Thank you for participating in the preapplication conference with the City of Federal Way's Development
Review Committee (DRC) held February 23, 2012. We hope that the information discussed at that
meeting was helpful in understanding the general requirements for your project as submitted.
This letter summarizes comments given to you at the meeting by the members of the DRC. The members
who reviewed your project and provided comments include staff from the City's Planning and Building
Divisions and Public Works Department, and representatives from Lakehaven Utility District and South
King Fire and Rescue. Some sections of the Federal Way Revised Code (FWRC) and relevant information
handouts are enclosed with this letter. Please be advised, this letter does not represent all applicable
codes. In preparing your formal application, please refer to the complete FWRC and other relevant codes
for all additional requirements that may apply to your project.

PROJECT DESCRIPTION
The proposed project is an expansion of an existing health clinic into an adjacent vacant suite. The
proposal includes an additional 122 sq. ft. of gross floor area, for a total of 7,076 sq. ft. The existing
drive-thru will also be replaced with seven (7) additional parking stalls.
MAJOR ISSUES
Outlined below is a summary of the major issues of your project based on the plans and information
submitted for preapplication review. These issues can change due to modifications and revisions in the
plans. These major issues only represent comments that the DRC consider most significant to your project
and do not include the majority of the comments provided. The major issues section is only provided as a
means to highlight critical requirements or issues. Please be sure to read the entire department comments
made in the next section of this letter.

DEPARTMENT COMMENTS
Outlined below are the comments made by the representatives of each department present at the
preapplication conference. Each section should be read thoroughly. If you have questions, please contact
the representative listed for that section.
PLANNING DIv1SION (Becky Chapin, 253-835-2641, rebecca.Chapin@cityoffederalway.com)
1. Zoning Designation and Use — The subject property is within the City Center Frame (CC-F) zone.
Medical Offices/Clinics are a permitted use in CC-F zones subject to regulations set forth in FWRC
19.230.010 (enclosed).
2. Land Use Application — The proposed exterior improvements to the building are subject to use
process review pursuant to FWRC 19.15.030 Review processes for improvements and additions to
developed sites. The improvements do not exceed thresholds set forth in FWRC 19.15.030(1) and
are exempt from environmental review; therefore, a Process I Master Land Use application will be
required.
Process l is an administrative review conducted by city staff with a final decision issued by the
Director of Community and Economic Development. No public notice is required and a decision is
typically issued within two to four weeks of a complete application. The Process I decision must be
issued prior to the issuance of the associated building permit. Please see the enclosed checklist for
Process I submittal requirements.
Meeting Follow -Up — If the proposed expansion of gross floor area by 122 sq. ft. is no longer
proposed, Process I review would still be required to review the parking stall additions.
Nonconformance — The medical clinic site was developed prior to the 1990 City of Federal Way
incorporation date, and certain elements of the site do not conform to current CC-F code standards.
This includes landscaping and building setback nonconformance.
Pursuant to FWRC l 9.30.090(l)(c), if expansion of gross floor area of an existing building occurs
through enlargement of the existing building footprint, the entire site must be brought into
conformance with current code standards.
Meeting Follow -Up — Tenant improvements or minor modifications to the interior of the building
will not require full site compliance.
4. Fees — The formal application must be prepared in accordance with the City's Development
Requirements checklist (enclosed) and must be accompanied by the appropriate fees. As fees change
annually, please contact Development Specialist staff for the current application fees for Use Process
I and other permits/reviews identified in this letter. Development Specialists can be reached at 253-

