September 21, 2011 Page 2 The total area of this irregular shaped parcel is 29,152sf. The site is undeveloped and consists primarily of fallow pasture and shrub dominated areas that have been historically graded into a flat site. The site is located along the north side of 28+h Avenue SW just east of its intersection with 30th Avenue NW and SW 304+h Street. METHODOLOGY Ed Sewall of Sewall Wetland Consulting, Inc. inspected the site on June 9, 2011. The site was reviewed using methodology described in the Washington State Wetlands Identification Manual (WADOE, March 1997). This is the methodology currently recognized by the City of Federal Way and the State of Washington for wetland determinations and delineations. The site was also reviewed using the methodology described in the Corps of Engineers Wetlands Delineation Manual (Environmental Laboratory, 1987), and the Western Mountains, Valleys and Coast region Supplement (Version 2.0) dated June 24, 2010, as required by the US Army Corps of Engineers. Soil colors were identified using the 1990 Edited and Revised Edition of the Munsell Soil Color Charts (Kollmorgen Instruments Corp. 1990) . The Washington State Wetlands Identification and Delineation Manual and the Corps of Engineers Wetlands Delineation Manual both requires the use of the three -parameter approach in identifying and delineating wetlands. A wetland should support a predominance of hydrophytic vegetation, have hydric soils and display wetland hydrology. To be considered hydrophytic vegetation, over 50% of the dominant species in an area must have an indicator status of facultative (FAC), facultative wetland (FACW), or obligate wetland (OBL), according to the National List of Plant Species That Occur in Wetlands: Northwest (Region 9) (Reed, 1988). A hydric soil is "a soil that is saturated, flooded, or ponded long enough during the growing season to develop anaerobic conditions in the upper part". Anaerobic conditions are indicated in the field by soils with low chromas (2 or less), as determined by using the Munsell Soil Color Charts; iron oxide mottles; hydrogen sulfide odor and other indicators. Generally, wetland hydrology is defined by inundation or saturation to the surface for a consecutive period of 12.5% or greater of the growing season. Areas that contain indicators of wetland hydrology between 5%- 12.5% of the growing season may or may not be wetlands depending upon other indicators. September 21, 2011 Page 3 inundation, saturation, oxidized rhizospheres, water marks on trees or other fixed objects, drift lines, etc. Under normal circumstances, indicators of all three parameters will be present in wetland areas. Wetland flags were located with a handheld Garmin gps and transferred to the site map. OBSERVATIONS Existing Site Documentation. Prior to visiting the site, a review of several natural resource inventory maps was conducted. Resources reviewed included the National Wetland Inventory Map and the NRCS Soil Survey online mapping and the Federal Way Critical Areas Map. Soil Survey According to data on file with the NRCS Soil Survey, the site is mapped primarily as Indianola loamy fine sand. Indianola soils are somewhat excessively drained soils formed under conifers in glacial drift material. The northern tip of the site is mapped as Alderwood gravelly sandy loam (map unit AgC)). Neither of these soils is considered wetland or hydric soils. Map Unit Map Unit Name ~ _ symbol AkF Alderwood and �:•. September 21, 2011 Page 4 National Wetlands Inventory (NWI) According to the NWI map for the site, there are no wetlands or streams mapped on the site or anywhere within 1/4 mile of the site. City of Federal Way 1-24-2001 Response Inquiry A letter response to Mr. Kim Kim dated January 24, 2011, identifies a Category III wetland on the property as well as the property adjacent to the north. The letter also indicates there is Major Stream mapped on the property to the north. City of Federal Way Critical Areas Map According to the City of Federal Way Critical Areas map, there is a wetland along the north and western side of the site. Field observations The site is a generally flat but terraced with the higher portion of the site being the eastern 2 / 3rds and the western 1/3 lower by approximately 6' in elevation. The site appears to have been graded historically and is a mix of native and fill type soil material. Vegetation on the site is primarily grasses and blackberry thickets with some alders along the northern edge. Species found on the majority of the site include bluegrass, velvet grass and orchard grass. Soil pits excavated throughout the upland portion of the site reveal high chroma, mixed fill soils as well as some darker soils that appear to be imported material. Wetland A forested and emergent slope/depressional type wetland is located along the north and west sides of the site. This wetland was flagged with flags Al-A7. This wetland is vegetated with a mix of velvet grass and reed canary grass in the emergent portion, and pacific willow, red alder and red -osier dogwood in the forested portion. Soil bits excavated within the wetland revealed a mottled sandv clay loam withya soil color of 2.5Y 3/2 with redoximorphic concentrations. Soils were saturated within 12" of the surface along the edge during our site inspection. Anchevev/#11-136 Sewall Wetland Consulting, Inc. September 21, 2011 Page 6 Using the US Fish and Wildlife Wetland Classification system (Cowardin et al. 1979) this wetland contains areas that would be classified as PFOIE (palustrine, forested, broad leaved deciduous, saturated) and PEM 1 C (palustrine, emergent, persistent, seasonally flooded) . This wetland was rated using the Washington State Wetlands rating form' for Western Washington (WADOE 2004) as a depressional- wetland. �Ze wetland received a total score of 42 points with -1.8 points for habitat: -- This indicates a Category 3 wetland. Category 3- wetlands in Federal Way typically have a 50' buffer measured from the wetland edge for a moderate land use such as a single family home. In addition, a 15' building setback line is measured from the wetland buffer edge. Streams There is a stream located approximately 50' north of the site. According to City correspondence this is a Major Stream. Major Streams typically have a 100' buffer measured from the OHWM. This stream is located within the wetland flagged on the site and the wetland buffer exceeds any buffer from this strm--n so this was not depicted on the site plan. Proposed Project The proposed project is the construction of a single family home and associated driveway.
