Dear Ms. Zavales:
The City of Federal Way's Department of Community Development has completed an administrative
land use review of the proposed upgrades to an existing Personal Wireless Service Facility (PWSF)
located on a 100-foot Puget Sound Energy utility pole in the right-of-way. No height increase is proposed.
The Process I application was submitted and determined to be complete on July 27, 2015. Your proposal
is found to be consistent with provisions of Federal Way Revised Code (FWRC) Chapter 19.55, `Process
I — Director's Approval,' and Chapter 19.255, `Personal Wireless Service Facilities.' Your Process I
proposal is hereby approved.
The Process I land use approval is supported by the following statements of fact:
1. Zoning & Land Use —The zoning designation for the subject property is Single Family Residential
(RS15.0). PWSFs are permitted in the RS zone pursuant to the zoning chart found in FWRC
19.200.190.
2. Review Process — According to submitted materials, the applicant proposes to replace one (1)
antenna mount, relocate three (3) existing antennas, relocate three (3) 1.9 GHz RRH's and remove all
existing and unused conduits. This is in addition to the installation of the following: three (3) new
antennas (equaling a total of six (6) antennas), three (3) 2.5 GHz RRH's, three (3) fiber junction
cylinders, three (3) power junction cylinders, and three (3) four -inch schedule 40 PVC conduits. The
replacement and addition of antennas and ancillary equipment on an existing PWSF is subject to
Process I Director's Approval pursuant to FWRC 19.15.030 `Review processes for improvements and
additions to developed sites.'
3. Prioritized Locations — The applicant proposes PWSF improvements in "existing broadcast, relay,
and transmission towers" or the second prioritized location set forth in FWRC i 9.25 5.010(4). The
highest prioritized location is not feasible as this proposal is an upgrade to an existing facility. Staff
finds the applicant has met the burden to utilize the second prioritized location. The proposed
antennas should improve coverage of service to the area.
4. Cumulative Effects — The City must consider the cumulative visual effects of PWSFs mounted on
existing structures and/or located on a given permitted site in determining whether additional permits
may be granted so as to not adversely affect the visual character of the City. As shown on the site plan

and elevations the addition of new antennas, replacement, and modifications to the ground equipment
are not a substantial increase to the existing site. The PWSF will not adversely affect the visual
character of the City and there is no proposed height increase. The proposed antennas will be painted
to match the existing tower. The aesthetic impacts to surrounding uses will be no greater than the
existing facility.
5. Facility Development Standards — The proposed facility exceeds microcell and minor facility
thresholds defined in FWRC 19.05.130, `M definitions.' Per FWRC 19.255.020(1)(a)(ii), facilities
exceeding such thresholds may be permitted if: (A) adverse visual impacts are not created; (B)
equipment cabinets meet adopted development standards; (C) the number of antennas and their size
are appropriate for the location, surrounding environment, and potential visual impacts; and (D) the
PWSF shall comply with all other applicable standards of the FWRC. The proposal is consistent with
this code section.
6. Electronics Equipment Standards — Applicant proposes no upgrades to the existing equipment
enclosure.
7. State Environmental Policy Act (SEPA) — The proposed improvements are exempt from State
Environmental Policy Act review as the scope of work meets categorical exemption WAC 197-11-
800(25)(a)(i), the collocation of new equipment, removal of equipment, or replacement of existing
equipment on existing or replacement structures that does not substantially change the physical
dimensions of such structures.
8. Process I Thresholds — The proposed improvements meet Process I purpose criteria set forth in
FWRC 19.55.020 and 19.15.030; including compliance with applicable provisions of FWRC Title 19
`Zoning and Development' and health, safety, and welfare standards.
Permit Issuance Required
Prior to any site work, the applicant shall obtain approval for a right-of-way permit from the city's Public
Works Department and an electrical permit from the Department of Community Development. No work
may begin until the right-of-way and electrical permits are issued. Please contact Kathy Messinger,

Closing
This decision shall not waive compliance with future City of Federal Way codes, policies, and standards
relating to this site. This Process I approval does not constitute approval of a right-of-way or electrical
permit.
The effective date of this decision is August 2, 2015, or three days from the date of this letter. Pursuant to
FWRC 19.55.050, any person who received notice of this administrative decision may appeal the decision
to the Federal Way Hearing Examiner by August 17, 2015. Any appeal must be in the form of a letter
delivered to the Department of Community Development with the established fee. The appeal letter must
contain a clear reference to the matter being appealed and a statement of the alleged errors in the
Director's decision. No work on the proposal can commence until the end of the appeal period.

