We previously prepared a Geologic Hazard Assessment for the parcel dated March 12, 2015, a letter addressing proposed dispersion trenches dated April 2, 2015, a letter addressing temporary excavations dated June 3, 2015 and a letter addressing City of Federal Way comments dated July 6, 2015. According to the City of Federal Way addendum to the King County Surface Water Design Manual (SWDM 2009), within the defined flow paths for proposed dispersion trenches, 4 inches of topsoil/compost should be tilled into the upper 12 inches of soil. It is our opinion that topsoil previously stripped from the site should meet this requirement. Alternatively, 12 inches of sand/compost blend could be imported and placed in the defined flow path limits. We have appreciated working for you on this project. We have reviewed the updated site plan and site survey provided by CW Design, Inc (dated July 6, 2015). As stated in our previous Geotechnical Consultation (April 2, 2015), the location of the proposed dispersion trench flow paths are within areas sloping approximately 15 percent. However, based on our site visit and previous assessment of the subject property, it is our opinion the proposed location of the dispersion trenches should not pose an increased risk to slope stability on the site, provided a 25 foot vegetated flow path can be achleved without intersecting structures (including retaining walls) or steep slope areas located off the site. Preparation of dispersion trenches on the site should include the placement of an amended soil within the defined flow path. Per the updated site plan, final grade separation on the east portion of the site is achieved though the construction of two small rockeries. Provided the rockeries are installed outside of a 1:1 prism from the face of the upper wall to the rear of the lower wall, and a minimum 5 foot bench in left below the neighboring retaining wall, it is our opinion that the risk of slope failure on the subject site should be low. In response to City comments of fill placement in the western portion of the site, it is our understanding that soils in the western portion of the site are related to temporary excavations and, once work is allowed to continue, will [De placed as structural fill for achievement of final grades. All job site safety issues and precautions are the responsibility of the contractor providing services/work. The following cut/fill slope guidelines are provided for planning purposes only. We visited the site on May 27, 2015. At the time of our arrival, the site had been excavated to approximate road elevation. The west portion of the excavation consisted of an approximate 4 to 5 foot nearly vertical cut below the flat to gently sloping western portion of the site. The eastern portion of the site consisted of a set of near vertical cuts and slopes that extended to within approximately 4 feet of the existing fence and retaining wall on the west margin of the site. On the southeast portion of the site, a vertical cut of 7 to 11 feet isolated a portion of the existing site topography. The undisturbed site soils consisted of tan to gray poorly -sorted sand with some gravel, consistent with advance outwash as depicted on the USGS geologic map. Based on current Washington Industrial Safety and Health Act (WISHA, WAC 296-155-66401) regulations, the dense advance outwash soils observed during our site visit would be classified as Type B soils. According to WISHA, for temporary excavations of less than 20 feet in depth, the side slopes in Type B soils should be laid back at a slope inclination of 1 H:1 V or flatter from the toe to top of the slope. It should be recognized that slopes of this nature do ravel and require occasional maintenance. It is the responsibility of the contractor to inspect the temporary slopes on a daily basis, as they are onsite. The retaining wall on the adjacent property above the temporary slopes on the site is approximately 3 to 3.5 feet tall as measured in the field. A minimum 5-foot wide bench should be left undisturbed in front of the retaining wall on the adjacent property. We were not provided with as -built drawings of the retaining structure and have assumed it was properly constructed in accordance with accepted construction practices in the Northwest. Based on our site observations and provided our recommendations are incorporated into the project plans, it is our opinion the risk for slope failure and damage to the adjacent wall is low and completion of the project is feasible from a geotechnical standpoint. We did not perform 11�—& any subsurface explorations in the preparation of this letter or our previous assessment. Please provide the following additions and revisions: 1. Show both existing and proposed contours on the drainage plan. 2. Indicate proposed driveway surface material. 3. Storm water runoff from the driveway must be controlled, and cannot be directed over the steep slope along the south side due to potential erosion. The driveway pad near the garage should be directed to a 2' wide dispersion trench flowing to the west part of the yard, where the slopes are flatter. Steeper parts of the driveway should have a thickened edge or curb that directs runoff to the base of the slope and into the ditch. A slot drain may work. 4. It appears a culvert will be necessary for the driveway. Please show the culvert size, length, and material on the plan. 5. The dispersion trenches are designed correctly, however you might consider moving the westernmost trench as far from the west property line as possible to provide additional buffer from the neighbor. It could be fit in if it were moved 10' north of and parallel to the northwest roof eave. 6. The geotechnical report required by Matt Herrera, Senior Planner, in his letter of February 6, 2015 will be reviewed to verify slopes and soil stability as it relates to the dispersion trenches. 