Federal Way revised Code (FWRC) Section 19.135.290(2), allows the Public Works Director to administratively grant a modification to reduce the access spacing standards by up to 20 percent. Your modification request substantially exceeds the 20 percent threshold; however, based on (11e analysis provided by TENW, the City will allow the development to proceed with the driveway locations and turning movements as shown on the Site Plan - Attachment A - of the TENW analysis. This approval will be applicable for a period of one year from the date of this letter. 1f a Complete Land Use Application is not submitted for the project within the one-year time limit, then this waiver will be void, and a new request for modification must be submitted. The store would be located on the east side of 21 st Avenue SW, north of SW 336th Street on the lot of the existing 76 Gas Station. The variance is requested for driveway spacing as it relates to a proposed shared full access driveway located off of 215t Avenue SW. Project Access Access to the CVS site would be provided via an existing right -in right -out (RIRO) driveway on SW 336th Street, and a relocated BIRO driveway on 21 st Ave SW. In addition, CVS proposes a new internal connection (via easement) to a proposed full access driveway on the adjacent AutoZone property to the north. The AutoZone full access driveway would be constructed concurrent with the CVS site (see attached Site Plan included as Attachment A). The proposed full access driveway on 21,11 Avenue SW would be located approximately 80 feet south of the existing Fire Department driveway (centerline to centerline), and approximately 150 feet north of the proposed RIRO driveway on the CVS property. This proposal does not meet the City's driveway spacing standard for adjacent driveways, which states that same -side driveways must be separated by a minimum of 150 feet regardless of which property they are on. Therefore, this variance is being requested for acceptance of reduced driveway spacing to the adjacent fire station driveway. The provision of a full access driveway to 21 st Avenue SW is crucial for the function of the proposed CVS Pharmacy. Absent this access point, the CVS site would have no immediate access to 21 st Avenue SW in the souhbound direction or SW 336th Street in the eastbound direction, and would require a u-turn at the 21,IV336th signalized intersection for users utilizing the north access. In addition, without the full access and internal easement connection, the existing AutoZone would be limited to only a RIRO access, with access to the site only coming from 21 st Avenue SW for users travelling in the northbound direction. Design Standards Applicable design standards for driveway spacing on 21 st Avenue SW were found in the City of Federal Way Public Works Development Standards, Rev. November 2014. Per section 3.2.13 Driveways, the minimum driveway spacing is 150 feet to any intersection or to any other same -side driveway, whether on or off the subject property. This standard applies to all non -State Route arterials and collector streets (see attached City of Federal Way Standards included as Attachment B). Transportation Planning j Design ( Traffic Impact & Operations 11400 SE 81h St, Suite 200, Bellevue, WA 98004 1 Office (425) 889-6747 Page 2 March 23, 2015 Variance lustification It is not possible to meet the City's 150 foot driveway spacing requirement to the adjacent fire station driveway due to limited property frontage lengths and close proximity to the 215t Avenue SW and SW 336rh St intersection. To maximize spacing between adjacent driveways and comply with the access management standards, the full access driveway is proposed to be located 330 feet from the 215t/336th intersection. The new CVS BIRO driveway would be located 150 feet south of the full access driveway (centerline to centerline). This would satisfy the City's minimum driveway spacing requirement (see Attachment A for dimensions). Driveway alignment with SW 334rh Place was also analyzed to ensure that concurrent left -turns could be accommodated at the opposing driveways. The SW 3341h Place driveway primarily serves the Parkway Apartments Complex on the west side of 215t Avenue SW. There are multiple constraints which preclude the ability to align the CVS driveway with SW 334rh Place. Alignment with the existing SW 334rh Place would require encroachment north onto the adjacent fire station property, which could have significant impacts on the usability of their current access. This would also require the relocation of an existing Puget Sound Energy transmission pole, fire hydrant, and various other utility components located behind the sidewalk. Thus a slight offset would be present between the opposing driveways. Attachment C illustrates that concurrent opposing turn movements would function acceptably. Conclusion In summary, this Variance requests approval of less than the standard 150 foot driveway spacing requirement between the proposed CVS/AutoZone full access and adjacent fire station access based on the following justifications: • Due to limited property frontages, it is not possible to provide a full access to 2151 Avenue SW while maintaining 150 foot driveway spacing standard to the adjacent fire department driveway. The proposed driveway spacing for the full access and RIRO driveways would meet City spacing standards. ■ The full access driveway would be located 330 feet from the intersection of 215t Avenue SW and SW 336rh Street, satisfying the Class 2 Access Management Standards. ■ Entering Sight Distance would meet/exceed minimum standards for the proposed movements. Provision of the shared full access driveway and CVS Pharmacy/AutoZone connection would reduce traffic volumes at the existing driveways and would reduce u-turn movements at the 215t/336th and 215t/334th signalized intersections. ■ The proposed full access driveway is critical to site economics and usability of the CVS Pharmacy. Block perimeters for pedestrian and bicycle traffic shall be no greater than 1,320 feet, as measured on center lines. Block perimeters for motorized vehicles shall be no greater than 2,640 feet as measured on center lines. Streets on steep slopes should be designed to be generally parallel, rather than perpendicular, to the slope. 