The City of Federal Way has received and reviewed the proposal to place two temporary trailers and three
temporary storage containers on site while the existing Starbucks is being remodeled. As part of the
remodel, site improvements are also included. The temporary trailers are for a walk-up and drive -up
coffee shop and ADA bathroom, which take up five parking stalls. Two storage containers for storing
restaurant furniture and dry goods will be placed on the adjacent property, with approval from the
property owner, parcel #092104-927 1. One additional container will be taking up one parking stall along
the back of the building. Site improvements include a new curb cut to the north to allow two-way
ingress/egress on to the site, relocating a parking stall, adding a landscape island, and striping the drive-
thru lanes.
FINDINGS
The temporary trailers and storage containers were reviewed as an administrative Land Use Process I
pursuant to FWRC 19.275.080, `Regulation of temporary trailers, buildings, or other structures for
construction, temporary business or sales, and outdoor storage containers for construction -related
materials'.
The temporary trailers will be used for a limited time while the existing Starbucks restaurant is
undergoing renovations. It has been determined that the containers will be placed to minimize visibility
from surrounding streets, pedestrian areas, or properties. The temporary trailers will not impact
circulation on site and an adequate amount of parking spaces will be maintained. Due to the location and
current construction activity on the subject property, it has been deemed that the temporary trailer and
storage containers are not visually intrusive and do not alter the character of the site, on a temporary basis.
The site improvements were reviewed pursuant to FWRC 19.15.030, `Review processes for
improvements and additions to developed sites' Process I criteria for minor improvements. The proposed
improvements also meet the criteria set forth in FWRC 19.55.020 including compliance with applicable
provisions of FWRC Title 19 `Zoning and Development' and health, safety, and welfare standards.
Upon review of the Land Use Process I application, the proposal is conditionally approved.

CONDITIONS
The temporary structures must be removed from the subject property within six months after
completion of construction of the improvements on the subject property.
CLOSING
The effective date of this decision is October 21, 2013, or three days from the date of this letter. Pursuant
to FWRC 19.55.150, any person who received notice of the administrative decision may appeal this
decision to the Federal Way Hearing Examiner by November 4, 2013. Any appeal must be in the form of
a letter delivered to the Department of Community and Economic Development with the established fee.
The appeal letter must contain a clear reference to the matter being appealed and a statement of the
alleged errors in the Director's decision, including the identification of specific findings and conclusions
made by the Director disputed by the person filing.
In that you are the only party of record, your appeal period is waived (assuming you do not wish to appeal
this decision). Waiver of the right to appeal does not affect the effective date of this decision. This
decision shall not waive compliance with future City of Federal Way codes, policies, and standards
relating to this development.

I'm not sure from your perspective if one land use review or two is/are needed however at the very least I'd say that
we need to have something in writing stating that the owner of the bank parcel agrees to this temporary location
due to the increased liability they will incur in case of injury, also in case of damage to the bank property, etc.
We need this permission in writing in order to safe guard the city — in orderto justify that We (fed way) are not
granting permission to use the bank property in a manor un known and without the permission of the bank property
owner...
I will need this documentation in order to not stop work.
I don't need a building permit —just an email or letter from the property owner or leasing agent.
