Proposal — The applicant proposes to subdivide one existing 2.33-acre single-family residential lot into four lots, one ingress/egress and utility tract, and one stormwater facility tract. As shown on the short plat, the following are total square footage calculations for each lot/tract: Lot 1-15,006 square feet; Lot 2 — 27,625 square feet; Lot 3 — 28,313 square feet; Lot 4—16,553 square feet; Tract A—10,111 square feet; and Tract B — 3,768 square feet. 2. Review Process — Pursuant to FWRC 18.30 `Short Subdivision Plats,' the proposed short plat is subject to administrative review and decision rendered by the Director of Community and Economic Development. The proposal has been reviewed by city staff, Lakehaven Utility District, and South King Fire and Rescue. City staff used the following FWRC development regulations when reviewing the short subdivision application: Title 14 `Environmental Policy;' Title 16 `Surface Water Management;' Title 18 `Subdivisions;' and Title 19, `Zoning and Development Code.' Comprehensive Plan & Zoning — The subject property is within the Single -Family Medium Density Residential and RS 15.0 designation. 4. Site Profile — The subject property is located in the northern portion of the city at the southwest corner of 8,' Avenue SW and SW 296h Street. The subject property is rectangular shaped, with 316 feet of right-of-way street frontage on SW 290 Street and 271 feet of right-of-way frontage on a Avenue SW. The King County Assessors office currently lists the subject property as vacant land. The 1973 King County soils survey map lists the soils type as Alderwood gravelly sandy loam (AgC), 6-15 percent slopes. The Alderwood series consists of moderately well drained soils with an erosion hazard that is medium. The site topography contains a northeasterly downward slope with a high point of 396 feet at the southwest corner of the property and a low point of 354 feet at the northeast corner. The average slope inclination across the site is approximately 9 percent. The tree retention and landscape plan identifies 104 existing tree units on the subject property. A mixture of deciduous and evergreens are present with diameter at breast heights ranging from 6 inches to >24 inches. Density 'and Dimensions — Minimum lot size for RS 15.0 zoning designations is 15,000 square feet or slightly less than three single-family dwelling units per acre. The proposed 4-lot short subdivision meets minimum dimensional standards of FWRC 19.200.010 `Detached dwelling unit.' The proposed site plan details required yards meeting the 20-foot front, 5-foot side, and 5-foot rear. As Lot 4 is a corner lot, the 10-foot side yard adjacent to SW 296`i' is accurately depicted. Individual single-family building permit plans will be required to incorporate the recorded short plat's building setback lines. State Environmental Policy Act (SEPA) — Short subdivisions are typically exempt from environmental review, but infrastructure improvements, specifically the installation of 12" stormwater pipe near the SW 296ffi Street frontage, exceed the exemption level specified in Washington Administrative Code (WAC) 197-11-800(23). The city's Responsible Official issued a Determination of Nonsignificance (DNS) using the Optional DNS process pursuant to WAC 197-11-355. No written comments were submitted regarding the Notice of Application or environmental threshold determination. 7. Critical Areas — The city's Critical Areas inventory shows no environmentally sensitive areas. 8. Public Notice & Comment — A Notice of Land Use Application and anticipated DNS for the short subdivision was published in the Federal Way Mirror, posted at the subject property and city designated notice boards, and mailed to property owners within 300 feet on January 23, 2010. No written comments were received. Two parties of record, Sue Wilson and Greg Sherles, have requested copies of the short subdivision decision. 9. Open Space — All residential land divisions are required to provide open space in the amount of 15 percent of the gross land area of the subdivision site. The applicant will provide a fee -in -lieu as allowed by FWRC 18.55.060(2). Prior to plat recording, the applicant will be required to pay 15 percent of the most recent assessed land value of the subject property or defer those costs pursuant to limitations set forth in FWRC 19.100.070(1)(b). 