Dear Mr. Campbell:
The Community and Economic Development Department has received your Process I Master Land Use
(MLU) application to create a drive-thru lane on the east side of the existing building and associated site
improvements. The Process I MLU application is hereby approved pursuant to conclusions based on
findings made by the department's Planning Division.
CONCLUSIONS
Various sections of the Zoning and Development Code indicate that certain developments, activities, or
uses are permitted only if approved using Process I — Director's Approval. Based on the findings below,
the proposed improvements to the developed site meet the following Process I approval criteria and land
use review thresholds of Federal Way Revised Code (FWRC) 19.15.030 and 19.55.020:
1. The proposed improvements are consistent with applicable chapters of FWRC Title 19 including,
but not limited to: Permits and Review Processes; Process I — Director's Approval; Community
Design Guidelines; and Neighborhood Business (BN).
2. The health, safety, and welfare of the citizens of the city are preserved.
3. The proposal is a minor improvement, modification, or addition to a site that is exempt from
SEPA review.
FINDINGS OF FACT
1. Proposal — The applicant proposes to construct a drive-thru lane for pizza pick-up associated with
the new Little Caesar's Pizza. Site improvements include removing curbing to widen the drive-thru
lane, additional landscaping, and relocating an overhead light pole. The drive-thru window is located
on the east side of the building, with customers continuing behind the building along the north side
of the building, and leaving on the west side. The site design allows for a 5-vehicle staking lane.
2. Comprehensive Plan & Zoning Designation —The comprehensive plan and zoning for the subject
property is Neighborhood Business (BN). The existing building is a multi -tenant building with retail
and office use as current tenants. The proposed fast food restaurant is an allowed use in the BN zone
per FWRC 19.215.020.
Parking — As proposed there are 34 parking stalls. The use is a fast food restaurant, requiring 1
parking stall per 80 square feet of gross floor area. However, no internal tables will be provided and

many customers will use the drive-thru. Therefore, the parking stall number provided is adequate for
the site.
4. Landscaping — As proposed, landscaping is provided on the east side of the building where the
drive-thru is located. The landscaping provides screening of the drive-thru from adjacent properties.
5. Community Design Guidelines Compliance —The site improvements do not change the
architectural character of the existing building on site. The new drive-thru is consistent with site
design features pursuant to FWRC 19.115.050.
APPEALS
Pursuant to FWRC 19.55.150, any person who received notice of the administrative decision may appeal
this decision to the Federal Way Hearing Examiner by April 11, 2014. Any appeal must be in the form of
a letter delivered to the Department of Community and Economic Development with the established fee.
The appeal letter must contain a clear reference to the matter being appealed and a statement of the
alleged errors in the Director's decision, including the identification of specific findings and conclusions
made by the Director disputed by the person filing.
In that you are the only party of record, your appeal period is waived (assuming you do not wish to appeal
this decision). Waiver of the right to appeal does not affect the effective date of this decision.
CLOSING
This land use decision does not waive compliance with future City of Federal Way codes, policies, and
standards relating to this development. This Process I. approval does not constitute approval of the

1. It is unclear what is to remain and be removed from the site. Please provide a site plan of the final site layout and revise the
landscape plan, removing the curbing, landscape island, and parking stall that will be demolished.
Answer: The demolition for the drive through is shown exclusively on sheet C1.0.On this sheet the striped
curbs indicate removal and the striped landscape and curbs also indicate removal. The finely shaded area
of the existing drive indicates removal as well.
The course shading indicates the removal of sod for the new landscaping. Sheet C2.0 indicates new
construction and you can see where new pavement, curbing or landscape is placed in the demolished
areas.
2. The queuing analysis prepared by Heath & Associates, Inc., depicts three parking stalls and a landscape strip to the east of the
drive-thru. The site plan however show that area as part of the queuing lane. Please verify how you intend to use the space, as part of
the queuing lane or parking stalls.
Answer: The queuing analysis used an early concept of the drive -through and essentially posed the
question of capacity. The subsequent design a fifth car was added to the stack and positioned in such a
was as to avoid parking/circulation impacts. An additional parking stall was added where the landscape
was shifted in front of the building.
3. The amount of parking stalls noted on sheet C2.0 (34 proposed stall) is not the same as what is depicted, 31 stalls were counted
Parking should not be an issue, but please correctly identify how many stalls will remain.
Answer: Yes 31 stalls are provided in the lot and 5 more drive through stalls for a total of 36.
Attached are sheet C1.0 and C2.0 for reference.

