Dear Ms. Gastfield:
The Community Development Department has received your request to remove a 22" diameter Douglas
fir tree on city -owned Coronado Village open area parcel 176150-0305 in order to connect the Norpoint
Heights subdivision to water utility services. The department hereby authorizes you to remove the fir tree
with the following condition:
Condition — The applicant shall replace the Douglas fir's 2.5 tree unit credits pursuant to
Federal Way Revised Code 19.120.130-2 on the Coronado Village open area parcel
(preferably outside of the Lakehaven easement) or offsite at Town Square Park property.
Please coordinate with Steve Ikerd from the Parks Department at 253-835-6911 for Town
Square Park planting. The replacement or coordination with Parks shall occur prior to
submitting an application for final plat approval. Evidence of replacement or coordination
with Parks shall be a component of the final plat application.
Be advised this approval is limited to the 22" Douglas fir identified on the August 6, 2015, request. No
other trees or shrubs have been authorized for removal on the city -owned property. Please coordinate with
the Public Works Construction Inspector on this plan deviation. You may contact me at 253-835-2638 or

Dear Matt:
This letter summarizes our request to propose a new water alignment within the City's Park north
of the Norpoint Heights project.
During construction it was found that the location of the existing water line that connects into the
main water line within 25th Avenue SW and stubs to the west side of 25th Avenue SW was
inadvertently shown approximately 20' north of its actually location. Due to this, we are proposing
to realign the water line to connect to the constructed water stub then run the line west to the
Norpoints Heights project Please see the enclosed plan showing the relocated water line.
The new alignment will require an existing fir tree to be removed. in addition, it will require the
existing 15' Lakehaven water easement to be relinquished and a new water easement put in
place to encompass the relocated water line. In an effort construct the water line quickly, we
would like to establish a temporary construction easement while the final easement is being
processed.

Norpoint Heights Engineering Review
Dear Ms. Barker:
This letter is in response to the review comments from the City of Federal Way Planning
Department dated February 29, 2012. Following is a list of each comment followed by a response
or a summary of the action taken in response to each shown in bold.
1) Modification Request - Please note that the Federal Way City Council resolution approving
Clearing and Grading sheet GR-01 in place of Sheet PP-04 will be on the City Council
agenda for March 6, 2012. That meeting starts at 7:00pm in the City Council Chambers.
Acknowledged. Per our previous conversations, the City Council approved the
Clearing and Grading Sheet GR-01.
2) School Access Plan - The proposed off -site plans providing pedestrian access to school
bus stop locations has been forwarded to the Federal Way School District for verification.
1 expect their response shortly.
ESM has requested that the City of Federal Way confirmation of the pedestrian
access along Norpoint Way be required prior to the project pre -construction
meeting. The pedestrian access improvement is within the City of Tacoma and they
require that the City of Federal Way approved the plat civil construction plans prior
to their approval. By postponing approval of the pedestrian access until the pre -
construction meeting and approving the plat civil plans we are able to obtain the
necessary approval from the City of Tacoma and in turn you will be able to confirm
that the pedestrian access is approved for construction through City of Tacoma.

3) Open Space - The Federal Way subdivision code requires that 15% of the subject property
be set up in open space or an alternative fee -in -lieu may be paid prior to recording. The
following information is based on the open space tracts that are proposed in the Norpoint
Heights plat.
a. The 2,718 square -foot Tract D and the 1,106 square -foot Tract F establish
pedestrian access consistent with Federal Way City Code (FWCC) 20-157, which
states that the paved width of these pedestrian tracts shall be twelve feet, no sight -
obscuring fences or landscaping shall be permitted abutting these corridors, and
pedestrian scale lighting shall be provided when the two ends of the access
corridor are not intervisible, such as the case with Tract D. Pedestrian access tract
landscaping should be depicted on the landscape plan and the location of the
pedestrian scale lighting shown on Tract D.
Tract D has been converted to a utility tract and the open space fee -in -lieu
will be revised to exclude this tract area Landscaping has been added
along the perimeter of the pedestrian path in Tract F.
b. Under FWCC 20-158(d), pedestrian access corridors shall be considered usable
open space in determining open space requirements. As open space tracts, they
would be owned and maintained in common by the Homeowners' Association.
Acknowledged. Tract F will be considered a pedestrian access corridor.
c. The Norpoint Heights subdivision is 132,856 square feet in size and 15% of that is
19,928.4square feet. The two pedestrian access tracts create 3,824 square feet of
open space, leaving 16,104 square feet of open space to be provided via fee -in -
lieu mitigation.
Acknowledged. However, Tract D has been converted to a utility tract and
the open space fee -in -lieu will be! revised to exclude this tract area.
d. Per FWCC 20-156(b), open space fees are based on a per square foot value of the
land prior to final plat approval. The current 2011-2012 King County value of the
132,856 square -foot property is $161,000, or $1.21 per square foot. Using the 2011-
2012 County value, the fee for the remaining 16,104 square feet of open space
would be $19,486,32. Please note that prior to final plat approval, the open space
fee will be re -calculated using the current assessed value and the fee shall be
paid to the City prior to recording.