In that you are the only party of record, your appeal period is waived (assuming you do not wish to appeal
this decision). Waiver of the right to appeal does not affect the effective date of this decision. Work on the
site may not commence until you have been issued the appropriate right-of-way and electrical permit.
This Process I approval is valid for one year from the effective date of this decision. If no further action is
taken within one year, this decision will expire. A one-year extension of time may be granted only if a
written request is submitted to the City's Department of Community Development at least 30 days prior
tok the expiration of the decision.

SUMMARY OF ACTIONS & REPORT OF FINDINGS
Ramaker & Associates, Inc. (Ramaker & Associates) was retained by Sprint PCS - Pleasanton Office, West
Region (Sprint PCS) to conduct an environmental screening of the Federal Communications Commission
(FCC) Special Interest Items as oudine in 47 CFR, Section 1.1307 (a) (1) through (8). The screening, which is
also a review of items outlined by the National Environmental Policy Act of 1969 (NEPA), is also known as
the "NEPA Check."
Sprint PCS is proposing to purchase telecommunications equipment (co -locate onto and existing 115-f0ot
utility pole) for the future installation of additional equipment. The purpose of this investigation is to review
the FCC Special Interest Items and assist Sprint PCS to formulate an opinion as to whether or not the Special
Interest Items were impacted during the original site development, as a collocation site. Due to the lack of
available information provided to Sprint PCS by Qwest (or an appropriate affiliate), Sprint PCS was unable to
ascertain if appropriate due diligence had originally been prepared prior to the tower site's development. Site
conditions at time time of this assessment may mask the original site characteristics; therefore, opinions
formulated by Ramaker & Associates will be based on neighboring property conditions and additional
research as required.
The site is located at 32535 21st Avenue Southwest in Federal Way, King County, Washington. This site is
further described as being located in the Northeast'/4 of Section 13, Township 21 North, Range 3 East.
FCC regulations dictate that an environmental assessment must be prepared for any site that meets one of the
following conditions:
• Facilities located in an officially designated wilderness area.
■ Facilities located in a designated wilderness preserve.
■ Facilities which may affect listed' or proposed'- threatened or endangered species or designated critical
habitats3; or is likely to jeopardize the continued existence of any proposed endangered or threatened
species or likely to result in the destruction or adverse modification of proposed critical habitats, as
determined by the Secretary of the Interior pursuant to the Endangered Species Act of 1973.
• Facilities that may affect districts, sites, buildings, structures, or objects significant in American history,
architecture, archeology, engineering, or culture, that are listed, or are eligible for listing in the National
Register of Historic Places.
■ Facilities that may affect Indian religious sites.
• Facilities located in a flood plain.
• Facilities that involve a significant change in surface features.
■ Antenna towers equipped with high intensity white lights that are located in a residential neighborhood.
• Facilities that may result in human exposure to radiofrequency radiation in excess of the applicable safety
standards specified in §1.1307(b).
DESIGNATED WROERNESS AREAS
Ramaker & Associates has reviewed documentation of the location of national parks, forests, refuges,
preserves, scenic trails, as well as wild and scenic rivers. This review included an inspection of appropriate
maps and documentation provided at both the State and Federal level, including but not limited to a USGS
topographic map and other maps maintained by the National Park Service, U.S. Forestry Service, and the U.S.
"Listed species" are defined as any species of fish, wildlife or plant that has been determined to be endangered or threatened under
section 4 of the Endangered Species Act.
' "Proposed species" are defined as any species of fish, wildlife or plant that has been proposed in the Federal Register to be listed
under section 4 of the Act.