10. Tree and Vegetation Retention/Replacement — Single-family residential zones are required to maintain a minimum of 25 tree units per acre. The total required tree units for the subject property are based on the gross land area (2.32 acres) minus internal private street (.09 acre). The net area for retention/replacements equals 2.23 acres; therefore, the applicant will be required to retain, replace, or augment tree coverage to result in 56 tree units.' The applicant's Tree Retention and Landscape Plan provides a retention schedule of 16 tree units and a planting schedule of 48 tree unit credits equaling 64 tree unit credits for the subject property. The applicant has exceeded the minimum tree unit per acre requirement. 11. Clearing and Grading — The applicant's preliminary grading plans detail a projected grading area surrounding the internal road and stormwater facility. Areas in and around the future building footprints are proposed to be cleared of trees and vegetation and planted with an erosion control seed mix that will remain until the future home improvements are constructed. Several trees on the lot perimeters are proposed to be retained. If future home improvements are not constructed within 12 months of clearing the subject property, the site will be subject to interim aesthetic treatment pursuant to FWRC 19.120.060(2)(c). Such treatment may include installation of permanent vegetation shown on the tree plan and/or temporary revegetation that provides visual screening of the site from neighboring properties and rights -of -way. 12. Traffic Mitigation — The city's Traffic Division reviewed the applicant's concurrency application and issued a Capacity Reserve Certificate March 26, 2010. In order to mitigate the impacts of new vehicle trips resulting from the proposed development, the applicant will be subject to a pro-rata share contribution in the amount of $12,346 toward three identified capital improvements on the city's six -year Transportation Improvement Plan. The fee will be due at the time of plat recording. 13. Access — Access to each of the four lots will be via 20-foot paved roadway within Tract B. Owners of the four lots will share undivided interest in Tract B and will be required to maintain them to standards adopted by the city. The new lots shall not have direct access on SW 296t" Street or 8'h Avenue SW. 1 FWRC 19.120.130(3) states if the calculation results in a fractional quantity, it shall be rounded up to the next higher whole number. Street Frontage Improvements —The applicant will be required to improve the subject property frontage per planned roadway cross -sections shown in the Federal Way Comprehensive Plan along SW 296`h Street and 8"' Avenue SW. (1) SW 296"' Street is planned as a Type "T" street, consisting of a 28-foot street with 8-foot ditches, 5- foot sidewalks, with street lights. (2) 8`' Avenue SW is planned as a Type "S" street, consisting of a 36-foot street with curb and gutter, four -foot planter strips with street trees, 5-foot sidewalks, and street lights. 15. Stormwater — The proposed development meets criteria requiring full drainage review. Development of the site will create additional runoff from new impervious surfaces such as streets, driveways, and rooftops. The applicant will be required to design a facility meeting the requirements of Level 2 Flow Controe and Basic Water Quality. Stormwater facilities must be designed in accordance -with the 1998 King County Surface Water Design Manual. Existing stormwater generated from the subject property sheet flows in a northeasterly direction and then is collected in a city system near the intersection of SW 296`h Street and 8`h Avenue SW. Following development of the property, stormwater will be directed to a combination wetpond/detention facility prior to release into the city system. It is likely that some stormwater generated on individual lots will be controlled via small -site infiltration. Following preliminary short subdivision approval, the applicant will be required to obtain engineering approval from the Public Works Department prior to plat construction. Further analysis of the findings above and the overall stormwater flow control/water quality system will be conducted. 16. Fire Protection — South King Fire and Rescue has accepted the internal road layout. As a condition of their acceptance, sprinklers are required on Lots 2 and 3. The applicant has indicated on the preliminary short plat document the Lot 2 and 3 sprinkler requirement. 17. Water and Sewer — The applicant proposes to serve the short subdivision with a public water supply and distribution system managed by the Lakehaven Utility District. The July 28, 2009, Certificate of Water Availability indicates Lakehaven's capacity to serve the proposed development via an existing 6-inch diameter water main located along the 8'h Ave SW frontage or an 8-inch diameter main along the SW 296h St. frontage. The applicant proposes to serve the short subdivision by a public sewer system managed by Lakehaven Utility District. A July 28, 2009, Certificate of Sewer Availability indicates the district's capacity to serve the proposed development via temporary side sewer connection to an existing eight -inch diameter main located on the 8Lh Avenue SW frontage or the applicant may extend the main along the subject property's 2961h Street frontage and connect via side sewer. 