Pursuant to Federal Way City Code (FWCC) Section 22-368, this decision may be appealed in the form of a letter delivered to the Department of Community Development Services (33530 First Way South, PO Box 9718, Federal Way, WA 98063- 9718) by September 29, 2003 by any person who submitted comments or receives a copy of this decision. An appeal letter must contain a clear reference to the matter being appealed and a statement of the factual findings and conclusions of the Director of Community Development Services disputed by their person filing the appeal, and must include the appeal fee of $126. The Federal Way Hearing Examiner will hear any appeal of this Process II decision. Please be advised that since you are the only party of record for this application, you may waive your right to appeal. The City must receive this waiver in writing. Waiver of the right to appeal does not effect the issuance date. Therefore, if you choose to waive your right to appeal, you could begin work on the proposal on September 15, 2003, provided you have obtained the necessary building permit. This decision does not constitute building permit approval and does not waive compliance with future City of Federal Way codes, policies, and standards relating to this development. Project Description — The project consists of the installation of a drive-thru Automated Transaction Machine (ATM) along the east facade of the Evergreen Bank. The project also involves creating a drive-thru ATM lane in the area of seven existing parking stalls, and installing a landscaping island to provide separation between the ATM stacking lane and the adjacent drive aisle. 2. Zoning — Zoning for the subject site is City Center -Frame (CC-F). This zoning district permits retail uses pursuant to Federal Way City Code (FWCC) Section 22-804. The project is subject to Process II, Site Plan Review, as it does not meet the land use process exemptions under FWCC Sections 22-32 and 22-32.2. 3. Nonconformance — FWCC Section 22-334 establishes under what circumstances an existing nonconforming structure must be brought into conformance. The value of the proposed ATM drive-thru and required landscape island is $15,000. According to King County Assessor's information, the value of the existing improvement is $332,000. No nonconformance threshold is triggered by the proposed redevelopment. 4. Community Design Guidelines — Projects processed under site plan review are subject to the provisions of FWCC Chapter 22, Article XIX, "Community Design Guidelines." However, in cases of remodeling of existing developments, only those guidelines that are, "...reasonably related and applicable to the area of expansion or remodeling" (FWCC Section 22-1632) are applied to the project. In that the applicant is installing a drive-thru ATM lane, the requirements of FWCC Section 22-1634(g)(2) apply to the project. This code section stipulates that when a drive-thru window and stacking lanes are permitted along facades of buildings that face a right-of-way, they shall be visually screened from such street by Type III landscaping that will physically separate the stacking lane from the drive aisle. The submitted site and landscape plans show this required landscape island. Queuing Analysis — The applicant has provided a queuing analysis prepared by the Transpo Group, August 28, 2003. Based on this analysis, the proposed drive-thru ATM is anticipated to operate effectively without impacting parking or South 320`h Street operations. However, the applicant (Evergreen Bank) shall relocate stacking lanes should the ATM drive-thru compromise South 32e Street operations. 6. Parking — The building in which the Evergreen Bank is located is 6,993 square feet in area. The bank is 2,160 square feet in area. The other tenant, an office use, is 4,833 square feet in area. Pursuant to FWCC Section 22-804, one parking stall per 300 square feet of gross floor area is required for office and retail uses in the CC-F zone. As such, the total parking requirement for the subject property is 24 parking stalls.' The existing number of parking stalls on the site is 35; the proposed total number of parking stalls is 28, which satisfies minimum parking stall requirements. 7. Accessible Parking — The applicant has provided an accessible stall along the south facade of the building, pursuant to Building Division requirements. 8. Pursuant to FWCC Section 22-394(b), and the forgoing findings, the proposal is found to be consistent with the Federal Way Comprehensive Plan•, all applicable provisions of the FWCC; and with the public health, safety, and welfare. 9. Final construction drawings will be reviewed for compliance with specific regulations and other applicable City requirements. A building permit is required for this project. These findings shall not waive compliance with future City of Federal Way codes, policies, and standards relating to this development. Plans for fire apparatus access roads shall be submitted to the fire department for review and approval prior to construction. Fire apparatus access roads: 1) Shall have an unobstructed width of not less than 20 feet and an unobstructed vertical clearance of not less than 13 feet 6 inches. 2) Shall be designed and maintained to support the imposed load of a 30 ton fire apparatus and shall be provided with a surface so as to provide all-weather driving capabilities. 3) Shall be not less than a 20 foot inside turning radius and not less than a 40 foot outside turning radius. 4) With a dead-end in excess of 150 feet in length shall be provided with a cul-de- sac or Fire Department approved alternative at the dead end. All such cul-de- sacs shall be not less than 80 feet in diameter. 5) Gradient shall not exceed 12 percent. The maximum vehicle queue length was determined and compared to the available on -site storage space. Based on this analysis, the drive -up ATM is anticipated to operate effectively without impacting parking or S 32Uh Street operations. Project Description The project site is located at 1300 S 32U" Street, in Federal Way, Washington. The bank is to be 2,160 sf, with an attached drive -through lane for access to one drive - up ATM. This analysis was focused on the queuing impacts of the ATM only. The project is currently under construction. Drive —up ATM Operations The proposed drive -up ATM is the first of its kind for Evergreen Bank Based on information from Evergreen Bank representatives, the peak number of customers anticipated to use the ATM would be 4 to 5 vehicles per hour. During non -peak hours, the ATM is estimated to be used by approximately 2 vehicles per hour. Also, the typical transaction takes about 3 minutes. According to TnkMakingCharacteri w of D ze-InBanking Facilities, published in the November 1992 ITE Journal, the peak hours of a drive -up ATM typically occur between 9:00 am to 4:00 pm. This is consistent with the anticipated use at the Federal Way Evergreen Bank branch. Assuming an average rate of 5 vehicles per peak hour, and 2 vehicles per non -peak hour, daily use equates to 69 trips per day, or 2,070 trips per month. Based on a survey of six other local banks, similar in customer base and nature to the proposed Evergreen Bank and that have drive -up ATM facilities, the average number of ATM transactions per month ranged from 440 to 2,200. The calculated 2,070 trips per month at Evergreen Bank are consistent with use at other local banks within Western Washington. The Transpo Group page 1 The Transpo Group Queue Analysis A queuing analysis was conducted based on the peak hour volume of 5 vehicles per hour. In order to account for the variation in vehicle arrival, the average queue length and the 95" percentile vehicle queue length was calculated. The 95" percentile is usually considered the maximum queue length and represents the queue that is greater than 95 percent of all possible queue lengths. The Poisson Arrival Distribution curve was used to calculate the 95" percentile queue. Based on the arrival rate of 5 vehicles per hour and the service rate of 3 minutes per vehicle, the average queue is anticipated to be one vehicle and the 95rh percentile queue was determined to be 2 car lengths, or approximately 40 feet. The calculation worksheets are provided in Attachment A. Based on the current site plan, the proposed drive -through lane can accommodate the expected maximum queue length of 40 feet. The drive -through lane has approximately 90 feet of storage between the ATM machine and the parking lot drive aisle. Therefore, the queues generated by the ATM du u peak times are not expected to impact parking operations or extend back to S 320 Street.
