Narrative for Bulkhead Worts at 31006
The drawing proposed it to remove existing blue stone and concrete to create two 150 square foot
structures of impervious surface and plant grass in the remaining areas. The first structure is 145 square
feet and consists of existing blue stone and an existing fire pit. The second structure is a 11'6" by 9'
custom shed with a maximum height of 8' and a 46 square foot concrete area for a total of 149 square
feet.

Narrative
Construction of 11'6" x 9' x 8' tall shed/boat house. Construction
materials to be as follows. First 3' of exterior walls to be constructed
of CMU blocks filled with concrete with # 3 rebar epoxied into
existing concrete slab every 3'. Rebar to be set into existing 8" thick
slab at a depth of 4". Remaining 5' of exterior walls to be
constructed of PT 2x4 bottom plate and HF 2x4 studs 16" OC with HF
2x4 top plate. Bottom plate attaches to top of CMU wall with wet
set 3/8" J bolts W/2"washers and nuts ever 4'. Exterior sheeting to
be 1/2" OSB. TyVeck house wrap over sheeting. 8" Hardi lap siding.
Z flashing above doors. Roofing system to be constructed of HF 2x8
joist attched to top plate with H1 every joist. Roof sheeting to be
1/2" OSB covered with #15 felt paper. 35yr comp roofing, drip edge
around entire roof line. Height of structure NOT to exceed 8'.

Dear Mr. Ellingson:
On behalf of your client, the Planning Division has reviewed your application resubmittal for a 103 sf.
appurtenant structure to a single family home and surface modifications in two areas to a legal
nonconforming bulkhead. The proposal would increase impervious area or footprint on the bulkhead by
adding decorative bluestone pavers and concrete).
The proposal is located within the Shoreline Urban Conservancy Environment and a Geologically
Hazardous Area. The comments below reflect applicable requirements of the Federal Way Revised Code
(FWRC) - Title 15 "Shoreline Regulations".

The Planning Division has reviewed the plan set prepared on August2l, 2015 by Master Builders NW- Sheets
CP, 1, and 2, and the inset map provided by the owner by email on November 12, 2015. Unless otherwise
noted, the following comments provided by staff must be addressed prior to issuing the residential building
permit (15-105629-SF) and shoreline exemption (15-101531-SH)
1. Structure Height (Hip Roof Depicted) - Please remove the hip roof detail on the bulkhead inset map
submitted by the owner on November 12, 2015 via email. Sheet 2 -Layout and Elevations shows a flat
roof. A hip roof would make the height of the accessory structure non -conforming, potentially exceeding
the 8 ft. height permitted.
2. Bulkhead Site Plan - The bulkhead site plan prepared by Master Builders NW does not represent the
requested bulkhead modifications accurately. The impervious area/building footprint depicted would
exceed the maximum 150 sf of footprint per structure and 300 sf of footprint per lot. Please revise the site
plan sheet to reflect the submitted bulkhead detail. Remove the label `existing bluestone pavers' and

show the 46 sf concrete slab, 103 sf shed and 145 sf of bluestone as proposed on the inset map. Staff also
request the use of an alternate site plan scale versus the architectural scale of 1/32 for review.

The latest shoreline survey conducted by King County in 2012 identified several properties that have made
improvements to bulkheads and other structures along the shoreline. The City of Federal Way observed that
slope vegetation behind a bulkhead was removed and replaced with a concrete slab ,on your waterfront
property approximately in the last 12-24 months. Our records indicate that shoreline and building permits
were not obtained for the above referenced improvements. If that is incorrect, please provide us with
evidence to that effect and we will update our records.
Waterfront improvements of this kind typically require permits because of ecological and safety concerns.
With proper permitting, shoreline projects can be carefully designed for minimum impact to the ecological
function of the shoreline.
Within the next two weeks, please contact Associate Planner Leila Willoughby -Oakes (253-835-2644, or
Leila.Willoughby-Oakes@cityoffederalway.com) to discuss the work that occurred and the permitting process
to bring the site into conformance. Please prepare a site plan drawing/sketch that shows the improvements
that have been made. Photographs may also be helpful.

31005 Vegetation Replacement Narrative
The property has a slope from the flat front yard facing the water of approximately 15' down
over a 25' stretch to a 14' flat existing bulkhead. When we purchased the property in 2012 the right
water facing side had seven dead Juniper plants and the right facing side had two dead fruit trees. A few
of the Junipers were removed as the dead pieces fell off, but most were removed in 2014. Late 2014
and early 2015 the entire slope was replanted with Heather per the picture provided.
New washrock was placed along the path and in between the flat bulkhead surface and the
slope to improve drainage.
