So now that you have the draft geotechnical report, the next steps will be: 1. Provide the design team with a copy so that they can include our recommendations on their drawings and submittals. In particular, we (and the City) will want to make sure that our recommendations in section 3.1 and 3.2 are included on the site grading, TESC, and drainage plans. Recommendations from section 3.3 through 3.6 will need to be included and shown on the civil, architectural, and structural plans as applicable. 2. Once our recommendations are included on the drawings, you will submit those to us and we will review, provide recommended edits, re -review after edits have been made, and write a letter stating that our recommendations are included in the plans. This is a critical item for the City and probably best to have us review once you have a complete submittal package. 3. Once we have that, submit final payment to us and we provide the final signed and sealed report and letter required by the City for final submittal — although I believe the City wants you submitting the entire submittal package together rather than providing pieces separately. After that the geotechnical portion will be done, Katie is providing the stormwater calculation memo later this week I believe and for that you will probably follow a similar process. Leila From: Edward Walsh Sent: Wednesday, October 14, 2015 4:29 PM To: Leila Willoughby -Oakes Cc: Kevin Peterson Subject: Sommerville Rebuild 15-105178 Leila - I'll bring over the marked up copy of the report I grabbed out of the SF review stack. I flagged a number of pages with discrepancies that should be resolved by the applicant. From what I see, both in the inconsistencies between the plans and Geo report, and also in the writing of the report, I am fairly sure that Geo Resources did not review the house plans, foundations, etc. I would recommend that something be required from them that they are ok with the plans. The plans do not incorporate a number of concerns they outlined, related to both the foundations, erosion and drainage. Regarding the drainage, we need to determine if it is permissible to discharge via a tightline pipe to the Puget Sound as they are proposing per our standards. Given that is outstanding, the storm design may have to change anyway. Geo Resources recommended that they connect to the tightline in the street, not what is proposed on the plans. I don't see enough elevations on the plan to know if that option is feasible. In the event that they are permitted to go to the Sound, this would involve construction of a drainage outfall pipe, anchors and outfall structure within the GHA and shoreline management area. I am fairly sure that this would be a new disturbance to that area. I don't know what on your end, if anything, needs to happen to permit that, if you are in agreement that it is even permissible. From what I see between the report and the images on the King County GIS info, the existing structure that burned down was a 1 story structure on a combination of stilts and a foundation. Basically it appears it was originally constructed as a small summer home along the water. From the pictures, it appears that it was a fairly light structure and probably contained minimal HVAC, piping, etc. that all add weight to the structure. What they are proposing is essentially a 3 story house within the same +/- footprint using modern construction techniques with all the equipment required to meet building codes. AKA, a substantial increase in structural loading above the top of slope. Geo Resources simplified logic is that the former house was there for a long time and that they are staying in the same footprint therefore it should be ok. They did do several test pits to 6-7 feet to classify soils and said that further supported their logic. They also said the completed a simplified slide analysis and it is acceptable. The report includes no laboratory data, no slide analysis input or output to support their conclusion and the test pits are shallow relative to the depth of the proposed basement and adjacent slope to the OHWM. Given the increase in load alone adjacent to the top of slope I would recommend this be sent to one of the third party Geo companies for their review. While Geo Resources may be completely correct in all their assumptions and recommendations, based on the limited information they submitted and the large increase in loading that doesn't really appear anywhere in their report, I think this one should probably get sent out. The proposed scope of services presented in this letter is based on discussions with and information provided by you and telephone conversations with the City of Federal Way (City). Information provided includes preliminary plan review comments by the City, a site drainage plan, architectural plan sheets, and a Geotechnical Engineering Report prepared by GeoResources, LLC, dated September 20, 2014. Presented below is a summary of our project understanding, and a description of our proposed scope of services. PROJECT UNDERSTANDING We understand that Prime NW Construction has proposed to build a new residential structure to replace the previous residence that was damaged in a fire. The project is located in Federal Way, Washington. The new residence will consist of a basement and 2 stories with an attached garage. Total livable space of the new residence will be approximately 6,800 square feet (ft) occupying approximately 2,050 square feet in plan area. Previously identified steep slope, erosion, and landslide hazard areas occupy the site to the north and south of the proposed residence. Based on information provided by the City of Federal Way, we understand that the previous geotechnical consultant did not provide an adequate geotechnical engineering report and Prime NW Construction requested that Landau Associates be retained in accordance with the City of Federal Way's Critical Area Direct Services Program to provide a !new Geotechnical Engineering Report for the project. Geotechnical Data Compilation and Review: We will compile and review readily available geologic and geotechnical information, and other relevant data for the project area. This information will be used to gain a general understanding of past human activities (filling, construction, etc.), and the underlying geology in the project area. Possible data sources include information obtained from the Washington State Department of Ecology well log data base and published geologic and topographic maps, in addition to the previous site studies provided. Field Investigation and