ROLL CALL Commissioners Present: Diana Noble-Gulliford, Anna Patrick, Tim O'Neil, Tom Medhurst, Vickie Chynoweth Excused: Lawson Bronson, Jae So City Staff Present: Community Development Director Keith Niven, Deputy Parks Director Jason Gerwen, Community Services Manager Sarah Bridgeford, Planning Manager Jonathan Thole, Senior Planner Evan Lewis, Senior Planner Chaney Skadsen, City Attorney Kent Van Alstyne, Office Manager Samantha Homan 3. APPROVAL OF MINUTES Commissioner O'Neil moved to approve the November 15 minutes as written Second by Commissioner Patrick Motion Passes 5-0 4. PUBLIC COMMENT None scheduled 5. COMMISSION BUSINESS a. Parks Chapter of Comprehensive Plan, Parks, Recreation & Open Space Plan Updates (PROS), Brooklake Master Plan & Steel Lake Master Plan Updates Deputy Parks Director Jason Gerwen presented a briefing on the Parks Chapter along with an update on the Brooklake and Steel Lake Master Plan. The Parks Chapter will be a brand new chapter to the Comprehensive Plan. There was a City Council Special Meeting dedicated to the PROS and Brooklake/Steel Lake Master Plan updates in November. Public meetings and outreach have been scheduled for both Brooklake and Steel Lake and copies were given to the Commissioners last week by Jason. Next steps include additional public meetings and presentations to both the Parks and Planning Commissions in 2024. Clarification was given on the 1-acre Hylebos land purchased by King County and if this counts towards the City's Open Space and if the City had any intention with it. It was mentioned that the City had put in a grant approximately 1 year ago to potentially purchase this parcel. b. Community Services Chapter Draft Goals and Policies Community Services Manager Sarah Bridgeford presented a briefing on the Community Services Chapter. The Community Services Chapter will be a brand new chapter to the Comprehensive Plan. General vision of the chapter is to advance and strengthen equitable, accessible, and culturally responsive community services so that all individual and families thrive. Draft goals include supporting a healthy, safe, and diverse community in which residents have access to services to eliminate poverty and increase resiliency and attain their maximum level of self-reliance and well being; working to increase funding to sufficient and sustainable levels with a focus on strategic investments; integrating diversity, equity, accessibility, and inclusion (DEAI) principles and practices into the culture and operations of the City; and providing community and data informed services that are accessible, culturally responsive, and effective. Data and findings from the Community Needs Assessment were also presented. Next steps include briefings to the Planning, Diversity, and Human Services Commission in December and 2024 if necessary. Comments regarding redundancy in goals and policies were made from various Commissioners. It was mentioned that once the chapter is written the goals and policies should have more context and less redundant. Questions were also asked on how the goals would be measured once in effect and if the demographics from the American Community Survey were an accurate measure of Federal Way since most data reflects King County as a whole. The issue of funding was also brought up and how the City is planning on using the available funds and if there is collaboration between other jurisdictions and agencies to efficiently serve residents. 6. STAFF BUSINESS Planning Manager Jonathan Thole stated the senior planner position is still vacant. Senior Planner Evan Lewis went over crucial 2024 dates regarding the Comprehensive Plan. Senior Planner Chaney Skadsen went over the Planning Commission 2024 tentative calendar. Community Development Director Keith Niven thanked the Community Services team for their work on their new Chapter and presenting to the Planning Commission. He also thanked the Planning Commissioners for their service during the 2023 year. 7. NEXT MEETING January 17 2024, 5:OOpm — Regular Meeting (election of officers) 8.