Fish & Wildlife Service (FWS){. A review of these sources did not identify any potential for impact to
Designated Wilderness Areas as a result of this project.
Following the Sprint guidelines for FCC NEPA Compliance, no additional correspondence was initiated with
either the FWS or any State of Washington related agencies.
It is the opinion of Ramaker & Associates that this project will have no impacts to this NEPA item.
DESIGNATED WILDLIFE PRESERVES
The process described above in "Wilderness Areas" was used to identify the potential for impacts to "Wildlife
Preserves." A review of these sources did not identify any potential for impact to Designated Wildlife
Preserves as a result of this project.
Following the Sprint guidelines for FCC NEPA Compliance (NEPA Land Use Compliance for Cell Sites,
Revision 2.0, dated March 27, 2003), no additional correspondence was completed with either the FWS or
any State of Washington related agencies.
It is the opinion of Ramaker & Associates that this project will have no impacts to this NEPA item.
LISTED THREATENED OR ENDANGERED SPECIES OR DESIGNATED CRITICAL HABITAT
A process similar to that described to identify the potential for impacts to Designated Wilderness Areas and
Wildlife Preserves was used to identify the potential for impacts to "Listed Threatened Species, Endangered
Species, or Designated Critical Habitats" (listed species). Additionally, Ramaker & Associates completed a
site assessment of the subject property that included a review of the most current species list, database flies,
surveys, and maps maintained by the FWS. This review was completed to identify whether listed species
habitats may be in the action area (50 CFR 402.02). With this information, Ramaker & Associates has
performed a site assessment to determine whether the habitat necessary to support the listed species is
present.
Because each federal agency, in this case the FCC, has an obligation to insure that any discretionary action it
authorizes, funds, or carries out is not likely to jeopardize the continued existence of any endangered or
threatened species or destroy or adversely modify its critical habitat unless that activity is exempt pursuant to
the Endangered Species Act (ESA). Under section 7(a)(2), a discretionary agency action jeopardizes the
continued existence of a species if it "reasonably would be expected, directly or indirectly, to reduce
appreciably the survival and recovery of a listed species in the wild by reducing the reproduction, numbers, or
distribution of the species." If a discretionary agency action is jeopardizing a species, the agency must stop
the action or adapt it through reasonable and prudent alternatives, which must be within the scope of the
agency's legal authority.
Following the Sprint guidelines for FCC NEPA Compliance, an Informal Biological Assessment (IBA) was
completed. This IBA included research into FWS published information regarding listed species and the
associated habitat. The listed species database was further refined due to the location of the project. Listed
species identified as potential concerns were identified as:

Research completed by Ramaker & Associates has identified that this tower site is a collocation to an existing
structure. Specifically, this Qwest/Sprint project included the installation of equipment to an existing
structure (utility pole). Because of this collocation, and no increase to the structure height, it is the opinion of
Ramaker & Associates that there will be no impacts to "Isted species." Additionally, because this installation
included the installation of equipment within or immediately adjacent to an existing compound area, this
project will result in no adverse impacts to "listed species."
It is the opinion of Ramaker & Associates that this project will have no impacts to this NEPA item.
SECTION 106 CONSULTATION
Ramaker & Associates has identified that the project will have both a direct and indirect Area of Potential
E£fect (APE). In tower development and telecommunications projects, the direct APE may consist of any of
the following items: the tower or equipment footprint, compound, access road, underground utility easement,
guy anchors, guy anchor alleys, equipment storage and lay -down areas, and any other ground disturbance

