Staff Analysis 21st Ave SW is classified as a Principal Arterial, corresponding to City
Standard Street Section `E' (see attached). The current improved street section along this project
frontage (generally) consist of a 56-foot wide roadway (2 north -bound lanes, a center left turn
pocket, and 2 southbound lanes), 4-foot planter strip, and 5-foot sidewalk, within a 78-foot right
of way (42-feet from roadway centerline to right of way). A C-curb runs the length of the
frontage. This C-curb performs the same function of the median as shown on City standard street
section `E', restricting any left -turns into this site and restricting the 2 existing driveways on the
site to right -in and right -out only. Currently, there are no streetlights along this property frontage
(on either side of 21 S), and there is what appear to be 115kv transmission lines with 3-phase
distribution power lines overhead, along this sites frontage.
Requirements / Conditions of Approval Development Services staff recommends approval
of this modification to our standards, since currently 21 st Ave SW is improved with the required
number of lanes, the c-curb functions as the `median', and any additional pavement widening for
this section of frontage would not function properly, since we could not require the widening to
extend beyond the north property line to the intersection with SW 336th St.

Request: SW Campus Drive - The applicant is requesting waiver of all physical street improvements, and is
only proposing to dedicate the necessary right of way to meet our standard.
Staff Analysis: SW Campus Drive St is classified as a Principal Arterial, corresponding to City Standard Street
Section `I' (see attached). The current improved street section along this project frontage (generally) consist of a
78-foot wide roadway (2 east -bound lanes, double left -turn lanes onto southbound 21st Ave SW, 2 west -bound
through lanes, and a right -turn pocket onto northbound 21st Ave SW). Where this property abuts Campus
Drive, there is a 3.5-foot wide planter strip, and 5-foot sidewalk. In general, other than along this property
frontage, this section of Campus Drive has no planter strips, and the sidewalk width varies. A C-curb runs the
length of this site's frontage, restricting any left -turns into this site at its `shared' driveway with the Taco Bell
restaurant. There is a break in the curb just to the east of the property, allowing for left -turns into the site at its
shared driveway with the separate retail development that's adjacent to the north side of the old Albertson's
building. The existing (1/2) right of way width on the south side is 42-feet.
Requirements / Conditions of Approval Development Services staff consulted with Traffic Division, and
the recommendation is to deny the request to waive any improvements, and instead believe that a modification
to our standards is appropriate. The suggested modification would be to require that new sidewalk be
constructed adjacent to the back of curb, and match the width of the existing sidewalk to the west and east of
this section. This would be consistent with recent improvements constructed along the north side of Campus
Drive, as well as matching the exis ing sidewalk along the south side of the street. It is also recommended to
have the developer reconstruct the est (near Taco Bel]) driveway to meet current City and ADA standards, and
install overhead lighting at bot driveways to improve nighttime visibility. Right of way dedication will be

Request: 19th Ave SW - The applicant is requesting waiver of all physical street improvements,
but is proposing to dedicate the necessary right of way to meet our standard.
Staff Analysis: 19th Ave SW is classified as a Minor Collector, corresponding to City Standard
Street Section `R' (see attached). The current improved street section along this project frontage
consists of a 35-foot wide roadway (single north- and south -bound lanes, with a center left turn
lane and left turn pocket at SW Campus Drive), an 8-foot sidewalk (adjacent to the curb), within
a 60-foot right of way (28-feet from roadway centerline to right of way on the project side of the
street). A short section of C-curb runs in front of the driveway near SW Campus Drive, making
this a right -in, right -out only driveway. There is a drop-off behind the sidewalk that runs approx.
2/3 the length of the property frontage that varies in height from 1 to 4 feet. The back edge of
sidewalk is supported by a rockery throughout the length of the drop-off.
Requirements / Conditions of Approval Development Services staff consulted with Traffic
Division, and the recommendation is to approve the request to waive any improvements.
Construction of improvements (street widening, planter strip, and sidewalk) would be difficult
due to the difference in elevation along the frontage. Additionally, street widening at the
intersection with Campus Drive would necessitate the relocation of the traffic signal pole and

Recommended condition of approval of this waiver would be to have the existing driveway be
reconstructed to meet current City and ADA standards, dedicate right of way along the property
frontage, and have the applicants engineer verify if the existing street lights along the east side of

Dear Mr. Salloum:
The purpose of this letter is to request an administrative decision for modifications to roadway
standards for a proposed redevelopment project at 33620 21st Avenue SW. The site was
previously developed with an Albertsons grocery store; the store has since closed and has
remained vacant for several years.
The applicant desires to demolish the existing building and redevelop the property as Self
Storage. The project will include four, two -level buildings with a secured loading/unloading
area, a small customer parking lot, and an administrative office.