7. Show clearing limits on the erosion control plan. If the clearing limits are outside the perimeter of the silt fence that is currently shown, provide additional silt fence and erosion control methods, such as wattles. E, Suite 16 Fife, Washington 98424 March 12, 2015 Geologic Hazard Assessment Proposed Singhle Family Residence xxx - SW 305` Street Federal Way, WA 98023 PN: 4166600653 Job: Spiva.SW305th.GHA INTRODUCTION This letter report presents the results of our geologic hazard assessment for the single family residence to be constructed on the above referenced vacant parcel. The location of the site is shown on the attached Site Vicinity Map, Figure 1. Our understanding of the project is based on our discussions with you; our February 27, 2015 site visit; our past experience in the site area; and our understanding of the City of Federal Way municipal code. We understand that you propose to construct a new single family residence in the central portion of the subject parcel as shown on Figure 2a. We anticipate that the residence will be a two-story, wood -framed structure supported on conventional spread footings with a daylight basement configuration. The purpose of our services was to evaluate the surface conditions at the site as a basis for assessing potential adverse impacts to and from the slopes located within the site area. We understand that because of the height and inclination of the slopes in the vicinity of the site, that an assessment is being required by the City of Federal Way to satisfy the Critical Areas Ordinance, Title 19. No subsurface explorations or laboratory tests were performed as part of the scope for this assessment. Specifically, our scope of services for the project included the following: 1. Visiting the site and conducting a geologic reconnaissance to assess the site's soil, groundwater and slope conditions and; 2. Addressing the appropriate geotechni,cal regulatory requirements for the proposed site development. We received your signed authorization to proceed with our scope of services on February 24, 2015. SITE CONDITIONS The subject parcel is located in the Poverty gay area of Federal Way, Washington. The parcel is rectangular in shape and generally measures 115 feet wide (east to west) by 200 feet deep (north to south) and encompasses approximately 0.44 acres. The parcel is bounded by SW 305th Street on the south, by existing residences on the east and west, and by a wooded, undeveloped portion of a parcel to the north. RESUBMITTED MAR 17 2015 .3 03 r 0 Q CITY OF FEDERAL WAY CDS Spiva- SW305th GHA March 12, 2015 Page 2 According to the site plan provided to us, the parcel generally slopes dawn to the west between 20 and 25 percent. The area west of the parcel, where the proposed sewer line will be located, generally slopes down to the west at 30 to 110 percent slopes or less. The road cut along SW 305th Street is sloped back at about 75 to 80 percent. The proposed residence and topography is shown on the attached Site Plan, Figure 2a, while an aerial photo of the site with topography, obtained from the King County iMap website is attached as Figure 2b. Vegetation on the site consists of tall grasses, blackberries, and both native and invasive shrubs. Some scattered young deciduous trees and older fir trees are located along the north and east sides of the parcel. No springs or seepage was observed at the time of our site visit. No evidence of erosion, soil movement, landslide activity or deep-seated slope instability was observed at the site or the adjacent areas at the time of our site visit. Site Soils The USDA Natural Resource Conservation Service (NRCS) Web Soil Survey for King County maps the soils underlying the site as Alderwood and Kitsap soils (AkF). The Alderwood and Kitsap soils are derived from glacial till and/or glacial outwash that form on 25 to 70 percent slopes. These soils are listed as having a "moderate to severe" erosion hazard severe building limitation for slopes. These soils are listed in hydrologic soils group B/C. Given the slopes exhibited on the provided site plan and generally confirmed in the field, the soils would be most representative of Indianola loamy sand soils. Indianola soils are derived from sandy glacial outwash that form on slopes of 0 to 45 percent and have a slight to severe erosion hazard depending on slope inclination. A copy of the SCS map for the site vicinity is attached as Figure 3. Site Geology The Geologic Map of the Poverty Bay 7.5-minute Quadrangle, Washington, Derek B. Booth, Howard H. Waldron, and Kathy G. Troost (2003) indicates the site underlain by advance outwash deposits. These soils were deposited during the Vashon stade of the Fraser Glaciation, some 12,000 to 15,000 years ago. The advanced outwash deposits consist of poorly sorted, lightly stratified mixtures of sand and gravel that were deposited by meltwater streams and rivers emanating from the advancing ice mass. The advance outwash was overridden by the ice mass, and as such is considered overconsolidated. These soils are in a very dense condition, and exhibit high strength and low compressibility characteristics where undisturbed. Surficiai soils are typically weathered to a loose to medium dense condition. No areas of landslides or mass wasting or noted on the map within the