The proposed property is located within a Geologically Hazardous Area (GHA), landslide and erosion hazard areas, as depicted on the City's Critical Areas Map. Per Federal Way Revised Code (FWRC) 19.160.010, the Director of Community Development may permit development activities within 25 feet of the GHA if no reasonable alternative exists and only if the development activity will not lead to or create any increased slide, seismic, or erosion hazard. The city received a Geotechnical Recommendations Report, prepared by Robert M. Pride, LLC, dated May 5, 2015, that addresses the septic drain field location. Based on the report, the location of the septic drain field will not create any adverse impacts to the steep slope areas, as long as the geotechnical recommendations are followed. Therefore, the city has no objections to the location of the septic system in regards to the GHA. It is understood that a new residence will be constructed on this property that is currently vacant land, and there will be a septic drain field located at the upper end of this driveway. The purpose of this report is to describe existing subsoil conditions in the area of the proposed septic drainfield, and to provide recommendations for infiltration design. Geologic mapping by Booth, et al along with prior geotechnical studies on this property were used as references for this report. The access driveway leading down from 315th Street is relatively flat at the upper south end where the drain field will be located. According to geologic mapping for this area along Dash Point the property is underlain by Esperance deposits consisting primarily of sands and silty sands. Subsoil conditions were documented with the excavation of test holes on this property that confirm the presence of the Esperance sand deposits. Due to the presence of steep slopes on the north side of this property it has been classified as a landslide and erosion hazard area. Geotechnical Recommendations Based on the results of our site assessment and geotechnical evaluation, the following recommendations have been prepared for the drain field design. The subsoils as exposed in open excavations as documented during my previous site inspection were classified in accordance with the King County Surface Water Design Manual — Table 4.5.2 as follows: Maximum infiltration rates for the "fine sand, loamy sand" should be 25 min/inch for the native soils below the upper compact driveway surface. In my opinion the location of this septic drain field in the upper driveway area will not create any adverse impacts to the steep slope areas located at the northerly end of this property. Robert M. The city will need to review a revised geotechnical report (addendum to the original report) which includes at least one site visit to verify site conditions. I've included code requirements for the report below. A soils report prepared by a qualified professional engineer licensed in the state which describes how the proposed development will impact each of the following on the subject property and nearby properties: i. Slope stability, landslide hazard and sloughing. ii. Seismic hazards. iii. Groundwater. iv. Seeps, springs and other surface waters. V. Existing vegetation. b. Recommended foundation design and optimal location for roadway improvements. c. Recommended methods for mitigating identified impacts and a description of how these mitigating measures may impact adjacent properties. d. Any other information the city determines is reasonably necessary to evaluate the proposal. • Verification that the septic system location will not lead to or create any increased slide, seismic or erosion hazard. The applicant will have to submit a revised geotech based on the current site conditions and septic deign to the city for review and then provide a final approval. Will the septic design review be put on -hold while the city conducts this review? The city has the same position on a separate request for Montevista Short Plat, Activity: SU0991266. It's under the preliminary review and we cannot give a definitive answer to the questions asked at this point, per the Public Health letter dated, April 7, 2015. The applicant had a deadline of May 14, 2015 to provide the letter to you or it would be disapproved. However, the city will need more information before we can provide concrete answers. He applied for septic approval in 2014 and was denied because the property was located within a Critical Area, Geologically Hazardous Area, parcel # 321020-0040. It is my understanding that King County needs a written letter from the city, that we accept the location of the septic improvements. I've attached a letter that hopefully will satisfy that request. Before the applicant applies again for approval with Public Health, I wanted to verify that this letter is acceptable for placement of the septic system on the property. The new single family house will require a building permit application including submittal of a revised/addendum to the existing geotech report. The previous approval for a home on this lot was on 8/4/2006, (Permit # 05-103078-00-SF), and was called Butz Shaw Residence (see attached file Butz Shaw Residence). The current owners of the property (Butz/Shaw) did not build a house on the property and are seeking to sell it. We made an offer in November, 2014, to buy the property contingent upon King County Health approving a Septic Design for the site. It was our belief that since a single family building permit had previously been approved for this site, that if King County Health approved a septic design, that we could work with the City of Federal Way to meet the other code requirements for building a home there. Our home placement would be on the same location as shown on the Butz Shaw Residence. Also we would have a smaller home than was originally approved. Currently we are seeking approval from the King County Health Department for an OSS. The Health Department needs written approval from the city for the location of the septic improvements on and near a mapped geologically hazardous area, in particular the placement of the drain field. The current design of the Septic System is nearly identical to the original design that was approved by the Health Department in 2004. (See attached file of KCH approved Se .... Design 2004). The current proposed design is attached as well, (see Septic Design ...on Dec 2014). 