The proposed improvements include a detached 500 square foot ADU with a 900 square foot garage. According to city records, the total square footage of the primary dwelling unit is 1X0 square feet; therefore, the maximum allowable size of the proposed ADU is 512 square feet. TECHNICAL COMMENTS In order to continue review of the proposed ADU, the following technical comments detailed below must be addressed: 1. Floor Plain —As depicted, the proposal is for anew ADU and garage. Within the garage space it includes a washer and dryer, air handler, and eater heater. These appliances are associated with the ADU and the area taken up must be included in the square footage calculation of the ADU. Alternatively, you can remove the washer and dryer or relocate it inside the ADU. 2. Side Yard Setback — The site plan shows a heat pump along the east site of the proposed structure. It is unclear if the heat pump is intruding into the side yard setback. When preparing the site plan for the building permit application, the heat pump must be setback five feet from the side property line. See Federal Way Revised. Code ( WRC) 19.125,160 for allowed structures and improvements within a required yard setback. CLOSING When resubmitting the requested information, please submit four copies of plans accompanied by the enclosed ResubmittalInformation form. The letter of application/deed restriction must be completed prior to the department issuing a certificate of occupancy. All changes made to the site plan must also be reflected on the building plan sets. The trees are to be categorized by their species, size, and location in accordance with City of Federal Way Zoning Standards. (FWRC Chapter 19.120 CLEARING, GRADING, AND TREE AND VEGETATION RETENTION) Each tree's species, size, condition, suitability for retention, critical root zone, and location will be provided in this report. Tree protection limits will be included as well as how the site will meet minimum tree density calculations. Limits of Assignment Unless stated otherwise, the information contained in this report covers only the trees I examined, and reflects the condition of these trees at the time of inspection. My inspection is limited to visual examination of the subject trees within the property boundaries as prescribed for a level 1 Tree Risk Assessment in the ISA Best Management Practices: Tree Risk Assessment Second Edition: International Society of Arboriculture: 2017. Purpose and Use of the Report This report will be used to identify which trees are best suited for retention and which trees should be replaced in compliance with development standards for the City of Federal Way. The purpose is to help determine during subsequent planning stages of the Accessory Dwelling Unit design where best to place structures and perform development operations while retaining sufficient trees or replanting new trees to meet the governing codes and standards. This report should be used to guide construction activities in a manner that will keep retained trees healthy and without damage throughout the duration of the project. I tagged and measured 46 trees on April 20, 2018. This included trees that are located on neighboring properties that are within 50 feet of the Mallari property. The girth of a tree is typically expressed in terms of the DBH (diameter at breast height); I derive this measurement by dividing the measured circumference by rc or 3.14159. When measuring a tree with more than one trunk or stem, I follow the industry standard of measuring each stem, calculating for the cross sectional area, and adding these together for a total representative diameter. Municipalities differ in regard to standards for girth measurement. If my assignment is governed by a municipal code I use whatever criteria is determined by the governing authority. The Federal Way Revised Code calls for a measurement at four and one-half feet above the ground surface. Visual Tree Assessment L- .v OL . I use a Visual Tree Assessment (VTA) method to -- evaluate tree health and structure. The VTA is an ordered analysis of a tree that observes current growing conditions and tree structure. I am able to compare a tree with other trees I have observed to note typical patterns and abnormalities that may be present. The observations are based on my knowledge of tree structure and conditions as well as my past experiences an arborist. These are based on an evaluation of the foliage and buds, small twigs, scaffold branches, the trunk, the trunk flare, any roots that may be visible and the general site condition around the tree. Poor - These are trees that have poor health, major structural defects that influence potential stability. This trees will not likely survive on site long-term without extensive mitigation efforts. This category includes dead trees. (However, there are cases where a dead tree will have sufficient structure to warrant consideration as a standing dead snag for ecological purposes.) Fair - Trees with fair health and structure will have some issues with vigor and may have some major structural defects. With extensive mitigation they can be retained but will likely need long-term management. Good - Trees in good health and structure have only minor negative characteristics or even no visible defects. They are good candidates for retention and will need little if any follow-up care. Excellent - Any tree in excellent health and structure is likely to be significant in terms of location, quality, or size. These may be young trees and will have a full crown with very good site characteristics. Suitability for Preservation The species characteristics, potential longevity, health, structure, and age class of a tree are factors that determine how suitable a tree is for preservation. I rate these using a scale of poor, fair, good, or excellent. These are described below: Poor - Trees in poor health and / or with significant structural defects that cannot be mitigated. These will likely decline regardless of attempts to preserve them. Often these are species of trees with undesirable landscape characteristics or are incompatible with the future site development. Fair - Trees with a fair suitability rating will have some less than optimal conditions that can be mitigated with intense management. They will requires greater areas of site protection and monitoring throughout the development process. It is probable that without this mitigation the tree will decline and/or have a shorter life span than a tree in good or excellent condition. Good - Trees with good suitability for preservation are will have good condition structural characteristics and will have a high likelihood of long-term survivability. They will still need to have tree protection but these will need less extensive if any mitigation besides root zone restrictions. Excellent - Trees with an excellent suitability for preservations are those that have a very high likelihood of having a full life span. They are often smaller trees on development sites that will require limited root zone restrictions. These are likely to be species of trees with a high tolerance for many conditions. Zeb Haney I Tree Resource 1253.838.1836 1 info@treeresource.com August 15, 2018 Mallari Tree Retention Plan 7 of 15 Construction Impact Rating Construction impact is a means of assessing how the actual development process will affect the condition and suitability of an individual tree