PUBLIC COMMENT (2 mins. /person): A member of the Arts Commission, Commissioner Karen Brugato, stated they are putting on the Arts Explosion/Art Festival, sponsored by Kiwanis and any art is welcomed. The rt Commission are seeking feedback. The festival has changed from being 3 days in previous years to 6 days this year, which will be held the first weekend of June. Subcommittee for the Arts Commission would like to have joint commission quarterly meetings with all commissions participating. The purpose of these quarterly meetings is to discuss what does/does not work for the Commissions. The need to compare calendars for the success, also, to keep everyone in the know. The purpose of these quarterly meetings is to discuss what works for the Commissions. COMMISSION BUSINESS: A. Approval of Minutes (December 2023): Commissioner Fine motioned to approve the December 14, 2023 meeting minutes and Commissioner Lane seconded the motion. Motion carried 7-0. DIVERSITY COMMISSION MINUTES January 11, 2024 Diversity Commission January 11, 2024 Meeting Minutes Page 2 B. Vice Chair Election: Commissioner Fine motioned to nominate Commissioner Fine for Vice Chair and Commissioner Rogers seconded the motion. Motion did not carry 3-4. Commissioner Rogers motioned to nominate Commissioner Idahosa for Vice Chair and Commissioner Walker seconded the motion. Motion carried 4-3. C. MLK Event: There are three missing opportunities for the strike list (tasks) because Commissioners Idahosa, Wallace, and Lane are not reflected in participating on the list. Vice Chair Idahosa was given the opportunity to speak during the Introduction of events, right after the Land Acknowledgement. Commissioners Lane and Wallace has declined being on stage to speak. Commissioners will need to arrive at the PAEC by 9:30 a.m. and the core members (MLK Subcommittee) need to arrive by 8 a.m. Introduction/Welcome table will be staffed by Commissioner Fine and Vice Chair Idahosa. D. Representative Roger Freeman Award: At the time of the monthly meeting, Rep. Freeman’s daughter Ayana Freeman had not responded about being present. There will be a three-minute video montage about Rep. Freeman and two-minute speech about him and a mention of the award will follow. Marketing/advertisement through FWSD Peach Jar is still being established, flyers will also be handed out at the MLK Event. There is a possibility to email the instructors/den of students, for high school level participants, has the potential to send out information pertaining to the children participating. The rubric for voting will be sent out soon. E. Federal Way Community Festival: Commissioner Fine spoke about the delay of the sponsorship forms being sent out due to unforeseen circumstance. Commissioner Fine for vendor participation, combined the Sponsorship form for what type of sponsorship the participants want to provide, with room for a brief description as well. The information that will need to be discussed with IT/Finance to get clarification is: 1. Who will be the point of contact for payments, 2. Can Commissioners utilize City accessed Gmail for the point of contact information on the sponsorship form or can the Commissioners add their personal information (i.e. phone number), 3. Payment information/form created on Laserfische, and 4. Will the Diversity Commission’s email or the created Gmail be utilized on the promotional flyers for the festival? DIVERSITY COMMISSION MINUTES January 11, 2024 Diversity Commission January 11, 2024 Meeting Minutes Page 3 Staff member Luft stated that they would be able to have a more clarified answer by the end of business Thursday. Staff member Eide proposed reviewing the form that Commissioner Fine has for sponsorship. F. Diversity Commission Facebook Account and Webpage Update: Staff member Luft will be the managing the Diversity Commission Facebook account and the City of Federal Way website for the Diversity Commission. As of today, Commissioners stated what they observed Facebook account looked nice but there will be continued review and feedback is welcomed. G. Commission Involvement Subcommittee and Community Engagement Subcommittee: Commissioner Wallace report that calls have been made but was stalled due to unforeseen circumstances. The goal is to investing in more engagements involving community interests. Dates and times need to be set up so the subcommittee can move forward. A suggestion to simultaneously formulate the community calendar while creating opportunities for involvement/engagement sessions. Commissioners Wallace, Idahosa, Abdullah, Rogers would like to be involved. Commissioner Wallace has previous information. Commission Wallace has information to share from the previous gatherings of the subcommittee. H. Community Listening Sessions: Commissioner Idahosa states that money needs to be available and questioned who the City is actually speaking to when it comes to community engagement. Commissioner Idahosa requests the brake-down of who received all the ARPA funds, including racial and other demographic break down. A public records request through City Clerk’s for the ARPA funds will be needed to obtain the information the commissioners seek and Commissioner Abdullah will spearhead the public request. I. Monthly Expenditures and Revenue Report: No expenditures to report but a $1000 sponsorship from the Northwest Church was given for the MLK Event. Monthly request for allocation of the DEI allocations was made by the Commissioners. STAFF REPORT (10 mins.): None. COMMISSIONER COMMENTS (10 mins. - 2 minutes/Commissioner): DIVERSITY COMMISSION MINUTES January 11, 2024 Diversity Commission January 11, 2024 Meeting Minutes Page 4 Commissioner Fine wants to follow up about forms being sent out for the Federal Way Community Festival to vendors and getting community involvement. Commissioner Abdullah, Wallace, Rogers, and Lane are willing to help communicate to businesses and vendors about the festival. Commissioner Rogers spoke about commissioner engaging in the community/schools to attend MLK event they might be giving. Staff member Bridgeford stated that she could be the point person to send this information to the other commissioners. Commissioner Fine stated that she has a standing breakfast meeting with Mayor Ferrell on Tuesday morning and that there needs to be more staff to help with commission engagements to have successful.