prepared Hot N Ready core menu items as well any prepared items made pursuant
to call in orders.
Any customers with custom orders will be directed to the front counter to place
their order.
Please note that customers will not be allowed to order from the exterior menu
board as our exterior menu board does not offer an intercom system.
As such, we do not anticipate vehicles queuing because customers will order and

Subject: Queuing Analysis for Little Caesar's Drive Thru
Dear Mr. Brown:
This letter provides a queue analysis for the proposed Little Caesar's restaurant with drive thru,
located at 2500 SW 336th Street.
The proposed Little Caesar's restaurant is to be the easternmost tenant of a new building to
replace the existing 7,488 square foot building on parcel 132103-9096. A drive-thru window is
to be provided on the east side of the building, with the outlet continuing on the north side of the
building for outlet on the west side of the building. The site design allows for stacking of 4
passenger vehicles without spilling into the parking lot.
In order to determine queuing potential, an observation was made of a site with similar
operational characteristics. The chosen site is a Papa Murphy's at 13720 Pacific Avenue,
Tacoma. Per the client, the heaviest traffic for pizza quick service restaurants is typically from
4:30 to 6:30 PM for weekdays, with similar results during the weekends. As such, the site
observation was during the period from 4:30 to 6:30 PM on a weekday. Queue lengths were
noted every 5 minutes, with data attached to this letter.
The results show a maximum queue length of 4 vehicles, from 5:35 to 5:45 PM. Based on the
similar use, the proposed Little Caesar's can be expected to have the same queues. With a
storage capacity of 4 vehicles within the drive-thru lane, queues should typically be contained
within the lane without spilling into the parking lot.

1. APPROVAL OF THIS EROSION AND SEDIMENTATION CONTROL (ESC) PLAN DOES NOT CONSTITUTE AN APPROVAL
OF PERMANENT ROAD OR DRAINAGE DESIGN (E.G., SIZE AND LOCATION OF ROADS, PIPES, RESTRICTORS,
8 CHANNELS, RETENTION FACILITIES, UTILITIES, ETC.).
2. THE IMPLEMENTATION OF THESE ESC PLANS AND THE CONSTRUCTION, MAINTENANCE; REPLACEMENT, AND
UPGRADING OF THESE ESC FACILITIES IS THE RESPONSIBILITY OF THE APPLICANT/ESC SUPERVISOR UNTIL ALL
CONSTRUCTION IS APPROVED.
3. THE BOUNDARIES OF THE CLEARING LIMITS SHOWN ON THIS PLAN SHALL BE CLEARLY FLAGGED BY SURVEY TAPE
OR FENCING, IF REQUIRED, PRIOR TO CONSTRUCTION (SWDM APPENDIX D). DURING THE CONSTRUCTION PERIOD,

SYSTEMS OR WASH PADS, MAY BE REQUIRED TO ENSURE THAT ALL PAVED AREAS ARE KEPT CLEAN AND TRACK
OUT TO ROAD RIGHT OF WAY DOES NOT OCCUR FOR THE DURATION OF THE PROJECT.
5. THE ESC FACILITIES SHOWN ON THIS PLAN MUST BE CONSTRUCTED PRIOR TO OR IN CONJUNCTION WITH ALL
CLEARING AND GRADING SO AS TO ENSURE THAT THE TRANSPORT OF SEDIMENT TO SURFACE WATERS,
DRAINAGE SYSTEMS, AND ADJACENT PROPERTIES IS MINIMIZED.
6. THE ESC FACILITIES SHOWN ON THIS PLAN ARE THE MINIMUM REQUIREMENTS FOR ANTICIPATED SITE CONDITIONS.
DURING THE CONSTRUCTION PERIOD, THESE ESC FACILITIES SHALL BE UPGRADED AS NEEDED FOR UNEXPECTED
STORM EVENTS AND MODIFIED TO ACCOUNT FOR CHANGING SITE CONDITIONS (E.G. ADDITIONAL COVER MEASURES,

