Dear Mr. Bridge:
On April 24, 2009, you submitted to the Department of Community Development Services of the City of
Federal Way drawings to demolish an existing residence and detached garage and construct a new
residence with an attached garage and a new outbuilding. I've completed a preliminary building and
planning review of the above -referenced permit application. The items listed below need to be addressed
before any further review conducted by the building and planning review section can commence or
continue on this application.
1) Shoreline Substantial Development Permit. The proposal is subject to the Washington State
Shoreline Management Act, Federal Way Shoreline Master Program, and applicable Federal Way
shoreline regulations. The proposal is subject to a Shoreline Substantial Development Permit (SSDP)
unless exempt. Permit approval for SSDP or exemption is required prior to approving any related
development permits (demolition, building, grading, etc.). Please provide a copy of the SSDP
approval or exemption.
2) Geotechnical Report Required. According to the City's critical areas map and the topography
shown on the site plan, the subject property is located in a geologically hazardous area (GHA), more
specifically, an erosion hazard area. GHA are areas within the community that, because of the
susceptibility to erosion, landslides, seismic, or other geological events, are not suited for
development or other activities. Pursuant to Federal Way Revised Code (FWRC) 19.160.010
(enclosed), please submit a geotechnical soils report prepared by a certified Washington State
professional engineer that identifies whether the site qualifies as a geologically hazardous area.
According to FWRC 19.160.10(2), "the director of community development may permit development
activities, land surface modifications, or the installation and maintenance of landscaping normally
associated with residential, commercial, or park use on or within 25 feet of a geologically hazardous
area if no reasonable alternative exists and only if the development activity or land surface
modification will not lead to or create any increased slide, seismic, or erosion hazard." Please
demonstrate how the proposal is consistent with FWRC 19.160.10(2) in your response.
If it is determined that any construction activity falls on or within 25 feet of a geologically hazardous
area, the following information is required:

(a) A soils report prepared by a qualified professional engineer licensed in the state, which describes
how the proposed development will impact each of the following on the subject property and
nearby properties:
(i) Slope stability, landslide hazard and sloughing.
(ii) Seismic hazards.
(Ili) Groundwater.
(iv) Seeps, springs and other surface waters.
(v) Existing vegetation.
(b) Recommended foundation design and optimal location for roadway improvements.
(c) Recommended methods for mitigating identified impacts and a description of how these
mitigating measures may impact adjacent properties.
(d) Any other information the city determines is reasonably necessary to evaluate the proposal.
3) SEPA (State Environmental Policy Act Review) Required. Geologically Hazardous Areas are
considered critical areas. Pursuant to FWRC 14.30.030 and state law, construction or development
activity occurring on or within 25 feet of a critical area requires environmental review under the State
Environmental Policy Act. According to the critical areas map (see enclosed), the construction of a
new residence and the related site improvements will occur within the erosion hazard area. These
proposed actions require SEPA review. Please complete and submit the enclosed SEPA checklist and
master land use application form at your earliest convenience. Self-addressed stamped envelopes are
required. For your convenience, I have enclosed a Development Requirement checklist. The filing fee
is $1744.50. Changes or corrections required pursuant to the SEPA review, if any, will also need to be
incorporated into the plans submitted under this building permit. The building permit or any related
permits may not be issued until the SEPA process is complete.
4) Preapplication Conference. Generally, proposals that trigger SEPA review require a preapplication
conference. However, the applicant may request a waiver to undergo a preapplication conference, and
in this case, the City would support a waiver. When you submit your SEPA checklist materials, add a
written request to Planning Manager Isaac Conlen for a preapplication waiver based on one or more
of the following criteria:.
(i) The simple nature of the proposal;
(ii) The project would be severely impacted by the preapplication process due to time or financial
constraints outside the control of the applicant;
(iii) The site has previously undergone preapplication, site plan, or other land use review for the
same or similar development proposal and it is unlikely further preapplication review will
provide any benefit to the city or applicant;
(iv) The director determines preapplication review is not in the best interest of the city or the
applicant.
5) Lot Line Elimination Required. Based on review of King County Assessor's data, this site
is comprised of several underlying lots. The proposed residential structure(s) cannot be
constructed over these underlying lot lines, and must record a Lot Line Elimination (LLE) at
the King County Recorders Office. Please complete and return the enclosed Master Land Use
Application and Lot Line Elimination and Restrictive Covenant paperwork. Filing fee is
177.50. Be advised that the single-family permit cannot be issued until the LLE has been
completed and recording fees paid. The purpose of a lot line elimination is to remove interior

