Dear Mr. Smith:
Thank you for participating in the preapplication conference with the City of Federal Way's Development
Review Committee (DRC) held April 26, 2007. We hope that the information discussed at that meeting
was helpful in understanding the general requirements for your project as submitted.
This letter summarizes comments given to you at the meeting by the members of the DRC. The members
who reviewed your project and provided comments include staff from the City's Planning and Building
Divisions and Public Works Department, and representatives from Lakehaven Utility District and South
King Fire and Rescue. Some sections of the Federal Way City Code (FWCC) and relevant information
handouts are enclosed with this letter. Please be advised, this letter does not represent all applicable
codes. In preparing your formal application, please refer to the complete FWCC and other relevant codes
for all additional requirements that may apply to your project.

listed below. Otherwise, any general questions about the pre -application and permitting process can be
referred to your key contact.
PROJECT DESCRIPTION
Remove existing cabinets and replace them with new larger cabinets and replace existing antennas.
MAJOR ISSUES
Outlined below is a summary of the major issues of your project based on the plans and information
submitted for preapplication review. These issues can change due to modifications and revisions in the
plans. These major issues only represent comments that the DRC consider most significant.to your project
and do not include the majority of the comments provided. The major issues section is only provided as a
means to highlight critical requirements or issues. Please be sure to read the entire department comments
made in the next section of this letter.
• Planning Division
All equipment cabinets must not be greater than 48 square feet total.
Public Works Development Services Division
Structures of this size (over 119 square feet) are not permitted within the public right-of-way.

DEPARTMENT COMMENTS
Outlined below are the comments made by the representatives of each department present at the pre -
application conference. Each section should be read thoroughly. If you have questions, please contact the
representative listed for that section.
PLANNING DIVISION (Laura Kim, 253-835-2641, laura.kim@cityoffederalway.com)
Review Process
The project would qualify for a Land Use Process III including an environmental review. A State
Environmental Policy Act (SEPA) Checklist will be required at the time of submittal of formal
application. The City will then issue an environmental threshold determination. All property owners and
occupants within 300 feet of the site must be notified of that decision. The notification includes a 14-day
comment and 14 day appeal period.
Project Siting
In proposing a PWSF in a particular location, the applicant shall analyze the feasibility of locating the
PWSF in each higher priority location and/or zone that is not being proposed. The orders of preferences
are as follows:
1. BPA trail
2. Existing broadcast, relay and transmission towers
3. Publicly used structures
4. Appropriate business, commercial and city center zoned sites
5. Appropriate public rights -of -way
The applicant must explain why the applicant can't co -locate on an existing tower, regardless of the
existing site, if within a one mile radius.
Proposal indicates that the PWSF will be in an appropriate right-of-way, 325`h and 21" Avenue, which are
principal arterial streets.
Development Standards
■ The PWSF shall be either a micro cell or a minor facility.
• Maximum size of antennas to be located on existing structures in a public right-of-way shall be two
feet in diameter for parabolic antennas, eight feet in height for panel antennas, and 15 feet in height
for whip antennas.
• The combined antennas may not exceed 15 feet above the existing structure, plus the height of the
proposed antennas.
• The antennas shall be mounted on the structure so that they are located and designed to minimize
adverse visual and aesthetic impacts to surrounding land uses and structures.
■ Screening standards: PWSF's shall be screened or camouflaged through employing the best
available technology and design, as determined by the city.
Equipment Enclosure
• Document why higher priority locations are not being proposed.
o Equipment enclosures shall be placed underground.
o Equipment enclosures shall be placed in an existing, completely enclosed building.
o Equipment enclosures shall be placed above ground in an enclosed cabinet that shall not exceed
six feet in height and occupy more than 48 square feet of floor area, including areas for
maintenance or future expansion.

Above ground equipment enclosures shall be screened with one or a combination of fencing, walls,
landscaping, structures, building or topography which will block the view of the equipment
enclosure.
Additional Standards for Equipment Enclosures in ROWs
• Equipment enclosures shall be designed, located, and screened to minimize adverse visual impacts
from the public right-of-way and adjacent properties.
• Fencing around equipment enclosures shall not exceed six feet in height.

A franchise agreement and right-of-way permit is required for any work within the public right-of-way.

Structures of this size are not permitted within the public right-of-way. Smaller structures may be
approved on a case -by -case basis. Facilities should be placed underground whenever possible.

This letter reflects the information provided at the preapplication meeting and is intended to assist you in
preparing plans and materials for formal application. We hope you found the comments useful to your
project. We have made every effort to identify major issues to eliminate surprises during the City's
review of the formal application. The completion of the preapplication process in the content of this letter
does not vest any future project application. Comments in this letter are only valid for one year as per
FWCC Section 22-1657.
As you know, this is a preliminary review only and does not take the place of the full review that will
follow submission of a formal application. Comments provided in this letter are based on preapplication
materials submitted.
Modifications and revisions to the project as presented for this preapplication may influence and modify
information regarding development requirements outlined above. In addition to this preapplication letter,
please examine the complete FWCC and other relevant codes carefully. Requirements that are found in
the codes that are not addressed in this letter are still required for your project.