The subject property occupies two parcels, depicted in green below. These parcels occupy
portions of the block along SW Campus Drive between 19th Avenue and 21st Avenue SW.
The residual areas on the block are owned by other parties and are not a part of the
redevelopment proposal. The project does not control the corner at SW Campus Drive and
21st Avenue SW.

In addition to this roadway modification request, the applicant is seeking the following two land
use permits to facilitate the desired redevelopment project:
Process III - The applicant is pursuing a Process III land use application to allow the use
and the proposed site design. This is required prior to building permit issuance.
Boundary Line Adjustment (BLA) — The applicant intends to submit for a BLA midway
through the Process III review to reconfigure the existing outparcel along 21st Avenue to
be oriented to Campus Drive; this will keep most redevelopment actions on a single
parcel.
In a pre -application meeting summary letter sent on February 16, 2017, it was brought to our
attention that half -street improvements and right-of-way dedications may be required for each
of the abutting streets, consistent with roadway cross -sections depicted in Chapter III of the
Federal Way Comprehensive Plan. FWRC 19.135.070 indicates that the Public Works Director
may modify defer, or waive the requirements after consideration of a written request. The
applicant requests an administrative decision for modification to roadway standards for the
project. The following sections of this letter highlight the specific requirement and requested
modification, as they relate to each of the abutting roadways. The modification responses
coincide with the modification criteria outlined in FWRC 19.135.070 for modifications,
deferments, and waivers.

the pedestrian facilities vary from the adopted standards. The applicant intends to improve the
pedestrian environment along the ±280 feet of frontage; this includes adding a 6-foot planter,
an 8-foot sidewalk, and a 3-foot utility strip.

Response to Modification Criteria FWRC 19.135.070 for 21st Avenue SW
(1) The improvement as required would not be harmonious with existing street
improvements, would not function properly or safely or would not be advantageous to
the neighborhood or city as a whole.
Suggested Finding: Street improvements along the 280 feet of frontage would result
in an awkward jog in the northbound travel lanes to increase the lanes by 1 to 2 feet.
This would create a difficult stretch of roadway alignment, as lanes would taper back
down to align with the roadway sections to the north and south. Lane reconstruction
would also impact traffic flow during construction. Lane improvements in this section
would not be advantageous to the neighborhood, as it would create an unpleasant
streetscape.
(2) Unusual topographic or physical conditions preclude the construction of the
improvements as required.
Suggested Finding: The physical width of the property's frontage on 21st Avenue
SW is only about ±280 feet and does not include the corner of 21st Avenue SW and
SW Campus Parkway. Roadway improvements would require slightly wider lanes than
currently exist; this would require the lanes/curbs to be tapered to the north and south
to tie into the existing roadway improvements.
(3) Proper vertical or horizontal alignments cannot be determined because the existing
streets do not have correct alignments.
Suggested Finding: The proposed modification to maintain existing lane widths will
not result in incorrect vertical or horizontal alignments along 21st Avenue SW.

The existing 19th Avenue is fully improved in a design that differs from the adopted cross
section. The existing street has one travel lane in each direction, a center turn lane, and
sidewalks immediately abutting the existing curb and gutter. The total curb -to -curb width is
approximately 35 feet. The street has a signalized intersection at SW Campus Drive and
serves as a collector for the Fred Meyer grocery store, Twin Lakes Post Office, Saghalie
Middle School, and residential neighborhoods to the south.

