Review Committee (DRC) held June 9, 2016. We hope that the information discussed at that meeting was
helpful in understanding the general requirements for your project as submitted.
This letter summarizes comments given to you at the meeting by the members of the DRC. The members
who reviewed your project and provided comments include staff from the city's Planning and Building
Divisions and Public Works Department, and representatives from Lakehaven Utility District and South King
Fire & Rescue. Some sections of the Federal Way Revised Code (FWRC) and relevant information handouts are
enclosed with this letter. Please be advised, this letter does not represent all applicable codes. In preparing
your formal application, please refer to the complete FWRC and other relevant codes for all additional
requirements that may apply to your project.

PROJECT DESCRIPTION
Install a shoring wall at the top of the steep slope to the north of the residence. No water access to be used
for construction. A small portion of the wall is shown within the shoreline jurisdiction.
MAJOR ISSUES
Outlined below is a summary of the major issues of your project based on the plans and information
submitted for preappiication review. These issues can change due to modifications and revisions in the plans.
These major issues only represent comments that the DRC consider most significant to your project and do

• Planning Division
The project requires review and approval of a Shoreline Exemption. Preparation of a geotechnical report
and third party peer review are required due to the presence of landslide and erosion hazard areas on site.

Temporary- erosion control, permanent site stabilization, wall construction details, and an approved haul
route will be required at building permit submittal.
• Building Division
Geotechnical reports and structural engineering are required at building permit submittal.
DEPARTMENT COMMENTS
Outlined below are the comments made by the representatives of each department present at the
preapplication conference. Each section should be read thoroughly. If you have questions, please contact the
representative listed for that section.
PLANNING DIVISION (Stacey Welsh, 253-835-2634, stacey.welsh&ityoffederalway.com)
1. Zoning Designation — The subject property's zoning designation is Single Family Residential (RS 15.0).
2. Shoreline & CriticalAreas Regulations — The following regulations apply to any work proposed:
Shoreline — This property is designated "Urban Conservancy" in the city's Shoreline Master Program
(SMP). Areas within 200 feet of the marine shoreline are regulated under the state's Shoreline Management
Act, which is administered locally via the city's SMP.
The portion of the project within the shoreline jurisdiction is exempt from the shoreline substantial
development permit provisions as set forth in Washington Administrative Code 173-27-040(2)(g); however, a
shoreline exemption application is required.
Relevant subsections of the SMP include the following:
a. Critical Areas — According to the city's critical areas map, the property contains erosion and
landslide hazard areas. Within the shoreline jurisdiction, all work on or within 25 feet of these areas is
regulated under Federal Way Revised Code (FWRC) 15.05.040(4)(b) and 15.10.160. Outside the shoreline
jurisdiction, all work on or within 50 feet of these areas is regulated under FWRC 19.145.220-250.
i. A geotechnical report is required. It must address both sets of critical areas code provisions
(FWRC Titles 15 and 19) as applicable to portions of the project; erosion and landslide
hazard areas; the proposed shoring wall design; and the impact of the structure on beach
nourishment and the feeder bluff function over the long term.
ii. The city will send the report out for a third party peer review. The applicant is responsible
for the cost of the city's consultant to review the report per FWRC 19.145.080(3).
b. Cultural Resources — A site inspection and evaluation by a professional archaeologist maybe required
prior to issuance of any permits as provided in FWRC 15.05.040(6) (b):

i. "Proposals for ground disturbing activities in areas known to contain an historic, cultural, or
archaeological resource(s) or highly suspected to contain archaeological artifacts and data
shall require a site inspection and evaluation by a professional archaeologist or historic
preservation professional, as applicable, prior to issuance of a permit or initiation of
disturbance. The evaluation shall include recommendations for monitoring of potentially
disruptive activities, data recovery, and/or mitigation measures if warranted. Cost for
inspection and evaluation of the site will be the responsibility of the applicant."
ii. The archeologist report should be submitted as a component of the shoreline exemption
application.
iii. The city would consider waiving this report if the Washington State Department of
Archaeology and Historic Preservation (DAHP) indicates in writing that such a report is not
necessary in this case (an email will suffice). Contact Gretchen Kaehler with DAHP at 360-

