults/filters
and Sheet C22 have been revised based on Chris's input and DOE approved quality flow
rates for the vault system (see revised details on Sheet C22). Basically, DOE uses a
reduced flow capacity than what was submitted originally which results in an increased
the vault size and number of filter cartridges.
2. Provide 2- and 10- year detention during construction per section D.3.9 of the KCSWDM.
Sheet C2 has been revised to send overflow from the temporary sediment pond to the
storm tract to be infiltrated onsite instead of releasing the overflow to the downstream
storm system as originally submitted. The temporary infiltrafion area will be excavated to
one foot above the proposed permanent infritration french to prevent sedimentation of the
trench bottom.
3. Resolve issues with grading for the trail with Planning Department. If a grading permit
is issued prior to resolution, this area is not to be included in the grading area.
Revised plans showing reduced clearing and grading have been sent to Janet and we are

4. Provide full frontage improvements on Dash Point Road to the west property line, with
adequate tapers as shown in the first review. As we discussed, there is no restriction on
building within the wetland buffer for an "essential public facility", per FWRC Section
19.175.040. When you make unexpected changes to the plans, please explain it in the
response letter so that review time is not wasted. Please note, it appears that the
plans submitted to WSDOT did not show full frontage improvements, therefor you will
have to resubmit the channelization plans to WSDOT for approval.
The plans have been revised to extend frontage improvements as requested. A separate
submittal to WSDOT with the revised frontage improvement is being made.
5. On Sheet Cl2, the cross section for Dash Point Road has been changed without City
approval. The correct cross section is: beginning at centerline: 22' of asphalt
pavement, 6' planter strip, 8' sidewalk, 3' utility strip, 14' additional right-of-way within a
total of 50' of right-of-way. If WSDOT requires additional paving on the north side of
the street, that shall be in addition to the required cross section south of centerline.
Revise all sheets accordingly.
We have revised the road cross section to provide 22' of pavement to the face of curb per
our meeting with you and Sarady.
6. Sidewalk may end about 8' short of the east property line on Dash Point Road as shown.
Provide non-skid lid for the sewer manhole.
We have revised the plans to angle the sidewalk to meet the shoulder on Dash Point Road
before reaching the Sewer Manhole.
7. Provide an asphalt ramp out to the street on both ends of the Dash Point Road sidewalk.
The plans have been revised to provide connection to the road at both ends of the
sidewalk.
8. Sheet C10 -Tie the inlets in Dash Point Road into Type 1 CB's which are to be located
in the planter strip. Tie CB's into Stormwater Quality Vault #2. Adjust figure C2.2.C,
sheet C19, accordingly.
The plans have been revised to provide catch basins in the planter strip.
9. The lot for the infiltration facility is now much larger than the facility. Please reduce the
size of the lot to provide about 10' clearance on the south and west sides of the facility.
This will allow the rest of the area to be privately owned and maintained.
The storm tract has been reduced to provide the 10-foot setback for the infiltration facility
and accommodate the bioswale.
10. Bonding for the project is required prior to issuing any permits. Please submit bond
quantities worksheet and bond information worksheet as requested with the previous
review.
We provided the bond quantity worksheet at the meeting.
11. Comments from the first review regarding underlying easement relinquishments and -
right-of-way dedication remain unaddressed. They will be required to be resolved prior
to final plat.
These items are being resolved with the title company. Please note the additional 11-foot
right-of-way along Dash Point Road was dedicated via statutory warranty deed AFN
9306172027 (see attached document).
12. Please forward WSDOT channelization review comments to the City. The City will
review the approved channelization plans from WSDOT.
WSDOT channelization review comments have been provided.
13. Sheet C8- reference for roadway cross section is still incorrect. It's on sheet C14.
Sheet C8 has been revised to show the correct call -out

The first review of Soundview Manor has been completed. Please provide responses to the
following comments:
Technical Information Report
1. Provide letters from Contech approving the sizing and design of the StormFilter systems.
2. Provide a mounding analysis of the proposed infiltration facility using the design
infiltration rate and the estimated maximum groundwater elevation. MODRET or an
equivalent model may be used. See section 5.4.1 'Design Infiltration Rate" in the 2009
King County Surface Water Design Manual. Performance testing in the bottom of the
facility, once constructed, will also be required.
3. Provide a copy of the approved SWPPP,
4. Provide KCRTS sizing for the sediment pond. At a minimum, the pond must provide
detention for the 2-and 10-year events. See section D.3.9 in the 2009 KCSWDM. Also
demonstrate ability to expand the pond should downstream erosion occur as a result of
this project.
5. Provide a Backwater Analysis of the pipes and structures.