3.2.12 Alleys Alleys may be used as vehicular access for residential development (zero lot line, small lots and cottage housing) when certain conditions are met: A. Except for multi -family apartment buildings that also have access from an internal driveway, all residential units shall have street frontage. B. The alley is privately owned and maintained by all abutting property owners or by a homeowners association C. The alley serves thirty-two (32) or fewer dwelling units. D. The alley is less than 400 feet in length, and each end terminates at a public street. E. The turning radii at the entrance to the public right-of-way shall be not less than 32-foot inside and 40-foot outside. 3.2.13 Drivewa s A. General 1. Details of driveway sections are located in the Appendix. 2. All abandoned driveway areas on the same frontage will be removed and the curbing and sidewalk or shoulder and ditch section will be properly restored. 3. All driveways cuts will be constructed of Portland Cement Concrete and will be subject to the same testing inspection requirements as curb, gutter, and sidewalk construction. The first 40' of the driveway beyond the driveway cut must be paved. 4. Joint -use driveways serving two adjacent parcels may be built on their common boundary upon formal written agreement by both property owners and approval of the City. The agreement will be a recorded easement for both parcels of land specifying joint usage. 5. Grade breaks, including the tie to the roadway, will be constructed as smooth vertical curves. The maximum change in driveway grade will be City of Federal Way Public Works Development Standards REV. November 2014 Page 3-7 eight percent within any ten feet of distance on a crest and 12 percent within any ten feet of distance in a sag vertical curve. 6. No driveway, other than one serving a detached dwelling unit, will be approved where backing onto the sidewalk or street will occur (FWRC 19.130.200). B. Width 1. For driveway cuts that serve only single-family residential uses, the maximum driveway width is the greater of 20 feet for a two-way driveway, or ten feet for each parking stall, and ten feet for a one-way driveway, but may not exceed 30 feet at the front property line. 2. For driveway cuts that serve uses other than single-family residential uses, the maximum driveway width is 30 feet for a two-lane, two-way driveway and 40 feet for a three -lane, two-way driveway. Driveway cut widths may be increased in order to provide adequate width for vehicles that may be reasonably expected to use the driveway, as determined by the Public Works Director. C. Arterial and Collector Streets Access to arterials and collectors may be permitted consistent with the following table. On state highways that are not designated as limited access, the minimum spacing is 250 feet, or as shown in the following table, whichever is greater. Left -turn and crossing movements through standing queues of traffic may be prohibited, as determined by the Public Works Director. 2. Driveways that serve any use other than detached dwelling units may not be located closer than 150 feet to any street intersection or to any other driveway, whether on or off the subject property. Driveways that serve only residential use may not be located closer than 25 feet to any street intersection. 3. The measurement for driveway separation from street intersections shall be made from the edge of the driveway taper to the edge of the pavement of the intersecting street. 4. There may be no more than one driveway for each 330 feet of lot frontage. The City may further limit or prohibit access to or from driveways onto arterial streets 5. An approved turn -around shall be provided for all private roads and driveways serving more than two residences. 6. Driveways giving direct access onto arterials may be denied if alternate access is available. The Public Works Director may permit deviations of these standards. The sight distance area is a clear -view triangle formed on all intersections by extending two lines of specified length right and left from the intersecting street along the centerline of the through street and connecting those endpoints to form the hypotenuse of the triangle. The area within the triangle will be subject to restrictions to maintain a clear view on the intersection approaches. Intersection Sight Distance TrianRl_e: A. Areas around all intersections, including the entrance of driveways onto streets, must be kept clear of sight obstruction. Intersection sight distance shall be determined based on posted speed limits per AASHTO requirements. FWRC 19.135.130 establishes what may be in the area that is to be kept clear of sight obstructions. B. The vertical clearance area within the sight distance triangle will be free from obstructions to a motor vehicle operator's view between a height of 2.5 feet and ten feet above the existing surface of the street. C. Exclusions The following are permitted to be within the area that must be clear of sight obstructions: Any structure erected before the effective date (2-27-90) 2. Natural topography of the ground. However, the Public Works Director may require land surface modification to fulfill the intent of this division of FWRC as part of any development activity on the subject property.