5. Key Development Regulations — FWRC 19.230.010, Office Use, provides specific design and use
requirements for the proposed Medical Clinic. The formal site plan must include the following:
NOTE: The following sections (5-8) are applicable if the square footage of the building increases
(122 sq. ft. addition). Full site improvements are not required if there is no increase in square
footage.
a. Required Setback and Lot Coverage — There are zero required setbacks for medical office uses.
No maximum lot coverage applies.
b. Building Height — The allowed height for a medical office in the CC-F zone is 35 feet above
average building elevation.
C. Parking — Parking requirements from the CC-F zone use chart are as follows:
Medical Office — 1 parking stall for each 225 square feet of gross floor area.
For the proposed building depicted on the preapplication site plan, a 7,076 sq. ft. medical clinic
would require 32 stalls. The preapplication site plan depicted 32 parking stalls. Based on the
parking requirements above, there is a sufficient amount of parking spaces for this site.
However, to accommodate perimeter landscape requirement, the proposed parking stalls may
have to be reconfigured and reduced. See enclosed handout for parking lot design criteria.
Per FWRC 19.130.020(3), a decrease in the required number of parking spaces may be
permitted if the applicant can demonstrate how the criteria of FWRC 19.130.020(3) a through d
are met.
Special Regulations and Notes from Zone Use Chart —
No more than a five-foot building setback is allowed adjacent to principal pedestrian
right(s)-of-way, as determined by the director, unless: it is precluded by existing site
improvements, easements, topography, or other site constraints, as determined by the
director; or to allow streetscape amenities, public on -site open space, or other architectural
element(s) or improvements approved under Chapter 19.115 FWRC. The minimum
building setback along all other property lines is the same as the perimeter buffer as
required by Chapter 19.125 FWRC.
The existing location of the building does not meet this setback requirement along South
3201h Street. However it has been determined that because of existing site improvements
and other site constraints, the building is not required to meet the 5-foot building setback
requirement.
6. Community Design Guidelines — Projects subject to Process ll] review must comply with the
provisions of FWRC Chapter 19.115, "Community Design Guidelines" that are reasonably related
and applicable to the area of expansion.

The building addition will be subject to applicable CC-F-based design guideline standards from
FWRC 19.115.090(3) and fagade treatment standards from FWRC 19.115.060. Provide a written
narrative to discuss how the proposed work complies with these standards. '
7. Landscaping — The Process I application must include a preliminary landscape plan in accordance
with the landscape requirements contained in FWRC Chapter 19.125 "Outdoors, Yards, and
Landscaping. " Following are the key landscape requirements for the project.
• Perimeter Landscape Buffers — FWRC 19.125.060(7), City Center, CC, requires Type III
landscaping five feet in width along all perimeter lot lines.
Type Ill landscaping consists of a mixture of evergreen and deciduous trees, large shrubs a
minimum of 24 inches in height at the time of planting, and groundcover; spaced to provide a
visual buffer creating a partial visual separation_
Interior Parking Lot Landscaping — Pursuant to FWRC 19.125.070, commercial developments
shall provide twenty (20) square feet of interior lot landscaping per parking space when up to
49 parking stalls are required. For the proposed 32 parking spaces, 640 sq. ft. of interior
landscaping is required. The square footage of interior lot landscaping must be listed on the
landscape plan, and the interior landscape areas used for this calculation must be identified on
the plan.
Type IV landscaping shall be provided within surface parking areas to break up large areas of
impervious surfaces, mitigate adverse impacts created by vehicle use areas, facilitate the
movement of traffic, and improve the physical appearance of vehicle use areas.
Meeting Follow -Up: If the proposed expansion of gross floor area is no longer proposed, the seven
(7) new parking stall additions will still require interior parking lot landscaping of 140 sg_ ft. The
proposed site plan does depict new parking lot landscaping; when submitting the Process I
application, make sure this calculation is identified on the plans.
8. Garbage/Recycling — Garbage and recycling facility must be provided in conformance with FWRC
19.125.150. The formal application must note the specific size, design, location, and screening of
garbage receptacles as required by FWRC 19.125.150 and 19.125.040. Locations for the recycling
and garbage facilities, and any fencing or screening details; must be depicted on the formal site plan,

Land Use Issues — Stormwater
Surface water runoff control and water quality treatment are regulated by the 2009 King County Surface
Water Design Manual (KCSWDM) and the City of Federal Way Addendum to the 2009 KCSWDM. As
proposed, this project does not meet the thresholds provided in these documents for drainage review, and
no analysis of or revisions to the storm water system are required.