Suggested Finding: The existing street is developed with a center turn lane, travel
lanes, 7.5-foot wide curb -tight sidewalks, and mature planting along the right-of-way.
The street is a primary vehicle route to serve the commercial development, middle
school, and residential neighborhoods. Overall, the streetscape is in good condition.
The required improvements would be inharmonious with the existing street
improvements for the following reasons: (i) street parking is not provided on the other
portions of the street, (ii) the area is suburban in character and appears to have high -
traffic volumes; street parking may impact traffic flow near the intersection, (iii) all
existing trees in the corridor are along the right-of-way, rather than between the back
of curb and the sidewalk, (iv) the entire street has curb -tight sidewalks, (v) the adjacent
buildings are not oriented to 19th Avenue SW and are separated from the street with
parking lots and/or drive aisles, and (iv) the existing 7.5-foot wide sidewalk provides
greater pedestrian circulation capacity than noted by the required cross section.
Pedestrian circulation capacity is important for safe walking conditions for children that
walk to Saghalie Middle School from the apartments north of SW Campus Drive. For
these reasons, street improvements would not be advantageous to the neighborhood
and would create an awkward exception to the street pattern.
(2) Unusual topographic or physical conditions preclude the construction of the
improvements as required.
Suggested Finding: The existing street is has been designed and constructed quite
differently than the adopted cross section. The entire corridor has a center turn lane
and landscaping immediately behind curb -tight sidewalks. There is no street parking
within the corridor. There are mature trees and plantings along the right-of-
way/frontage and not between the sidewalk and the travel lanes.
There are legacy uses along this stretch of 19th Avenue SW that have created
physical conditions that have precluded the widening of the street to the adopted
standards. The drive -through mail drop of the Twin Lakes Post Office places
constraints on the alignment of the street along its easterly boundary for widening.
There are unusual physical conditions that preclude the construction of the
improvements as required, which include (i) the center turn lane extends through the
corridor, which will not allow street parking to be added within the required right-of-way,
(ii) the intersection at Campus Drive appears to handle relatively high traffic volumes,
making street parking a potential hazard near the intersection, and (iii) the corridor's
sidewalks are all curb -tight and full sidewalk replacement would result in an awkward
pavement jog.
(3) Proper vertical or horizontal alignments cannot be determined because the existing
streets do not have correct alignments.
Suggested Finding: The proposed modification to omit the parking lane and match
landscape and sidewalk alignments along 19th Avenue SW will not result in incorrect
vertical or horizontal alignments along the street.
(4) The required improvement is part of a larger project that has been scheduled for
construction in the city's adopted six -year transportation improvement program.

letter states that, assuming a symmetrical cross section, this would require ±3.5-foot right-of-

The existing condition of SW Campus Drive closely resembles the adopted cross section. The
existing street has two center left -turn lanes and trees are placed on the edges of the right-of-
way behind the sidewalk. Southwest Campus Drive is a high volume, principal arterial. Recent
improvements to the west of the site include sidewalks immediately abutting the curb and
gutter with street trees placed behind the sidewalk.

Response to Modification Criteria FWRC 19.135.074 for SW Campus Drive
(1) The improvement as required would not be harmonious with existing street
improvements, would not function properly or safely or would not be advantageous to
the neighborhood or city as a whole.
Suggested Finding: Constructing frontage improvements consistent with the adopted
cross section would be inharmonious with the existing street improvements in this
immediate section of SW Campus Drive and the vicinity of the site. All street trees are
located along the right-of-way edge behind the sidewalk. Furthermore, the property
occupies only 181 feet of frontage and is located mid -block. If improvements are
required, this small stretch of roadway frontage will appear awkward in relation to the
overall streetscape.
(2) Unusual topographic or physical conditions preclude the construction of the
improvements as required.
Suggested Finding: There are two physical conditions that preclude the construction
of the required improvements. First, the property has only ±181 feet of mid -block
frontage; this will be difficult to taper and tie into the curbs and sidewalks within this
narrow distance. Second, there are two center left -turn lanes on SW Campus Drive,
one more than illustrated in the adopted section. This precludes the ability to provide
the literal dimensional standards prescribed in the adopted cross section (e.g., planter
width and utility strip).
(3) Proper vertical or horizontal alignments cannot be determined because the existing
streets do not have correct alignments.
Suggested Finding: The proposed modification to match landscape and sidewalk
alignments along SW Campus Drive will not result in incorrect vertical or horizontal
alignments along the street.

(4) The required improvement is part of a larger project that has been scheduled for
construction in the city's adopted six -year transportation improvement program.
Suggested Finding: These improvements are not identified on the City's adopted
six -year transportation program.
