Conceptually, a feller buncher to cut trees and chain saw for smaller trees and shrubs will be used, as well as a processor/grinder for tree branches and stumps. Material will be hauled off site in trucks and trailers. Harvest will begin after grading permits are issued or when/if the site becomes under new ownership, likely Spring of 2020. We have previously prepared a geotechnical report for the site, Geotechnical Engineering Report, Proposed Residential Development, dated November 20, 2017. We have also reviewed our work previously completed in the vicinity of the site for others. Our understanding of the project and the City comments is based on email from Ms. Nagorski in which the City asks for the following: Prior to EN plan approval, the applicant shall either: a) Route the detention pond discharge so that it bypasses the existing infiltration facility, or provide infiltration testing and mitigation to assure original infiltration rates are maintained; or b) Provide geotechnical review of the effect groundwater will have on the detention pond, and whether or not a pond liner will be needed. This letter was prepared to satisfy the second option. Previously we have completed borings and monitoring wells for the adjacent storm ponds. We have also completed test pits at the subject site. Logs of the explorations are included in Appendix A. Based on this data we offer the following comments: Static groundwater was observed to be more than 30 feet below existing grades. Perched groundwater observed at the site is likely perched on the dense glacial till and should be mitigated by the proposed development and associated stormwater systems at the site. It is our opinion the volume of perched groundwater in the post developed conditions should not affect the storage capacity of the proposed detention pond. Based on our grain size analyses and test pit explorations, the near surface soils at the site are very dense glacial till with a thin weathered till cap. These soils were found to have over 30 percent fines. Where the glacial till is undisturbed, it should be suitable for the detention facility without a liner. Where the glacial till is disturbed, it should be either lined or removed and recompacted as a till liner at least 18 inches thick. Till liners require material with at least 20 percent fines and compaction to at least 95 percent of maximum dry density with a moisture content at or slightly above the optimum moisture content. Provided these conditions are met, it is our opinion an additional liner should not be required. We have prepared this letter for use by the Pena's and other members of the design team, for use in the design of a portion of this project. The data used in preparing this report and this report should be provided to prospective contractors for their bidding or estimating purposes only. Our report, conclusions and interpretations are based on our subsurface explorations, data from others and limited site reconnaissance, and should not be construed as a warranty of the subsurface conditions. Variations in subsurface conditions are possible between the explorations and may also occur with time. A contingency for unanticipated conditions should be included in the budget and schedule. Sufficient monitoring, testing and consultation should be provided by our firm during construction to confirm that the conditions encountered are consistent with those indicated by the explorations, to provide recommendations for design changes should the conditions revealed during the work differ from those anticipated, and to evaluate whether earthwork and foundation installation activities comply with contract plans and specifications. The scope of our services does not include services related to environmental remediation and construction safety precautions. Our recommendations are not intended to direct the contractor's methods, techniques, sequences or procedures, except as specifically described in our report for consideration in design. If there are any changes in the loads, grades, locations, configurations or type of facilities to be constructed, the conclusions and recommendations presented in this report may not be fully applicable. If such changes are made, we should be given the opportunity to review our recommendations and provide written modifications or verifications, as appropriate. The Alderwood soils are typically derived from glacial till, form on slopes of 0 to 8 percent, are listed as having a "slight" erosion hazard when exposed, and are included in hydrologic soils group B. Our test pits encountered somewhat variable subsurface conditions that generally confirmed the mapped stratigraphy at the site. In general, we encountered about 0.5 to 1 foot of topsoil mantling 2 to 5 feet of brown to tan, orange stained silty sand to silty sand with gravel. The gravel fraction appeared to increase with depth. We interpret these shallow soils to be weathered glacial till that appeared to be in a loose to medium dense, moist condition. Below the surficial soils, our explorations encountered tan to tan and grey silty sand with gravel in a dense to very dense, moist condition to the full depth explored. We interpret these deeper soils to be consistent with glacial till. d. Are there surface indications or history of unstable soils in the immediate vicinity? If so, describe. iel None known. e.