FACILITIES.
8. ANY AREAS OF EXPOSED SOILS, INCLUDING ROADWAY EMBANKMENTS, THAT WILL NOT BE DISTURBED FOR TWO
CONSECUTIVE DAYS DURING THE WET SEASON OR SEVEN DAYS DURING THE DRY SEASON SHALL BE IMMEDIATELY
STABILIZED WITH THE APPROVED ESC METHODS (E.G., SEEDING, MULCHING, PLASTIC COVERING, ETC.).
C 9. ANY AREA NEEDING ESC MEASURES THAT DO NOT REQUIRE IMMEDIATE ATTENTION SHALL BE ADDRESSED WITHIN
SEVEN (7) DAYS.
10. THE ESC FACILITIES ON INACTIVE SITES SHALL BE INSPECTED AND MAINTAINED A MINIMUM OF ONCE A MONTH
DURING THE DRY SEASON, BI-MONTHLY DURING THE WET SEASON, OR WITHIN TWENTY FOUR (24) HOURS
FOLLOWING A STORM EVENT.
11. AT NO TIME SHALL MORE THAN ONE (1) FOOT OF SEDIMENT BE ALLOWED TO ACCUMULATE WITHIN A CATCH
BASIN. ALL CATCH BASINS AND CONVEYANCE LINES SHALT_ BE CLEANED PRIOR TO PAVING. THE CLEANING
OPERATION SHALL NOT FLUSH SEDIMENT -LADEN WATER INTO THE DOWNSTREAM SYSTEM.
12. ANY PERMANENT RETENTION/DETENTION FACILITY USED AS A TEMPORARY SETTLING BASIN SHALL BE MODIFIED
WITH THE NECESSARY EROSION CONTROL MEASURES AND SHALL PROVIDE ADEQUATE STORAGE CAPACITY. IF THE
FACILITY IS TO FUNCTION ULTIMATELY AS AN INFILTRATION SYSTEM, THE TEMPORARY FACILITY MUST BE ROUGH
GRADED SO THAT THE BOTTOM AND SIDES ARE AT LEAST THREE FEET ABOVE THE FINAL GRADE OF THE
PERMANENT FACILITY.
13. COVER MEASURES WILL BE APPLIED IN CONFORMANCE WITH APPENDIX D OF THE SURFACE WATER DESIGN
MANUAL.
14. PRIOR TO THE BEGINNING OF THE WET SEASON (OCT. 1), ALL DISTURBED AREAS SHALL BE REVIEWED TO
IDENTIFY WHICH ONES CAN BE SEEDED IN PREPARATION FOR THE WINTER RAINS. DISTURBED AREAS SHALL BE

AVOID USE OF JOINTS. WHEN JOINTS ARE NECESSARY, FILTER CLOTH SHALL BE SPLICED TOGETHER ONLY AT A
SUPPORT POST, WITH A MINIMUM 6-INCH OVERLAP, AND SECURELY FASTENED AT BOTH ENDS TO POSTS.
2. POSTS SHALL BE SPACED A MAXIMUM OF 6 FEET APART AND DRIVEN SECURELY INTO THE GROUND (MINIMUM OF
30 INCHES).
3. A TRENCH SHALL BE EXCAVATED APPROXIMATELY 8 INCHES WIDE AND 12 INCHES DEEP ALONG THE LINE OF

4. WHEN STANDARD STRENGTH FILTER FABRIC IS USED, A WIRE MESH SUPPORT FENCE SHALL BE FASTENED
SECURELY TO THE UPSLOPE SIDE OF THE POSTS USING HEAVY-DUTY WIRE STAPLES AT LEAST 1 INCH LONG, TIE

