Council MIN 06-29-2004 Special • FEDERAL WAY CITY COUNCIL Special Meeting Council Chambers - City Hall June 29, 2004 - 7:00 p.m. Minutes I. CALL MEETING TO ORDER Mayor McColgan called the special meeting of the Federal Way City Council to order at the hour of 7:04 p.m. Councilmembers present: Mayor Dean McColgan, Deputy Mayor Linda Kochmar, Councilmembers Jeanne Burbidge, Jack Dovey, Eric Faison, Jim Ferrell, and Mike Park. Staff present: City Manager David Moseley, City Attorney Pat Richardson, and City Clerk Chris Green. • II. PUBLIC HEARING - ( preliminary) 2005 -2006 Biennial Budget Mayor McColgan read into the record the procedure to be followed for the public hearing and opened the hearing at 7:05 p.m. • City Manager Presentation City Manager David Moseley gave a brief presentation to overview the 2005 -2006 Biennial Budget. Mr. Moseley included the general revenue and services, and the budget challenges the city faces in this budget cycle. He also reviewed department budgets by categories, which include basic services, important services and optional services. Of these categories he noted 80% of the budget includes basic services, 18% includes important services, and 2% for optional services. City Manager Moseley also briefed Council on balancing options for the gap, and reviewed the property tax levy rate history. • Citizen Comment Joann Piquette, Ted Nelson, Bonnie Knight- Graves, Iris Marshall, Lorene Fortini, Donna Welch, Lana Bostic, and Diane Sweeney, Alan Harvey, Michelle Harvey, Liz Johnson, Joe Santamaria, • Lori Santamaria, Ludwig Suju, spoke in support of the Arts programs, and asked the Councilmembers to look at other ways to balance the budget, which would maintain current ORIGINAL funding levels. • Lanny Duncan, Katie Lutje, Jenna Lutje, Karon Allen, Adria Ives, Christina Ambriz, Bonnie Jo, John Steinmetz, Brian Tessier, asked the Council to support special needs programs, which assist many individuals in the city. H. David Kaplan, asked the Council to look at user fees and impact fees, he noted fees are necessary and the Council should look at a basic approach. James Logg, asked the Council to cut the expenses for the Korean festival. Mayor McColgan noted the Korean festival is being funding by Lodging Tax revenues and not general fund money. Cortney Johnson, Ron Zaffino, Todd Pearson, Robert Morrison, Barbara Smith, spoke in opposition to cuts in parks and recreation programs. Al Stipe, thanked the past City Councilmembers for making Federal Way a great place. There being no additional citizen comment, Mayor McColgan closed the public hearing at 8:25 p.m. • Council Discussion • Councilmembers noted their appreciation to the citizens who came to voice their concerns and opinions. They further encouraged citizens to continue to attend budget meetings throughout the process and continue to give input including written comments. City Manager David Moseley review the proposed budget calendar, noting the first public hearing will be in October, followed by meetings in November, and enactment in December. III.