Laboratory Testing Program: After reviewing readily available geotechnical and geologic data, we will complete a geologic reconnaissance of the project area and collect information on the general nature and physical features of the area surrounding the project site. This reconnaissance will also include a visual assessment of the steep slope(s) located on the property. We will also advance one exploratory boring at the project site to characterize soil and groundwater conditions. The boring will be advanced up to a depth of about 50 ft below the ground surface. A drilling contractor working under subcontract to Landau Associates will complete the exploratory boring using a truck mounted drill rig that will advance a hollow -stem auger. We anticipate that soil conditions will consist of poorly sorted mixture of loose to medium dense silty sand overlying relatively dense sand with gravel and cobbles with depth. The hollow stem auger boring will be terminated at shallower depths should auger refusal be encountered. Utilizing a different drilling method (roto-sonic, mud rotary, etc.) to meet the target depth, if auger refusal is encountered, is not included in this scope of work. In an effort to avoid buried utilities, we will arrange for underground utility location ("call before you dig" or "One -Call" services) prior to performing field activities. Despite our best efforts to avoid utilities, utility damage is sometimes unavoidable due to mismarked or unlocatable facilities. The cost for utility repairs is not included in our cost estimate. A geologist or geotechnical engineer from Landau Associates will observe the exploration, obtain soil samples from the boring, and prepare field logs of the conditions encountered. Soil samples will be obtained from the exploratory boring on about a 21/2- or 5-ft depth interval using the Standard Penetration Test (SPT) procedure, and will be delivered to our laboratory for further examination and classification. Soil samples obtained from the exploration will be held in our laboratory for 30 days after submittal of the final report. After that date, the soil samples will be disposed of unless arrangements are made to retain them. We do not plan to install piezometers to monitor groundwater levels; however, the groundwater level (if observed) will be noted at the time of drilling. Excess cuttings from the exploratory boring will be disposed of offsite. We will complete a geotechnical laboratory testing program consisting of natural moisture content and grain size and/or Atterberg Limits determinations on selected soil samples to aid in classifying site soils. We have budgeted for 5 moisture content and 2 grain size or Atterberg Limits determinations on selected samples. Engineering Analyses and Reporting: Information from the field investigation will be analyzed by a geotechnical engineer from Landau Associates to develop geotechnical engineering conclusions and recommendations for design and construction of the project. The results of our field exploration, laboratory testing, engineering analyses, and our geotechnical engineering conclusions and recommendations will be summarized in a geotechnical engineering report. The geotechnical engineering report will include: • a figure showing the location of the boring completed for this project • results of laboratory testing and summary log of the exploratory boring • surface conditions, topographic information, and a discussion of the near -surface soil and groundwater conditions observed on -site • recommendations for site grading, including clearing, grubbing and stripping; earthwork requirements; and fill placement and compaction criteria ■ recommendations for foundation support of the structure, including foundation preparation, maximum allowable soil bearing pressure, minimum footing sizes (continuous and column footings), minimum depth of burial, and resistance to lateral loads • estimated short-term and long-term settlements of foundations • static and dynamic lateral earth pressures on below grade walls • site and foundation drainage considerations • seismic design considerations per 2012113C • recommendations for stormwater management • analysis and recommendations addressing geotechnical construction in critical areas as defined in the City of Federal Way's revised code of general ordinances, for the following geologic hazards: - Erosion Hazard Areas - Landslide Hazard Areas - Seismic Hazard Areas - Steep Slope Hazard Areas. ■ recommendations for monitoring and testing during construction. 12/6/15 X\Pdme NW Construcfion\2015-12_Sommerville Residence Fire Rebuild\Sommerville Residence pro.dou LANDAU ASSOCIATES 3 In order to meet the City of Federal Way's requirement that Landau Associates perform a review of the construction plans to verify that our geotechnical recommcndations are included, we propose to do so and provide a letter stating that the plans incorporate our geotechnical recommendations (once applicable). This review will include one email to Prime NW Construction detailing the items we found to be inconsistent with our report recommendations, and one signed and stamped letter stating that our recommendations have been incorporated into the plans. COST ESTIMATE We estimate the cost for our proposed scope of services to provide the Geotechnical Engineering Report will not exceed $17,446 in general accordance with the following breakdown: Kickoff Meeting with Owner and City (if necessary) $ 825 Drilling Subcontractor $ 2,365 Landau Associates Field Services $ 3,246 Laboratory Testing $ 280 Geotechnical Evaluation and Report $ 9,180 Plan Review and Letter $ 1,550 Estimated Total $ 17,446 We propose to provide the above -described services on a time -and -expenses basis according to the budget set forth above and the attached fee determination summary sheets. In the event the project requirements change, or unexpected conditions are disclosed that appear to require further field effort, study, or analysis, we will bring these to your attention and seek your written approval for an addendum to the scope of services and costs prior to performing additional services. ASSUMPTIONS We have assumed the following as the basis for preparation of our scope of services and estimated cost: • Prime NW Construction will provide Landau Associates a current project base map and complete set of plans in AutoCAD or PDF format. If a base map is not provided, Landau Associates will produce figures showing the location of the boring and project features using available maps or aerial photographs. • The proposed field exploration program