areas as they relate to the project. The indirect APE consists of the geographical area within which the tower
will be visible. In the Section 106 Consultation, Ramaker & Associates documented how the APE was
determined, and illustrate the APE using a USGS 7.5-minute topographic map.
The Nationwide Programmatic Agreement for the Collocation of Wireless Antennas (Programmatic
Agreement) specifically identifies that an antenna may be mounted on a building or non -tower structure
without such collocation being reviewed under the consultation process set forth under Subpart B of 36 CFR
Part 800, unless:
1. The building or structure is over 45 years olds; or
2. The building or structure is inside the boundary of a historic district, or if the antenna is visible from the
ground level of the historic district, the building or structure is within 250 feet of the boundary of the
historic district; or
3. The building or non -tower structure is a designated National Historic Landmark, or listed in or eligible
for listing in the National Register of Historic Places based upon the review of the licensee, tower
company or applicant for an antenna license; or
4. The collocation licensee or the owner of the tower has received written or electronic notification that the
FCC is in receipt of a complaint from a member of the public, a SHPO or the Council, that the
collocation has an adverse effect on one or more historic properties. Any such complaint must be in
writing and supported by substantial evidence describing how the effect from the collocation is adverse
to the attributes that qualify any affected historic property for eligibility or potential eligibility for the
National Register.
Subsequent to the collocation of an antenna, should the SHPO/THPO or Council determine that the
collocation of the antenna or its associated equipment installed under the terms of this stipulation has
resulted in an adverse effect on historic properties, the SHPO/THPO or Council may notify the FCC
accordingly. The FCC shall comply with the requirements of Section 106 and 36 CFR Part 800 for this
particular collocation.
Research completed by Ramaker & Associates identified that the project, as currently described meets the
description and guidelines described above. Therefore, no additional research Section 106 consultation
(Historic Places, Burial Sites, or Indian Religious Sites) is required..
It is the opinion of Ramaker & Associates that this project will have no impacts to this NEPA item.
100-YEAR FLOOD PLAIN
Ramaker & :Associates completed a review of FEMA Floodplain Map - Panel # 53033C125OF and 'identified
that the tower site is located outside of the 100-year floodplain. A copy of this map has been included in the
attached appendices.
It is the opinion of Ramaker & Associates that this project will have no impacts to this NEPA item.
IMPACTS TO SURFACE FEATURES
Ramaker & Associates has review available National Wetland Inventory Maps, US Army Corp of Engineers
wetland maps, DNR wetland maps and any other available state or local agency -prepared wetland maps.
Additionally reviewed were available county soil stuvey traps and the Natural Resource Conservation
Service's list of hydric soils. Ramaker & Associates then completed a field inspection to reach a conclusion as
to whether a formal wetland delineation or determination is necessary. Ramaker & Associates has concluded
that wetlands ARE NOT present in the project area (tower compound, access road, any guy anchor
locations, and other areas where the proposed construction will require filling or grading, such as guy anchor
alleys or equipment staging areas). The proposed project WILL HAVE NO IMPACTS to federal, state, or
local regulatory requirements due to the taking of wetlands.
Suitable methods for determining the age of a building include, but are not limited to: (1) obtaining the opinion of a consultant who
meets the Secretary of Interior's Professional Qualifications Standards (36 CFR Part 61) or (2) consulting public records.

The existing site development did not require modifications to surface features that might impact drainage or
surface water flow patterns within drainage ways. No changes to other surface features, such as wetland
destruction/alteration, deforestation or water diversions will occur because of the proposed project. No
impacts to surface features were identified because of this project.
It is the opinion of Ramaker & Associates that this project will have no impacts to this NEPA item
IONIHG/HIGH INTENSITY WHITE LIGHTS
High intensity white lights are required by the Federal Aviation Administration for aviation avoidance
marking on towers over 499 feet above ground surface. Towers under 499 feet are not equipped with high
intensity lights. A review of the project, as currently proposed, has identified that the tower facility will not
include the installation of anv WgLiint i white li hts.
It is the opinion of Ramaker & Associates that this project will have no impacts to this NEPA item.
HUMAN EIIlOSURE TO RADIOFR VENCY RADIATION
Sprint PCS's radiofrequency engineers must ensure that the proposed telecommunications site will comply
with appropriate radiation safety standards. Ramaker & Associates Wok no additional s s to en ure
compliance with this regulation.
NATIONAL SCENIC TRAIL SYSTEM
The resolution between the Cellular Telecommunications Industry Association, Personal Communications
Industry Association, and the Managing and Supporting Trail Organizations (MTSOs) for the National Scenic
Trail system, implemented a consulting policy. This resolution requires that when a potential for conflict
occurs these MTSOs must be consulted. The following documents steps taken by Ramaker & Associates to
evaluate the potential for impact to the National Scenic Trail system.
Ramaker & Associates reviewed the National Park System Trail maps. Based on the site's development
characteristics, it is the opinion of Ramaker & Associates that this project will have no impact to the APE of
the scenic trail systems.

