David Litowitz at the request of the city then submitted to the City six tree unit calculations for properties around Retreat Meadows preliminary plat. These six tree unit calculation worksheets listed below were submitted to the City in conjunction with the utility and infrastructure construction plans for the retreat meadows site. Below are a few comments on items 1, 8, 9, 10, 11, and 12 from my prior May 9, 2016 review and your June 24, 2016 response, plus one additional item, that need to be addressed before I can approve the landscape plan and sign off on the EN for the Planning Division. Item numbers that are skipped or excluded on this memo means that item has been adequately addressed. The following comments are based on a review of the plans submitted to the City on June 24, 2016. 1. This plat is subject to the previous Federal Way City Code (FWCC) landscape plan requirements and significant tree retention and replacement standards. All references to tree units and tree canopy regulations of the Federal Way Revised Code (FWRC) do not apply and should be removed from the landscape plan. July 21, 2016 OK. FYI, I will make a couple of red -line comments on this item on final plan. 2. — 7. OK. 8. The 10=foot-wide tract D landscape buffer along the SW 356"' street frontage is currently proposed to include only sod. Per FWRC, this 10-foot-wide tract is required to be a Type III landscape buffer with trees, shrubs and groundcover throughout the 10-foot-wide strip. The trees in this landscape buffer are not the street trees required by Public Works street standards. Revise the plan to show a 10-foot-wide Type III landscape strip, with trees approximately 15 - 20 feet on center, large shrubs at 3 — 5 feet on center and groundcover throughout the landscape area. July 21, 2016 review comment — This item needs to be revised on plan sheet L1.2 to implement type III landscaping the entire 10 foot width. A minimum of two rows of shrubs need to be added in front of the proposed cedar trees. The landscape plan needs to be revised to address all comments 1- 13 below. These comments must be addressed before Planning Division can sign off on the EN plans. See the enclosed red -line landscape plan for further clarification of the comments below. 1. This plat is subject to the previous Federal Way City Code (FWCC) landscape plan requirements and significant tree retention and replacement standards. All references to tree units and tree canopy regulations of the Federal Way Revised Code (FWRC) do not apply and should be removed from the landscape plan. 2. As the applicant is proposing to remove all significant trees on -site, the significant tree replacement plan needs to account for a minimum 25 percent replacement pursuant to FWCC 22-1568 and not the current code tree canopy regulations. 3. The Roper Landscape plan needs to reference the survey map / significant tree inventory, and identify at a minimum: name of surveyor and date of significant tree survey. 4. Include a copy of the significant tree survey with the revised landscape plan. 5. Based on information on the Roper Plan, the tree replacement plan does not meet the minimum 25 percent replacement standard of FWCC. As proposed there are 169 significant tree replacements shown not 183 as required, based on 25 percent of 733 significant trees. Revise to show a minimum of 183 replacement trees. 6. The same symbol is used twice in the plant materials list for both Leyland Cypress and Western Mountain Hemlock, please revise. 7. The 10-foot 'wide tract D landscape buffer along the SW 356th street frontage is currently proposed to include only sod. Per FWRC, this 10-foot wide tract is required to be a Type III landscape buffer with trees, shrubs and groundcover throughout the 10-foot wide strip. The trees in this landscape buffer are not the street trees required by Public Works street standards. Revise the plan to show a 10-foot wide Type III landscape strip, with trees approximately 15-20 feet on center, large shrubs at 3-5 feet on center and groundcover throughout the landscape area. 9. Would it be more appropriate to spread out significant tree replacements onto more individual lots rather than have up to six or seven replacement trees on an individual lot such as lot 2, 6, 8, 30, 55, and 59? 10. The purpose was to determine the impacts from grading and/or retaining wall construction on the edge trees and to make recommendations for cultural care or removal of the impacted trees. Findin s and Recommendations We found one hundred and twenty-two (122) trees on or within. 20 feet of the property line of the proposed project. The edge tree species include Douglas -fir (Pseudotsuga menziesii), western red cedar (Thuja plicata), red alder (Alnus rubra), bigleaf maple (Acer macrophyllum), and western hemlock (Tsuga heterophylla). The trees range in diameter from 6 to 58 inches DBH (diameter measured at 4.5 ft. above the ground line). The condition of the trees ranged from dead to 'good'. We determined the critical root zone (CRZ) for each tree in the field. The CRZ is based on the tree size, the proximity of adjacent trees, and orientation to prevailing winds. The root protection zone (RPZ) is a minimum distance from the tree its roots can be damaged and still be expected to survive. Thirteen (13) additional trees are within proximity of the access road originating from 1st Avenue to the east. Many of these trees were not on the provided tree survey map (see Appendix I), so the relative position of these trees were sketched in. We have provided our preliminary recommendations for tree retention and removal for these trees in Appendix II. Once the clearing limits for the new access road are staked, then it is recommended that WFCI be contacted to re -inspect this new edge. Of the 135 off -site trees, we found 97 that would be severely impacted if grading takes place at the property line and road clearing limits. In the remaining perimeter area, 91 off -site trees will either need additional root zone protection, or they should be removed to avoid creating hazard trees. As requested, we are