The Community and Economic Development Department bas received your Process I Master Land Use
(MLU) application to expand the existing US Healthworks into an adjacent vacant suite and remove the
drive-thru to restore parking to the original design. The Process I MLU application is hereby approved
pursuant to conclusions based on findings made by the department's Planning Division.
CONCLUSIONS
Various sections of the Zoning and Development Code indicate that certain developments, activities, or
uses are permitted only if approved using Process I — Director's Approval. Based on the findings below,
the proposed improvements to the developed site meet the following Process I approval criteria and land
use review thresholds of Federal Way Revised Code (FWRC) 19.15.030 and 19.55.020:
1. The proposed improvements are consistent with applicable chapters of FWRC Title 19 including,
but not limited to: Permits and Review Processes; Process I — Director's Approval; Community
Design Guidelines; and City Center Frame (CC-F).
2. The health, safety, and welfare of the citizens of the city are preserved.
3. The proposal is a minor improvement, modification, or addition to a site that is exempt from
SEPA review.
FINDINGS OF FACT
I . Proposal — The applicant proposes to expand the existing US Healthworks medical clinic into an
adjacent vacant tenant space. As part of the expansion, the entrance doors are being replaced with a
single door and additional windows. The proposal also includes removal of the drive-thru on the east
side of the building, replacing it with 5 additional parking stalls that were there prior to the bank use.
Additional parking lot landscaping is being added on site as well.
2. Comprehensive Plan & Zoning Designation — The zoning and comprehensive plan designation for
the subject property is City Center Frame (CC-F) zoning district.
3. Community Design Guidelines Compliance — The parking lot improvements do not change the
architectural character of the existing building on site. The new entry is consistent with design
features of the existing US Healthworks fagade.

4. Change of Use — City records show that the previous uses of the tenant space were an eye care
center and a bank. Per FWRC 19.15.025, the proposed health care center (medical office) is not a
change of use as the new use is in the same use category as the previous eye care center (medical
office) use. A zoning compliance review is not required.
5. Environmental Review — The proposed parking lot improvements are categorically exempt from an
environmental threshold determination pursuant to State Environmental Policy Act Rules 197-11-
800(1) and (3).
BUILDING PERMIT ISSUANCE REQUIRED
The City's Building Division is currently reviewing the building permit (File #12-102652-CO) associated
with the expansion of US Healthworks. No work may begin until the building permit is issued. Please
contact the permit center at 253-835-2607, or permitcenter@cityoffederalway.com, if you have any
questions regarding the building permit.
APPEALS
The effective date of this decision is June 24, 2012. Pursuant to FWRC 19.55.050, any person who
commented on the application or requests a copy of this administrative decision may appeal the decision
to the Federal Way Hearing Examiner by July 9, 2012. Any appeal must be in the form of a letter
delivered to the Department of Community and Economic Development with the established fee.
However, as you are the only party of record, you may waive your right to appeal this decision. If you
wish to waive your right to appeal, you must do so in writing to the Department of Community and
Economic Development. No work on the proposal may begin until the end of the appeal period or June
24, 2012, provided you have requested waiver of the appeal period.
CLOSING
This land use decision does not waive compliance with future City of Federal Way codes, policies, and
standards relating to this development. This Process I approval does not constitute approval of a building

Project description
Expansion of an existing US HealthWorks medical clinic into the existing adjacent vacant suite. This
project includes the demolition of existing improvements including non-structural partitions, existing
lighting, power, and HVAC improvements. The adjacent space will be built -out with new non-structural
partitions, electrical and conditioning services for the new medical clinic. The existing drive thru will be
removed and parking will be restored per the original design.
Occupancy and Use
Suite A is currently vacant and will be renovated to provide additional clinic space. Suite B is currently an
existing medical clinic.
Architectural Intent
The project will provide additional space for Physical Therapy and Testing for the US Healthworks Medical
Clinic in Federal Way. The interior finish material will consist of non-structural steel stud and gypsum
wall board partitions painted, carpet or vinyl flooring, acoustic ceiling or gypsum wall board ceiling based
on location. The exterior materials will match the existing stucco finish and color.