4) Landscape Plan - The following comments are based on review of the e-mailed
landscape plan prepared by The Roper Company dated November 23, 2011:
a. Revise the landscape plan to provide landscaping in pedestrian access open
space tracts D and F, including shrubs, ground covers, and mulch. Trees may be
included in these tracts as long as they are not sight -obscuring trees and if
approved by PSE. Note that any replacement trees that may be required following
clearing and grading activities may be planted in these open space tracts subject
to PSE approval.
Tract D has been converted to a utility tract and the open space fee -in -lieu
will be revised to exclude this tract area. Landscaping has been added
along the perimeter of the pedestrian path in Tract F.
b. Clearing and grading plan sheet GR-01 "Clearing, Grading & T.E.S.C." depicts
significant trees to be retained on the property including an evergreen tree retained
in landscape buffer Tract B. Please revise relevant plans to depict consistent tree
retention information.
Sheet GR-01 has been revised to eliminate the significant tree within Tract B.
c. Remove the note about desert ash trees unless they are proposed in the plant
materials list.
The note regarding desert ash has been removed.
d. Tracts A and B are required to be planted in Type III landscaping, which consists of
trees, large shrubs, and ground cover. The e-mailed landscape plan does not
show any trees in these tracts, as they conflict with the underlying Lakehaven Utility
District Easement. Therefore, a written landscape modification request consistent
with standards of FWCC section 22-1570 must be submitted to modify the Tract A
and B landscaping. This includes identifying the special circumstances that require
the modification {FWCC 22-1570(d)j and the modification denoted consistent with
FWCC 22-1570(h).
A landscape modification has been prepared and enclosed.
e. Per FWCC 20-1 78, perimeter fencing in subdivisions shall be located on the interior
side of landscape strips planted along arterial streets. Please show the location of
any proposed tracts A and B fencing consistent with code.
Fencing has been added to the landscape plans along the interior of Tracts
A and B.
f. Note that Paperbark Maple trees are an approved street tree in type-W street cross
sections.

5) Final Plat Conditions for Future Information - The following shall be reflected on the final
plat documents at the time the final plat is submitted. (I'm sure there will be other
conditions.)
a. Street tree locations on private lots shall be depicted on the final plat map and a
note shall be added that these trees shall be the responsibility of the adjacent
homeowner in perpetuity.
b. The final plat shall reflect that landscape tracts A, B, C, E, F, and G shall be owned
and maintained by the Homeowners' Association.

The Public Works and Planning Department have reviewed the May 18, 2011 submittal of civil
and landscape plans for the above -referenced project. Prior to approval of these plans, the
following shall be addressed:
Sheet PN-01:
1) The pond control structure shall be located adjacent to an access road, per the
requirements of Section 5.3.4.1 of the 1998 King County Surface Water Design Manual
(KCSWDM).
Sheet SD-01:
1) Show how/where the existing utility pole down -guys will be relocated (near CB #3). The
down -guys cannot be located within the sidewalk as currently shown.
2) It is recommended that the lid on existing SDMH #2 be replaced with a round -solid lid,
since it appears to fall within the wheel -path of vehicles entering the plat, and a round
lid is better suited for vehicular traffic, This concept.should be reviewed For approval by
the City of Tacoma, as the owner of this structure.
Sheet L1.1:
1) Show the planter strip to be planted with sod, per City Of Federal Way requirements.
2) The street trees located within the street right of way shall be per the City of Federal
Way pre -approved tree list for a 4-foot planter roadway (see enclosed).
3) The street trees shall be 2 1/2 inch caliper, per City requirements.