Dear Mr_ Spaulding:
The City of Federal Way's Community and Economic Development Department has completed an
administrative land use review of the proposed upgrades to an existing Personal Wireless Service Facility
(PWSF) on a 100-foot Puget Sound Energy (PSE) monopole located within the right-of-way adjacent to
32535 ?_ is' Avenue SW. Additional modifications to existing ancillary equipment located within a fenced
area are also proposed. The modification is part of a t:echnoloa- upgrade being performed on Sprint
Spectrum's network_ in order to improve service to its customers in the area_
The Process I application was submitted and determined to be complete on November 2, 2012. Your
proposal is found to be consistent with provisions of Federal Way Revised Code (FWRC) Chapter 19.55,
`Process 1 — Director's Approval', and Chapter 19.255, 'Personal Wireless Service Facilities'. Your
Process I proposal is hereby conditionally approved.
The Process I land use approval is supported by the following statements of fact:
1. Zoning &Land Use —The zoning designation for the subject property is Single Family Residential
(RS5.0). PWSFs are permitted in the RS zone pursuant to the zonin4 chart found in FWRC
19.220.120.
2. Review Process — According to submitted materials. the applicant proposes to removeireplace three
existing antennas with three new antennas and add three Remote Radio Units. No height increase is
proposed. One equipment cabinet will be removed and replaced with two new cabinets and ancillary
equipment within an existing fenced equipment area. The replacement of antennas on an existing
PWSF is subject to Process I Director's Approval pursuant to FWRC 19.15,030 `Review processes
for improvements and additions to developed sites'.
3. Prioritized Locations — Applicant proposes PWSF improvements in "existing broadcast, relay, and
transmission towers" or the second prioritized location set forth in FWRC 19.255.010(4). The highest
prioritized location is not feasible as this proposal is an upgrade to an existing facility. Staff finds the
applicant has met the burden to utilize the second prioritized location.
4. Cumulative Effects — The City must consider the cumulative visual effects of PWSFs mounted on
existing structures and/or located on a given permitted site in determining whether additional permits
may be granted so as to not adversely affect the visual character of the C try. As shown on the site

plan, elevations, and photos, titre replacement of three antennas with three new antennas and cabinet
equipment are not a substantial increase to the existing- site. The PWSF will not adversely affect the
visual character of the City and there is no proposed height increase.
5. Facility — The existing and proposed facility exceeds microcell and minor facility thresholds defined
in FWRC 19.05.130. Facilities exceeding such thresholds may be permitted it: (l )adverse visual
impacts are not created; (2) equipment cabinets meet adopted development standards; and (3) the
number of antennas and their size are appropriate for the location. All three criteria have been met as
further analyzed in this document's findings.
6. Exempt Activity — Applicant proposes to remove one cabinet and add two cabinets within the
equipment enclosure. Proposed upgrades will occur within the enclosure and within the existing
fenced area resulting in no exterior alteration. Therefore, these changes are exempt from PWSF
standards set forth in FWRC Chapter 19.255 and are permitted outright with no further zoning
compliance required pursuant to FWRC 19.255.010(3)(g).
7. State Enviranmenfal Policy Act (SEPA) —The proposed improvements are exempt from. State
Enrirownwdal Policy-[ct (SEPA) revievv per WAC197-11-800(3), as it is a minor repair/maintenance
activity of an existing facility, no additional antennas are to be added.
8. Process I Thresholds The proposed improvements meet Process I purpose criteria set forth in
FAMC 19.55.020 including compliance with applicable provisions of FWRC Title 19 `Zoning and
Development' and health, safety, and welfare standards_
CONDITIONS OF APPROVAL
The following conditions of approval are a component of this land use decision:
1. Prior to any site wort., the applicant shall obtain a right -of way permit from the city's Public Works
Department. Please contact Kathy Messinger, Engineering Technician, at 253-835-2725 if you have
any questions regarding the right-of-way permit.
2. Prior to any site work, the applicant shall obtain an electrical permit from the city's Department of
Community and Economic Development. For further information regarding electrical permits, please
contact the department's permit center at 253-835-2607.
CLOSING
This decision shall not waive compliance with future City of Federal Way codes, policies, and standards
relating to this site. This Process I approval does not constitute approval of an electrical permit.
The effective date of this decision is November 23, 2012, or three days from the date of this letter.
Pursuant to FW RC 19.55.050, any person who received notice of this administrative decision may appeal
the decision to the Federal Way Hearing Examiner by December 7, 2012. Any appeal must be in the form
of a letter delivered to the Department of Community and Econoin is Development with the establ ished
fee. The appeal fetter must contain a clear reference to the matter being appealed and a statement of the
al leeed errors in the Director's decision. No work on the proposal can commence until the end of the
appeal period.

