The City of Federal Way has completed an administrative review of the Boundary Line Adjustment (BLA)
application to alter the interior lot line between tax parcels 012103-9013 and 012103-9146. Both Parcels A
and B contain single family dwellings.
The Department of Community Development hereby conditionally approves the BLA based on the survey
drawing prepared by MTN 2 COAST LLC, resubmitted on February 8, 2016.
BACKGROUND
The applicant proposes to alter the interior lot line between two lots in the Residential Single -Family (RS)
15.0 zone. Existing Parcel A is 5.58 acres (ac) in size and existing Parcel B is 1.86 ac. Proposed Parcel A will
be 1.20 ac and Proposed Parcel B will be 6.23 ac.
DECISIONAL CRITERIA
City staff has determined the BLA meets decisional criteria set forth in Federal Way Revised Code (FWRC)
Chapter 18.10:
1. The BLA is a minor alteration in the location of lot boundaries on existing lots. The BLA will
not increase the number of lots, nor diminish the size of open space or other protected
environments.
2. The BLA will not diminish the size of any lot so as to result in a lot of less square footage than
prescribed in the RS 15.0 zoning district.
3. The BLA will not result in the reduction of setbacks or site coverage to less than prescribed in
the RS 15.0 zoning district.
4. All lots resulting from the BLA will be in conformance with the design standards of the city's
subdivision title.

RECORDING
Since an on -site sewage disposal system is utilized, King County Department of Health must sign
the drawings prior to recording. Pursuant to FWRC 18.10.060, all BLAs shall be recorded with the King
County Division of Elections and Records. To finalize the BLA process, please use the enclosed &Submittal
Information form and submit to the Permit Center one signed and notarized drawing (mylar or paper), two
paper copies of the signed/ -notarized drawing, the signed/notarized access easement, and a check payable to
the Ci6y of Federal lea.y fc>r recording fees in the approximate amount of $237.00.1 (Note: The easement will
require a-cover.page [copy aclosed], and it is recommended that terms of the private easement and/or a road
maintenance agreement document be created as well. Once the access easement document is finalized, review
the footnote below to ensure the correct recording fee is provided. The cover page counts.)
The city will sign the BLA document and have it and the access easement recorded at King County at the
expense of the applicant. You will be provided a conformed copy of the recorded BLA.
CONDITIONS OF APPROVAL
Make the following corrections to the drawing:
a. Correct the missing "0" in the file number in the new, legal description for parcel B on Sheet 1.
b. The stream and buffer are measured and shown incorrectly on the drawing. The 100-foot buffer
is drawn with 50 feet on either side of the stream centerline. Per FWRC 19.145.270.1, buffer
widths shall be measured outward on a horizontal plane from the ordinary high water mark, or
top of bank if the ordinary high water mark cannot be identified; not from the centerline of the
stream. The drawing only shows a partial section of the stream and buffer. The stream runs the
full length of the property along 20th Place SW, which must be shown on the drawing.

This land use decision does not waive compliance with future City of Federal Way codes, policies, and

Dear Mr. Wall:
The City of Federal Way has completed review of the final Boundary Line Adjustment (BLA)
drawings received on April 12, 2016. The following comments must be addressed and revised sets of
drawings submitted for recording.
Condition #1(b) of the BLA approval required the stream buffer to be corrected on the
drawing. The buffer is still drawn and labelled incorrectly. The 100-foot buffer must be
measured outward on either side of the stream. It is not a cumulative 100 feet based on 50 feet
on either side. Remove the, "50' wide stream buffer line" labels and correctly draw and label the
100-foot stream buffer.
2. Since an on -site sewage disposal system is utilized, the applicant is responsible for obtaining a
King County Health Department signature on the drawing.
3. Your signature on the drawings was completed using blue ink. King County recently informed
us that the use of blue ink on drawings is not permitted. Per WAC 332-130-050, Survey Map
Requirements (2), all signatures and writing shall be made with permanent black ink.
4. No recording fee was submitted. To finalize the BLA process, please use the enclosed Resubmaltal
Information form and submit to the Permit Center one signed and notarized drawing (raylar or
paper), two paper copies of the signed/notarized drawing, and a check payable to the City of
Federal Way for recording fees in the amount of $164.00. (Recording fee for the two -page BLA is
based on $157.00 for the first survey page, $5.00 for one additional page, and $2.00 for
conformed copies.)

Dear Mr. Wall:
The City of Federal Way's Department of Community Development is in receipt of the above -referenced
Boundary Line Adjustment (BLA) application. The proposal is to alter the interior lot line between tax parcels
012103-9013 and 012103-9146. Pursuant to Federal Way Revised Code (FWRC) 18.10.040, within 28 days of
receiving a BLA application the city shall determine whether all information and documentation required for
a complete application has been submitted.
NOTICE OF COMPLETE APPLICATION
The BLA application was deemed complete as of January 22, 2016. This determination of completeness is
based on a review of your submittal relative to applicable requirements referenced within FWRC Chapter
18.10 "Boundary Line Adjustments."
A 120-day time line for reviewing the BLA application has started as of this date. The city's development
regulations allow the department 120 days from the date that an application is deemed complete to take
action on the application. However, the 120-day time line can be stopped any time the city requests
corrections and/or additional information.
TECHNICAL COMMENTS
During the course of complete application review, staff completed technical review of your application. The
following items must be addressed prior to the City approving the BLA application.

2. The Lot Closure calculations identify Parcel A and Parcel B, followed by the Bearings/Distances/
Coordinates of each boundary line for each lot. However, it appears that the parcel descriptions are