immediate vicinity of the site. An excerpt of the above referenced map is included as Figure 4. The Washington State Department of Ecology Coastal Atlas for the site area indicates the flatter upland area to be "stable", while the slopes on the west side of the home site are mapped as "intermediate". The intermediate designation is likely attributed to the height and steepness of the slopes west of the home site. No areas of unstable recent or unstable historic landslides are shown on the Coastal Atlas within the site area. A copy of the Coastal Atlas map for the site area is attached as Figure 5. Subsurface Conditions No new subsurface explorations were performed as a component of this study. We were able to observe shallow soils exposed during recent brush clearing operations on the site and the observed soils generally confirmed the geologic mapped stratigraphy as outwash deposits. Spiva- SW305th GHA March 12, 2015 Page 3 GEOLOGIC HAZARDS The Federal Way City Code states "geologically hazardous areas shall mean areas that, because of their susceptibility to erosion, landsliding, seismic or other geological events, are not suited to siting commercial, residential or industrial development consistent with public health or safety concerns." Landslide Hazard Areas per Federal Way Revised Code Chapter 19.05.070.G(2) The Federal Way City Code defines landslide hazard areas as "those areas potentially subject to episodic downslope movement of a mass of soil or rock including but not limited to the following areas: a. Any area with a combination of.• 1. Slopes greater than 15 percent; 2. Permeable sediment overlying a relatively impermeable sediment or bedrock, 3. Springs or groundwater seeps. b. Any area which has shown movement during the Holocene epoch, from 10,000 years ago to the present, or which is underlain by mass wastage debris of that epoch. c. Areas potentially unstable as a result of rapid stream incision, stream bank erosion, and undercutting by wave action. d. Areas located in a canyon or on an active alluvial fan, presently or potentially subject to inundation by debris flows or catastrophic flooding. e. Areas that have a "severe" limitation for building site development because of slope conditions, according to the USDA SCS. f. Those areas mapped as Class U (Unstable), Uos (Unstable old slides), and Urs (unstable recent slides) by the Department of Ecology. g. Slopes having a gradient steeper than 80 percent subject to rock fall during seismic shaking" From the above listed indicators we offer the following comments. The slopes on the site and in the proposed sewer trench path are steeper than 15 percent but have no adverse geologic or soil contacts and no evidence of seeps were noted during our site visit. No evidence of recent or Holocene epoch movement is shown on the published geologic map, nor was any evidence of recent landslide activity noted during our site visit. No surface water was observed flowing on the site. No area of alluvial fans was noted or was observed on or within the vicinity of the subject site. The Aide rwood-Kitsap soils mapped on the more steeply sloping southern portion of the site are listed as having a "severe" limitation for building because of slopes by the USDA Soil Conservation Service. As described above, the site soils are more indicative of Indianola type soils which have a moderate to severe erosion hazard when exposed. The Department of Ecology Coastal Atlas maps the home site area as stable while the more steeply sloping southern and western offsite areas are mapped as "intermediate" because of the height and inclination of the slopes. Based on our observations and literature review, the site meets the technical definition of a landslide hazard area because the soils mapped on site are listed as having a severe limitation for site development. The site meets no other criteria per the FWRC. Seismic Hazards per Federal Way Revised Code Chapter 19.05.070.G(3) The City of Federal Way Municipal Code defines seismic hazard areas as "those areas subject to severe risk of earthquake damage as a result of seismically induced ground shaking, slope failure, settlement or soil liquefaction, or surface faulting. These conditions Spiva- SW305th GHA March 12, 2015 Page 4 occur in areas underlain by cohesionless soils of low density usually in association with a shallow groundwater table." According the City of Federal Way Municipal Code, the proposed single family residence will be required to be designed and constructed in accordance with the International Building Code (IBC) 2012. Characterization of soil profile type is required to determine the site class definition. Based on the inferred range of likely Standard Penetration Test (SPT) values, it is our opinion that the project site could be adequately classified as a Site Class D. Steep Slope Hazard per Federal Way Revised Code Chapter 19.05.070.G(4) The Federal Way City Code defines steep slope hazard areas as "those areas with a slope of 40 percent or greater and with a vertical relief of 10 or more feet, a vertical rise of 10 feet or more for every 25 feet of horizontal distance. A slope is delineated by established its toe and top and measured by averaging the inclination over at least 10 feet of vertical relief." As shown on the site plan, no areas on the subject parcel meet the definition of a steep slope hazard area. However, as mentioned above, the proposed location for the sewer trench will require working within an area that meets the criteria of a steep slope hazard area. CONCLUSIONS Based on our observations and site evaluations, it