Dear Ms. Ford & Ms. Belsky:
The Community and Economic Development Department has received your Process I Master Land Use
(NII.,U) application to construct 35 new carports at Forest Cove Apartments. The Process I MLU
application is hereby approved pursuant to conclusions based on findings made by the department's
Planning Division.
FINDINGS
The carports were reviewed as an administrative land use process pursuant to FWRC 19.15.030, `Review
processes for improvements and additions to developed sites' Process I criteria for minor improvements.
The proposed improvements also meet the criteria set forth in FWRC 19.55.020 including compliance
with applicable provisions of FWRC Title 19 `Zoning and Development' and health, safety, and welfare
standards.
The proposed carports are located over existing paved parking stalls. Each carport will cover four stalls.
No required parking, landscaping, or public areas will be reduced with this project; and it does not change
the location of utilities or easement; and does not require the entire site to be brought into conformance
with current development regulations.
APPEALS
The effective date of this decision is November 29, 2013, or three days from the date of this letter.
Pursuant to FWRC 19.55.150, any person who received notice of the administrative decision may appeal
this decision to the Federal Way Hearing Examiner by December 13, 2013. Any appeal must be in the
form of a letter delivered to the Department of Community and Economic Development with the
established fee. The appeal letter must contain a clear reference to the matter being appealed and a
statement of the alleged errors in the Director's decision, including the identification of specific findings
and conclusions made by the Director disputed by the person filing.
In that you are the only party of record, your appeal period is waived (assuming you do not wish to appeal
this decision). Waiver of the right to appeal does not affect the effective date of this decision.
BUILDING PERMIT ISSUANCE REQUIRED
The city's Building Division is currently reviewing the associated building permits for the carports (file
#'s 13-104856-MF, 13-104889-MF, and 13-104899-MF). No work may begin until the building permits

This land use decision does not waive compliance with future City of Federal Way codes, policies, and