18. Engineering Requirements — The applicant must obtain authorization to proceed from the Public Works Department prior to construction of plat infrastructure. These findings shall not waive compliance with future City of Federal Way codes, policies, and standards relating to this development. Note the applicant requests the 15% open space requirement be met through fee -in -lieu provision. Development Services 1. Short Plat Document. The requested information has been added to the extent practical at this time. Additional coordination will be needed concerning ownership of the pond Tract A. The pond will serve to detain and treat stormwater from the right-of-way improvements as well as the private improvements. It is our understanding that this would normally result in ownership in Tract A going to the City. 2. Engineering Plans. The pond is designed as an open facility, entirely within Tract A. Approval was granted for use of a StormFilter, which is located in Tract A. The street modification request was denied. Appropriate street improvements are shown in plan view and cross section. The right-of-way vacation was approved by the council, but this short plat is no longer dependent on that occurring. 3. Other. As noted in subsequent correspondence, the detention facility is now sized to provide the Level 2 Flow Control. Also, a hammerhead may be required for the internal access road (Tract B) pending review by South King Fire. Impervious area assumptions currently anticipate this possibility. Project Overview The Fremantle Short Plat is located in the southwest quadrant of the intersection of 8`h Avenue SW and SW 296'h Street. The 4 short plat lots will access SW 290h Street with a new private road, which will align with the existing 9'h Avenue SW intersection on the north side of SW 296`h Street. This report presents the findings of our sight distance investigation for the proposed 9th Avenue SW connection to SW 2961h Street. 2. Sight Distance Requirements Sight distance requirements were determined using A Policy on Geometric Design of Hi hwa s and Streets, American Association of State Highway and Transportation Officials (AASHTO). A design speed of 25 MPH was used. A plan and profile figure is attached, which show the horizontal and vertical sight lines. The applicable AASHTO Exhibits are also included. Stopping Sight Distance SW 296`h Street has an approximate 3% upgrade across the site frontage from east to west. Stopping sight distance requirements were derived from AASHTO Exhibit 3-2. Driver eye height of 3.5 feet and object height of 2.0 feet were used, also per AASHTO. SSD Required Eastbound: 158 FT (3% downgrade) Westbound: 147 FT (3% upgrade) SSD Provided The available eastbound and westbound stopping sight distance easily exceed the standard minimums. Intersection Si ht Distance The private 9'h Avenue SW (minor road) will be stop controlled at the intersection with SW 296'h Street (major road). This minor road will approach at a downgrade; therefore, no grade adjustment was applied. The northbound to westbound turn represents Case B 1—Left Turn from Stop. The northbound to eastbound turn represents Case B2—Right Turn from Stop. ISD R uired Northbound to westbound: 280 FT —Case B1 AASHTO Exhibit 9-55 Northbound to eastbound: 240 FT —Case B2 AASHTO Exhibit 9-58 ISD Provided Northbound to westbound ISD is approximately 262 feet or18 feet less than AASHTO requirements. The limitation is a result of a crest in the road where the main travel way transitions from SW 296h Street to 8'h Avenue SW near the extreme end of the sight triangle. There is no horizontal limitation. Northbound to eastbound ISD is well over the 240 foot minimum. Fremantle Short Plat DCI 08158 3. Conclusions and Recommendations All Stopping Sight Distance standards are met at the proposed development. Northbound to eastbound Intersection Sight Distance standards are met. The northbound to westbound Intersection Sight Distance is 18 feet less than AASHTO recommendations. A profile showing To mitigate the very minor deficiency of northbound to eastbound ISD we note the following: 1. Westbound traffic on SW 296th Street is constrained by a sharp 90 degree curve followed by a steep uphill grade approaching 8t' Avenue SW. 2. Due to curves and grades, advisory speeds of 15 MPH are posted throughout the area. The ISD required for 15 MPH is 170 feet. 3. Most traffic on SW 296"' Street turns south down 8 h Avenue SW. There is little reason for traffic westbound on SW 296`h Street to continue past 8a` Avenue SW or even reach 9t' Avenue SW. 4. Northbound to eastbound ISD could be achieved by moving the proposed 9' Avenue SW intersection to the west; however, that would create and intersection offset with the existing north leg of 9t' Avenue SW. The City has requested that we align with this existing intersection, which is reasonable to minimize left turn conflicts. 