is our opinion that an active landslide hazard, erosion hazard area, seismic hazard area, or steep slope area does not exist on or within 25 feet of the site. Erosion The site soils are mapped as AkF, which have a severe erosion hazard when exposed. However, based on our observations and review of the USGS geologic map, it is our opinion the site soils are more indicative of advance outwash deposits, or Indianola type soils. Conventional construction BMP's should be installed prior to beginning construction and soil not worked for more 7 days should be covered with plastic sheeting or mulch. Temporary erosion control should consist of silt fence along the downslope side and side slopes of the active construction area. Straw waddles and berms may also be necessary. We have not been provided with a copy of the proposed Temporary Erosion and Sediment Control (TESC) plan at this time. However, provided standard BMP's are installed prior to beginning construction, the potential for erosion or sediment leaving the site should be minimal. Landslide Hazard Areas per City of Federal Way Chapter 18-28 The site has slopes steeper than 15 percent, but no adverse or intersecting contracts are mapped on the site, nor were any seeps or springs noted. No areas of mapped landslide debris or activity were noted on the published USGS geologic map or coastal zone atlas. No areas of alluvial fans are mapped nor were any alluvial fans noted in the vicinity of the site at the time of our past site visits. The site soils (AkF) as mapped by the USCS do have a severe erosion hazard, but as discussed above it is our opinion the site soils are likely more indicative of Indianola type soils. The site is listed as being stable by the Department of Ecology Coastal Atlas; however the slopes on the west side of the home site are mapped as intermediate because of their height and inclination. No areas of historic or recent landslide activity were identified on the Coastal Atlas. The site slopes are not steeper than 80 percent or subject to rock fall during seismic shaking. Based on our observations and literature review, the site has none of the above indicators. As previously stated, we observed no evidence of active or ongoing landslides hazards were observed on the site or within 25 feet of the site. In our opinion, the site does not constitute an active landslide hazard area. Therefore, no prescriptive buffer should be imposed by the City of Federal Way. Spiva- SW305th GHA March 12, 2015 Page 5 Seismic Hazard The Federal Way City Code, Chapter 18-28 defines seismic hazard areas as those areas subject to severe risk of earthquake damage as a result of seismically induced ground shaking, slope failure, settlement or soil liquefaction, or surface faulting. These conditions occur in areas underlain by cohesionless soils of low density usually in association with a shallow groundwater table. Based on our observation and the subsurface units mapped at the site, we interpret the structural site conditions to correspond to a seismic Site Class "C" in accordance with Chapter 20 of ASCE 20. This is based on the likely range of equivalent SPT (Standard Penetration Test) blow counts for the soil types mapped in the site area. These conditions were assumed to be representative for the conditions based on our experience in the vicinity of the site. These soils are not prone to liquefaction and d❑ not constitute a seismic hazard area. Given the mapped stratigraphy of advance outwash deposits, which was overridden by the Vashon stade of the Fraser Glaciation, it is our opinion that the potential for liquefaction is minimal. Steep Slope Hazard As previously described, the site generally slopes down to the west at inclinations that vary between 20 and 25 percent. The home site area does not qualify as a steep slope hazard area. However, the proposed sewer trench area does meet the minimum criteria for a steep slope hazard area. As mentioned above, conventional construction BMP's should be installed prior to beginning construction and soil not worked for more 7 days should be covered with plastic sheeting or mulch. Temporary erosion control should consist of silt fence along the downslope side and side slopes of the active construction area. Straw waddles and berms may also be necessary. Provided standard BUIP's are installed prior to beginning construction, the potential for erosion or sediment leaving the site should be minimal. We recommend that all earthwork within the steep slope area related to the proposed sewer trench conform to the recommendations outlined in Appendix J of the International building Code 2012, Additionally, either concrete block anchors or strap footing anchors be installed at the toe, mid -point, and top of the steep slope crossing. The actual type should be determined by the field conditions encountered at the time of construction. We also recommend that low permeability trench dams be installed at the top of the steep slope, one about mid - slope, and one above and below the wetland to prevent the flow of groundwater through the trench backf ill or pipe bedding material. Buffers/Setbacks per Federal Way RCC 19.05.160 This section of the code requires a 25-foot setback from geologically hazardous areas. The proposed lot layout satisfies this requirement and provides lots that have sufficient building area while maintaining the required 25-foot setback from the determined geologically hazardous areas. Sections 19.160.010.