lot lines of a parcel comprised of two or more separate lots with contiguous ownership
(FWRC 18.15.010).
6) Separate Demolition Permit Required. A separate demolition permit is required prior to
removal of each structure. However, the demolition permit may not be approved until SEPA
review has been complete.
7) Separate Building Permit Required. A separate building permit application is required for
the proposed detached structure shown on the southeast corner of the parcel. The building
permit may not be approved until SEPA review is complete.
8) Provide updated water and sewer availability certificates. The certificates submitted have
expired.
9) Site PIan. Please provide the following additional information or changes to the site plan.
a) Provide name/use of proposed detached building located on SE corner of parcel.
b) Show proposed grade elevations (two -foot contours), and directional arrows to show surface
drainage.
c) Show all significant trees' onl_y on property and identify those that are to be removed. Clarify tree
dimensions (diameter or circumference?) called out on the plan, provide tree legend, if necessary.
Please note that FWRC 19.125.080 states that if the approved development will require the
removal of more than 75 percent of the significant trees on the subject property, significant trees
shall be replaced in an amount equal to 25 percent of the significant trees that existed on the
subject property prior to commencing any development activity.
d) Provide a stringline setliacl2 delineation. Per F`1VRC 15.05.050 (4)(c), single-family residential
development shall maintain a minimum setback behind the str-ingline setback, or 50 feet from the
ordinary high water mark, whichever is greater.
e) Show proposed topographic or grade lines.
f) Show all proposed retaining walls.
g) Show required landings at the top and bottom of all exterior stairs (R311.4.3 & R311.5.4).
h) Show basement exterior stairs and landing.
i) Show location of all heat pumps or A/C units. Minimum required yards for structures also applies
to all outdoor HVAC units.
10) Sheet SP 1. Wording to note 1/22 on sheet SP1 for winder treads is not complete. Language should
include that winder treads shall have a minimum tread depth of 10 inches measured at a point 12
inches from the side where the treads are narrower. I will "redline" this additional language onto the
plan sheet.
11) Street 'I of 9. Note 3/15 on sheet SP1 and 7/01 on sheet SP2 also apply to crawl space. I will "redline"
this onto the plan sheet.
I (FWCC 22-1568) Significant tree is defined as:
(1) Twelve inches in diameter or 37 inches in circumference measured four and one-half feet above ground; and
(2) In good health; and
(3) Not detrimental to the community (e.g., is not diseased, dying, or likely of falling into public open space or right-of-way,
etc.) or obscuring safe sight distance requirements. Significant trees shall not include red alder, cottonwood, poplar or big leaf
maple.
2 Stringline setback means a straight line drawn between the points on the primary buildings having the greatest projection
(including appurtenant structures such as decks) waterward on the two adjacent properties.

12) Sheet 2 of 9.
a) As depicted, the interior staircase does not meet requirements for winder stairways under IRC
section R311.5.3.2. The stairway does not meet the minimum tread depth of 6 inches at the
narrow end of the winder treads. Please revise the stairway with this important requirement in
stair design.
b) Note 15/22 on Sheet SP3 also applies to fire place. I will "redline" this onto the plan sheet.
13) Sheet 4 of 9. The exterior 3060 windows of the meditation room do not meet code. According to IRC
section R613.2, where the opening of an operable window is located more than 72 inches above the
finished grade or surface below, the lowest part of the clear opening of the window shall be a
minimum of 24 inches above the finished floor of the room in which the window is located. Glazing
between the floor and 24 inches shall be fixed or have openings through which a 4-inch diameter
sphere cannot pass.
14) Sheet 8 of 9. Label building section drawings as building section A and B.
15) Sheet 9 of 9 — Basement floor plan
a) Note 15/15 on sheet SP3 also applies to basement floor plan. IRC section R313.2 requires a
smoke detector in the basement.
b) Show location of combustion air openings and provide calculation of minimum opening size.
c) Show location of 2"d furnace. Only one was shown.
16) Additional Drawings or Information. Provide building cut section drawing through basement area.

the information provided on the plans and the city's plan review resources and capabilities. In no way
does any city approval constitute a guarantee of code compliance; authorize any work in violation of any
applicable codes; or relieve the owner of responsibility for complying with pertinent codes and
ordinances. Please note that the items listed above should not be viewed as a comprehensive list. Further
corrections may be necessary as a result of submitting additional information.
Resubmit two sets of architectural and/or structural drawings that were affected by the above corrections
or changes. Two sets of any accompanying engineering calculations or additional information shall also

The Public Works Department has reviewed your application for a single-family building permit and noted the
following items that must be addressed prior to issuing your permit:
Per Federal Way City Code section 22-1473, frontage improvements are required along the property's
frontage on SW 300"' Place. These improvements consist of curb, gutter, 5' wide sidewalk, 4' wide
planter strip with street trees, and possible road widening to create a 28-foot-wide travel way, meeting
the city's requirements for a cross-section "W" roadway. You may submit a request to modify, defer, or
waive these improvements based on the criteria provided in the enclosed handout. If the frontage
improvements are not deferred or waived, plans and details must be designed by a civil engineer
licensed in the State of Washington and provided for further review.
2. Your storm drainage plans must include flow control measures for all impervious surfaces, nciuding
roofs, driveways, and patios. A handout entitled "Single -Family Residential Drainage Plans" has been
included to assist you in design.
3. Temporary erosion control plans must include a construction entrance.