Norpoint Heights Engineering Review
Dear Ms. Gastfield:
Thank you for providing an electronic copy of the revised civil plans in advance of the formal plan
resubmittal. In the interest of time, I reviewed these (plans, including the revised landscape plan, based on
my June 27, 2011 comments.
This letter provides information about the following:
1) Modification Request — Please note that the Federal Way City Council resolution approving
Clearing and Grading sheet GR-01 in place of Sheet PP-04 will be on the City Council agenda for
March 6, 2012. That meeting starts at 7:00pm in the City Council Chambers.
2) School Access Plan — The proposed off -site plans providing pedestrian access to school bus stop
locations has been forwarded to the Federal Way School District for verification. I expect their
response shortly.
3) Open Space — The Federal Way subdivision code requires that 15% of the subject property be set
yap in open space or an alternative fee -in -lieu may be paid prior to recording. The following
information is based on the open space tracts that are proposed in the Norpoint Heights plat.
a. The 2,718 square -foot Tract D and the 1,106 square -foot Tract F establish pedestrian access
consistent with Federal Way City Code (FWCC) 20-157, which states that the paved width of
these pedestrian tracts shall be twelve feet, no sight -obscuring fences or landscaping shall be
permitted abutting these corridors, and pedestrian scale lighting shall be provided when the
two ends of the access corridor are not intervisible, such as the case with Tract D. Pedestrian
access tract landscaping should be depicted on the landscape plan and the location of the
pedestrian scale lighting shown on Tract D.
b. Under FWCC 20-158(d), pedestrian access corridors shall be considered usable open space in
determining open space requirements. As open space tracts, they would be owned and
maintained in common by the Homeowners' Association.
c. The Norpoint Heights subdivision is 132,856 square feet in size and 15% of that is 19,928.4
square feet. The two pedestrian access tracts create 3,824 square feet of open space, leaving
16,104 square feet of open space to be provided via fee -in -lieu mitigation.
d. Per FWCC 20-156(b), open space fees are based on a per square foot value of the land prior
to final plat approval. The current 2011-2012 King County value of the 132,856 square -foot
property is $161,000, or $1.21 per square foot. Using the 2011/2012 County value, the fee for
the remaining 16,104 square feet of open space would be $19,486.32. Please note that prior to

final plat approval, the open space fee will be re -calculated using the current assessed value
and the fee shall be paid to the City prior to recording.
4) Landscape Plan — The following comments are based on review of the e-mailed landscape plan
prepared by The Roper Company dated November 23, 2011:
a. Revise the landscape plan to provide landscaping in pedestrian access open space tracts D
and F, including shrubs, ground covers, and mulch. Trees may be included in these tracts as
long as they are not sight -obscuring trees and if approved by PSE. Note that any replacement
trees that may be required following clearing and grading activities may be planted in these
open space tracts subject to PSE approval.
b. Clearing and grading plan sheet GR-01 "Clearing, Grading & T E.S.C. " depicts significant
trees to be retained on the property including an evergreen tree retained in landscape buffer
Tract B. Please revise relevant plans to depict consistent tree retention information.
c. Remove the note about desert ash trees unless they are proposed in the plant materials list.
d. Tracts A and B are required to be planted in Type III landscaping, which consists of trees,
large shrubs, and ground cover. The e-mailed landscape plan does not show any trees in these
tracts, as they conflict with the underlying Lakehaven Utility District Easement., Therefore, a
written landscape modification request consistent with standards of FWCC section 22-1570
must be submitted to modify the Tract A and B landscaping. This includes identifying the
special circumstances that require the modification {FWCC 22-1570(d)) and the
modification denoted consistent with FWCC 22-1570(h).
e. Per FWCC 20-178, perimeter fencing in subdivisions shall be located on the interior side of
landscape strips planted along arterial streets. Please show the location of any proposed tract
A and B fencing consistent with code.
f. Note that Paperbark Maple trees are an approved street tree in type-W street cross sections.
5) Final Plat Conditions for Future Information — The following shall be reflected on the final
plat documents at the time the final plat is submitted. (I'm sure there will be other conditions.)
a. Street tree locations on private lots shall be depicted on the final plat map and a note shall be
added that these trees shall be the responsibility of the adjacent homeowner in perpetuity.
b. The final plat shall reflect that landscape tracts A, B, C, D, F, and G shall be owned and
maintained by the Homeowners' Association.
When resubmitting the revised plans, please provide three copies along with a Resubmittal Information