can be completed in 1 day. CLIENT FURNISHED INFORMATION — Client shall provide to Landau Associates information regarding the property location, property limits, the location of any buried utilities or structures, and any requirements for entry or work permits, security clearances, licenses or any other required permissions. Landau Associates shall not be liable for damage or injury arising from damage to subterranean structures (pipes, tanks, pipelines, etc.) that are not identified by Client. If the property is not owned by Client, Client shall obtain right -of -entry for the purpose of our services. OWNERSHIP OF DOCUMENTS — Unless otherwise agreed, all logs, notes, calculations, reports and other documents prepared by Landau Associates are the property of Landau Associates. Client is responsible for appropriate use of the information and recommendations contained in Landau Associates' reports and other written correspondence. Any and all such information and recommendations are provided for and are relevant to specific projects, as identified; any reuse of such information for extensions of a project, or disregard for or deviation from Landau Associates' recommendations or for any other project shall be at Client's sole risk and without liability or legal exposure to Landau Associates. STANDARD OF CARE AND LIMITATION OF LIABILITY — Landau Associates' services will be performed with the degree of skill and diligence normally employed by engineering professionals performing similar services in the Northwest at the time services are performed. No other warranty or representation, either express or implied, is included or intended in our proposals, contracts, reports, and communications. To the fullest extent permitted by law, Client expressly agrees to limit any and all claims of Client, including but not limited to claims alleging negligence, breach of contract, or breach of warranty against Landau Associates and/or its employees, for all losses of any kind, including economic loss, to an amount not to exceed the total fee paid under this Agreement or $50,000, whichever is greater. If Client desires a higher limit, Landau Associates may agree to an increased limitation for additional consideration. In the event Client makes a claim against Landau Associates, at law or otherwise, for alleged negligence, error, omission, breach, or other act arising out of the performance of professional services, and Client fails to prove such claim, Client shall pay all costs incurred by Landau Associates in defending itself against the claim. CLIENT INDEMNIFICATION — Client acknowledges that Landau Associates is not responsible for the creation or presence of contamination or pollution, if any, at the property. Client agrees to indemnify, defend, and hold harmless Landau Associates and any of its officers and employees from and against any claim, suit, action, or liability due to or related to contamination conditions at the property except to the extent such claim, suit, action, or liability is caused by the negligence of Landau Associates. For the purposes of this clause, contamination conditions shall mean the actual or alleged existence, discharge, release, or escape of any irritant, pollutant, contaminant, or hazardous substance into or upon the atmosphere, land, groundwater, surface water, or sediment of or near the property. Landau Associates will promptly notify Client of contamination conditions, if identified. SITE SUPERVISION — Landau Associates has no overall supervisory authority or actual and/or direct responsibility for the specific working conditions at the site and/or for any hazards resulting from the actions of any trade contractor. Unless expressly provided in the scope of services, Landau Associates has no duty to inspect, supervise, note, correct, or report any health or safety deficiencies of Client, contractors, or other entities or persons at the project site not employed or subcontracted by Landau Associates. PAYMENT— Invoices for Landau Associates' services will be issued monthly, payable upon receipt. Interest of 1% percent per month (but not exceeding the maximum rate allowable by law) will be payable on any amounts not paid within 30 days, payment thereafter to be applied first to accrued interest and then to the principal unpaid amount. Any attorney's fees or other costs incurred by Landau Associates in collecting any delinquent amount shall be paid by Client. SAMPLE RETENTION — Unless other arrangements are made, uncontaminated samples will be discarded in accordance with applicable regulations 30 days after testing is complete. Contaminated or hazardous materials samples not destroyed by testing remain the property of Client and will be returned to Client or project site for disposition as directed by Client. SUSPENSION OR TERMINATION — If Client requests suspension or termination of our services prior to completion, Landau Associates reserves the right to complete such analyses and records as are necessary to place the files in order, and, when necessary to protect our professional reputation, to complete a report on the services provided to date. Client shall compensate Landau Associates for personnel time and all reasonable expenses at current rates required to accomplish such closing. TIME BAR TO LEGAL ACTION —The parties agree that all legal actions by either party against the other concerning the services provided under this Agreement shall be barred two (2) years after the completion of services by Landau Associates. SEVERABILITY AND SURVIVAL — In the event that any provision of this Agreement shall be held invalid and unenforceable by a decision of a court of competent jurisdiction, the remaining provisions shall be valid and binding. All terms of this Agreement allocating or limiting liability shall survive the completion of the services hereunder and the termination of this Agreement. PRECEDENCE —These general conditions shall take precedence over any inconsistent or contradictory provisions contained in any proposal, contract, purchase order, notice to proceed, or like document regarding Landau Associates' services. A smaller structure won't necessarily impact our scope of work. What will impact our scope (and fee) is the structures proximity to the defined top of slope. We would need to get concurrence from the city, but if the structure is placed outside the 50 ft buffer from the top of slope required by the city's revised code we could possibly eliminate some of the analysis we need to perform (and maybe the boring). But that is something to talk with the city about at the meeting.
