Your letter proposes the removal of parking stalls and landscaping along the east side of the building in order to install a drive -through linked to an ATM and night deposit slot. Parking stalls would be relocated throughout the site. The building is located within the City Center Frame (CC-F) zoning district. Pursuant to Federal Way City Code (FWCC) Section 22-32.2, improvements to an existing developed site shall be processed using Use Process I, Directors Approval, provided that the improvements and or additions do not exceed any of the thresholds of FWCC Section 22- 32.2(1)(a-fl (enclosed). If any one of the thresholds is exceeded, Process 11 Site Plan Review would be required. Process I is hourly land use review procedure, with fees of $57.50 due. Process II is a flat fee land use review procedure with a one-time fee of $1,716.50. The drawing provide-0 depicts removal of interior parking lot landscape areas associated with eliminated parking stalls. This interior parking lot landscaping is required,under the FWCC in quantities of 20 square feet of interior parking lot landscaping per parking stall. In addition, the drawing depicts changes to material changes to the parking stalls as the 60-degree parking stalls are moved and replaced with parallel parking stalls set against the property line. These changes exceed the thresholds of Process I, and must therefore be reviewed under Process II, Site Plan Review. I have enclosed a Development Checklist marked for the Process II application and a Master Land Use Application that must be submitted for the project. Copies of referenced sections are enclosed. • Relocated parking stalls must be screened from the 320`h Street right-of-way in conformance with FWCC Section 22-1567(e)(1). e Perimeter landscaping five feet in width may be required around the project bite in conformance with FWCC Section 22-1564. • The minimum number of parking stalls for the project is 25, per FWCC Section 22- 804, "Retail Uses" (one parking stall for each 300 square feet of gross floor area). • Interior parking lot landscaping is required at the ends of relocated parking stalls and throughout the site to meet the intent of FWCC Section 22-1567(b). • Drive -through facilities shall meet the standards of FWCC Section 22-1634(g)(2)(a) and (b), and shall be physically separated from the parking lot, sidewalk, and pedestrian areas by Type III landscaping and/or an architectural element. Painted lanes are not sufficient. • The Federal Way Public Works Department will review the proposed drive -through to ensure conformance with FWCC Section 22-804, note 5.