In that you are the only party of record, you may waive your right to appeal by submitting a letter to this
effect to the City of Federal Way, Department of Camtttunih- and Economic Development Services.
Work on the site may not commence until you have been issued the appropriate electrical permit.
This Process I approval is valid for one year from the effective date of this decision. If no further action is
taken within one year, this decision will expire. A one-time, 180-day extension may he granted only if a
written request is submitted to the City's Department of Community and Economic Development at least
30 days prior to the expiration of the decision.

Dear Ms. Chapin:
On behalf of Sprint, Lynx Consulting is submitting to the City a "Master Land Use Application" for Planning Director
review and approval for a minor modification at an existing wireless facility located on a Puget Sound Energy pole at
32535 211 Avenue S.W.
The modifications will consist of. Replacing one antenna mount, relocating three panel antennas and three RRHs,
removing all existing and unused conduits, adding three panel antennas, adding three RRHs, adding six junction cylinders
and three 4" schedule 40 PVC conduits, on a 100' tall PSE pole. The existing antenna mount is at elevation 96'-0" AGL.
The proposed antenna mount replacement will be at the same elevation and the rad center elevation of the new antennas
(which are the same type of panel antennas) will remain at rad center 96' AGL. There is no change to the pole in terms of
height or bulk. The net increase in this proposal is three new panel antennas with ancillary equipment. The antennas will
be of the same color and type as existing and will have very little, if any, visual impact upon the public. No changes at
ground level or site disturbance. The improvements are aerial in nature.
The new antennas are needed to provide faster and more reliable service to customers within the service area and to
emergency responders. PSE has evaluated this proposal and has approved it (see IBC letter accompanying this
application).
We are enclosing the application, the checklist, four copies of the final construction drawings, site photographs taken from
each compass point, the IBC exemption letter, the previous Type I land use decision issued by the City under File No. 12-
105017-00-UP, a site vicinity map and a previous NEPA report demonstrating no environmental impacts associated with
the proposal.
The City originally requested a building permit application for this project. It was determined at intake that the City did
not have permit jurisdiction for this project and that a Right of Way permit would be required. We then submitted the
ROW permit (File No. 15-103196-00-TR) on June 30, 2015. A subsequent review of the ROW application determined that
due to the addition of three panel antennas a land use review was necessary. Our check for the land use review of $82 is
also enclosed.

Dear Olivia,
We have reviewed the drawings submitted to Puget Sound Energy (PSE) concerning the
proposed modification of a PCS antenna system on an existing wood transmission pole. It is
understood that the primary usage of the pole shall remain as part of an electrical transmission
system, with the installed PCS equipment as a secondary function.
A review of the structural loading and design for the pole has been performed by PSE's approved
engineering service provider, using the PCS antenna loads provided by Sprint and in accordance
with the National Electric Safety Code, EIA/TIA Standard 222-1), and electrical industry
standards. The existing pole will support the proposed modification.
Under the IBC section 105 of the 2009 code, public service entities are exempt from the
permitting provisions of the IBC and as such no calculations are required to be provided to the
permitting agency. Any installation of antennas and co -axial cables will be completed by PSE
construction personnel. The structural design and installation when completed will comply with
recognized national standards for the structural requirements and meet all utility code and
industry requirements.