Transportation Concurrency Analysis (FWRC 19.90)
This project will not generate new PM hour trips; as such, a concurrency permit is not required.
Transportation Impact Fees (TIF) (FWRC 19.91)
Based on the submitted materials for the addition of 122 square feet medical office building, the estimated
traffic impact fee is $690. Please note, the actual impact fee will be calculated based on the fee schedule
in effect at the time a building permit application is filed and must be paid prior to permit issuance.
Street Frontage Improvements (FWRC 19.135)
Based on the available records and the submitted materials, it appears that this proposal will not meet the
25 percent threshold criteria for requiring street frontage improvements as identified in the FWRC
19.135.030.
Access Management (FWRC 19.135)
Access management standards are based on roadway safety and capacity requirements. FWRC
19.135.280 provides access standards for streets based on planned roadway cross -sections. Please
note that access classifications are per Drawing 3-lA in the Public Works Development Standards.
2. This property does not have the 660 feet minimum street frontage to allow a second full access
driveway onto South 320" Street. In addition, each driveway width is not adequate to accommodate
a two-lane, two-way access. The applicant may keep the two existing driveways; however, these two
driveways must be converted to a one-way in and one-way out only with appropriate signage.
Alternatively, the applicant may elect to close off the easterly driveway and widen the westerly
driveway to 30' in width for a two-lane, two-way driveway.

Registered architect's stamp is required for additions/alterations (new or existing) of 4,000 gross floor

(RCW).
Energy code compliance worksheets are required to be completed and included with your permit
application.
A wet stamp and signature is required on all sheets of plans and on the cover page of any calculations
submitted.
Federal Way reviews plans on a first in first out basis; however, there are some small projects with
inconsequential review requirements that may be reviewed out of order.
Review Timing
The first comment letter can be expected within 2 to 3 weeks of submittal date. Re -check of plans will
occur in one to three weeks after re -submittal.
Revised or resubmitted plans shall be provided in the same format, size, and amount as the originally
submitted plans. Revised/resubmitted drawings shall indicate by means of clouding or written response,
what changes have been made from the original drawings. Plans for all involved departments will be
forwarded from Community Development Services.

Federal Way has an expedited review process. Information is available at our front counter.
Other Permits & Inspections
Separate permits may be required for electrical, mechanical, plumbing, fire suppression systems, and
signs. Applicants may apply for separate permits at any time prior to commencement of construction.
When required, special inspections shall be performed by WABO approved agencies or by agencies
approved by the building official prior to permit issuance. Construction must be approved by all
reviewing departments prior to final building division inspection.
All concerned departments (Planning, Public Works, Electrical, Fire) must sign off before the Building
Department can final the structure for occupancy. Building final must be approved prior to the issuance of
a Certificate of Occupancy. The City of Federal Way does not issue temporary Certificate of
Occupancies.
All construction projects may be required to have a pre -construction conference. If a pre -con meeting is
required, all subs, the general or representative, the architect or representative, the engineer or
representative, electrical contractor and any other interested party, should attend this meeting. Meetings
will occur at the Building Department and will be scheduled by the inspector of record for the project.
Site -Specific Requirements
• Building permit required for any alterations.
• Separate electrical permit for any electrical work.
The information provided is based on limited plans and information. The comments provided are
not intended to be a complete plan review and further comments are possible at time of building
permit plan review.
LAKEHAVEN UTILITY DISTRICT (Brian Asbury, 253-946-5407, BAsbury@lakehaven.org)
Water
• The site has the following existing water service connections:
• Domestic: P/z" size, west of hydrant near SE corner of property.
• Irrigation: none.
• Fire Protection: none.
• Installation & satisfactory testing of an approved backflow prevention assembly (BPA) adjacent to
the domestic service meter is required pursuant to WAC 246-290-490 & Lakehaven standards. As a
high health cross -connection hazard, a reduced pressure backflow assembly is required. Contact
Lakehaven's Cross -Connection Control Program Manager (Chris Zoepfl, CZoepfl@Lakehaven.org,
253-946-5427) for additional information & BPA testing coordination.
• While it doesn't appear the site uses much (if any) water for landscape irrigation (based on 2010-
201 l usage patterns, S/N 240). the applicant may wish to consider installation of a separate irrigation
service/meter, to potentially reduce sewer service bills during landscape irrigation -use months.
Current deposit required for Lakehaven to install a one -inch (1 ") "dig" irrigation service/meter (size
estimated for this preliminary example only; actual sizing TBD by Lakehaven as part of the service
connection application process). including ROW Permit fee, is $4.020.00, actual costs to be
reconciled after installation is complete.

