This letter is in response to your inquiry regarding your proposed "cabana". The proposal calls for a 960
square foot detached structure, located approximately 50' from the ordinary high water mark of Puget
Sound. As stated in your letter and drawing, the structure would contain a complete kitchen (sink, range,
and refrigerator) and % bathroom (toilet, sink, and shower).
Per Federal Way Revised Code (FWRC) 19.05.010, detached "Accessory dwelling unit (ADZ9 " means a
freestanding detached structure, designed to be used as a living facility which is accessory to the main or
primary dwelling unit located on the subject property, providing complete, independent living facilities
exclusively for one single housekeeping unit, including permanent provisions for living, sleeping,
cooking, and sanitation. The complete kitchen and % bathroom in conjunction with the livable area would
make this structure a studio -type dwelling unit. Therefore, upon reviewing your proposed project, it
appears that your structure is an ADU.
FWRC 19.200.180 limits the number of ADU's on a subject property to just one. City and King County
records show that a 680 square foot ADU already exists on the property. Additionally, FWRC 19.200.180
also limits the size of the ADU to 400-800 square feet or 40% of the primary dwelling unit, whichever is
less.
In summary, your proposed structure would constitute an accessory dwelling unit, and does not meet the
parameters in which ADU's are allowed. The structure would be allowed as an accessory structure if one
of the components of the ADU is removed (i.e. remove shower or remove range). If you have any further

I have clients who are interested in building a detached structure,
approximately 960 square feet, to be utilized as a "cabana". It would have a
complete kitchen and bathroom, the rest primarily open area for entertaining.
The building is not larger than the primary residence on the site, and will not
increase the lot coverage to exceed the maximum allowed.
It will be near the Puget Sound shoreline (Rural), but here are no slopes or
known geological hazards.
Because it is not a typical building or use, it was suggested I request your
input before proceeding toward permit. Attached is a site plan and rough
floor plan for your review. Please let me know if you have any questions or
need additional information.