pleased to present the attached retaining wall design calculations and cross sections for a gravity wall using small pre -cast concrete blocks. Based on the proposed grading plan prepared by the Beyler Consulting (Sheets C7.0 and C8.0, dated April 15, 2014), the proposed retaining walls will be used for grade separation in several areas of the site. The walls will range from less than 1-foot to a max exposed height of 5.5 feet, with at least 1-foot of embedment. We have previously prepared a Geotechnical Report, as referenced above, under separate cover. Subsurface Conditions Our interpretation of the subsurface conditions at the site are based on our site observations, data review, test pits excavations for our previous report and experience in the area. We previously monitored the excavation of sixteen test pits at the site on two occasions. The test pits ranged from approximately 5.5 to 14 feet in depth and generally confirmed the mapped stratigraphy. In general, the test pits encountered'h to 1-foot of forest duff and topsoil mantling sand and gravel with variable amounts of silt, cobbles and boulders. We interpret this sand and gravel material to be recessional outwash deposits. The test pits on the north portion of the site encountered the sand and gravel to depths of 6 feet to 11 feet. Glacial till was encountered in the remaining areas of the site at depths of 3 to 5 feet below the ground surface. Glacial till was encountered at depth in all of the test pits excavated at the site. The recessional outwash sand with gravel and weathered till soils were in a medium dense to dense condition. The outwash and weathered glacial till was underlain by dense to very dense glacial till. Occasional zones of groundwater seepage was observed throughout the site, generally above the dense glacial till. We also observed localized mottling of the soils in the upper portion of the glacial till in several of the test pits in the west portion of the site. These conditions would suggest a seasonal perched groundwater condition may occur on portions of the site above the dense glacial till. Perched groundwater typically develops when the vertical infiltration of precipitation through a more permeable soil is slowed at depth by a deeper, less permeable soil type. The greatest volume of perched water will likely occur in late spring or early summer, following the wet weather season. Landmark.R etreatMeadows. The short block wall system (less than 4 feet in total height) is a gravity landscape wall and therefore no geogrid reinforcement is necessary behind the wall. The taller portions of the walls will require geogrid reinforcement. We recommend a minimum of 12-inches of toe embedment for erosion protection purposes. We use the MSEW 3.0 (with update 14.92) program to analyze the wall. The design calculations for the 6.67-foot total height walls are provided at the end of this report, and the design calculations include analysis for static loading conditions with no slope surcharge. Geogrid reinforcement will be required for the walls over 4.0 feet in total height and should be installed per the plans and manufacturers recommendations. The grid should extend from the back of the wall a minimum of 0.8H. Geogrid should be installed above the first row of blocks and every second row (16 inches) thereafter to within one foot of final grades. LIniaxial geogrid should have a minimum long term allowable design strength of 1,000 pounds per foot and be installed with the strength direction perpendicular to the wall face. The geogrid should be placed and pulled tight to remove any wrinkles prior to backfilling. Backfill should consist of structural fill per our original geotech report. The connection to the blocks should be completed in accordance with the manufacturer's recommendations. Drainage material consisting of WSDOT gravel backfill for drains (WSDOT spec 9- 03.12(4)) should be installed behind the walls at least 12 inches from the back of the walls. A collector pipe consisting of perforate or slotted pvc pipe should be installed at the base of the wall and should direct the water collected to an approved discharge point. Since subsurface conditions were not observed along the entire wall alignment prior to this wall design, GeoResources or the project engineer of record should verify bearing conditions to assure adequate bearing capacity, observe the drain placement and provide intermittent observations and field density testing of the backfill material during the wall construction. A typical detail for wall construction is provided as Figure 1. LIMITATIONS We have prepared this report for Landmark Homes and other members of the design team for use in evaluating a portion of this project. The data used in preparing this report and this report should be provided to prospective contractors for their bidding or estimating purposes only. Our report, analyses, conclusions and interpretations are based on data from others and limited site reconnaissance, and should not be construed as a warranty of the subsurface conditions. We did not perform any subsurface explorations for the preparation of this design, but observed explorations excavated previously by others as Landmark. A contingency for unanticipated conditions should be included in the budget and schedule. Sufficient monitoring, testing and consultation should be provided by our firm during construction to confirm that the conditions encountered are consistent with those indicated by the explorations, to provide recommendations for design changes should the conditions revealed during the work differ from those anticipated, and to evaluate whether earthwork and foundation installation activities comply with contract plans and specifications. If there are any changes in the loads, grades, locations, configurations or type of facilities to be constructed, the conclusions and recommendations presented in this report may not be fully applicable. If such changes are made, we should be given the opportunity to review our recommendations and provide written modifications or verifications, as appropriate.