5. No accident data was identified with the existing 9t' Avenue SW/SW 296' Street intersection. 6. Most anticipated traffic from the short plat will turn east out of the development —northbound to westbound traffic will be negligible. 7. This segment of SW 29e Street functions as a local access road with no restriction or operational problems to existing driveway access. It is our opinion that the above factors adequately mitigate the minor deficiency in Intersection Sight Distance for the northbound to westbound traffic. Stopping Sight Distance on Grades Decision Sight Distance Stopping sight distances are usually sufficient to allow reasonably competent and alert drivers to come to a hurried stop under ordinary circumstances. However, these distances are often inadequate when drivers must make complex or instantaneous decisions, when information is difficult to perceive, or when unexpected or unusual maneuvers are required. Limiting sight distances to those needed for stopping may preclude drivers from performing evasive maneuvers, which often involve less risk and are otherwise preferable to stopping. Even with an appropriate complement of standard traffic control devices in accordance with the MUTCD (6), stopping sight distances may not provide sufficient visibility distances for drivers to corroborate advance warning and to perform the appropriate maneuvers. It is evident that there are many locations where it would be prudent to provide longer sight distances. In these circumstances, decision sight distance provides the greater visibility distance that drivers need. Decision sight distance is the distance needed for a driver to detect an unexpected or otherwise difficult -to -perceive in source or condition in a roadway environment that may be visually cluttered, recognize the condition or its potential threat, select an appropriate speed and path, and initiate and complete the maneuver safely and efficiently (7). Because decision sight distance offers drivers additional margin for error and affords them sufficient length to maneuver their vehicles at the same or reduced speed, rather than to just stop, its values are substantially greater than stopping sight distance. Drivers need decision sight distances whenever there is a likelihood for error in either information reception, decision making, or control actions (8). Design Intersection Sight Distance Case Bl—Left Turn from Stop j n� Sight distance design for left turns at divided -highway intersections should consider multiple design vehicles and median width. If the design vehicle used to determine sight distance for a divided -highway intersection is larger than a passenger car, then sight distance for left turns will need to be checked for that selected design vehicle and for smaller design vehicles as well. If the divided -highway median is wide enough to store the design vehicle with a clearance to the through lanes of approximately 1 in [3 ft] at both ends of the vehicle, no separate analysis for the departure sight triangle for left turns is needed on the minor -road approach for the near roadway to the left. In most cases, the departure sight triangle for right turns (Case B2) will provide sufficient sight distance for a passenger car to cross the near roadway to reach the median. Possible exceptions are addressed in the discussion of Case B3. If the design vehicle can be stored in the median with adequate clearance to the through lanes, a departure sight triangle to the right for left turns should be provided for that design vehicle turning left from the median roadway. Where the median is not wide enough to store the design vehicle, a departure sight triangle should be provided for that design vehicle to turn left from the minor -road approach. The median width should be considered in determining the number of lanes to be crossed. The median width should be converted to equivalent lanes. For example, a 7.2-m [24-ft] median should be considered as two additional lanes to be crossed in applying the multilane highway adjustment for time gaps in Exhibit 9-54.