1 have also attached the previously approved GeoTech report for the site (see Previously Appr... Tech Report). King County Health needs something in writing from the City of Federal Way, that you accept the location of the septic improvements in relation to the mapped geological hazards. Obviously, it is our hope that the City will approve the location of the septic improvements, so that we can move forward with the purchase of the property and working with the City of Federal Way to design a home that meets all the required codes. Our geotechnical report dated December A, 2004 provided recommendations for foundation and retaining wall design along with a stability analysis of the descending slope below the building pad. This review is based on the most current drawing Sheet A-10 that shows the building pad is in cut at a grade of about 212 feet. Finish floor of the residence is about 223.5 feet, and the northeast and northwest corners of the structure have been moved back from the top of the slope at least ten feet. A retaining wall system will be constructed as part of the garage to support the rear cut slope on the south side of the property. On the basis of our plan review of the current design drawing for the proposed residence, the original pipe pile recommendations for foundation support within ten feet of the slope will not be required. Continuous bearing wall footings are shown to be at least ten feet from the face of the descending slope, and they are in accordance with our recommendations. Construction of this residence will probably take place during the wet weather period, and that will require additional measures to secure this site. Fortunately the onsite soils consist of silty sands that will absorb most rainfall on the pad and slope areas. Normal silt fencing will need to be installed around the outer perimeter of the building pad area, and the access driveway entry should be protected with quarry spalls. Any soil stockpiles should be covered with plastic sheeting until they are either exported from the property, or used as backfill around the foundation walls. It is understood that the residence will be a one story wood framed structure with a slab -on -grade floor. Access will by way of a narrow driveway off of 315th Street south of the building pad area. The purpose of this investigation was to determine the geologic soil profile under the property, and to provide engineering recommendations for the design and construction of the residence. A Site Plan and topographic survey prepared by JSH CAD & Design was used as a reference for our study. Site -Investigation A total of five exploratory test pits were dug on the slope and level pad areas to develop a soil profile under the proposed residence. Maximum depth of these test pits was four feet, and their locations are shown on the attached Drawing No.1. In addition an engineering geologist surveyed the entire slope extending from the building pad down to the beach. The presence of relatively uniform glacial deposits down the entire slope did not require the drilling of borings since the exposures were consistent with previous geologic mapping for this area of Federal Way. Each of the exploratory pits dug on the slope showed a thick layer of topsoil and colluvial deposits within the upper 3 to 4 feet. Below the silty sand colluvial soils was the Fsperance formation. consisting of fine to medium silty sands and sands. These glacial deposits were medium dense to dense and extended the full height of the north facing slope on the property. At the base of the slope was the Lawton formation consisting of very stiff to hard silts and sandy silts. No groundwater seepage was observed within the Esperance sand formation. 13203 Holmes Point Dive NE Kirkland, WA 98034 Phone: 425-814-3970 Fax: 425-814-W72 December 18, 2004 Mr. Ron Butz Page 2 Geologic reconnaissance mapping of the slope showed no evidence of deep seated landsliding, erosion gullies or areas of shallow slope failures. The slope was covered with native shrubs and mature trees without evidence of excessive creep of the surficial soils on the slope. Conclusions and Recommendations Ge er On the basis of our geologic and geotechnical site evaluations, the property is considered stable and will provide satisfactory support for the proposed residence. Stability analyses were performed for the building site and they show that the building pad is grossly stable from deep seated sliding with a safety factor in excess of 1.5. A portion of the residence will extend out over the slope, and that will require installing pipe piles to extend the foundation support through the colluvial soils on the slope. Temporary SIvoe Exation Construction of the retaining wall for the attached garage will require temporary slopes to be cut into the steep slope at the south side of the building pad, This slope cut may be on the order of to to 14 feet in height, it is recommended that they be cut at a gradient no steeper than IH:IV. If the height of the temporary cut exceeds ten feet, it is recommended that eco-blocks be placed at the toe of the slope against a slightly inclined backeut. These blocks may remain in place as part of the backfill, or be removed and replace with compacted bacM. All temporary cut slopes should be covered with plastic sheeting and tied down with sandbags during the winter months. Foundatign Regginmendaiaons For continuous bearing wall footings that will be supported on the medium dense to dense native sands, we recommend that they be designed for an allowable bearing value of x5oo psf. This value may be increased by 1/3 to account for temporary seismic or wind loading. Resistance to temporary lateral forces can be provided be a passive value Of 250 pcf. Settlement of these footings should not exceed one inch, and a majority of this settlement will occur during construction of the residence. For that portion of the structure that extends over the slope on the north side of the pad, we recommend the use of four inch diameter Schedule 8o pile piles that will have a design capacity of io tons per pile. These piles must be driven to refusal with an 850# pneumatic hammer mounted on a backhoe. Refusal is based on less than one inch of penetration after three cycles of driving the pipe pile. Where the structure extends southerly away from the top of slope, these grade beams should be designed for bearing on the native soils at a minimum distance of io feet from the top of slope at the northwest and northeast corners of the residence. I UP-3 ■ ,.M Concrete retaining walls will be constructed around the southerly side of the garage and driveway where it extends into the slope. Design of these retaining walls should be based on active earth pressures of 35 pcf and 55 pc£ for level and sloping backfill conditions, respectively. Resistance to lateral loads on these walls can be provided by a passive pressure value of 250 pcf. Installation of a perforated subdrain pipe embedded in gravel and wrapped with a geofilter cloth should be accomplished at the base of all retaining walls and perimeter foundation walls. These subdrains should be connected to a tightline for discharge to an approved location. Erosion ConUW Construction on this site will require installation of silt fencing around the lower three sides of the building pad area, and placement of quarry spalls from 315th Street into the driveway access road. Storm water runoff is not expected to be significant from the slope because of the presence of the upper loose sandy colluvial soils which will absorb most of any expected rainfall. The lower level portion of the site consists primarily of well -compacted silty fill that will produce most of the site' runoff. The silt fencing should be anchored at the base with onsite native sand soils to act as a filter for storm water runoff at the north end of the property. Summary We recommend that we be retained to review those portions of the plans and specifications that pertain to foundations and earthwork to determine that they are consistent with the recommendations of this report. Construction monitoring and consultation services should also be provided to verify that subsurface conditions are similar to those encountered during our field exploration. Should conditions be revealed during construction that differ from the anticipated subsurface profile, we will evaluate those conditions and provide alternative recommendations where appropriate.
