COMMITTEE MEMBERS IN ATTENDANCE: Chair Hoang Tran, Councilmember Jack Dovey, and Councilmember Paul McDaniel. COUNCIL MEMBERS IN ATTENDANCE: Council President Linda Kochmar, Councilmember Jack Walsh; Deputy Mayor Susan Honda via Zoom, Councilmember Lydia Assefa-Dawson. Approval of Summary Minutes —October 24, 2023 Meeting Motion to approve the October 24, 2023, minutes as written. ■ Moved: Dovey • Seconded: McDaniel ■ Passed:3-0 B. Business Resiliency Program: Presented by Economic Development Director Tanja Carter and Police Chief Andy Hwang. Economic Development Director Tanja Carter and Police Chief Andy Hwang presented a proposal to use a grant from the American Rescue Plan Act to fund a Broken Window Program and purchase two additional Mobile Surveillance Trailers (MST) to help deter crime. Council Committee voted to move the agenda to Council business to allow for additional discussion and information on the effectiveness of MST in crime deterrent. Committee members also recommended using the total grant for the purchase of MSTs and not fund the Broken Window Program. Greater Federal Way Community Emergency Management Program: Presented by Emergency Manager Kevin Pelley. Emergency Manager Kevin Pelley requested approval of the proposed Interlocal Agreement that establishes the Greater Federal Way Community Emergency Management Program which would allow the City to be eligible for federal reimbursement if/when a presidential emergency disaster is declared. Granicus Proposal and Master License and Services Agreement: Presented by Information Technology Director Thomas Fichtner. Information Technology Director Thomas Fichtner requested approval of the Granicus Proposal and Master License Agreement which would continue to provide support to the AMANDA platform used by Community Development and Public Works departments to track building permits and right-of-way projects in the city. WA State Department of Corrections Master Agreement — Class V Community Restitution Program: Presented by Parks Contract Administrator Autumn Gressett. Parks Contract Administrator Autumn Gressett requested approval of the WA State Department of Corrections (DOC) Master Agreement Amendment which would continue the restitution program with WA DOC to provide public work services to the city. Trouve Apartment MFTE Contract: Presented by Community Development Director Keith N iven. Community Development Director Keith Niven requested approval of a Multifamily Property Tax Exemption contract with X Marks the Spot LLC for their mixed -used residential development project, Trouve Apartments. T-Mobile Site Lease Agreement — BPA/Twin Lakes: Presented by City Attorney Ryan Call. City Attorney Ryan Call requested approval for the City to enter into a five-year Site Lease Agreement with T-Mobile for a portion of the property located at PBA/Twin lakes. The property would be used by T-Mobile to operate certain equipment in connection with its wireless communication services. Utility Tax Rebate Program Update: Presented by Finance Director Steve Groom. Finance Director Steve Groom gave an update on the utility tax rebate program in advance of the 2024 eligibility period from January 1 to May 30, 2024. The HUD household income figures have been updated, and the application and informational flyer are all available on the city's website. Discussion only. No action taken. L.