LANDSCAPE AREA GRADING
FINISH SUBGRADE AND OBTAIN APPROVAL OF LANDSCAPE ARCHITECT PRIOR TO
PLACING ANY TOPSOIL. FINISH SUBGRADE SHALL BE SMOOTH AND CONFORM TO THE
FINAL FINISH GRADE AFTER TOPSOIL PLACEMENT. ALLOW FOR ADDED TOPSOIL AND
MULCH IN INDIVIDUAL PLANTINGS AS SPECIFIED. COMPACT ALL LANDSCAPE
SUBGRADE TO 90% OF OPTIMUM DENSITY PER ASTM D 1557.
FINISH GRADE OF PLANTING AND TURFGRASS AREAS WHERE ABUTTING PAVING OR
CURBS SHALL BE 1/2 INCH BELOW TOP OF PAVING. SLOPE ALL PLANTING AREAS AT
A MINIMUM OF 1 /4 INCH PER FOOT TO PROVIDE POSITIVE DRAINAGE AWAY FROM
PLANTINGS.
SOIL CONDITIONS
VERIFY EXISTING SOIL CONDITIONS FOR CONTAMINANTS THAT MAY HAVE BEEN
DISCARDED BY OTHER TRADES, SUCH AS THINNER AND PLASTER. REPORT FINDINGS
IMMEDIATELY TO LANDSCAPE ARCHITECT.
NOTIFY THE LANDSCAPE ARCHITECT OF ADVERSE SOIL DRAINAGE CONDITIONS
WHICH MAY POTENTIALLY AFFECT PLANT GROWTH (E.G. SATURATED SOIL, CLAY,
HARDPAN, HIGH GRAVEL OR ROCK CONTENT, CONCRETE, ETC.)
PLANTING BED PREPARATION AND TOPSOIUNG
OBTAIN APPROVAL OF SUBGRADE PREPARATION PRIOR TO INSTALLING IMPORTED TOPSOIL.
INSTALL 8 INCH MINIMUM DEPTH TOPSOIL OVER THE PREPARED SUBGRADE. TOPSOIL
SHALL BE 30% COMPOST AND 70% SAND OR SANDY LOAM THROUGH 7/16" SCREEN.
MULCH SHALL BE CEDARGROVE COMPOST OR LAND RECOVERY, INC. FINE PREP.
SUBMIT 1 POUND SAMPLE AND SOIL ANALYSIS FROM SOIL MANUFACTURER FOR
APPROVAL BY LANDSCAPE ARCHITECT. MANUFACTURED TOPSOIL SHALL PROVIDE
ALL COMPONENTS NECESSARY FOR OPTIMUM PLANT GROWTH.
AFTER PLANTING AND CLEANING PLANTING GRADE, INSTALL 3 INCH MINIMUM DEPTH
'PREP' COMPOST MULCH (OR APPROVED EQUAL) OVER THE TOPSOIL.
FERTILIZER
PLANTS: OSMOCOTE 18-6-12 FOR TOP DRESSING SHRUB AND GROUNDCOVER AREAS
AT A RATE OF 20 LBS. PER 1,000 SQUARE FEET PRIOR TO ADDING MULCH TO FINISH
TOPSOIL GRADE. INSTALL AGRIFORM 20-10-15 PLANTING TABLETS FOR PLANTING PITS
AS SHOWN IN PLANTING DETAILS.
PLANT LOCATIONS
AFTER PLACEMENT OF TOPSOIL, STAKE TREE LOCATIONS FOR ACCEPTANCE BY
THE LANDSCAPE ARCHITECT. MAKE REQUIRED FIELD ADJUSTMENTS AS DIRECTED.
AVOID OBSTRUCTIONS SUCH AS IRRIGATION EQUIPMENT. LARGE BLOCKS OF
PLANTING MAY BE STAKED OUT BY BOUNDARY RATHER THAN INDIVIDUAL PLANTS.
IRRIGATION
IRRIGATION SHALL BE PERFORMED MANUALLY UTILIZING EXISTING HOSE BIBS AS
WATER SOURCE. CONTRACTOR TO PERFORM WATERING, AT PLANTING BEDS AT 2
WEEK INTERVALS MINIMUM ONCE WEEKLY IN PRESENCE OF OWNER. HOT DRY
WEATHER CONDITIONS MAY REQUIRE ADDITIONAL WATERING. THE INTENT IS TO
PROVIDE OPTIMUM MOISTURE CONDITIONS DURING THE WARRANTEE PERIOD.
QUALITY ASSURANCE
ALL PLANT MATERIAL TO BE IN HEALTHY THRIVING CONDITION, PROTECT ALL PLANT
MATERIAL FROM HARM. HEAL -IN AND WATER ALL ROOTBALLS IF NOT PLANTED THE
SAME DAY AS DELIVERY. REMOVE UNSATISFACTORY MATERIALS FROM SITE. PLANT
DURING PERIODS NORMAL FOR OPTIMAL GROWTH, AS DETERMINED BY SEASON,
WEATHER CONDITIONS AND ACCEPTED PRACTICE.
WARRANTY
ACCEPTANCE OF LANDSCAPE IMPROVEMENTS SHALL OCCUR AT OWNER'S
PROVISIONAL ACCEPTANCE OF THE COMPLETED PROJECT. WARRANTY PERIOD FOR
ALL PLANTING SHALL BE ONE YEAR FROM DATE OF PROVISIONAL ACCEPTANCE OF
THE PROJECT. IF REPLACEMENT OF PLANTINGS ARE REQUIRED DURING THE
WARRANTY PERIOD, RESTORE ADJACENT PLANTING AREA TO ORIGINAL
CONSTRUCTED CONDITION. REPLACEMENT PLANTS SHALL BE IN LIKE SIZE AND KIND
AS ORIGINALLY PLANTED.