for preservation. For example, a tree in good condition and that is suitable for preserving for other reasons may be located too close to an area on the site that will contain underground utilities and the only reasonable way of implementing the construction plans would result in too many roots being cut. Or the tree may be located in the middle of the new building footprint. In these cases the construction impact rating helps to guide whether or not changes can be made to the plan or if great effort should be made to preserve an otherwise suitable tree. I divide the construction impact rating into four categories: Extreme - These are trees that will have an extreme impact on the construction process if they are required to be retained. Preservation will require drastic efforts or creation of an entirely new set of construction plans in order to successfully retain the tree. Significant - Trees where retention could be considered but it will require more than normal efforts to successfully retain the tree. Examples would be trees where the majority of the CRZ is located within an area that will receive high use during construction and where no other means of access around the tree can be protected. These will require constant or frequent monitoring and mitigation of damage after construction occurs and may still not survive the development activities. Minor - These are trees where normal tree protection will be required. Examples are trees where the CRZ can be fully protected even though construction personnel will need to pay attention to be careful not to violate any tree preservation restrictions. Negligible - These are trees where normal tree protection will not impact the construction and development in any way. These will often be trees that are located some distance away from any area where construction will occur. Zeb Haney I Tree Resource 1 253.838.1836 1 info@treeresource.com August 15, 2018 Mallari Tree Retention Plan 8 of 15 Critical Root Zone and Tree Protection Zone A Critical Root Zone (CRZ) is established based on a trees condition and its size. The standard in the arboricultural industry is based on a calculation of twelve times the diameter of the tree. This is then factored up or down based on a tree's age, species tolerance, and current condition. Its is generally accepted that if this formula is used and adhered to, trees will survive a development process. When considering which trees are best preserved in a development area, the CRZ can be implemented into site plans. Often it is recommended to preserve trees with overlapping CRZ to ensure the maximum numbers of trees are preserved. It is also important to note that smaller trees will have a much smaller CRZ needed and can be much easier to retain. Some municipalities consider other measurements from the tree when considering the area to be protected during construction and development. The most common of these are based on the drip line of the tree. However, the drip line does not always correspond to the actual area under the ground where the main structural roots are located nor does it account for the much wider area where the fine absorbing roots are located. The final Tree Protection Zone (TPZ) often matches the CRZ. However, it can be adjusted to account for the actual construction activities or for factors of age, species tolerance, and size of the tree to be preserved. The City of Federal Way (FWRC 19.120.160) requires a temporary five- foot chain link fence with signage attached that reads, "TREE PROTECTION FENCE - No soil disturbance, parking, storage, dumping, or burning of materials is allowed within the Tree Protection Fence." The fence is required to be established around all protected trees at a distance of at least 12 inches of radius for every inch of tree diameter. Some other tree protection requirements in the City Code are: 19.120.160 (4) No soil disturbance, parking, storage, dumping, burning of materials, impervious surfaces, fill, excavation, or storage of construction materials shall be permitted within the no disturbance area. 19.120.160 (5) If the grade level around the tree is to be raised by more than one foot, a rock well shall be constructed. The inside diameter of the rock well shall be equal to the diameter of the tree trunk plus 10 feet. Proper drainage, and irrigation if necessary, shall be provided in all rock wells. 19.120.160 (6) The grade level shall not be lowered within the larger of the drip line of the tree(s) or the critical root zone of the tree(s). 19.120.160 (7) No trenching is allowed in any critical tree root zone areas. 19.120.160 (8) No installation of any impervious surfaces is allowed in critical root zones. Where road or sidewalk surfaces are needed within critical root zones, unmortared porous pavers or flagstone (rather than concrete or asphalt) may be used. Boardwalks or bridging may span root zones without harming the tree roots. 19.120.160 (9) Tree protection areas (i.e., critical root zone) must be prepared to better withstand the stresses of the construction phase by, if necessary, fertilizing, pruning, and mulching around them well in advance of beginning any construction activities. Zeb Haney I Tree Resource 1 253.838.1836 1 info@ treeresourge.rom August 15, 2018 Mallari Tree Retention Plan 9 of 15 Conclusions and Recommendations According to the Federal Way Revised Code 19.120.130 the minimum tree density requires 25 tree units per acre. The Mallari property at .81 acres has a minimum tree density requirement of 21 tree credits. The retention plan I am submitting will retain 61.5 tree units. It overabundantly meets the tree density requirements. Trees numbered 1144 -1150, 1156, and 1157 will have a minor disturbance within part of their CRZ. Tree Protection Fencing will need to be opened up to allow the installation of a septic supply and return line and then replaced. Any trenching within the TPZ should be done manually Tree Density Requirements Lot size = 35,172 sq ft 35,172 / / 43,560 =.81 X 25 = 20.25 Round up to 21 tree units to meet the minimum tree unit requirement. with shovel and wheelbarrow; no heavy equipment should be allowed within the TPZ. An Airspade® would be a good option for digging the supply line trench within the TPZ on the north side of the trees previously indicated in this paragraph. It is capable of removing soil without damaging roots. Four trees are too close to the proposed location of the ADU to reasonable retain. These are trees numbered 1166 -1169. They should be removed before construction begins. Install tree protection fencing around all other trees as dictated by the City Code. The Site Map (Appendix A) shows the location of Tree Protection Fencing as well as the Critical root zones of the retained trees on the property. It is important that all of the trees have protective fencing to avoid unintended damage to the trees, even if the protected trees seem far away from the construction area. Appendix C shows a sample tree protection detail. The actual on -site protection fence will need to be minimum five foot high chain link to meet City of Federal Way code. Access for installation of the septic drainfield should be from the south and west side of the house. The proposed location of an in ground Waste Treatment Unit is very close to tree # 1160. I recommend that the Waste Treatment Unit be moved to the north as needed to avoid the Critical Root Zone of tree # 1160.
