Report on PAEC Operations: Presented byOVG360 General Manager, Brian Hoffman Global Spectrum General Manager Brian Hoffman presented an overview of operations of the PAEC for the month of October. The presentation included information on revenues generated by ticket sales, rentals, facility fees and food and beverage. 22,177 theater tickets have been sold and there were 24 usage days vs. 13 in 2022. Community Fireworks Display for the Red, White and Blues Festival Contract: Presented by Recreation Manager, Kevin Hutchinson Recreation Manager, Kevin Hutchinson requested approval to enter into a contract with Western Display Fireworks, LTD for the community fireworks display at the Red, White and Blues Festival. The term is for the years 2024, 2025 and 2026. The total amount of the contract is $91,025.00. Questions and discussion followed. Staffing Position Control Change at the Federal Way Community Center: Presented by Federal Way Community Center (FWCC) Manager, Leif Ellsworth FWCC Manager Leif Ellsworth requested a position control change at the FWCC from the Aquatics Department to the Membership Services Desk. In 2010 the aquatics department had three full-time employees until the center was closed due to COVID. During that time one of the employees resigned from their position to pursue other opportunities. The FWCC was reopened with two FTE positions within the aquatics department and have successfully been operating with the two FTE positions. Shifting the third aquatics position to a front desk Office Technician will help address the identified staffing pressure and workload distribution. This will support the Membership Coordinator. Systems for Public Safety Agreement – Amendment 3: Presented by Commander Brian Klingele Commander Brian Klingele requested approval of Amendment 3 for the Agreement with Systems for Public Safety to increase compensation and extend the term to cover the remaining upfitting expenses for scheduled replacement reserve vehicles and the 28 approved vehicles. The total amount of the increased compensation is not to exceed $850,000.00. The funding has already been approved by Council. There was a delay in receiving the vehicles, which created the need to extend the term of the contract. Questions and discussion followed. Internet Crimes Against Children (“ICAC”) MOU between SPD and FWPD for Funding for Officers Support Training: Presented by Commander Brian Klingele Commander Brian Klingele requested approval for the City of Federal Way / Federal Way Police Department to enter into a Memorandum of Understanding with the City of Seattle Police Department to accept $10,000 in funding for officer support training and activities for officers who participate in ICAC Task Force investigations. The grants can be used to provide or obtain training in the area of officer wellness. Pierce Transit Extra Duty Police Services Interlocal Agreement Amendment No. 4: Presented by Commander Brian Klingele Commander Brian Klingele requested approval for the City of Federal Way, Federal Way Police Department to amend the agreement with Pierce Transit to increase compensation and extend the term for extra duty police services. They are requesting the authority to increase the hourly rate by 8.3% effective January 2024. This rate increase is due to the wage increase by the Guild contract. Jail Services Agreement – SCORE Jail – Amendment #1: Presented by Commander Brian Klingele Commander Brian Klingele requested approval for the Federal Way Police Department to amend the current SCORE Jail Services agreement to increase the service rates for 2024. The city currently has 15 guaranteed beds at the SCORE Jail. The rate increase will add approximately 3% to the current minimum yearly bed cost to $822,000.00. Questions and answers followed. The presentation included the Mission Statement that has been updated and revised in the City Code and the Diversity Commission mission statement. It also included an overview of the community commitments, structural overview of the one-year strategic objectives, ongoing commission responsibilities, and the 2024 Diversity Commission projects and investments. First Amendment to the 2023 Community Development Block Grant (CDBG) Annual Action Plan: Presented by Human Services Coordinator Kim Bachrach Human Services Coordinator Kim Bachrach requested approval of the first Amendment to the 2023 Community Development Block Grant (CDBG) Annual Action Plan. The presentation included an overview of the CDBG program. The City is requesting to amend the 2023 CDBG Annual Action Plan. The amendment includes: $100,000 for Habitat for Humanity Seattle-King Counties, Minor Home Repair Program, $150,000 Habitat for Humanity Seattle-King & Kittitas Counties, Home Repair Program and add $73,039 for Multi-Service Center, Villa Capri’s rehabilitation project. Program Year 2024 Community Development Block Grant (CDBG) Annual Action Plan: Presented by Human Services Coordinator Kim Bachrach Human Services Coordinator Kim Bachrach requested approval of the Program Year 2024 Community Block Grant (CDBG) Annual Action Plan. This is funded by a grant from the U.S. Department of Housing and Urban Development (HUD); the anticipated amount of the grant is $778,309.00. The proposed use of funds was reviewed. ARPA Grants for Financial Literacy and Workforce Development: Presented by Human Services Manager Sarah Bridgeford Human Services Manager Sarah Bridgeford requested approval of the proposed financial literacy and workforce development ARPA grant award recommendations. This is a one-time funding opportunity through ARPA. The presentation included a review of the use of the ARPA funding for social services, the Human Services Commission’s recommendations. All four of the recommended programs will run from 2024 through 2026. An alternate proposal was also reviewed. Questions and answers followed.
