This is not an emergency, but rather an exempt maintenance and repair type of shoreline action. Handle it as an AD. Make sure the approval letter is written narrowly to maintenance and repair of an existing failing septic system and not for general construction access. Limit the approval to one day, with spill containment on site and restoration of any disturbed beach area. Call for a follow up inspection, etc. Verify and include commentary on permission from all private properties that will be crossed, and a comment about obtaining r/w approval prior to commencing the project.
