The applicant would like to request approval to pay a fee-in-lieu of providing on-site
recreation space for the ANK short plat. The project is a 4-lot development with one
existing home, to remain. Under the provisions of 18.55.060(2), the Director may
approve payment of a fee after consideration of the city’s overall park plan, quality,
location, and service area of the open space that would otherwise be provided within
the project. ANK Short Plat is a small development with little excess area. Based on
initial calculations, the project would be required to provide 11,302 sf of on-site
recreation. Providing this required area would result in the loss of a building lot. A three-
lot proposal is not financially feasible. A park of this size would also be a financial
burden on the remaining 3 homeowners to maintain. We request that the city accept a
fee-in-lieu, to be applied to a more centralized recreation area, that will better meet the
needs of the future residents.
