Dear Mr. Palda:
The Community and Economic Development Department has received your Process I Master Land Use
(MLU) application for tenant improvements and fagade modifications for the Famous Footwear store at
the Commons mall. The Process I MLU application is hereby approved pursuant to conclusions based on
findings made by the department's Planning Division.
CONCLUSIONS
Various sections of the zoning and development code indicate that certain developments, activities, or
uses are permitted only if approved using Process I — Director's Approval. Based on the findings below,
the proposed improvements to the developed site meet the following Process I approval criteria and land
use review thresholds of Federal YVay Revised Code (FWRC) 19.15.030 and 19.55.020:
The proposed improvements are consistent with applicable chapters of FWRC Title 19
including, but not limited to: Permits and Review Processes; Process I — Director's
Approval; Community Design Guidelines; and City Center -Core (CC-Q.
The health, safety, and welfare of the citizens of the city are preserved.
The proposal is a minor improvement, modification, or addition to a site that is exempt
from SEPA review.
FINDINGS OF FACT
l . Proposal — The applicant proposes tenant improvements and fagade improvements, to include a new
building entrance. No additional square footage proposed.
2. Comprehensive Plan & Zoning Designation — The zoning and comprehensive plan designation for the
subject property is the CC-C zoning district. The proposed use (retail sales) is permitted.
3. Height, Setbacks, and Lot Coverage — The proposal meets height, setback and lot coverage
requirements of the CC-C zone.
4. Parking —No new square footage is proposed; therefore, additional parking is not required.
5. Commumity Design Guidelines Compliance — The project embodies site and building design
principles consistent with the requirements of the Community Design Guidelines (FWRC Chapter

19.115). Specifically, an area that is currently a large blank wall will be improved with an entry,
storefront glazing, new cornice, lighting, [4ndsc ing, color variation, scoring, and precast panels.
This improvement significantly improves Iheewheties of this part of the mall fagade consistent with
the provisions of FWRC 19.115.
Environmental Review — The proposed improvements are exempt from environmental review. The
new buildings will be less than 12,000 square feet (zero square feet) with no new parking stalls;
therefore, the improvements are consistent with the State Environmental Policy Act (SEPA) definition
of "minor new construction" as adopted in the city's flexible threshold exemption set forth in FWRC
14.15.030(1)(c).
BUILDING PERMIT ISSUANCE REQUIRED
The city is currently reviewing the building permit (File #14-100371-CO) associated with these
improvements. No work may begin until the building permit is issued. Please contact the permit center at 253-

APPEALS
The effective date of this decision is February 17, 2014, or three days from the date of this letter. Pursuant
to FWRC 19.55.150, any person who received notice of the administrative decision may appeal this
decision to the Federal Way Hearing Examiner by March 3, 2014. Any appeal must be in the form of a.
letter delivered to the Department of Community and Economic Development with the established fee.
The appeal letter must contain a clear reference to the matter being appealed and a statement of the
alleged errors in the director's decision, including the identification of specific findings and conclusions
made by the director, disputed by the person filing.
In that you are the only party of record, your appeal period is waived (assuming you do not wish to appeal
this decision). Waiver of the right to appeal does not affect the effective date of this decision.
CLOSING
This land use decision does not waive compliance with future City of Federal Way codes, policies, and
standards relating to this development. This Process I approval does not constitute approval of the

Famous Footwear A lication Narrative
The proposed redevelopment includes a Tenant Improvement and Fagade renovation to
the existing building. There is no change in the square footage of the project, number of
parking stalls or existing pedestrian circulation around the mall.
Architecturally, the fagade articulation includes a combination of glass storefront, a
prominent entrance canopy, a variety of materials, reveals and scoring dimensions.
Perimeter access around the building is maintained as well.
