The submittal received on 5/30/03 has been determined by the Public Works Department to be incomplete due to
the following items that were not provided:
1. A recent title report
2. Lot closure calculations
3. Right-of-way improvements must be shown in accordance with the City of Federal Way Comprehensive
Plan. A right-of-way modification request has not been received or granted.
A technical review of the information submitted on 5/30/03 has been completed. The following information and
revisions must be provided. Since the application is incomplete, further revisions may be required.
Plat Map
1. Please provide a recent title report.
2. Please provide lot closure calculations.
3. Please show the following items on the binding site plan:
• city file number, 03-102229-00-SU
• tax lot numbers on the binding site plan. These maybe shown on each lot or as a list next to
the map.
• standard City title block, which was emailed on 6/23/03 to your office

Please notify Ann Dower at 253-661-4125 when temporary survey staking has been accomplished.
Permanent survey control monuments must be set prior to recording. Any monuments that will not be
disturbed by construction may be permanently set at this time.
5. Please provide proposed street sections.
6. Right-of-way dedication must be shown on the plat map.
7. Right-of-way dedication must be done via statutory warranty deed. Please provide legal descriptions for
the deeds. Staff will prepare the remainder of the documents.
8. The signator for the statutory warranty deeds must be verified. Please provide the names of all signators
on the deeds and corporate minutes verifying that they are authorized to sign on behalf of Quandrant
Corporation.
Preliminary Technical Information Report
1. In general, the narratives and calculation methods appear to be correct and will be reviewed in more
detail during engineering review.
2. New impervious area created by required frontage improvements must be included in the water
quality and flow control design.
3. The eighty-four foot long bioswale does not meet the requirements of the 1998 King County Surface
Water Design Manual. The bioswale must be a minimum of 100 feet long.
Preliminary Grading and Storm Plans
1. Per the comments provided by Rick Perez, Traffic Engineer, frontage improvements will be required
and must be shown on future submittals unless a Right -of -Way Modification is applied for and
granted. Full engineering plans must include street cross sections, profiles, plan views, City of
Federal Way standard notes, and construction details. New impervious area created by required
frontage improvements must be included in the water quality and flow control design.
2. Per Federal Way City Code section 16-46, the overhead utility lines on S 320`h Street must be
replaced with underground facilities when frontage improvements are installed.
SEPA Checklist
1. The checklist must provide information on the extent of the frontage improvements that will be provided.

Dear Mr. Roberts:
The District has received all closing documentation and has completed a satisfactory
final inspection of the referenced project for compliance .with Lakehaven Utility
District standards for materials and construction of water distribution and sanitary
sewer systems. This project is hereby initially accepted for ownership, operation
and maintenance by the District.
The Maintenance Bond (No. 6123958-0001) submitted for the project in the amount
of $22,000.00, shall be maintained in force for a period of one year from this date of
initial acceptance and until the District gives written notice of its release, pending
satisfactory results of a final inspection to ensure the systems remain in compliance
with District standards for materials and construction.
The Restoration Bond (No. 6123958) held to guarantee restoration of affected
rights -of -way and/or off -site easements is hereby satisfied and may now be released.
The bond was issued by Safeco Insurance Company of America in the amount of
$4,000.00. A copy of this letter should be sufficient authorization to the surety to
effect its release.
The District has reviewed the project account and has estimated the anticipated
expenses needed to complete the project through the one-year warranty period. If

the actual costs exceed the amount held on deposit following completion of the one-
year warranty period, you will be invoiced accordingly. The invoice shall be paid
prior to release of the Maintenance Bond. Any funds remaining in the account will
be refunded following the satisfactory completion of the one-year warranty period,
as evidenced by a successful inspection of the systems by District personnel, at
which point the project will be granted final acceptance by the District.

1. The TIA is submitted, and assumes that the Comprehensive Plan amendment is approved.
Other than that, it appears complete. It also addresses parking demand, as the applicant
has proposed more parking than code requires.
2. Per Federal Way City Code (FWCC) Section 22-1474, the applicant/owner would be
expected to construct half -street improvements consistent with the planned roadway cross -
sections as shown in Map III-7 of the Federal Way Comprehensive Plan (FWCP) and Capital
Improvement Program (CIP) shown as Table III-19. Based on the materials submitted,
staff conducted a limited analysis to determine the required frontage improvements in
meeting FWCC. Based on the analysis and FWCC, the applicant would be expected to
construct half -street improvements on the following streets:
a) S 320th Street is a Type A street, consisting of a 86-foot street with curb, gutter, 6-foot
planter strip with trees, 8-foot sidewalk, and street lights in a 120-foot right-of-way. The
improvements shall be from street centerline. Consistent with the Developer Agreement
for East Campus Corporate Park Parcel 1, a landscaped raised median would also be
required.
b) Weyerhaeuser Way S is a Type 0 street, consisting of a 34-foot street with curb, gutter,
3 6-foot planter strip with trees, 8-foot sidewalk, and street lights in a 68-foot right-of-way.
If the Comprehensive Plan amendment were not approved, the full street width would
be required throughout the site.
c) 32"d Avenue S is a Type R street, consisting of a 40-foot street with curb, gutter, 4-foot
planter strip with trees, 6-foot sidewalk, and street lights in a 66-foot right-of-way.
Assuming that access is required onto 32"d Avenue S, the minimum frontage
improvement would include 32 feet of pavement, and improvements on the east side of
the street.
j5. Tapers and transitions beyond the project frontage may be required as deemed necessary
=tea for safety purposes, taper rate shall be based on WSDOT Design Manual; WS2/60 or
—i AASHTO as directed by the Public Works Director.

6. The applicant/owner shall dedicate sufficient public right-of-way across the entire street
frontages to widen and improve the abutting public streets to the city adopted street
standards. Assuming a symmetrical cross section, an additional 10 feet of right-of-way on S
r 320th Street east of Weyerhaeuser Way S, all 68 feet of Weyerhaeuser Way S, and 3 feet on
32"6 Ave S would need to be dedicated to the city. ROW dedication shall be conveyed to
the City through a Statutory Warranty Deed and must have clear title prior to recording.
7. All internal streets shall be Type R streets, consisting of a 40-foot street with curb, gutter,
4-foot planter strip with trees, 6-foot sidewalk, and street lights in a 66-foot right-of-way.

FWCC Sec. 20-1-j1 and Federal Way Comprehensive Plan Po..-, TP21, require block
perimeters no longer than 1320 feet for non -motorized access, and 2640 feet for streets.
In order to meet the street block perimeter requirement, the Weyerhaeuser Way S
extension through the site, an additional access to 32"d Avenue S, and an additionl access
to the east just north of Detention Pond 2 would be required. For the non -motorized access
block perimeter requirement, a direct access should be required between Building A and S
3201h Street, Buildings A and B and 32"d Avenue S, and stubs from Buildings B and C to the
proposed extension of the BPA Trail. No additional non -motorized access appears feasible
to the east due to sensitive areas, an allowable deviation in the FWCC. Other modifications
to these requirements made be sought pursuant to FWCC Sec 22-1477.
9. Per FWCC Sec. 22-1543, there may be only one driveway for each 330 feet of lot frontage.
Additionally, any driveway must be located no closer than 150 feet to any street intersection
or to any other driveway, whether on or off the subject property. The site plan meets these
requirements.
10. Per FWCP Map III-19, the BPA Trail is planned to be extended through the BPA corridor
on the northwest corner of the site. The site plan as shown would preclude this on the
northwest corner of the site. A 20-foot easement should be provided for provision of this
future trail.