(2) allows for reduction or modifications of the 25-foot setback area if "no reasonable alternative exists and only if the development activity or land surface modifications will not lead to or create any increased slide, seismic, or erosion hazard." Some grading and filling may be required for the construction of the daylight basement configuration, but the areas where grading will occur are not within a landslide hazard area. Any such grading on these lots should conform to the recommendation outlined in Appendix J of the International Building Code Appendix J for grading on slopes steeper than 5H:1 V (Horizontal:Vertical). Spiva- SW305th GHA March 12, 2015 Page 6 Recommended Setback The City of Federal Way building department may require a building setback in accordance with IBC (International Building Code) standard requirements. IBC section 1805 requires a building setback from slopes that are steeper than 3HAV (Horizontal: Vertical) unless evaluated and reduced, and/or a structural setback is provided, by a licensed geotechnical engineer. The setback distance is calculated based on the vertical height of the slope. The typical 1BC setback from the top of the slope equals one third the height of the slope. Based on a review of the proposed site plan provided to us, it is our opinion that the proposed site configuration satisfies IBC setback criteria from steep slope areas. LIMITATIONS We have prepared this report for Mr. Larry Spiva and members of the design team for use in evaluating a portion of this project. Subsurface conditions described herein are based on our observations of exposed soils on the parcel. This report may be made available to regulatory agencies or others, but this report and conclusions should not be construed as a warranty of subsurface conditions. Subsurface conditions can vary over short distances and can change with time. Variations in subsurface conditions are possible and may also occur with time. A contingency for unanticipated conditions should be included in the budget and schedule. Sufficient monitoring, testing and consultation should be provided by our firm during construction to confirm that the conditions encountered are consistent with those indicated by the explorations, to provide recommendations for design changes should the conditions revealed during the work differ from those anticipated, and to evaluate whether earthwork and foundation installation activities comply with contract plans and specifications. The scope of our services does not include services related to environmental remediation and construction safety precautions. Our recommendations are not intended to direct the contractor's methods, techniques, sequences or procedures, except as specifically described in our report for consideration in design. If there are any changes in the loads, grades, locations, configurations or type of facilities to be constructed, the conclusions and recommendations presented in this report may not be fully applicable. If such changes are made, we should be given the opportunity to review our recommendations and provide written modifications or verifications, as appropriate. The comments below reflect applicable requirements of the Federal Way Revised Code (FWRC) — Title 19 "Zoning and Development Code." The following corrections must be made prior to Planning Division sign -off. TFCFEN[CAL COMMENTS 1. Geotechnical Report — The city's Critical Areas Map identifies the potential location of geologically hazardous areas on and near the subject property. Specific areas of concern include erosion hazard onsite and landslide hazard on the neighboring properties where potential sewer connections will be constructed (also see sewer comment below). A geotechnical report prepared by a licensed geotechnical engineer must be submitted with your corrected drawings. a. The geotechnical report will need to identify whether any onsite or offsite (including the path of sewer connection) conditions reflect the four geologically hazardous areas as defined by FWRC 19.05.070 and whether any of the proposed improvements are within 25 feet of these areas. b. If any proposed improvements are on or within 25 feet of the defined geologically hazardous areas, the geotechnical report shall respond to the four items listed in FWRC 19.160.010(3). c. The geotechnical report shall also comment on the proposed location and method of stormwater dispersion trenches as it relates to soil stability in geologically hazardous areas. Please be advised that the Planning Division may require third party review of the geotechnical report, at the applicant's expense, depending on the complexity of the report's findings. 2. Wetland Buffer — A Category II wetland is located on the northern abutting property and its 100-ft required buffer extends onto the subject property as shown in the enclosed survey prepared for a boundary line adjustment that was completed in 2011. No improvements are to be located in this area. Please show this buffer on the site plan and relocate the dispersion trench if it is found to be within this buffer area. Existing Lakehaven Utility District sewer infrastructure shows the need to extend sewer main on either 261h Ave SW or 280' Ave SW and then connect via easements through neighboring properties. Please identify the proposed sewer extension alignment and easements across adjacent private properties. The geotechnical report referenced above will need to address if the proposed sewer connection route will affect geologically hazardous areas on and offsite and if so how will those intrusions be mitigated. 4. Driveway Width — The driveway exceeds the 20ft. width limitation within required front yards as set forth in FWRC 19.130.240(1)(b).