3. State Environmental Policy Act (SEPA) —This single family residential accessory structure is exempt from
the requirements of SEPA review.
4. Fees —As development fees change annually, please contact the Permit Center at 253-835-2607, or
persnitcente 0cit offederalwavxorn, for an updated fee list prior to submitting your application.
PW DEVELOPMENT SERVICES DIVISION (Ann Dower, 253-835-2732, ann.dower ci offederalwa ,com)
Building Permit Issues — Stormwater
1. Erosion and sediment -control (ESC) measures, per Appendix D of the 201616kg Comp Surface Water
Design Mangal (KCSWDM) will be required. Pollutants may not be transported into the public right-of-
way, onto neighboring property, or into Puget Sound. Best Management Practices (BMP), as specified in
the KCSWDM, shall be used to control pollution from stormwater, and to comply with the standards in
FWRC Title 16, "Surface Water Management."
2. FWRC 8.40.010 imposes route restrictions on all vehicles over 30,000 pounds. A haul route must be
provided for staff review and approval. Bonding may be required for damage to public right-of-way.
3. Engineered plans are required for clearing, grading, and wall construction. Wall section and details, wall
drainage, temporary erosion control, and permanent site stabilization must be shown on the plans.
4. Provide cut and fill quantities on the clearing and grading plan.
5. The site plan shall show the location of any existing and proposed utilities in the areas affected by
construction.

Building Criteria
Type of Construction: Piles
Wind/Seismic: Basic wind speed 85 Mph; Exposure, 25#; Snow load; Seismic Zone D-1
A complete building permit application and commercial checklist. (Additional copies of application and
checklists may be obtained on our web site at -,v�vw.ci offederalway com.)
Submit five sets of drawings and specifications. Specifications shall include: two soils reports; and two
structural calculations. Note: A Washington State Registered architect's stamp is required for additions/
alterations (new or existing) of 4,000 gross floor area or greater, unless specifically listed as an "exempt"
structure per the Revised Cade of IYlarhington (RCW).
A wet stamp and signature is required on all sheets of plans and on the cover page of any calculations
submitted.
Federal Way reviews plans on a first in, first out basis; however, there are some small projects with
inconsequential review requirements that may be reviewed out of order.
Some project may require a third party review or inspection. The cost to cover these fees is the responsibility
of the applicant. Any third party fee is in addition to regular permit fees and costs.
Review Timing
The first comment letter can be expected within -weeks of submittal date. Re -check of plans will occur in one
to three weeks after re -submittal.
Revised or resubmitted plans shall be provided in the same format, size, and amount as the originally
submitted plans. Revised/resubmitted drawings shall indicate by means of clouding or written response, what
changes have been made from the original drawings. Plans for all involved departments will be forwarded
from the Community Development Department.
Other Permits & Inspections
Separate permits may be required for electrical, mechanical, plumbing, fire suppression systems, and signs.
Applicants may apply for separate permits at any time prior to commencement of construction.
When required, special inspections shall be performed by WABO approved agencies, or by agencies
approved by the building official prior to permit issuance. Construction must be approved by all reviewing
departments prior to final building division inspection. The contractor shall complete the special inspection
forms provided by the city as part of the submittal package.
All concerned departments (planning and public works) must sign off before the Building Division can final
the structure.
Construction projects may be required to have a pre -construction conference. If a pre -con meeting is
required, the general or representative, all subs, the architect or representative, the engineer or representative,
electrical contractor, and any other interested party, should attend this meeting. Meetings will occur at the
Building Division and will be scheduled by the inspector of record for the project.

Site -Specific Requirements:
Complete structural designs of the location and type of piles used in the stabilization are required.
Geotechnical investigations shall comply with 2012/2015 IBC 1803.
Special inspections shall comply with 2012/2015 IBC 1705.6, 1705.7, 1705.8, and 1704.1.
The information provided is based on limited plans and information. The comments provided are not intended
to be a complete plan review and further comments are possible at the time of the building permit plan review.