6. Provide streetlighting plans, details, and calculations.
7. Provide landscape plans showing the public right-of-way, street trees, and infiltration

of -way and the storm water facility is to be maintained by the developer for a period of
two years. A temporary irrigation system is recommended.
8. Add details 3-15 Barricades, 3-39 Luminaire Pole, 3-39A Pole Base, 3-39-B Pole
Numbering, 3-40 Wiring, 3-41 Service (if needed), and 3-56 Native Growth Protection
Area.
9. Show project benchmark description, location and elevation on each sheet where
elevations are called out.
10. Presettling is required for all Stormfilters. Please review the 2009 KCSWDM for
presettling options.
11. Please place the channelization plan on a separate sheet.
Sheet 1
12. Show the City inspection notification phone number, 253-835-2700.
13. Show mailbox locations and include approval by the US Postal Service.
14. The construction sequence (#12) includes wall construction. Is that still intended to be
done as part of this construction? If it is to be done when the lots are built, then revise
the note to indicate that they need to stabilize the slopes between the lots.
Sheet 2
15. Include a note on the TESL plan stating that "Clearing, grading, and wall and utility line
construction for the plat shall be limited to the months between April 30 and October
1("dry season'. After final plat approval, these seasonal restrictions shall also apply to
construction on individual lots. The Public Works Director may revise this restriction
based on weather patterns and individual site considerations. "
16. Indicate the designed slope (3:1, 2:1, etc.) for all slopes.
17. Surface roughening must be provided on slopes over five feet tail and over 3:1 slope.
Indicate areas to receive this treatment on the plans.
18. Note on the plans: "All slopes of 3(V):1(H) or steeper shall be stabilized if left unworked
for more than two days" and specify both seed and non -synthetic erosion control
blanket.
19. Along the southern boundary, locate any significant trees on adjacent property that are
within twice the distance of their dripline. These may need additional protection to
maintain tree health.
20. The entire west side of the site appears to flow directly to the infiltration site, where no
detention or sediment control is provided during construction. Please verify that the
entire site will drain to the sedimentation pond during construction.

21. Add silt fence, interceptor dike or swale, and/or other methods immediately upslope of
the bioswale/infiltration gallery to prevent silt from building up in this area.
22. Show the location of interceptor dikes and swales throughout the site, based on the
horizontal spacing requirements shown on page D-58 of the 2009 KCSWDM.
23. Along the southern and western boundaries of the clearing limits, water from offsite is
likely to flow over the proposed slope. If a slope is steeper than 3:1 with 20' of vertical
relief, interceptor dikes or swales are required. Show this on the plans. Staff highly
recommends interceptor swales along all of the slopes on the south and west sides of
the cleared area, whether or not they have 20' of vertical relief. This runoff is required
to be conveyed via a stable conveyance system that routes the runoff downslope of
disturbed areas to a stabilized outlet. It cannot cause erosion or flooding downstream
of the site.
24. Revise the sediment pond as necessary per the 2-and 10-year calculations required
above in the TIR section.
25. Show the sediment pond overflow spillway, with dimensions, on the plan view.
26. The plans show some grading in the permanent retention pond area. Add this note
from page 33 of the TIR to the plans:
"Partially construct permanent retention pond. The sides and bottom of the retention
pond must only be rough excavated to no more than three feet above final grade.
Excavation shall be done with a backhoe working at "arm's length" to minimize
disturbance and compaction of the infiltration surface. Additionally, any required
pretreatment facilities shall be fully constructed prior to any release of sediment -laden
water to the facility. Construct temporary sediment pond riser and outlet pipe. Remove
when site becomes further stabilized. Final grading of the infiltration facility shall occur
only when all contributing drainage areas are fully stabilized."
27. Add a temporary culvert as needed for the construction entrance.
28. Revise clearing and grading limits per the memo from Janet Shull, Senior Planner,

29.On the check dam detail, provide check dam spacing that is applicable to this project.
The proposed ditches are at approximately 14% slope, not 1-5%.

I have completed review of the EN submitted plans dated received July 17, 2013 and have the following
comments:
1. Retaining walls located between lots 17 and 18, between lots 18 and 19, between lots 19 and 20,
and between lots 20 and 21 exceed six feet in height. Per FWRC 19.120.120(1)(a)Retaining walls
located within residential developments may not exceed 6 feet in height. The walls must be re-
designed so that they are six feet or less in height.
2. No site landscape plans were found in the submittal. In order to complete my review, the applicant
must provide landscape plans. The landscape plans must address the items identified in Condition 1
of the Preliminary Plat approval (Resolution 13-636) as follows:
a. Arterial buffer landscaping shall be required in Tracts C and D per FWRC 18.60.030.
b. Stormwater detention facility buffer landscaping shall be required in Tract A, including trees,
shrubs, and groundcover, to provide a visual separation between the public right-of-way and
the proposed stromwater facilities. This landscaping shall be placed in a separate tract that
shall be owned and maintained by the homeowners' association. If cyclone fencing is used
around the storm drainage ponds, the fencing shall be coated black or green.
c. Street trees in right-of-way landscape planter strips per Public Works Department standards.
d. Indication of methods to protect significant trees identified for retention in Tracts B, E, F,
and G during plat and home construction in accordance with FWCC section 22-1568
requirements.