A water service connection application submitted separately to Lakehaven is required for each new
service connection to the water distribution system, or any modification to an existing water service
connection (e.g., larger service, irrigation, abandonment of existing service(s), etc.), in accordance
with standards defined in Lakehaven's current `Fees and Charges Resolution'.
Sewer
• The site has two (2) existing sewer service connections (see enclosed permit copies, SSCP 5279A &
5279B).
■ A separate Lakehaven sewer service connection permit is required for each new connection to the
sanitary sewer system or any modification (re -align, abandon, etc.) to an existing sewer service
connection, in accordance with standards defined in Lakehaven's current `Fees and Charges
Resolution'. Minimum slope for gravity sewer service connections is 2%. In addition to all other
sewer service installation standards, installation of a Type 1, 48" monitoring manhole is typically
required on the private building sewer line, for all new or modified non-residential connections.
General
■ System capacity credits are available for this property from system capacity charges previously
assessed, paid directly to Lakehaven, and/or credited to the parcel(s) for 5.83 Equivalent Residential
Units (ERU) for water and 6.66 ERU for sewer. 2010-2011 actual use indicated an average of 2.47
water ERU & 2.86 sewer ERU. No purchase of additional system capacity credits are anticipated to
be required for the proposal, even if a separate irrigation service/meter is installed.
• All comments herein are valid for one (1) year and are based on the proposal(s) submitted and
Lakehaven's current regulations and policies. Any change to either the development proposal(s) or
Lakehaven's regulations and policies may affect the above comments accordingly.

Expansion of an existing US HealthWorks medical clinic into the existing adjacent vacant suite. This
project includes the demolition of existing improvements including non-structural partitions, existing
lighting, power, and HVAC improvements. The adjacent space will be built -out with new non-structural
partitions, electrical and conditioning services for the new medical clinic. In addition a new hallway will
be added to connect the two suites. This adds approx.. 122 sf of new space to the existing building
envelope. The existing drive thru will be removed and parking will be restored per the original design.
Occupancy and Use
Suite A is currently vacant and will be renovated to provide additional clinic space. Suite B is currently an
existing medical clinic.
Architectural Intent
The project will provide additional space for Physical Therapy and Testing for the US Healthworks Medical
Clinic in Federal Way. The interior finish material will consist of non-structural steel stud and gypsum
wall board partitions painted, carpet or vinyl flooring, acoustic ceiling or gypsum wall board ceiling based
on location. The exterior materials will match the existing stucco finish and color.

For residential land divisions, fees shall be calculated and paid at the time of plat recording. For un-platted single-
family residential lots, commercial and multi -family developments, fees shall be calculated based on the impact
fee schedule in" effect at the time a completed building permit application is filed and .paid prior to permit
issuance. For residential land divisions and un-platted single-family residential lots, the transportation impact fee
may be deferred, but shall be paid no later than the closing of sale of each individual house. Covenants prepared
by the city to enforce payment of the deferred fees shall be recorded at the applicants expense on each lot at the
time of plat recording for residential land divisions and prior to building permit issuance for un-platted single-
family residential lots. The fee shall be calculated based on the impact fee schedule in effect on -the date of
payment of the impact fee.
